Title : Commissioning Procedure for Integral Start-up of Steam Turbine

Comments:
1. The title page shall have all the information regarding first submission date and date for
submission of Revision: 1 Document shall have all names and signatures of responsible
persons who prepared, checked and approved the document from the ‘Contractor’ side.
Presently, the submitted Document is with some missing information.
2. Approved reference drawings / documents and Manufacturer’s instructions for equipment
should be provided to commissioning team prior to commissioning as per general COC
Clause 12.1 to ensure the design requirements
3. DEC to provide the following reference documents / drawings mentioned in clause 2, page 1
of this document;
(a) “Start-up and Operation Instruction of Steam Turbine” Dongfang Turbine Co. Ltd.
(b) “Product Operation Instruction for Steam Turbine” Dongfang Turbine Co. Ltd.
4. DEC to provide the reference document “Commissioning procedure of the condenser
vacuum system” mentioned in point number 6, page 10 of this document.
5. Please correct the word “star” as “start” mentioned in the last line of page 14 of this
document.
6. DEC to ensure that all the limit values for operating parameters of turbine are according to
the manufacturer’s specifications.
7. Earthing of the steam turbine and its associated systems should have been completed
before starting of any tests. This item shall be included in Clause 4.2 i.e. "completed
commissioning subsystems".
8. All static electrical tests (i.e. before energization) related to unit, its protection system, its
auxiliaries and generator transformer should have been completed prior to start of
"integrated startup of steam turbine" test. This item shall be included in Clause 4.2 i.e.
"completed commissioning subsystems".
9. Referring to Clause 5.2, page # 8, item # 10, no information is provided regarding electrical
tests of the unit to be performed after energization. Please provide detail or otherwise
submit a separate document stating required tests.
