RESOLUTION NO.__________
WHEREAS, Presidential Proclamation No. 342 declaring the Malampaya Sound, situated in the
Municipalities of Taytay and San Vicente, Province of Palawan, as protected area pursuant to Republic
Act 7586 (NIPAS Act of 1992) and shall be known as the Malampaya Sound Protected landscape and
Seascape wherein Barangays Sto. Nino and New Canipo are integral part and parcel of the same;
WHEREAS, the same proclamation provided specific technical descriptions of the areas included in the
Municipality of San Vicente particularly Barangays Sto. Nino and Canipo. It is evident in the
proclamation that substantial part of the land area of these Barangays which are outside the protected
area are currently classified as timberland;
WHEREAS, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) officially identified
and declared San Vicente, Palawan as the first flagship tourism industry enterprise zone dividing the
development process of the municipality into three clusters;
WHEREAS, as evident in the Tourism Master Plan of San Vicente, Barangays Sto. Nino and New
Canipo are part of cluster three designed for high end tourism projects, programs, and other activities;
WHEREAS, the development of the area would attract more investors and businesses that would
definitely generate income for the local government in forms of taxes and other fees. Thus, making the
progress in the area beneficial and favorable to the people of San Vicente;
RESOLVED, as this body hereby resolved, to favorably endorse the declaration of the land
classification of the area outside the Malampaya Sound Protected Area as alienable and disposable.
RESOLVED FINALLY, to furnish copy of this resolution to all concerned for their information and
appropriate action.
