THE CANARA BANK OFFICERS' ASSOCIATION (CBOA) is in existence since 1966 and is the only
Recognized Association representing Officers. As on 31.03.2018, 25700 Officers upto Scale III and
1200 Executives all over India have enrolled themselves as members of this Great Organisation, THE
CANARA BANK OFFICERS’ ASSOCIATION.

IT IS THE CBOA that is affiliated to AIBOC, the largest National Organisation of Officers with absolute
majority in Banks and representing 95% of the Officers in the Banking Industry. It is the second
largest Association in AIBOC.

IT IS THE CBOA that holds periodical Joint Conferences with the Bank Management to lay down
policies on promotion, transfers and other service matters of interest concerning the Officers
community. It has successfully completed 203 Joint Conferences with the Bank.

IT IS THE CBOA that demanded and achieved the reduction in Rate of interest for Staff loans &
declaration of more number of vacancies in Scale promotions.

IT IS THE CBOA that has no political alignment

IT IS THE CBOA that has a Service Unit called ‘CANPAL’ for serving the society & our Bank.

IT IS THE CBOA that has sponsored and created a Thrift Society at Chennai and a Welfare Fund at
Mumbai, granting death relief to members besides assistance to its members on Hospitalisation.

IT IS THE CBOA, that has been publishing “FRIEND & GUIDE”, "LIGHT CIRCLE” “Empower 2015”,
Promotion Study Materials and systematic coaching classes / mock interview sessions at all the
important centres all over India for the benefit of members / non-members.

Y(our) CBOA has completed 5 decades of its existence and the Golden Jubilee of our CBOA was
celebrated throughout the country in 2016. It continues its unending crusade for securing more lasting
facilities for all the Officers in Canara Bank.

CBOA WELFARE SCHEMES
BENEVOLENT FUND
The CBOA has formulated a Scheme to extend financial help to the family members of an
Officer who dies in harness and also to involve the members in creating a ‘corpus’ in order to
give a reasonable amount to the dependents of the deceased members.

Every member shall pay a sum of Rs.100/- (Rupees one hundred only) per month as
‘Contribution to the Fund’. In the case of ‘death in harness’ of a member a sum of Rs.4,50,000/-
(Rupees four lakhs fifty thousand only) shall be paid to the nominee/s of the member from the
corpus of the Fund.

DEATH RELIEF SCHEME


Under this scheme, an amount of Rs.50,000/- is being paid to the spouse or in their absence to
1st Son / Daughter of the member who died in harness.

HOSPITALISATION SCHEME
In case of major operation or hospitalization for a long duration, an amount not exceeding Rs
50,000/-shall be reimbursed under this scheme to a member on account of hospitalisation of
self, spouse and children besides normal reimbursement of Medical Expenses by the Bank.

HONOURING RETIRED MEMBERS


a. A suitable memento worth Rs. 5000/- shall be given to all the officers retiring on
superannuation irrespective of the tenure of their membership in the association.

b. In case of any member who is demitting his office on VRS/ Resignation the memento
shall be given as follows:-

1. An officer who is the member of the association for a period of 5 years and above
shall be given a memento worth Rs. 5000/-

2. Any officer who is the member of the association for a period of 2 year and
above but below 5 years shall be given a memento worth Rs. 2500/-

MEMBERS:

Any officer of Canara Bank retired as well as serving prepared to work towards the objective
of CANPAL voluntarily.

ORGANIZATIONAL SETUP:

Every village, town and city can organize their respective units name after CANPAL with
village name to be monitored and guided by the Central Office of CANPAL Chennai.

ACTIVITIES:
1. Identifying potential resources among the members.
2. Collecting and complying the data base consisting of businessmen. Bureaucrats and
educationilists etc., known to our workforce who can contribute business to the Bank.
3. Assisting the branches in designing branch specific strategies to approach the business
with objectivity, through analyzing data.
4. Assisting branches in excelling in business through organizing visits and camps.
5. Existing social assisstance through activity specific task force to bail out the branches
facing temporary crisis related to inspection, documentation and legal etc.
6. Organizing area specific educative camps on banking related subjects utilizing the services
of experts among CANPAL

UNPARALLEL ACHIEVEMENTS OF CBOA
Realistic Revision in Rental Ceiling for quarters (HO Cir 340/2015)

It is the CBOA which demanded & achieved the best rental ceiling for the quarters
provided to the Officer employees w.e.f. 01.07.2015 which is not prevailing anywhere in
the entire Indian Banking Industry

New Furniture Scheme – Historical Achievement (HO Cir 303/2013):

Because of the efforts taken by CBOA, the new Furniture Scheme has been introduced
for providing furniture / fixtures to the Officers w.e.f. 24.06.2013:

It is introduced in the Bank for the first time after 107 years its existence. It is a
historical & Himalayan achievement of CBOA.

Introduction of ‘Policy on Staff Accountability’ to safe guard Officers:


The ‘Policy on Staff Accountability’ has been made only in our Bank in the entire
industry. The entire credit goes to our beloved organization ‘CBOA’. The main aim of the
Accountability policy is not to discourage exercise of initiative and decision making.

Informing the Annual Confidential Assessment Report (APAR) rating:

Due to the efforts taken by CBOA & AIBOC, the APAR rating will not be confidential and
it will be informed to individual officers from 2013 onwards.

Enhancement in limit & relaxations in eligibility norms etc in Employees’ Housing


Loan scheme:
 Eligible after 2 years of service.
 Limit = Rs 50.00 Lacs; ROI= 8% (Simple); Margin 10%;
 Eligible to buy 2nd unit; NTH= 25%; Repayment= 30 years;
 Both are eligible when husband & wife are our employees.
 Continuation of liability after retirement upto 75 years of age.

Further Relaxations in HL (HO Cir 485/2017)


 The Facility Substitution of Property is permitted for two times
 Maximum Repayment period can be 30 years or the period upto employee
attaining 75 years of age whichever is lower.
Increase in limit & relaxations in eligibility norms etc in Employees’ Car Loan
scheme:

 Eligible after 6 months of service; Limit: Rs 10.00 Lacs;


 Margin= 10%; ROI= Ongoing base rate till confirmation & 7% (Simple) after
confirmation; Repayment= 180 months; NTH= 35%
 Condition of minimum gap of 4 years between two loans, is removed.
 Both two wheeler & four wheeler can be availed at a time.

Further Relaxations in Car Loans (HO Cir 479/2017):

Continuation of limits/liabilities under car loan at concessional Rate of Interest is


permitted for a period of 10 years (120 months) from the date of cessation of the
service or the ex employee attainting the age of 70 years whichever is earlier (HO Cir
479/2017)

Increase in limit & relaxations in eligibility norms etc in Employees’ Two Wheeler
Loan:

 Eligible immediately on joining the Bank; Limit: Rs 1.00 Lac;


 Margin= 10%; ROI= 7.5% & 8.5% (Simple);
 Repayment= 84 months; NTH= 25%

Upward revision in reimbursement of monthly conveyance expenses (HO Cir


96/2012):

Till 28.02.2012, the P Os got reimbursed of conveyance expenses upto Rs 100 p.m. for
Metro & Rs 75/- p.m. for other places respectively. We took the matter in the Joint
Conference and made the limit as Rs 1000/- p.m. for Metro / Area I & Rs 800/- p.m. for
other areas.

Further, the confirmed Officers were earlier eligible for reimbursement of lump sum
only till crossing the Basic Pay of Rs 31,705/-. Now, our organisation has helped the
Probationary Officers to get fuel reimbursement at petrol limits (instead of lump sum)
w.e.f. 01.03.2012 immediately after their confirmation without crossing the Basic Pay of
Rs 31,705/-

Now, reimbursement Conveyance expenses can be claimed on declaration basis


(HO Cir 471/2017)

Achievements in Rental ceiling:

 Noida, Gaziabad & Gurgoan are treated at par with Delhi for quarters rent.
 Special rental ceiling has been fixed for the entire state of Goa.
 Rental Ceiling for the bachelor accommodation in North Eastern Region
increased
Allotment of surplus vacant bank owned quarters to officers’ who are posted to
other places in order to facilitate them to retain their family either for education or
treatment purposes at the transferor place.

 Increased Promotional opportunities within short span


 Introduction of BDE to Probationary Officers / Managers / Senior Managers
 Upward revision in Business Development Expenses to Branch Heads
 Special Vehicle Loan Scheme for Probationary Officers (HO Cir 434/2013)

Cleaning expenses to Personal lease quarters also (HO Cir 560/2014):


The facility of reimbursement of expenses incurred towards purchase of cleaning
materials as enumerated in HO Cir.No.128/2010 da t e d 07.04.2010 to the Officer
Employees who have been permitted to stay in quarters on personal lease basis also.
Now, reimbursement Cleaning expenses can be claimed on declaration basis (HO
Cir 471/2017)

Conversion of Marketing Officers on contract basis: It is the CBOA converted all


Marketing Officers on contract basis to permanent officers of Canara Bank. It is an
unprecedent in the Indian Banking Industry

Home State Transfers in 2018:


In response to our representation, the Bank has released the communication this year in
time permitting the Officers to opt for request transfers to Home State on completion of
3 years.
Revision in LFC Encashment amount: In response to our request, the LFC encashment
amount has been revised as mentioned below on account of revision in Railway Fare:-
For Scale I / II / III Rs 8,720/- per person and for Scale IV / V / VI / VII Rs 17,400/- Per
person

Revision in reimbursement of JAIIB/CAIIB exam fees: The Bank has acceded to our
demand and the reimbursement of JAIIB/CAIIB Exam Fees (50%) and cost of study
materials (100%) are revised as under: JAIIB: Exam Fees – Rs.1349, Study Materials-
Rs.1265 (Hindi), Rs.1095 (English) CAIIB: Exam Fees – Rs.1517, Study Materials-
Rs.1200- Rs.1350 The above will be reimbursed for those who pass t h e JAIIB / CAIIB
examinations in consecutive 2 attempts

Accessing Cannet from home through internet (HO Cir 289/2015): We have
demanded for the facility of accessing Cannet & HRMS from home through internet.
Now, our Bank has permitted the Officer employees to access Cannet from home
through internet.

Publishing guide for promotion test: It is the CBOA that has been publishing
promotion guides for JMG Scale I, MMG Scale II and III promotion from Chennai at
periodical intervals.

Conducting coaching classes for promotion: Systematic classes/mock interview


sessions at all the important centres all over India for the benefit of members/non-
member

Staff Welfare Measures 2017: Release of Staff welfare measures for the current year is
an unique achievement on the part of your CBOA in the sense that for the first time the
same was released by our benevolent top administration, on our specific request to
consider without relating to the net profit.

Improvements in SWF Loan Scheme:


Because of the efforts taken by the Trustee representing CBOA, SWF Management
Committee has agreed the following:
 Reduction in renewal periods of SWF loans from 12 months to 9 months at
the demand of CBOA.
 Earlier, Loan applied till 2nd (for 5th meeting) and 17th (for 20th meeting) were
considered. Now loan applied till 4th and 19th would be considered.
 Payment of Interest to the new members at par with the senior members
 Providing A/C to all the rooms at SWF Holiday Home in Bangalore.

Reimbursement of Mobile Bill:

All the Managers & Senior Managers who are not covered under the mobile charges
reimbursement Scheme to Branch in Charge / Section Head & others, are eligible.

Limit = Rs 500 per month


Facilities to Branch in Charge / Section Head:

For Scale I/II/III:


 Providing Laptop & Mobile Phone worth Rs 8,000
 Replacement of Mobile Phone after three years
 Facility to replace the mobile with lesser configuration before 3 years
 Reimbursement of Mobile Charges up to Rs 500 per month

Visiting Card Facility:

The Bank has introduced Visiting Card facility to all Scale I Officers upto 200 cards per
year, in addition to the Officials who are provided with Visiting Cards as per the existing
norms.

Providing Brief Case / Leather Bag to Officers:

Once in five years, the Officers are eligible for getting reimbursement of expenses for
buying Brief Case / Leather Bag as follows:
For Confirmed Scale I = Rs 1,500; For Confirmed Scale II & III = Rs 2,000

Flat Maintenance Expenses:

Reimbursement of expenses towards regular maintenance charges within the overall


rental ceiling permissible to officers in Scale I, II & III in case they are taking the flats on
rent w.e.f. 12.7.2016.

More number of vacancies declared for promotions in 2017: Scale 1 to 2 = 1400;


Scale 2 to 3= 650; Scale 3 to 4= 250

More number of vacancies declared for promotions in 2018: Scale 1 to 2 = 1700;


Scale 2 to 3= 700; Scale 3 to 4= 300

THE FORMATION OF OFFICERS’ CLUB IN 1966:

A group of Officers in Mumbai (Then Bombay) came together and had series of
Meetings to work out a plan. In the initial stages, the Officers working at Mumbai came
together and formed the Officers' Club in 1966.

REGISTRATION OF CBOA IN 1970:

The Canara Bank Officers' Association was registered under Trade Union Act,1926 in
February,1970.

RECOGNITION BY THE MANAGEMENT:

Our CBOA was recognised by the Management in the year 1970

GOLDEN JUBILEE CELEBRATIONS (1966 -2016):

Our CBOA is not existing for 50 years but performing for 50 years. Our CBOA’s Golden
Jubilee was celebrated from January 2016 at Ten Zones throughout the country.

Opening of CBOA’s Guest Houses:

In commemoration of our Golden Jubilee, our CBOA takes efforts to open our own Guest
Houses at 10 important centres in the country besides our Guest Houses already at
Chennai, Kolkata & Trivandrum. CBOA’s Guest houses are opened at Coimbatore,
Amritsar & Gulbarga

200 Joint Conferences:

Our CBOA has successfully completed 200 Joint Conferences with the Management and
achieved lot of benefits for the Officers community. The 203rd Joint Conference was
held at Head Office on 26.06.2018.

Think Tank:

It is the CBOA formed the THINK TANK a structured body for the youth to suggest
innovative ideas to brave the emerging challenges.
Youth Conclaves:
It is the CBOA conducting YOUTH CONCLAVES in order to give due share in the
governance of the ASSOCIATION.

Leadership Development and Defence Workshop:


In order to develop the youngsters who are going to shoulder the Bank as well as our
Organisation in the days to come, Leadership Development and Defence Workshop are
being conducted throughout the country for the Officers below 35 years old.

CANPAL:
Canpal, a voluntary forum has been started by CBOA to involve the serving & retired
officers for the development of the bank in all the parameters.

Extending Support to Sukma martyrs:

On 24.04.2017, 25 CRPF Personnel were killed by naxals at Sukma District in


Chhattisgarh. Our General Secretary Sri G V Manimaran said, "25 CRPF Personnel
sacrificed their life for the nation & their loss is immeasurable and the Martyrs' families
suffer a lot. We are 25000 & if everyone contributes Rs 100/- each, we can help the
Martyrs’ families financially @ Rs one lakh per family". In response to the call of our G S,
25 Lakhs Rupees are voluntarily contributed by our members.

On 28.05.2017, Our General Secretary & other leaders along with our members
visited the 25 Martyrs’ houses at their native places from Shimla to Madurai, consoled
their family members & paid tributes to the Martyrs. 25 Sukma Martyrs are
remembered & respected. Financial assistance of Rs One Lakh each was given to the 25
Martyrs' families.

Stagnation increments are payable on completion of 3 years after reaching
the maximum in Scale - II

Incentive / Increment for passing JAIIB & CAIIB after becoming an

One additional increment for passing JAIIB examination and one


additional increment for passing CAIIB examination are being granted in
Passing JAIIB / CAIIB the scale of pay to the Officer Employees from the date of declaration of
results.

The employees successfully complete JAIIB / CAIIB examinations within


two consecutive attempts, shall be eligible for reimbursement of 50 %
examination fee and also cost of study kit.

Casual Leave (CL)
 Max: 12 days in a calendar year.
 During the first calendar year of service, Officer employees shall earn
CL on pro-rata basis @ one day for each completed month or part
thereof.
 CL cannot be combined with any other category of leave.
 CL cannot be availed for more than 4 days at a time. However, there
is no restriction as regards the total period of absence inclusive of
public and weekly holidays.

Unavailed Casual Leave (UCL)


 CL not availed in any calendar year will be credited to UCL.
 It may be availed as Sick Leave in the following 3 years.
 No medical certificate is required for one day UCL.

Privilege Leave (PL)


 Eligible for PL at the rate of 1 day for every 11 days of active service.
 Not more than 3 occasions in a calendar year.
 The credit of PL will be made on 1st day of the calendar year.
 It can be availed by giving 15 days’ notice
 It can be accumulated upto 270 days. But, upto 240 days PL only can
be encashed

Sick Leave (SL)


 30 days of SL on half pay for each completed year of service.
 Max 540 days. SL will be credited on 1st day of calendar year. SL on
half pay can be commuted.
 SL can be availed only on production of medical & fitness certificate.
Leave  During the first year of service SL on pro rata basis at the rate of 2.5
days on half pay for each completed month of service will be
permissible to the POs.

Additional Sick Leave (ASL)


 For every additional year of service after completion of 24 years,
Officers are eligible for ASL @ 30 days on half pay per year subject to
a maximum of 90 days. It can be commuted.

Special Sick Leave: Max 30 days for donation of Kidney or organ

Special Casual Leave is permissible for blood donation

Maternity Leave (ML)


 Female employees are eligible for Maternity Leave up to 6 months on
any one occasion and 12 months during entire service in the Bank.

Paternity leave
 Male Officers are eligible for 15 days Paternity leave for his wife’s
confinement
 During Probationary period, Probationary Officers are eligible for
shifting charges / Packing expenses @ Rs. 2,000/- per occasion on
declaration basis in connection with transfer.

 Confirmed officers are eligible for shifting charges / Packing

• The direct recruit P Os who have completed 11 months of active
service are also eligible for Leave Fare Concession facility for self &
dependents.
• LFC Block shall be a block of 4 years. LFC block of 4 years is divided
into 2 sub-blocks of two years each. An Officer may avail each Sub-
block of 2 years to visit Native Place / Home-town / Place of domicile
(in lieu of Native Place) or One Sub-block to visit Native Place /
Home- town and another sub-block to visit any place in India, by
shortest route.
• Encashment of LFC is permissible for the sub block which is meant
to visit any place in India
• Encashment of Privilege Leave (PL) for Officers is permitted once in
LFC a block of 4 years, for a maximum of 30 days while availing of LFC.
The facility of encashment of PL is also available while
surrender/encashment of LFC facility.
• Alternatively, while travelling in each Sub-block of 2 years to Native
Place / Hometown / Place of Domicile and to any place in India, the
Officer may encash Privilege Leave with a maximum of 15 days each
in each Sub-block.
• LFC can be availed without availing any leave.
• Eligible mode: First Class or A/C 2 tier by train. If travel by air,
reimbursement will be actual fare or A/c First class Train fare
whichever is less
• For dependents, monthly income should not be more than Rs
10,000/

REGULATION 20(1):
Statement of Assets & Liabilities has to be submitted at the time of first
appointment.

REGULATION 20(2):
Return of Movable, Immovable & Valuable Property has to be submitted
every year as on 31st March of that year to the bank before the 30th day of
June of that year.

Transaction (lease, mortgage, purchase, sale, gift or otherwise) concerning
immovable property either in his/her own name or in the name of any
member of his/her family has to be reported immediately.

REGULATION 20(4):

has to be reported within 30 days
The previous sanction of the competent authority shall be obtained if any
such transaction is –
a) with a person having official dealings with the officer employee
or
b) otherwise that through a regular or reputed dealer
