The Government in G.O.Ms.No. 84, Irrigation & CAD (Ser.I) Department,
Dt 14-06-2011 have given Gazetted Status to all the Assistant Engineers working in all
the Engineering Departments of Andhra Pradesh , from the time they join in service.
Further in G.O.Rt.No.66 Irrigation & CAD ( Ser.I) Department Dt 19-01-2012,
Government have constituted Departmental Screening committee for considering the
panels for promotion to the First Level Gazetted Posts.
The Hon’ble Andhra Pradesh Administrative Tribunal pronounced
Common judgment dated 01-04-2011 in respect of the Diploma acquired by the
applicants from the I.A.S.E., Deemed University, Gandhi Vidya Mandhir, Sardar Shahr,
Rajasthan and other Deemed Universities as valid for the purpose of considering their
claims for appointment by transfer or by promotion to the post of the Assistant
Engineer, if they are otherwise eligible, qualified and come with in the zone of
consideration, in accordance with their seniority in accordance with rules ”.
Further the Government have issued instructions to implement the instructions
of the Hon’ble Andhra Pradesh Administrative Tribunal.
In view of the Government orders all Superintending Engineers and Chief
Engineers are requested to furnish the service particulars of the Techl. Assts/Jr.Techl.
Officers/Asst. Techl. Officers /I.C.Assts and Lock & Warf Superintendents who have
completed 6 years of service by 31-08-2012 ( in the panel year 2012-2013), Work
Inspector of all grades who completed ten years of services by 31-08- 2012 and who are
treated as Government servants as per G.O.Ms.No.130, Irrigation Department,
Dt.18-03-1981, in the panel year 2012-2013 who acquired Diploma in Civil
Engineering/Diploma in Mechanical Engineering, or any equivalent qualification
which is recognized, Deemed Universities and Other approved Universities and of all
grades and in the enclosed Bio- Data proforma with in 15 days from the date of receipt
of this circular memo for consideration of their cases for appointment by transfer to the
post of Assistant Engineer.
All the Unit / circle Officers are requested to note the following aspects before
forwarding the proposals for appointment by transfer to the post of Assistant Engineer
1. To inform whether the applicant has obtained prior permission for prosecuting
higher studies, if so copy of permission letter may be furnished.
2. Genuiness of Diploma submitted by the applicant after ascertaining the
confirmation from the concerned Universities and Recognisation of college /
University.
3. Annual Confidential Reports / Appraisal reports for the last 3 years.
All the Superintending Engineers and Chief Engineers are requested to furnish the
above particulars in the prescribed proforma urgently by
20-12-2012 failing which it will be construed that there is no information to be
furnished and the unit officers will be held responsible for any further claims by the
individuals
The receipt of the circular memo shall be acknowledged. The Circular
Instructions are available in the Website www.irrigation.ap.gov.in.
