The complete proposal for the Inclusive Sports, Cultural programmes is as under:
1. Name of the Activity: To organize Inclusive Sports and Cultural activities at District and State
level.
2. Target Group: As per the Rights of Persons with Disabilities Act, 2016, there are 21 kinds of
disabilities. In the past, sports and cultural programme was conducted for divyang students
having disabilities Mental Retardation, Hearing Impaired, Orthopedic Handicapped (upper &
lower Limb disability), Visually Impairment). But now there are divyang students of other
disabilities also that can be included in these sports and cultural activities, in case availability
of participants in a specific disability do not come required number of participants for
particular games/cultural activities studying in classes 3rd to 12th in Govt. schools then that
activity will not be conducted. Therefore, all divyang students will participate in district level
programme in the districts in three groups as under:-
Divyang students studying in classes 6th to 12th will participate in State level programme be
categorized in two groups for sports activities at State Level
Group –I :- Divyang Students studying in classes 6th to 8th.
Group –II :- Divyang students studying in classes 9th to 12th
3. Level of conducting activity: District & State Level
4. Participation: Divyang students studying in classes 3rd to 12th will participate in sports and
cultural activities organized at district level. Those divyang students of classes 6th to 12th, who
will get first, second & third position in various sports and cultural activities at district level
programme, will participate in State level programmes.

Note:
1. These Sports activities should be done for each disability separately group wise for
boys and girls. In case, sufficient participants are not available for any event, the same
will not be conducted at any level.
2. In case, the candidate wants to participate amongst 21 disabilities other then
mentioned above, they can participate, if group of 5 participants become available in
any of the disability. In that case, expenditure may be met out from within the budget
provided.
7. Venue: 1. DPC concerned will arrange a Stadium for conducting District level sports &
Cultural programme for smoothly conducting the programme.
2. Venue of State Level Programme will be intimated later on.
2 Sports
activities/Cultural
Programme
Divyang students studying in classes 3rd to 12th in various Govt. schools will participate in
district level programme. Divyang students of classes 6th to 12th, who will get 1st, 2nd & 3rd position in
Sports and Cultural activities at district level, will participate in the State level activities. District level
sports and cultural activities will be conducted under the guidance and directions of Additional
Deputy Commissioner (ADC)-cum-chairman, Samagra Shiksha. All the activities of district level
programme will be conducted under the supervision of the following committee members:-
1. ADCs of the concerned District = Chairman
2. District Education Officers = Member
3. District Project Coordinator = Member Secretary
4. District Sports official = Member
5. Assistant Project Coordinators (IED) = Member
6. All BRC-cum- Principals of IED. = Member
The District Project Coordinator, member secretary will be responsible for conducting
District Level Programme. The guidelines for District level Sports programme is as under:
1. DPCs will hold a meeting of BRC-cum-Principals of IED model schools BEOs, BEEOs and
Resource Teacher for conducting these activities.
2. DPCs will be the overall-incharge for implementation, monitoring and supervision of this
programme at district level successfully.
3. DPCs will direct all special teachers to prepare divyang students for District level Games and
Cultural Programme.
4. DPC will ensure that the district level sports/ cultural programme should be conducted on 1st
& 2nd Feb, 2019 and State level program will be conducted on 9th to 11th Feb, 2019 at
Kurukshetra. Guidelines of State Level programme will be intimated separately to all
districts latter on.
5. DPC will ensure that all the activities will be conducted in three groups i.e
1st Group- Divyang students studying in classes 3rd to 5th.
2nd Group- Divyang students studying in classes 6th to 8th.
3rd Group – Divyang students studying in classes 9th to 12th
5. Minimum 5 participants will participate in one activity for each category in Sports activities.
6. DPC will ensure that all the activities of sports should be carried out Group wise,
disability-wise and Gender wise.
7. DPCs will provide 1st, 2nd and 3rd prize as per activity wise, disability wise and gender wise.
8. Divyang students, who get 1st, 2nd & 3rd position will take part in State Level Programme.
9. One divyang student can participate in two maximum activities.
10. DPCs will coordinate with district sports officer, regarding availability of sports
equipment at the venue of sports programme for various games at district level.
11. DPCs will form a committee of judges separately for Sports activities and Cultural activities.
Committee may appoint Judges amongst the persons working under any NGO’s
representative or professional working in field of special education at college or university
level, who had contributed a lot of in field of special education and specialized resource
person in that particular area shall be involved in the judgment of the activity (like one
resource person from the area of dance, one resource person from music and one from
sports). One SMC member shall also be involved in the judges team.
12. Resource Teachers working under both schemes i.e. IED-SS and SSA and the general teachers
will participate in the execution of this activity.
13. The coverage of this programme shall be done and its report duly supported by
photographs shall be submitted to the head office within 10 days after completing of these
activities.
14. Expert Music teachers, Trained Resource Teachers will be the resource persons for Sports &
Cultural programme.
15. Facility of ambulance should be made available at the venue during sports activities.

The District Project Coordinator will be responsible for conducting District Level Sports & Cultural
Programme.:
1. DPCs will be the overall-incharge for implementation, monitoring and supervision of this
programme at district level successfully.
2. DPCs will make all the necessary arrangement for Cultural Programme.
3. BRC-cum-Principal IED will sent their requirement of costumes for cultural programme if any,
to the DPCs well before in time prior to conduct of cultural programme.
4. DPC will ensure that all the activities of cultural programme should be carried out as per
Table No. 2.
5. DPCs will provide 1st, 2nd and 3rd prize as per activity wise, and gender wise at district level.
6. Divyang students, who get 1st, 2nd & 3rd position will take part in State Level Programme.
7. One divyang student can participate in two maximum activities.
8. If the District level budget will increase in any activity, then the same may be utilized out of
the total budget available at District level or from the district Management Fund as the case
may be, for which approval from headquarter may be obtained by giving full justification.
9. Expert Music teachers, Trained Resource Teachers will be the resource persons for cultural
programme.
10. DPC will provide costumes to participants, if required for cultural programme.
