1.0.1 The site is located within the London Borough of Redbridge(“LBR”) which is an outer
London Borough situated in the north-east of the capital, bordering the London
Boroughs of Waltham Forest, Havering, Newham, Barking and Dagenham and Essex.
Known as the "leafy" suburb, LBR enjoys one of the best living environments in London.
The Borough stretches from Ilford and Seven Kings in the south, through Newbury Park
and Barkingside, to Woodford Green, Woodford Bridge and Hainault in the north. LBR
has a thriving, vibrant multi-cultural community.
The school is located centrally in the Borough close to Ilford town, within a
residential neighbourhood. Mixed residential and industrial premises form its western
boundary onto Ley Street. All edges are enclosed by the rears gardens and flanks of
terraced houses. Its only street presence is the 1930’s main entrance gates on Ley
Street. The school buildings are centrally grouped on the site, with playing fields to the
north and south.
There are two points of shared access for vehicles and pedestrians to the school. The
main entrance is from Ley Street, the secondary entrance is via a gap in the terraces
from Charter Avenue. The school internal road runs the length of the site from Ley Street
to Charter Avenue- west to east. There is a further access route to the south field from
Benton Road.
1.0.2 The Contract for these works comprises; to provide the school with three new Business
Unit classrooms and a Sixth form Study area to enable it to accommodate the expanded
new pupil intake. The proposal has been designed as a stand-alone building next to
existing two Business Unit blocks in very close proximity to the existing main school
building. An original single storey traditionally built smaller Business Unit block will have
to be demolished first as part of the contract and the proposal is a much larger two
storey block on the site.
The proposal ensures that the layout, form, density, scale, mass, materiality, and design
of the proposal and its surrounds will contribute positively to the local environment and
neighbouring buildings (in line with Core Strategy Policies). The design also aims to
provide both detailed and large scale visual interest appropriate to the area (in line with
LBR Borough Wide Policies). These principles were a major focus throughout the
design process.
1.1.1 The scope of the works comprise providing and constructing the following:
Pre-construction Works
(ii) Liaising with Statutory Authorities and placing advance orders for works.
(iii) Providing all Contract drawings, schedules and specifications, final contract sum
analysis including details of Contractor’s Survey’s.
1.1.2 Works beyond this stage are Subject to being within the Client’s Budget.
Construction Works
(iii) Mobilising, provide welfare facilities, and provide construction phase health and
safety plan including all risk assessments and method statements for the
attention of the CDM Coordinator.
(iv) Carry out all post contract design, and provide as built drawings with the Health
and Safety File / O&M Manuals.
(vi) Providing new pedestrian access to the new building and relieve the pressure of
numbers arriving at the main entrance.
(vii) Allow for and provide ground works including associated drainage and retaining
walls, paths, ramps, steps and Security fences.
(viii) Allow and provide covered Link, play areas and associated railings/ fences and
gates
(ix) Complying with all items required by the Local Authority, including Planning,
Building Control, Fire Authority, and all other statutory authorities including
Highways Department.
(x) Allow for all abnormal works associated with providing the above whether
specifically described or not.
(xi) Allow in tender for first 12 months maintenance during the defects liability period
for any items of works requiring routine maintenance.
1.1.3 External lighting, and other services trunking disturbed by the Works shall be reinstated,
reconnected and commissioned upon completion. Include for all alterations and
extensions of connections to the existing or new mechanical, electrical, water, drainage,
security, fire alarm, lighting conductor and other services as appropriate, such that the

hard and soft landscaping, car parking, fencing/gate, trenches for buried services, to
new and existing building, ramps and so on. Grassed areas disturbed should be made
good with turf.
1.2.1 This document is not intended to be a full technical specification and is intended only to
describe in outline the nature and extent of the works to be carried out.
1.2.2 The drawings referred to in this specification are the drawings that have been submitted
to the London Borough of Redbridge Planning Department as part of the Full Planning
Application.
1.2.4 The Contractors Proposals shall include and shall not be limited to the following
information:

Note: All drawings must be drawn to scale with all critical dimensions and scale clearly
identified. All key members sizes to be identified on drawings.
1.2.5 The contractor is required to interpolate the information provided – i.e. Drawings,
Employer’s Requirements, Client Brief, Room Data Sheets, Preliminaries and General
Conditions, Results of Surveys enclosed (and carried out by the Contractor), Planning
Requirements, and to comply with all Health & Safety and CDM issues, British
Standards and relevant codes of Practice. He is to allow for all necessary costs in
providing a detailed solution in connection with the Client’s, End Users and all Statutory
Requirements.
1.2.6 The Contractor shall allow for all costs in connection with design development including
developing details, finalising layouts, colour choices, etc as can be reasonably expected
in a contract of this nature, all of which must be submitted and approved by the
Employers Agent prior to executing the Work. The Employers Agent shall be given a
reasonable period of time to review the proposals and obtain client / user signoff.
1.3.1 The Client’s priorities are that the works are completed and ready and handed over for
occupation by the dates not later than those stated in the Part ‘A’ Preliminaries AND
General Conditions.
1.3.2 The Contractor to verify that the completion dates identified under clause 1.3.1 are
possible within the contractor’s tender submission by providing a realistic programme.
1.4.1 Planning Drawings are included with these tender documents as an Appendix. These
are as listed in Part “A” Preliminaries and General Conditions and comprise of Full
Planning Drawings.
1.4.2 Requirements for Contractor’s Proposals are included under A30/600 of the
Preliminaries and General Conditions.
1.4.3 The Contractor is required to produce the detailed design drawings and specifications
for the building and its component parts to enable the design to be executed on site.
The Contractor shall allow for all costs in his tender.
1.4.4 The Contractor shall develop an ICT performance specification for all ICT works post
tender during the Pre-Contract Agreement stage. The Contractor shall identify when
such information shall be developed within the tender response. The Contractor is
responsible for verifying and developing the Clients requirements prior the Construction
Contract award, allowing for seamless ICT integration with the existing school ICT
infrastructure.
1.4.5 Building appearance – the external appearance must as far as possible, be sympathetic
to the existing buildings and environs of site to the satisfaction of the Planning
Department, the Client and the End User.
1.4.7 Acoustic Insulation - A high level of acoustic insulation between rooms and floors is
required, this must as a minimum, be compliant with the current Building Bulletin 93.
1.4.8 The new building is to fulfil all the requirements of the Greater London Authority’s
London Plan in terms of sustainability.
1.4.9 The Contractor shall allow for all items included in the Room Data sheets whether
specifically described or not in this specification.
1.4.10 The Contractor shall develop the sample room data sheet provided at tender stage, with
the school and the client. The Contractor is responsible for verifying and developing the
Clients requirements prior the Construction Contract award.
1.5.1 The Contractor will be provided with opportunities during tender stage to develop the
brief in conjunction with School and the London Borough of Redbridge and to develop
their design options arising from this.
1.5.2 The Contractor’s tender proposals, at tender stage, require the Contractor to develop
the design up to RIBA Plan of Work 2013 Stage 3. The tender proposals shall
comprise:-
1.6.1 A list of surveys provided at tender stage is included elsewhere and included in the
Appendix to these Employer’s Requirements.
1.6.2 Any surveys provided are for information only and should not be relied upon for design
purposes. The client is not prepared to and shall not take responsibility for any risks
associated with survey information.
1.6.3 The Contractor shall ensure that proposed finished floor levels take into account the site
topography and existing levels to achieve level entry to the new building.
1.7.1 The Contract shall be let on the JCT Design & Build 2011. Collateral Warranties and
Guarantees are required. (See: Part A Preliminary and General Conditions).
1.8.1 A draft programme for the works is included as an Appendix to these Tender
Documents.
1.8.2 The Client’s priorities are that the works are completed and ready for occupation by the
date mentioned in Part ‘A’ of Employer’s requirements.
1.8.4 The Contractor shall submit what they deem a realistic programme for the works as part
of the tender submission.
1.9.1 The full CDM Regulations apply to this project. The Contractor is required to comply with
all aspects of the CDM Regulations and allow for all costs in connection in his tender.
1.9.2 The Contractor shall note the contents of the CDM pack provided and additionally carry
out his own health and safety risk assessment prior to commencing works on site.
1.9.3 The appointed Contractor shall provide a construction phase plan prior to the
commencement of the works incorporating a Health and safety Risk register.
At all design development meetings, the Contractor shall ensure that all staff present are
made aware of their duties under the CDM regulations. This includes joint meetings
between the School, Contractors and Designers etc.
1.9.4 Notwithstanding the provision of CDM ACOP Regulation 116 (b) with respect to
Designer’s duties which states that designers includes amongst others that “Clients who
stipulate particular layouts for new buildings”, it shall be responsibility and duty of both
the Contractor and his Designer to advise when a proposed layout is a risk to health and
safety. This shall be done both verbally and with a note on the drawing.
1.9.5 No works shall commence on site without a valid F10 signed for and on behalf of the
Employer.
1.9.6 Method Statements shall be provided for all demolition works.
1.9.7 CDM regulations require that gaps in surveys (e.g. asbestos surveys) should be
identified and provided for as necessary. It will be the Contractor’s responsibility to
identify and carry out surveys where gaps can be identified.
1.9.8 A health and safety file / O & M manual should be provided 14 days prior to Practical
Completion to the CDM Co-ordinator and the Employers Agent for approval / review (2
bound copies including 2 Copies on CD).
1.9.9 As required under the CDM regulations the contractor shall be able to demonstrate the
competence of their management, construction and design staff.
1.1.2 The Contractor shall verify with the Employer’s Agent and the School the requirements
included in the Client Brief.
1.1.3 The Brief is not an exhaustive or definitive list of requirements and further developed
shall be required by the contractor to develop a detailed solution.
1.2.1 Generic Room Data Sheets and Schedule are included in the ER’s
1.2.2 The Contractor shall be responsible for the development, verification and agreement of
Room Data Sheets and Schedule requirements with the Employers Agent and the
School during the Pre Construction Services Agreement stage.
1.2.3 The sample room data sheets provided within the Appendix of the tender documents do
not provide an exhaustive / definitive list of requirements and will be further developed at
detailed solution stage by the Contractor.
1.3.1 The Contractor is required to provide proposals in line with the Client’s Brief, sample
Room Data Sheets and Schedules, the Employer’s Requirements Specification,
drawings, Surveys and Assessments and other information included in the Appendices
within this tender documentation.
1.3.2 The resultant consolidated Client Brief arising from the development of the design
process comprising the original Client Brief, Room Data Sheets as amended / added to
by the School during contractor interviews shall be the basis of development of the
design, or design options.
1.3.3 The Contractor shall provide a copy of the resultant consolidated brief and room data
sheets with his tender submission.
1.4.1 The following works may be carried out by the Client on completion of the works.
1.5.1 School term and holiday dates are included in ER’s to these tender documents.
1.5.2 In addition to the above dates, there will be exam periods when noisy works should be
avoided. The Contractor is responsible for liaising with the School and allowing in his
programme to avoid noisy works during exam times.
3.2.1 Instructions to tenderers are included with the accompanying letter of invitation to
tender.
3.3.1 The Form of Tender and Certificate relating to Bone Fide Tender are to be completed
and signed in ink and returned with the tender in accordance with the instruction
provided in the covering letter. (Included in the Appendix to these tender documents).
3.4.1 All tenders shall be issued and returned by the date indicated on tendering issuing
instructions.
3.5 Insurances
3.6.1 Where tender amendments are issued during the tender period, the contractor should
sign a return the tender amendment issued where indicated to confirm that the tender
amendment has been noted, and that costs are included in the tender.
4.1.1 The design shall be as described in the Part 5 of the Client’s Brief for the Seven Kings
High School Additional Accommodation, Room schedules and sample Room Data
sheets which should be read in conjunction with this specification.
4.2.1 The exact method of construction is at the Contractors discretion but the Tenderer
MUST include fully for all of the Employers Requirements in respect of room areas,
basic plan form and relationship of areas, appearance, finishes, colour, quality,
standards and fitness for purpose, conformity to all statutory regulations and
requirements and completion date(s).
4.3.1 Please note that the following specific requirements have been listed as they are in
addition to the minimum standards later referred to:
4.4.1 The General Minimum Standards required are those set out in The Department for
Education and Science Relevant Building Bulletins and if not covered the “BUILDING
REGULATIONS” currently in force at the time of the Contract.

4.5.1 The Contractors attention is drawn to the fact that all the new accommodation will be
subject to use by Sixth Form & High School age students including Special Education
Needs students. Consequently the design, selection and fixing of materials and fittings
is of utmost importance, as these must be robust and fit for purpose and use in this
respect.
4.5.2 On completion of the project the Contractor will be required to provide a signed
statement in addition to the Completion Certificate issued by the London Borough of
Redbridge Head of Building Control OR any other Approved Building Inspectors
confirming that the building complies in all respects with the specific and minimum
standards of the Employers Requirements. A copy of which must be bound into the
O&M manual.
4.5.3 The Contractor on completion of the works will be required to supply to the EA, an
electronic CD, (CAD dwg and Pdf format(s)) and paper copies of all drawn information
Architectural, Electrical, Mechanical etc relating to the project. Full ‘as built’ information
must be included within this submission and clearly identified. The CAD dwg files must
be “saved as” to no later than Auto CAD2014 version and to be portable, readable,
editable and printable by a third party’s (Employer’s) CAD packages.
4.6.1 Surveys provided with tender documentation at tender stage are included in the
Appendices to this tender documentation. Surveys are provided for tendering purposes
only and should not be relied upon. The Contractor shall not rely on these surveys and
allow for all costs in carrying out his own surveys.
4.6.2 Where there are gaps in Surveys, the CDM regulations require that surveys are carried
out. The Contractor shall allow for ALL costs in carrying out such surveys, as referred to
in the CDM Approved Code Of Practice. Any/all other survey(s) required prior to or
during the works shall be at the cost of the contractor. This applies equally to
assessments required to satisfy Planning, Building Control, Fire Regulations and other
regulations.
4.6.3 The Contractor will be deemed to have allowed in his tender for carrying out his own
topographical and soil survey and all other surveys as necessary to ensure that
proposed design and construction works takes into account all site conditions.
4.7.1 The contractor is to allow for all costs in connection with liaising with Statutory
Authorities. All liaisons shall be programmed in good time, placing advanced orders as
required. The contractor is to allow for all associated costs within the tender costs.
4.7.2 In the event that the school’s power supply requires upgrading, the Contractor shall be
responsible for liaising and placing all orders with UK Power Networks to upgrade the
existing school power supply. The Contractor shall be required to design and connect to
the existing supply. In addition, refer to the electrical performance specification issued
as part of the tender documents.
4.8.1 The contractor is to allow for all costs for liaising with Transport for London including
obtaining all necessary permissions on behalf of the Client.
4.9.1 The Contractor will be responsible for dealing with all necessary reserved matters,
discharging all conditions and providing confirmation that all Planning Conditions have
been discharged. The contractor must supply an update a full planning responsibility
matrix, on a monthly basis. The matrix must identify all conditions and target discharge
dates prior to and during the construction of the Works.
4.9.2 The contractor shall keep the Employer’s Agent informed of all progress percentages on
a weekly basis
4.9.3 Prior to commencing the works, the Contractor shall provide the Employer’s Agent with
evidence to confirm that all necessary approvals have been obtained. The Contractor
shall provide an updated planning responsibility matrix as part of this submission.
4.9.4 The Contractor shall allow for all necessary costs, fees and charges, for discharging all
conditions of the Planning Application. The contractor is responsible for the coordination
and liaison requirements to facilitate the process.
4.10.1 Allow for all costs in providing an Energy Statement to the Local Planning Authority with
Full Plans submission stating how low carbon technology or on-site renewals have been
considered in the design.
4.10.2 Consider in design for natural lighting and natural ventilation systems [wind catchers,
ventilated sun pipes, roof lights, etc.] Including for new low carbon technologies, to fulfil
the Planning Condition Energy Statement.
4.11.1 All room areas (sizes) are to be as indicated on the drawings and included with the
Room Data Sheets prepared by the contractor.
4.12.1 The contractor shall consult with the Employers Agent and Head Teacher or school
representative, prior to disconnecting and re-connecting of any services. The contractor
shall allow 48 hours notice prior to any disconnection. Disconnections can not be
sought for item(s) which will affect the running of any occupied school building or facility.
4.13.1 The minimum standard of specification acceptable where none is stated for
workmanship and materials is to be the relevant and current British Standard or Code of
Practice applicable and the Contractor is to comply fully with requirements of such or the
equivalent European standard.
4.13.2 The Contractor is required to maintain a high standard of workmanship, to use materials
of good quality fit for purpose, and to carry out the whole contract within the accepted
standards of good building practice. Where the phrase “in accordance with
manufacturer’s recommendations and instructions”, or words to that effect are used, this
implies written manufacturer’s recommendations and instructions.
4.13.3 Where there are no references to products, materials and particular types of
construction, the tenderer is at liberty to select any deemed by the tenderer to be
appropriate. These are to be clearly identified and specified in writing and form part of
the Contractor’s Proposals.
4.13.4 Where the term “or equivalent approved” is used, the tenderer is free to offer in writing
with the Contractor’s proposals at tender stage alternatives of equal quality, material,
colour, finish and design. Samples and full written specifications are to be supplied to
the Employers Agent for approval.
4.14.1 The Contractor should allow in his tender and programme for all costs in connection with
carrying out pre-construction works.
4.14.2 Pre-construction works shall comprise of all pre-construction design drawings to enable
Building Control approval(s) to be obtained, Technical Specifications, preparation of final
Contractor’s Proposals and construction phase plan. Refer to full Contractors Proposals
list pre-construction Contractors proposal deliverables listed under item 1.2.4.
5.1 Generally
5.1.1 Obtain all necessary Building Control approvals, permits to enable the design,
construction and completion of the development. Design and construct and supply:
(i) One new two storey building.
(ii) Associated works described in 5.0 above.
5.1.2 Provide suitable foundations to suit site topography and ground conditions and other
relevant design considerations; include for excavating as necessary to reduce ground
level, associated piling and providing suitable fill; design and construct external walls
and roof complete with doors and windows; internal soundproof partitions between
classrooms, toilet cubicles; all sanitary ware; floor, wall and ceiling finishes; connect to
drainage; mechanical and electrical installation works as required; comply with all
necessary Planning, Building and Fire Regulation regulations and requirements and
BREEAM requirements if applicable.
5.1.3 Provide associated external works including; relocation of the Mini Bus Garage.
5.1.4 Works associated with Planning Requirements including all necessary surveys and
assessments, ecology works and the like include additional costs for a fully designed
Sustainable Drainage System (SuDS) if required by planning authority, providing new
car parking with electrical charging points etc.
5.1.5 Pricing Note: The Contractor should break down his cost as in the Contract Sum
Analysis.
5.1.6 The following brief description of works should be read in conjunction with the Client’s
brief and generic Room Data sheets. The Contractor is required to develop these with
further discussions with the school, the Employers Agent and the LBR Client Officer.
5.2.1 Provide all temporary access roads for the works including forming temporary openings
if required. Allow for security measures during the course of the works; make good all
works disturbed upon completion. Include for all costs in connection with obtaining
permits and licences from the local authority.
5.2.2 The contractor shall allow for full restoration or replacement of any areas of walls,
railings, fencing, features or gates modified or removed to facilitate the works. All areas
shall be fully restored prior to completion.
5.2.3 Demolish the single storey original classroom block together with the glazed link.
Demolish the storage shed including its foundations. Relocate the Mini Bus Garage.
5.2.4 Where grassed areas are disturbed; the areas should be made good prior to completion.
The contractor should allow for replanting of grass areas using pre-grown turf where
necessary prior to completion of the works.
5.3.1 Liaise with Redbridge Borough Council Highways Department and obtain all necessary
approvals. If required, any works required by the Council to be carried out prior to the
Contract Commencement / Mobilisation.
5.3.2 Maintain boundary between Public and School land at all times. Liaise with the
Authorities in good time on behalf of the Client.
5.3.3 Ascertain all TFL and Highways requirements from Transport for London (TFL) and the
Council, including at the boundary of the site prior to commencement of the works and
ensure that these are in place to the satisfaction of the authorities prior to the
commencement of the works.
5.4.1 The contractor is responsible for discharging all planning conditions. This includes
5.4.2 Protect all trees as necessary during the works. The contractor must refer to the Tree
Report which is part of the tender package.
5.4.3 All existing Mature Trees sited near the boundary are to be fully protected during the
works as specified in BS5837 (2012) 'Trees in Relation to Construction' and shall be
submitted to and approved in writing by the Local Planning Authority.
5.4.4 Existing Mature Trees sited near to any area where works are being carried out are to
be fully protected during the works.
SUBSTRUCTURE
5.5.1 Design: Carry out all geotechnical and topographical surveys; take into account
permissible soil loadings, nature of the soil, bearing strata and design foundations
appropriate for the building.
5.5.2 Soil investigations and topographical surveys included with the tender documentation
are included for tendering purposes only and should not to be relied upon for design
purposes. The contractor is fully responsible for all surveys required and all associated
costs.
5.5.3 The exact ground conditions and levels on site are to be checked by the Contractor to
ascertain that his foundation design is suitable. The Contractor should allow for carrying
out his own surveys as necessary. Foundations are to be capable of supporting the
proposed development.
5.5.4 Noisy and exceptionally ground vibrating foundation methods are not acceptable due to
the proximity of the existing school, existing neighbours.
5.6.1 All foundations will be designed and installed in accordance with the current codes of
practice and Local Authority requirements, including ground bearing capacity of the
existing soils, locations and depths of existing on-site services.
5.6.2 Excavate to reduced levels; removing, grub up, demolish, remove debris from site, any
features, tarmac, hard and soft landscaping in the way of and around the proposed
building footprint to allow for installation of new foundations and delivery of modular
single storey block units to site.
5.6.3 Allow all costs for removal materials from site. Qualifications with the tender making
assumptions will not be accepted
5.6.4 Provide foundations to suit, including all necessary earthwork supports working space
reinforcement, concrete and the like and removing debris from site. Allow all costs in
connections with providing foundations of suitable nature and character to suit design
and ground conditions including bringing to and removal of plant from site.
5.7.1 Ground floor construction to achieve U Value that complies with current Building
regulations plus requirements of the London Plan and other current legislations and
regulations.
5.7.2 Excavate as necessary and remove debris from site. Provide formwork, working space,
reinforcement etc. as required,
5.7.3 Provide concrete bed and base under of suitable construction, including insulation.
SUPERSTRUCTURE
5.8 Generally
5.8.1 Design: Carry out frame to suite building; provide columns in grid pattern at appropriate
centres so as not to cause obstruction in particular in large open areas such as
Classrooms etc.
5.8.2 All structural work to be designed and installed in accordance with the current codes of
practice and Local Authority requirements, including ground bearing capacity of the
existing soils, locations and depths of existing on-site services.
5.8.3 Allow all costs in connections with providing structural design to suit design and ground
conditions including bringing to and removal of plant from site.
5.8.4 The structural frames are to be design and constructed by a Structural Engineer
engaged by the Contractor.
5.8.5 All dimensions and calculations are to be approved by Building Control prior to
manufacture.
5.8.6 The structural frame should be designed in order to allow for adequate loading capacity
for all likely uses, including future proofing associated with possible change of use
and/or occupation, e.g. provision of sliding folding partitions, additional dividing walls
and possible increased occupancy.
5.9.1 Design: upper floors to be designed as necessary to carry all dead loads and imposed
loadings to suit and prevent sound transfer.
5.10 Roof
5.10.1 Design: provide roof as necessary to carry all dead loads and imposed loading design
and satisfy Planning Requirements. Sloping or pitched or falls to suit planning
requirements.
5.10.2 Flat Roofs; to be designed as flat, to falls (minimum 1:40); design and type to achieve
25 year guarantee.
5.10.3 Roof to achieve U value as required by the current Building Regulations plus the
requirements of the London Plan.
5.10.4 Rainwater elements – Polyester powder coated aluminium downpipes and hoppers
colour to be agreed.
5.10.6 Allow for incorporation of and provide natural ventilation installations (wind-catchers) if
necessary, or allow for other eco-initiative installations necessary.
5.10.7 Allow for roof deck including balustrade protection all round for social outdoor activities
for students on the first floor.
5.11.1 Design stairs and ramps as necessary to suit and satisfy building control requirements.
Total number of staircases to suit building control requirements.
5.11.2 Provide and design stairs to comply with the Fire and Building Regulations Approved
Document K and M. Occupancy class for dead and imposed loadings on stairs and
landings BS 6399: Part 1 Construction to contractor’s choice.
5.11.4 Provide ramps as necessary to all entrance/exit points including within external
landscaping.
5.12.2 Design external walls to reach above requirements (6.12.1) with a maximum U value of
0.21/m2K.
5.12.3 Walls: design and construction of walls above and below damp proof course by
Contractor.
5.12.4 External wall: appearance to be sympathetic to the existing buildings on site which are
mainly brickwork.
5.12.5 Allow for suitable insulation in cavity or external wall construction in order to achieve U
value required under both Building Regulations and the London Plan.
5.12.6 Internal walls: two layers of plasterboard or similar approved. Allow for plywood
patressing within cavity walls where shelving or wall mounted furniture may be
installed. E.g. stores, wet play areas, interactive whiteboards
5.12.7 Damp proof courses to be Hyload (or equal approved). Install in accordance with
manufacturer’s instructions.
5.12.8 Traditional brick and block cavity walls to include galvanised cavity ties, expansion
joints, wall starters and fixings to columns; lintels; and joined together with mortar of
appropriate strength. Below damp proof course level, blockwork to be Engineering
brickwork.
5.12.9 Where the external wall comprises of a cladding system, this should comply with all
necessary building, fire and other regulations, satisfy U value requirements with a
minimum of 25 years guarantee which should be provided to the Client for approval
prior to manufacture or construction.
Generally
5.13.1 Design: Windows and External Doors to suit accommodation and to comply with
minimum U values and Building Regulations.
5.13.2 Allow for stainless steel ironmongery throughout the building on all doors (internal and
external); Windows (internal and external) and glazed screens.
5.14 Windows
5.14.2 In rooms where no blackout blinds are required, window sizes to be sufficiently large to
give the interiors a feeling of light and spaciousness, and as much natural lighting as
possible; (as per London Borough of Redbridge’s Sustainability Requirements).
5.14.3 Allow for all ironmongery in connection with providing windows to be of good quality
robust materials, especially in areas of high use. Materials: Stainless Steel.
5.15 Doors
5.15.1 Allow for sufficient entrances and exits to comply with fire regulations.
5.15.2 External doors and frames generally – single and double aluminium doors and frames
with glazed panels to public spaces.
5.15.3 Main Entrance doors: To be polyester powder coated, glazed aluminium doors supplied
with manufacturer’s Warranties/Guarantees; doors to be double glazed and include
robust quality ironmongery, suitable for heavy use and comply with Secure by Design
and Building Regulation requirements. Refer to 6.13.2.
5.15.4 All internal doors for circulation areas, teaching areas, staff areas, walk-in store rooms
and toilet areas must have clear vision panels top and bottom.
5.16.1 Design: Internal walls to be designed to suit accommodation. Take into account acoustic
levels; allow for sound insulation; provide WC cubicles as required under current
regulations.
5.16.2 Design, provide and construct all internal walls. Allow for plywood patressing where
necessary e.g. stores, wet play areas and wall where interactive white boards are to be
sited.
5.16.3 Allow for folding doors between group room and parent’s room with sound transmission
equivalent to that of a partition.
5.17.1 Design: Provide internal doors and ironmongery with glazing; designed of suitable fire
rating.
5.17.2 All internal doors for circulation areas, teaching areas, staff areas, walk-in store rooms
and toilet areas must have clear vision panels top and bottom.
5.17.3 Internal doors– Allow for veneer faced doors with hard wood lipping and vision panels.
5.17.4 Architraves and Skirting’s generally timber painted; alternative proposals may be offered
to the Client for consideration.
INTERNAL FINISHES
5.18.3 Painted finishes to be of high quality, highly durable, tough wearing quality. All colours
and surface finish (e.g. matt / satin) to be approved by Employers Agent.
5.19.1 Design: Floor finishes are to be agreed with School and approved by Employers Agent.
Provide appropriate floor finishes of high quality, highly durable, tough wearing quality.
5.19.3 Likely Floor Finishes to be used: Barrier entrance matting, non – slip vinyl, and carpet.
The locations of each type of flooring will depend on usage and school / local authority
to determine (see sample room data sheets, where applicable).
5.19.4 Skirting’s – Vinyl floors to provide coved vinyl skirtings. All other areas to have hard
wood timber painted skirting’s.
5.19.5 Provide rates per square meter for each type of floor finish proposed for ascertaining
and arriving at costs for changes.
5.20.1 Acoustic Demountable ceilings to all areas, staircase, plant room and toilet areas. The
employer is open to alternative ceiling types where appropriate, to be proposed by the
contractor for approval by the Employer’s Agent at tender.
5.22.1 Provide and install the following; full details to be developed with the School:
5.22.3 Provide room numbers and interchangeable use indicators to doors as required by the
school.
5.23.1 Allow for all bird and vermin control as necessary. Design out ledges.
SERVICES
5.24.1 Toilet pan sizes to standard adult size for toilets. Basins in Toilets areas to have
Colourful Semi-recessed vanities for hand washing height to be agreed.
5.25.1 Allow for all costs in connection with the London Borough of Redbridge Design and
Build Specifications for Mechanical Services included with the tender documentation.
5.26.1 Allow for all costs in connection with the London Borough of Redbridge Design and
Build Performance Specifications for Electrical Services included with the tender
documentation.
5.26.2 Design, provide and construct: ICT three compartment trunking for computer, telephone
cable routes and power, complete with all cabling and termination wall plates within the
new building. Allow for all connections to the existing school building and full
installation of ICT infrastructure following the development of the ICT performance
specification by the contractor and through liaison with the school and LBR project
team.
5.26.3 Design, provide and fix a wireless network covering all new and remodelled areas.
5.26.4 Allow for linking: Security system, linked to existing Redcare system; Fire alarm system,
linked to existing Redcare system.
5.26.5 Note: The Contractor must make provision of whiteboards and other loose equipment.
An ICT specification and equipment schedule (including loose ICT items) shall be
developed by the contractor who shall be responsible for the supply and fit of all ICT
items).
5.26.6
Generally
6.1.2 Generally make good all areas disturbed during the course of the works to match
existing whether specifically described or not. Protect areas outside of site boundary; to
be made good at Contractor’s expense..
6.1.3 Design and construct paths around building. Allow for level access.
6.1.4 Areas used as site compounds to be made good at Contractor’s expense. Make good to
match existing with new hardwearing surface.
6.2.1 Provide any additional tree planting compensating to any of the trees that may be lost
due to the proposed works. The trees to be removed must be the only ones
recommended in the Tree Report or by agreement with all parties.
6.2.2 Allow for protecting existing trees, carrying out tree survey, and all necessary actions
arising.
6.2.3 Replace on completion of the works any trees lost due to development.
6.2.4 All works to trees to be carried out in consultation the London Borough of Redbridge
tree officers. Liaise with Employer’s Agent for his/ her contact details.
6.3 Drainage
6.3.1 Excavate trenches for foul and surface water drainage; design drainage as necessary to
provide a drainage solution to suit the requirements and the conditions found on site.
Contractor to investigate.
6.3.3 Making good or renewing all disturbed surfaces and features. If necessary existing
areas [site compound, routes to and from work area, fences, gates etc] disturbed or
damaged during the works.
6.4.1 Trenching, backfilling for service routes and full reinstatement on completion.
6.4.2 Allow for forming trenches to take ducts for incoming services of Water, Gas, Electric,
and ICT (for ICT ducting from new building to existing, location / route to be ascertained
by the Contractor for services from existing building to new building block, Contractor to
establish all locations for these services. On completion of the works make good
playground to match the existing surface and levels; make good grass disturbed with
turf, make good hard landscaping with new to match existing.
6.5.1 Allow for all ducting as required to connect the new building to the existing School
building(s) for mechanical and electrical services, intruder alarm, security, fire, ICT and
as required. Contractor to ascertain exact requirements and location.
6.5.2 Allow for all necessary builders’ work in connection including excavation works,
ductwork, bends, and making good on completion.
6.5.3 Liaise with the Client, and allow for providing cables of suitable length and size for all
necessary connections, including ICT cables.
7 ADDITIONAL REQUIREMENTS
7.1.1 The contractor shall make allowances for the school site to be accessible by emergency
vehicles and must make provisions for evacuations and fire fighting complying with the
current Building Regulations.
7.1.2 The Contractor is to allow for all costs necessary for the design and construction or
upgrading of any necessary emergency access which needs to be suitable to take fire
engines traffic.
7.2 Demolitions
7.2.1 The 1930s block 3 requires demolition, cleared off site including complete removal of
foundations and other substructure, superstructure and secondary elements.
7.2.2 The concrete storage cabin reguires demolition and disposed off site.
7.2.3 The concrete minibus garage requires demolition and dispose off site and be replaced
by a new concrete garage to be sited elsewhere within the school boundary. The new
garage will require both power and lighting.
