ORDER:

In the G.O. 1st read above, the I & CAD Department, issued orders dispensing with insuring all works
of I & CAD Department including weirs, dams, spillways and critical components like high level bridges,
tunnels and deep cuts etc.
2. In the reference 2nd read above, the Director of Works Accounts, Hyderabad, requested to consider
extending similar orders of dispensing with insurance in respect of all other Engineering Departments.
3. In the review meeting convened by the Chief Secretary on 22-10-2013, the issue of dispensing with
insurance cover of all works of Engineering Departments was deliberated. It was decided to bring uniformity
among all Engineering Departments.
4. Government, after careful examination, hereby issue orders dispensing with insurance cover of all works
of Engineering Departments.
5. These orders shall apply with immediate effect to all the works which are going to be awarded from now
onwards and to all the ongoing works for which insurance cover has to be renewed. In other words, for all
ongoing works, insurance coverage need not be extended, if expired.
6. If any Department opines that insurance cover is indispensable for a particular work, special permission
can be obtained by submitting the proposals to the Government.
7. All the Special Chief Secretaries/Principal Secretaries/Secretaries of all Engineering Departments are
requested to ensure strict implementation of the above instructions.

In the references 1st read above, orders were issued for adoption of revision and
updating of A.P. Standard Dara in all Engineering and Public Works Department and other
organizations wherein a provision of 14% is added in the data towards Contractor’s Profit
and Overheads. The overheads include site accommodation, water supply, electricity and
general site arrangements, Laboratory Equipment, Mobilization/De-mobilization of resources
and work Insurance/Compensation etc.,. But the percentage breakup for each component
of overheads is not mentioned in the A.P. Revised standard Data.
2. Subsequently, the Government in the reference 2nd read above, have issued orders
to dispense with insuring all works of I& CAD Department including weirs, dams, spill ways
and critical components like high level bridges, tunnels and deep cuts etc. It is further
instructed that if any critical work like dam or high bridge etc., is to be insured, proposal is
to be sent by concerned Chief Engineer to the Government and the Government will take a
case by case decision whether to insure or not to insure the work.

3. In the reference 3rd read above, Government have further issued orders dispensing
with insurance cover of all works of Engineering Departments uniformly.

4. In the reference 4th read above, based on the recommendations of the Board of Chief
Engineers minutes Dt: 25-05-2015 and 28-02-2018, the Engineer-in-Chief (IW) and the
Chairman of the BOCE has requested the Govt., for deduction of 0.385% towards insurance
component from the provision of 14% towards contractors profit and over heads for
adoption in Standard Data for the works in all Engineering Departments, duly ratifying the
action taken in adopting the over heads and contractors profit of 13.615% excluding
insurance component in the Standard Data for the year 2015-16 onwards.
5. Government after careful examination of the above proposal, hereby permit the
Engineer-in-Chief (IW) for deduction of 0.385% towards insurance component from the
provision of 14% towards contractors profit and over heads for adoption in Standard Data
for the works in all Engineering Departments as per the recommendations of the BOCEs,
and ratify the action taken in adopting the over heads and contractors profit of 13.615%
excluding insurance component in the Standard Data for the year 2015-16 onwards.

6. The Engineer-in-Chief (IW), Hyderabad shall take necessary action accordingly while
preparing the Telangana State Revised Standard Data.

7. This order issues with the concurrence of Finance (EBS-IX) Department vide their
U.O.No.3350/409/EBS.IX/A1/2018 Dt: 25-07-2018.

In G.O.1st read above orders were issued for adoption of the Revised and
updated Standard data in all Engineering / Public works Department and other
organizations in four parts considering the nature of works, location of work and
magnitude of work as indicated below:

Part I - Irrigation & Commandant Area Development


Part II - Roads & Bridges
Part III - Buildings
Part IV - Drinking Water Supply Scheme.

2. In the reference 2nd read above, the Builders Association of India, Telangana
State has requested the Government to consider for adoption of new SSR with
MoRTH Data in R & B Department.

3. In reference 3rd read above, a Committee of E-in-Cs / CEs was constituted for
analysing the issue and the said committee has submitted its report with following
observations:

a) The MoRTH Specifications are evolved after elaborate discussions


with Highway Engineers from all over the Country and in consonance
with IRC guidelines. IRC is the apex technical body for the Highway
Engineers.
b) IRC codes, MoRTH specifications are required to be adopted for
construction and maintenance of Roads and Bridges so as to be in
alignment with Central Ministry’s guidelines
c) Adoption of different Standard Data for State funded works and
Central funded works in the same dept. would result in non uniform
practice giving scope for litigations, audit objections, claims etc.

4. The Committee of Engineers-in-Chief/Chief Engineers has recommended to


continue adoption of MoRTH Standard Data in toto for road and bridge works taken
up on all R&B roads in Telangana State and to adopt latest Standard Schedule of
Rates on par with other engineering departments in order to provide the realistic
rates in the preparation of estimates.

5. Subsequently, in view of formation of new State of Telangana and also


keeping in view the unique requirements of Panchayat Raj, R & B, Irrigation, Public
Health Departments etc., including Government of India funding norms, it became
imperative to review the entire issue of SSR rates and the matter was further
referred to the Board of Chief Engineers.

6. In his letter 4th read above, the E-in-C (R&B), Admn. & Q.C. has furnished the
minutes of the meeting of Board of Chief Engineers, which met on 14-11-2014.
7. The Board of Chief Engineers has observed that adoption of MoRTH Data for
all R & B works in Telangana State is necessary for the following reasons:-
a) The MoRTH specifications are evolved after elaborate discussions
with High way Engineers from all over the Country and in consonance
with IRC guidelines. IRC is the apex technical body for the Highway
Engineers.
b) IRC codes, MoRTH specifications are required to be adopted for
construction and maintenance for Roads and bridges so as to be in
alignment with central ministries guidelines.
c) Roads in the State are inter transferable due to up gradation
requirement i.e. roads laid by PR department, I & CAD department are
usually transferred to R & B dept. for future up-gradation, maintenance
based on specific Government orders.
d) All the Major States are implementing the MoRTH data.
e) MoRTH is being updated every year.
f) Most of the Central Government organizations are also implementing
MoRTH data.
8. Finally, the Board of Chief Engineers have unanimously recommended the
adoption of MoRTH data by all Engineering Departments of Telangana State in
respect of Road and Bridge works, with prevailing SS Rates, in preparation of
estimates. Accordingly, Part II of Common Standard Schedule of Rates, will be
made applicable for the entire engineering departments in respect of Roads &
Bridge works.

9. Government, after careful examination of the matter, hereby accept the


recommendations of the Board of Chief Engineers for adoption of MoRTH data by
all Engineering Departments of Telangana State in respect of Road and Bridge
works, with prevailing SS Rates, in preparation of estimates and also to apply Part II
of Common SS Rates, for the entire engineering departments in respect of Roads &
Bridge works, in relaxation of the Government orders issued in G.O.Ms.No.49, I &
CAD (PW Reforms) Dept., Dt.2-3-2009.

10. The Engineer-in-Chief (R&B), Administration & Quality Control is requested


to take necessary further action in the matter.

11. These orders shall come into force from the date of issue.
12. This order issues with the concurrence of Finance (EBS X) Department, vide
their U.O.No.7420/190/A1/EBS X/2014, Dt.16-12-2014.
