What is FSSAI?
FSSAI stands for Food Safety and Standards Authority of India, an organization that oversees
and operates food business in India. It passes through the quality check of food products, which
impedes the sale of food adulteration and sub-standard products.

It is responsible for the registration and licensing of Food Business Operators (FBO) in India and
it reduces the rules and regulations for running food business in India.The Food Safety and
Standards Authority of India (FSSAI) has been established under Food Safety and Standards ,
2006 which consolidates various acts & orders that have hitherto handled food related issues in
various Ministries and Departments. FSSAI has been created for laying down science based
standards for articles of food and to regulate their manufacture, storage, distribution, sale and
import to ensure availability of safe and wholesome food for human consumption. Every food
business operator involved in the manufacturing, processing, storage distribution and sale of food
products must obtain FSSAI registration or license. FSSAI registration is different from the
FSSAI license, depending on the size and nature of the business, FBO must obtain necessary
registration or licensing.

This is a 14 digit registration or license number which is printed on all food packages. The
purpose of this registration process is to make more accountability on FBO to maintain the
quality of food products. It provides scientific advice and technical support to the central and
state governments, with the preparation of policy and rules related to food security and nutrition.
FSSAI collects and coordinates data about food consumption, biological risks and contamination
in food, pollution in food, residues of various, contaminated substances in food products,
identification of emerging risks and introduction of fast alert system.

 5 star hotels and above

caterers, are on a large scale in their operations.
 In the different states, restaurants / food processing and handling chains with multi-
branch branches have to get central FSSAI license for main branch / head office.
 100% Export Oriented Food Processing / Production Units
 Except grains, cereals and pulse milling units, food processing units, relabelers and
repairs are processing more than 2 metric tons per day
 Refrigerated stores hold capacity of 10,000 metric tons or more
 Wholesaler with his annual turnover Rs. 30 million or more
 Food catering services are also located at the airport along the harbor
 Features of online FSSAI license
The Indian Food Safety and Standards Authority is the traditional authority to implement the

supporting documents, FSSAI will receive approval and applicants will be given a 14-digit
FSSAI registration number, which is printable behind the product.

 State FSSAI license

This is required by the food units whose turnover is less than 200 million, but more than 12 lakh
per year, and also for the manufacturers, depending on the volume of production per day. For
example, if the applicant has Vegetable Oil Unit, then the quantity of processing upto 2 Metric
Tonne per day will be required only State License.

 Central FSSAI license

The central license mostly depends on the amount of daily production of the product. For
example, if the applicant is engaged in dairy business and its machinery or daily processing
capacity is 50,000 liters or more, or 2500 metric tons per annum, then they require a central
license otherwise state licenses. In addition, manufacturers of proprietary food items require a
central license, whose business is more than Rs 20 crores.

 FSSAI for import and export

India exports and exports lots of products outside of the country, there are many food items that
are exported / imported from the country and all need to be registered and licensed under the
FSSAI for import and export of food products. The applicant is required to obtain the central

importers such as food business operators, 100% export oriented units, large manufacturers,
operators, airports, ports etc. in central government agencies are required. Central licenses are
issued by the Central Government. In addition, the FBO will have to obtain a central license for
its head office, and if they have operations in more than 1 state. This is mostly for units whose
annual turnover is more than 200 million. The maximum length of this license is 5 years and the
minimum is 1 year.

horse power used (mandatory for manufacturing aand processing units only)
5. Identity and address proof issued by Government Authority for
Proprietor/Partner/Director(s)/Authorised Signatory

7. Authority letter with name and address, responsible person nominated by the
manufacturer along with alternative responsible person indicating the powers vested with

from a recognized/ public health laboratory to confirm the potability (mandatory only for

License or Registration Certificate - For changes to any information contained in Form C,

modification of non-form C statements.

8. Does the pharmacy and medical store need to apply for an FSSAI license or registration,
if they are selling health supplements or neutraceutical products?

All food business operators, including pharmacies or medical stores who sell health
supplements or neutrous products, must apply for FSSAI license or registration.

9. Does export of food products also require no-objection certificates (NOC) from FSSAI?

There is no requirement for obtaining NOC from FSSAI, for export of food products from
India.

10. In what situation can the designated officer (DO) suspend or cancel FSSAI license or
registration?

The DO can suspend a Food Business Operator (FBO) license if they are not in compliance
with the Correction Notice. After giving FBO an opportunity to show cause, can also cancel
the DO license.

11. Which food business is eligible for FSSAI registration and by whom it has been issued?
FSSAI registration is given to small or small food businesses whose turnover is Rs. is less
than. 12 million per year The registration certificate received in Form C is required to be
displayed in the food business in a prominent place. Registration Authority which is issued in
an area by the Food Safety Officer or a designated officer or any officer in the municipality
or any other local body or Panchayat. These officers are notified by the State Food Safety
Commissioner.

12. What is the requirement of FSSAI license to run food business in more than one state
with the same name of the company or organization?

In two or more states food business operators (FBO) have to apply for an additional central
license for their registered office or head office with food business.Each unit will have to
obtain a separate license or registration or the basis from the concerned central or state
licensing authority based on their personal capacity or business.

13. Who issues the FSSAI license or registration for food businesses in the railway premises
or in the airport / port?

For food business premises that are under the Railways, FSSAI licenses or registration are
issued by the officer notified by the FSSAI or the Food Safety Officers of Railways. FSSAI
licenses are issued by Airport Health Officer (APHO) / Port Health Officer (PHO) notified
by the FSSAI for food businesses in Airport / Airport.

14. Can FBOs File an Appeal Against Correction Notice, Cancellation or Suspending FSSAI
License?

Yes, any FBO appealed to the State Food Safety Commissioner due to an amendment notice
which will be final. It can be done within fifteen days from the date on which the decision of
the decision was made by the FBO or the term specified in the Correctional Notice,
whichever is earlier.

15. What is the validity period?

This license is issued till it is canceled by FSSAI. An application should be made for renewal
before the expiry of the license. It can be renewed for a maximum of five years.
