Minutes of meeting of knowledge group of AIS/GIS substations held in the

chamber of SE/Commercial HVPNL Panchkula on dated 04.02.2019.

Meeting of knowledge group of AIS/GIS substations was held in the chamber
of SE/Commercial HVPNL Panchkula on dated 04.02.2019 and the following
issues were examined by the group -
1. The group invited the leading manufacturers of GIS to discuss the issue of
annual maintenance of GIS substations in the meeting held on dated
27.11.2018, the representatives from following manufacturers were
present in the meeting-
a. M/s Siemens India Pvt. Ltd.
b. M/s Alstom T&D India Ltd
c. M/s CG Power Pvt. Ltd.
d. M/s ABB India Ltd.

In the detailed discussions with the manufacturers regarding the issue

of annual maintenance of GIS substations
i. All the supplier confirmed that future/new bay addition is
feasible at the GIS substation with same make and even with
other make also.
ii. For the safety of GIS hall, no special firefighting equipment
is required and HVPNL may continue with present practice.
iii. It was intimated by the GIS manufacturers that they can
carry out the maintenance of the GIS substations of their
own make only.
iv. The offer for annual maintained charges for GIS substations
along with complete details is received from only two
manufacturers i.e. M/s Siemens India Ltd and M/s ABB
India Ltd. (Annex-1&2).

2. The issue of present qualifying criteria for turnkey

contractors/Vendors/manufacturers of GIS equipment’s was also
deliberated in the meeting.

Recommendation of the Knowledge group of AIS /GIS substation

1. The cost of annual maintenance of each GIS substation as offered by

the firms are on higher side, the group is of the view that maintenance
of the GIS substations having completed their five years of
commissioning may be carried out as a pilot project from the original
manufacturers .
It is also recommended that the firm shall also
share the knowledge/ impart the training to the technical staff of GIS
substations so that future testing/maintenance may be carried out by
HVPNL itself.
2. Regarding qualifying criteria for turnkey
contractors/Vendors/manufacturers of GIS equipment’s it is
recommended that following may also be the part of qualifying criteria
-
“The GIS equipment’s manufacturers including cable termination kit
manufacturers should have their service office, expertise team
equipped with necessary equipment’s and qualified manpower available
in India at nearby location for sorting out any fault conditions “
