14. Under ‘Tandrust Punjab Mission’ Punjab government has asked the online
food delivery platforms to conduct audit of restaurants and food joints to check
on their cleanliness and hygiene and provide a hygiene rating.
15. The Ministry of Environment, Forest and Climate Change (MoEFCC) has
undertaken a project to create DNA Profiles of all rhinos present in India. The
deadline of the project is 2021. After the completion of project, Indian rhino could
become India’s first wild animal species to have all its members DNA-sequenced.
16. Union Environment Ministry has launched the song “Hawa Aane De” to

17. The Young Scientist Programme ‘Yuvika2019’ has been inaugurated by

18. Ministry of Environment, Forest and Climate Change (MoEFCC) has constituted
a committee headed by CK Mishra to implement the National Clean Air
Program (NCAP). The objective is to reduce the PM (particulate matter) 2.5 and PM
10 concentration by 20% to 30% in at least 102 cities by 2024.

49. India and France held their bilateral naval exercise, “Varuna” in Arabian Sea
off the Goa coast.
50. Asia Cooperation Dialogue’s (ACD) 16th Ministerial Meeting was held in Doha,
Qatar recently. The theme of the dialogue: Partners in Progress.
51. United Nations General Assembly (UNGA) will hold Ocean Conference 2020 in
Lisbon, Portugal with a theme of “Scaling up ocean action based on science and
innovation for the implementation of Goal 14: stocktaking, partnerships and solutions.”
It will be co-hosted by the Governments of Portugal and Kenya.
52. India for the first time will host the ‘Army scouts Masters competition’ (5th
edition) in Jaisalmer in the month of August. Competition is a part of International

58. UN Environment India and Wildlife Crime Control Bureau (WCCB) of India
have launched an awareness campaign ‘Not all animals migrate by choice’. The
campaign aims at creating awareness and garnering public support for the protection
and conservation of wildlife, prevention of smuggling and reduction in demand for

1. Max Life Insurance Co Ltd has announced that the 6th day of each month as
‘Protection Day’. The objective of this initiative was to raise awareness on financial
protection.
2. To give a fillip to digital lending, SIDBI has started a pilot scheme to extend
financial assistance of up to Rs. 10 crores to new-age fintech non-banking
finance companies (NBFCs) engaged in financing small businesses and other
income-generating activities.
3. BSE (Bombay Stock Exchange) has launched 'BSE StAR MF' app to enable more
participation and help mutual fund distributors process transactions faster.
4. The International Bank for Reconstruction and Development (IBRD) and
Commonwealth Bank (CBA) have enabled secondary market trading recorded
on blockchain for bond-i (blockchain operated new debt instrument), making this
the first bond whose issuance and trading are recorded using distributed ledger
technologies.
5. The Reserve Bank of India told non-banking finance companies (NBFCs) with
assets size of over Rs 5000 crore to appoint a chief risk officer to improve
standards of their risk management.
6. According to a United Nations’ report titled World Economic Situation and
Prospects (WESP) Report 2019 Mid-year Update, India’s economy is projected to
grow at 7.1 % in fiscal year 2020.

19. ICICI Bank bought a 9.9% stake in India International Exchange (INX), a

20. Motilal Oswal Asset Management Company (AMC) become the first Indian fund
house to launch WhatsApp transaction platform for mutual fund transactions for
new as well as existing investors.
21. Wipro Consumer Care and Lighting (WCCL), has acquired the Philippines-
based personal care maker Splash Corporation.
22. India’s fintech start-up Bharat Pe launched a new app named ‘Bharat Pe for
Merchants’ that allows merchants to keep a track of their cash/credit
(UDHAR) sales customer wise, to request the accounts receivable from customers
through SMS payment links and keep track of accounts payable to suppliers, among
other services.
23. ISRO’s new commercial arm called New Space India Limited (NSIL) was
recently inaugurated in Bengaluru.
It will act as an aggregator for all space related activities in industry. It will also develop
private entrepreneurship in space related technologies.
24. SpiceJet became fourth Indian airline to have a 100 aircraft in its fleet after
a recent induction of a Boeing 737 which became its 100th plane. AIR India, now

25. Reliance Brands has acquired 100% stake in British toy company Hamleys
Global Holdings Limited in a cash deal of worth USD 88.6 million (Rs 620 crore).
26. A Memorandum of Understanding (MOU) was signed between National Small
Industries Corporation Limited (NSIC) and Ministry of Micro, Small and Medium
Enterprises (MSME) for the year 2019-20.
The MoU envisages provision of enhanced services by NSIC under its Marketing,
Financial, Technology and Other support services schemes, for MSMEs in the country.
27. The RBI recently released a vision document titled ‘Payment and Settlement
Systems in India: Vision 2019 – 2021, the core theme of the document is:
Empowering Exceptional E-payment Experience.
• As per the document digital transactions in country is expected to increase
more than four times to 8,707 crores in December 2021.
• Digital payment systems like UPI and IMPS are most likely to register an
average annual growth of more than 100%, and NEFT will grow at 40% over
the period of 2019 – 2021.
28. Mauritius (USD 13.41 billion) and Singapore (USD 9.27 billion) are the top two
countries for FDI in India during 2017-18.

Now like other scheduled commercial banks RRBs and SFBs can give loans to individuals
up to Rs. 35 lakhs in metropolitan centres (with population of 10 lakh and above) and
Rs. 25 lakhs in other centres, provided the overall cost of the dwelling unit in the
metropolitan centres and at other centres does not exceed Rs. 45 lakh and Rs. 30 lakhs,

WHAT IS RBI’S WAYS AND MEANS ADVANCES?


The temporary or short-term loan facilities extended by the Reserve Bank of India to
the centre and state governments is called Ways and Means Advances (WMA). The
provision of WMS illustrates that the RBI is the banker to the government.
Why in News?
The Reserve Bank of India, in consultation with the Government of India, has decided
that the limits for Ways and Means Advances (WMA) for the first half of the financial
year 2019-20 (April 2019 to September 2019) will be Rs 75000 crores.
Salient features of Ways and Means Advances (WMA) to the Central
Government
• The WMA scheme was introduced on April 1, 1997 to finance the Central
Government deficit or short-term money requirement. WMA replaced a four-
decade old system in which Treasury Bills were used for the same.
• The government needs to repay the amount within three months/90 days.
• The interest rate on WMA will be Repo Rate (current repo is 5.75%).
• The Reserve Bank may trigger fresh floatation of market loans when the
Government of India utilises 75% of the WMA limit.
• When WMA is crossed the government can avail overdrafts which are allowed at
an interest rate 2% above the repo rate. However, they cannot be extended
beyond 10 consecutive working days.
Salient features of Ways and Means Advances (WMA) to the State
Governments
• For financing state governments’ short-term needs, the RBI employs two types
of WMA – Special and Normal WMA. Special WMA and Normal WMA.
• Fund under Special WMA schemes is extended against the collateral (mortgaging)
of the government securities held by the State Government.
• After the exhaustion of the special WMA limit, the State Government is provided
a normal WMA, which is an unsecured loan given at bank rate.
• The withdrawal above the WMA limit is considered an overdraft. A State
Government account can be in overdraft for a maximum 14 consecutive working
days with a limit of 36 days in a quarter.

NETANYAHU’S ISRAEL
The April 9 parliamentary elections in Israel have underscored (highlighted;
रे ख ांकित िरन ) the structural shift in the country’s democracy — the right wing reigns (to
hold influence; प्रभ वित किय ) supreme. Prime Minister Benjamin Netanyahu had faced
serious challenges during the campaign. He faces corruption allegations (charges;
आरोप ) that could lead to his indictment (impeachment; मह भभयोग ). The Blue and White
party, formed a few weeks ahead of the election, had quickly risen to become
the principal (main;मुख्य ) opposition force, giving Mr. Netanyahu a scare (tough
competition; िठिन प्रततयोगगत ). He had lost some allies (partners; सहयोगी) even before
the elections. In the event, Mr. Netanyahu has emerged victorious (winner; विजेत ).
While both Mr. Netanyahu’s Likud party and the Blue and White got 35 seats each (after
98% of the votes were counted), he could become Prime Minister for a fifth time with
support from rightwing parties. Likud has markedly (significantly; स्पष्ट रूप से)improved
its performance from 2015, when it had won 30 seats and still formed the government.
The orthodox (traditional; रूठ़िि दी) Jewish parties Shas and United Torah Judaism, which
won seven and six seats respectively in 2015, secured eight each this time. The Union of
Rightwing Parties and the right-nationalist Yisrael Beytenu have won five seats each, while
the centrist Kulanu has got four. With the support of these potential (possible;
सांभ वित ) allies, Mr. Netanyahu would have the backing(support; समर्थन) of 65 MPs, well
past the halfway mark in the 120-member Knesset.
Mr. Netanyahu ran a contentious (controversial; विि द स्पद), ultra-nationalist campaign
to drum up (to bring together; स र् ल न ) support for Likud and its allies. He had
publicly aligned (formed an alliance; गिबांधन ) with Jewish Power, a fringe (not
mainstream; मुख्यध र से अलग ) party known for its racist, anti-Arab views. If Mr.
Netanyahu had said there wouldn’t be any Palestinian state under his watch during the
2015 election campaign, this time, a few days ahead of the poll, he said he would annex
(merge; श भमल िरन ) parts of the West Bank to bring Jewish settlements under
Israeli sovereignty (rule; श सन ). He also exploited (took advantage of; फ यद उि न
)the security concerns of Israeli voters by presenting himself as the only leader capable of
keeping them safe from “Palestinian terrorists” as well as Iran. Mr. Netanyahu is credited
(given credit for; श्रेय ठदय गय ) with stabilising the Israeli economy and, more
controversially, clinching (achieving; प्र प्त िरन ) major diplomatic coups (successfully
achieving something difficult; सफलत पूिि
थ िुछ िठिन प्र प्त िरन ) such as the U.S.

recognition of Jerusalem as Israel’s capital and the occupied Syrian Golan as Israeli
territory, thanks to American President Donald Trump. Mr. Netanyahu is now set to
become the longest-serving Prime Minister, overtaking(to surpass; प र िरन ) David
Ben-Gurion, the country’s founder. But the Israel he leads today is totally different from
what even Ben-Gurion and the early socialist Zionists had imagined. With Mr. Netanyahu
showing no interest in the peace process and the occupation of Palestine being deepened
(to become more intense;अत्य गधि गांभीर होन ) both militarily and through Jewish
settlements in the West Bank, Israel, which is described by a Basic Law passed last year as
“the nation state of the Jewish people”, is a de facto (to exist in reality;
ितथम न/ि स्तविि ) apartheid (discrimination on grounds of race; रां गभेद /नस्ल िे आध र पर
भेदभ ि) state. Given his record, there is little reason to hope that Mr. Netanyahu will break
the status quo (the existing state of affairs; यर् स्स्र्तत/मौजूद म मलों िी स्स्र्तत) during his
next term.
