Job Descriptions and Qualifying Criteria for Various Positions under GEF-5

Program to support EESL

Project Name : Promoting Market Transformation for Energy Efficiency in Micro, Small &
Medium Enterprises (MSMEs) under GEF-5 Program
The project is being implemented by UNIDO as the Implementing Agency (IA) in
collaboration with local partners in India. The main national counterparts in the project are
MoMSME, EESL, BEE (Ministry of Power) and SIDBI. EESL is the national executing partner in
the project. BEE as a nodal agency will provide advisory inputs in the Steering Committee
meetings from the perspective of aligning the project activities in line with the national work
plan for achieving energy efficiency targets. SIDBI would provide inputs on the financial
products based on their long standing experience of the energy efficiency market in the
country so that the mechanisms designed are customised to the country specific needs and
would also provide advice to integrate with the existing financial credit line or other
schemes applicable to the MSME industries.
The objective of the project is to promote the implementation of energy efficiency in the
MSME sector; to create and sustain a revolving fund mechanism to ensure replication of
energy efficiency measures in the sector; and to address the identified barriers for scaling-
up energy efficiency measures and consequently promote a cleaner and more competitive
MSME industry in India. This will be achieved through four components:
Component 1: Programme to identify energy intensive clusters and replicable technologies –
Expected Outcome: (i) 10 energy intensive clusters identified based on objective criteria; and (ii)
Identification of technologies that have the maximum impact on the cluster as a whole.
Component 2: Demonstration projects and aggregation of demand for demonstrated technologies in
the clusters – Expected Outcome: (i) Capacity built and awareness raised as a result of the
demonstration projects; (ii) Demonstration of energy consumption reduction at the cluster level;
and (iii) Scaling up of investment activities for EE in industry.
Component 3: Financing models to support replication of energy efficiency projects in MSMEs –
Expected Outcome: Establishment of sustainable and effective financial mechanisms.
Component 4: Monitoring and Evaluation – Expected Outcome: Monitoring and evaluation
mechanisms and indicators established to facilitate successful project implementation and sound
impact assessment.
EESL in consultation with UNIDO is looking for suitable individuals for the following positions
to support EESL’s Program Management Unit (PMU).
(A) Position: Project Manager (PM)

Job Description:

With the technical and managerial supervision and support of the EESL Project Leader (PL), periodic
consultations with the National Project Coordinator (NPC), UNIDO and on-going dialogue with key
project partners, the Project Manager (PM) will be responsible for the daily management of the
project to ensure that the project is effectively and smoothly implemented. Specifically, the PM is
expected to carry out the duties and activities listed below under the general supervision of the
EESL Project Leader:

I. Plan, manage and execute all activities under the project in close co-ordination and
guidance of Project Head of EESL.
II. Provide overall leadership, management and technical guidance to the project team to
ensure the following project objectives and deliverables in a timely manner.
a. Objective and transparent mechanism for cluster level technology benchmarking established;
b. Tool kit of identified technologies prepared;
c. 100 LSPs and technical personnel of MSME units trained;
d. Peer to peer network established and results of demonstration projects disseminated
through cluster level workshops; M&V protocols finalized;
e. 35 energy efficient technologies demonstrated in industrial enterprises;
f. Investments undertaken by other MSME units as a result of the demonstration activities
facilitated;
g. Identification, documentation and finalization of specific needs and technical performance
requirements of enrolled units and technology vendors;
h. Officials from government and private banks/financial institutions sensitized on promoting EE
equipment and trained on evaluating and investing in industrial EE projects;
i. A tailored portfolio of innovative financial products for MSMEs’ investment in energy
efficiency projects facilitated;
j. Industrial enterprises apprised of the existing financial schemes and national experts trained
in preparation of innovative energy efficiency financial proposals;
k. Contracts for EESL/ESCOs with MSME units and technology providers standardized;
l. Institutional and governance structure, and working methodology of the EMRF finalized;
options for seeking additional funds for the EMRF identified.

III. Prepare short term work plans in line with broad work plan of GEF-5 program
IV. Prepare and present project plans and regular progress reports for the periodic
review meetings for finalisation within EESL and subsequently forwarding to UNIDO
and DC MSME office.
V. Overall co-ordination and guidance of the cluster co-ordinators
VI. Oversee the procurement of equipment and other consulting services as and when
required under the project.
VII. Ensure financial utilization reports of project being prepared and get internal
approval within EESL and submission to UNIDO and DC MSME office.
VIII. Prepare for Project Steering Committee (PSC) meetings and attend other
meetings/workshops with relevant agencies of the project.
IX. Guide the project team in all aspects to ensure following delivery of project outputs
and consolidate all summary reports as per the approved work plan in line with the
project objectives.
X. Any other work as desired by the project head of EESL under this GEF-5 project.
Essential Qualification / Experiences:
I. Bachelor’s degree in Electrical/Mechanical/Electronics/Chemical Engineering (or
Technology) from a recognized university or institute
II. Minimum 12 years of post-qualification experience in industry/consultancy/Project
Management in Energy Efficiency area
III. Minimum 5 years of relevant experience in project management, energy
conservation studies and multi-stakeholder engagements.
IV. Experience in managing multi-disciplinary team of experts working in thematic areas
such as MSMEs, energy efficiency and financing.
V. Must have experience of handling at least one Energy Efficiency project having
multiple year project period and funded by bilateral or multilateral agencies in India
or abroad
VI. Should have working experience of dealing with agencies like BEE, UN agencies,
SIDBI and Central Govt. Ministries etc.
VII. Strong oral and written communication skills with fluency in written and spoken
English and Hindi.
VIII. Must have proven functional competencies in

d) Good analytical skills on Technical and Financial matters

Desirable Qualification:

I. Understanding of the Global Environment Facility (GEF) project cycle, operating


principles, monitor and reporting requirements and experience and knowledge of
UN procedures
II. Proficient in the Microsoft Office software package (Word, Excel, Power Point and
Project)
III. Experience of managing industrial clusters and interventions in clusters would be an
asset.
IV. Exposure on energy policy advocacy
V. Qualified Energy Auditor as certificed by BEE, India.
VI. Master’s degree in Engineering or Business management from any recognized
University.
VII. Working experience in MSME clusters of India
VIII. Strong networking skills especially with Government departments and International
Agencies.
IX. Knowledge of procurement, tendering and contracting processes and requirements
X. Interested for frequently travel in India
(B) Position: Senior Technical Expert

Job Description:

I. Plan, manage and execute all activities under the project in close co-ordination and
guidance of Project Manager.
II. Provide overall leadership, management and technical guidance to the project team
to ensure the project objectives and deliverables in a timely manner.
III. Support the Program Manager to prepare short term work plans in line with broad
work plan of GEF-5 program
IV. Support the Program Manager in preparing regular progress reports of the periodic
review meeting and subsequently sending onwards to EESL, UNIDO and MSME.
V. Do the procurement of equipment and other consulting services as and when
required under the project.
VI. Provide necessary information to the Program Manager regarding preparation of
financial utilization reports of project
VII. Attend meetings/workshops with UNIDO, MSME, Govt Agencies and other relevant
stakeholders under the project.
VIII. Guide the project peer team in all aspects to ensure delivery of project outputs and
consolidate all summary reports as per the approved work plan in line with the
project objectives.
IX. Take periodic review of the Cluster Co-Ordinators
X. Any other work as desired by the project head of EESL or the Program Manager
under this GEF-5 project.

Essential qualification / Experience:-


XI. Bachelor’s degree in Electrical/Mechanical/Electronics/Chemical
Engineering/Technology from a recognized university or institute with minimum 6
years of total experience.
XII. Minimum 6 years of post-qualification experience in industry/consultancy/Project
Management in Energy Efficiency area
XIII. Minimum 3 years of relevant experience in project management, energy auditing in
industry.
XIV. Must be a Certified Energy Auditor from Bureau of Energy Efficiency (BEE), India
XV. Must have the experience of conducting at least 10 energy audits in industries,
preparing audit reports/detailed project reports in last 3 years.
XVI. Should have experience of working at least one EE project having multiple year
project period that has been funded by bilateral or multilateral agencies in India or
abroad
XVII. Should have working experience of dealing with BEE, UN agencies, SIDBI, Central
Govt. Ministries etc.
XVIII. Strong oral and written communication skills with fluency in written and spoken
English and Hindi.
XIX. Must have proven functional competencies in :
a) Technical report writing
b) Analysing Technical and Financial matters
c) Relation building and Networking
d) Decision making and Initiating Action
e) Following Instructions and Procedures

(C) Position: Technical Expert

Job Description:
I. Plan, manage and execute all activities under the project in close co-ordination and
guidance of Project Manager.
II. Support to the project team to ensure the project objectives and deliverables in a
timely manner.
III. Follow up and review the activities of ten cluster co-ordinators
IV. Support the Program Manager to prepare short term work plans in line with broad
work plan of GEF-5 program
V. Support the Program Manager and Senior Technical Expert in preparing regular
progress reports of the periodic review meeting and subsequently sending onwards
to EESL, UNIDO and MSME.
VI. Support in the procurement of equipment and other consulting services as and
when required under the project.
VII. Provide necessary information to the Program Manager regarding preparation of
financial utilization reports of project
VIII. Attend meetings/workshops with UNIDO, MSME, Govt Agencies and other relevant
stakeholders under the project.
IX. Plan and co-ordinate all logistic matters required under this project
X. Support the project team in all aspects to ensure delivery of project outputs and
consolidate all summary reports as per the approved work plan in line with the
project objectives.
XI. Any other work as desired by the project head of EESL or the Program Manager
under this GEF-5 project.
Essential qualification / Experience:-
I. Bachelor’s degree in Electrical/Mechanical/Electronics/Chemical
Engineering/Technology from a recognized university or institute with minimum 4
years of total experience.
II. Minimum 1 years of post-qualification experience in industry/consultancy/Project
Management in Energy Efficiency area
III. Minimum 1 years of relevant experience in project management, energy auditing in
industry, dealing matters on energy policy, stakeholder engagements etc.
IV. Must have the experience of preparing technical reports/detailed project reports
pertaining to energy efficiency.
V. Must have working experience of dealing with BEE, UN agencies, SIDBI, Central
Govt. Ministries or State Government Departments etc.
VI. Strong oral and written communication skills with fluency in written and spoken
English and Hindi.
VII. Must have proven functional competencies in :
a) Technical report writing
b) Analysing Technical and Financial matters
c) Relation building and Networking
d) Decision making and Initiating Action
e) Following Instructions and Procedures

(D) Position: Financial Expert

Job Description:
I. Ensure proper management and disbursement of funds following a sound accounting,
budgeting, financial control and audit procedures.
II. Preparing monthly, quarterly and annual financial reports for EESL and arrange timely
financial information for internal audits of accounts.
III. Oversee procurement of goods and services under the GEF-5 project
IV. Preparation of Annual Audit Reports under the project for EESL, UNIDO and MSME.
V. Ensuring that all transactions are booked timely and accurately.
VI. Preparing and Processing of all requests for payments for the consultancy services /
material procurement under this project.
VII. Maintaining accounting books in accordance with international accounting standards.
VIII. Carrying out control and filing of all payment documents, invoices and other financial
documents relating to project transactions.
IX. Any other work as desired by the project head of EESL or the Program Manager under
this GEF-5 project.
Essential qualification / Experience:-
I. Bachelor degree in any stream and Master’s degree (Chartered Accountancy/MBA Finance
from tier I institutes/Chartered Financial Analyst/Certified Public Accountant/ ICAI (CMA))
in from an Indian University recognized by UGC.
II. Minimum work experience not less than 6 years in Economics, Public Finance
Management or related fields
III. At least one (1) years of demonstrated work experience as a Technical Advisor in Financial
Management.
IV. Must have good knowledge of financial management policies and procedures of the Govt,
multilateral financial institutions (e.g. the World Bank) and development cooperation
agencies; as well as good knowledge of the institutional, technical, and commercial
aspects of financial management.
V. Excellent skills in project management demonstrated in previous jobs.
VI. Computer proficiency in standard office applications (Spread sheets, word processing,
Internet Explorer), excellent communication, interpersonal and team working skills.
VII. Fluency in English and Hindi.
Desirable Qualification:-
1. Thorough understanding of project finance related aspects as well as ability to interpret and
apply financial procedures and channels of communication, particularly those relating to
technical cooperation activities.
2. Familiar with GEF /UN agencies project cycles and financial reporting procedures
3. Solid experience with SAP or any other ERP system is highly desirable.
