INTRODUCTION

The Philippine Constitution provides that “the state recognizes the vital role of the youth
in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and
social well-being. It shall indoctrinate in the youth patriotism and nationalism; and boost their
involvement in public and civic affairs.”

The enactment of the Sangguniang Kabataan Reform Act of 2015 (Republic Act 10742)
strengthens the active involvement of the youth in many government and civic activities. The
reform law and the existing Youth for Nation-Building Law (Republic Act 8044) are now the
most important laws that promote the empowerment and development of the youth in the
country. Through the empowered Sangguniang Kabataan, the youth now has an active venue
and safe space to express their opinions and ideas, develop skills and potentials and further
their rights and welfare.

While the Provincial Government of Isabela thru the leadership of Governor Faustino
G. Dy, III and Vice-Governor Antonio T. Albano, has since been a champion of the youth‟s
rights and welfare through its pro-youth advocacies and initiatives such as the provision of its
biggest and most comprehensive provincial scholarship program Bojie-Rodito Opportunities for
Education (BRO-Ed) now numbering 16,000 scholars, conduct of capacity-building programs
and activities, and the like, these initiatives need to be unified and institutionalized to best serve
the most dynamic sector of the Isabela citizenry – the Nagkakaisang Kabataang Isabeleños.

Hence, adhering to both the call and the mandate to continue championing the welfare
of the Isabeleño youth, the PGI on its 2018 General Annual Appropriations has included a
budget allocation for the creation of the Provincial Youth Development Office under the Office of
the Governor. The Isabela PYDO that formally started on April 30, 2018 aims to ensure that
Kabataang Isabeleños development and all programs, projects, activities and opportunities for
them are anchored on the nine centers for participation outlined in the Philippine Youth
Development Plan 2017-2022, which are as follows: (1) health, (2) education, (3) economic
empowerment, (4) social inclusion and equity, (5) peace-building and security, (6) governance,
(7) active citizenship, (8) environment and lastly, (9) global mobility. The office shall therefore
serve to help increase the youth proactive participation and self-awareness. To this end, this
intervention of the provincial government will effectively help every Kabataang Isabeleño reach
their dreams and aspirations.
MISSION STATEMENT
The Isabela Provincial Youth Development Office seeks to create and ensure
the „Kabataang Isabeleños‟ proactive role and participation in nation-building
and in championing their right towards health, education, economic empowerment,
social inclusion and equity, peace-building and security, governance,
active citizenship, environment and global mobility.

VISION STATEMENT
The Isabela Provincial Youth Development Office envisions an active,
participative and self-aware „Nagkakaisang Kabataang Isabeleño‟ whose
dreams and aspirations are anchored on integrity, compassion and distinct
sense of youth patriotism, aiming to this end as productive members of
Isabela citizenzry.

OBJECTIVES
To register and verify youth and youth-serving organizations to the
Youth Organization Registration Program-Isabela (YORPi) and serve as secretariat
and provide technical assistance to the
Local Youth Development Council (LYDC).

To create a venue where Kabataang Isabeleños can actively participate and


realize their roles and responsibilities in nation, peace and security-building
through a program called Development projects, Innovative programs,
Transformative activities and Opportunities for Youth of Isabela (DITOy
ISABELA).

To proactively provide technical support thru capacity-building and


youth empowerment seminars and trainings to Kabataang Isabeleños
thereby making them active partners of the provincial government in
implementing its programs, projects and activities.

YOUTH ORGANIZATION REGISTRATION PROGRAM OF ISABELA

1. PROGRAM OVERVIEW

An original program of the National Youth Commission (NYC), Youth Registration Program
or YORP simplifies the registration procedure of youth and youth-serving organizations to ensure
access and participation to the government youth-initiated programs nationwide.

Pursuant to Republic Acts 10742 and 8044, the Isabela Provincial Youth Development
Office in coordination with the National Youth Commission localized the youth registration to fit
to the needs of Kabataang Isabeleños. The program is designed to assist and support
prospective youth organizations in the province by helping and facilitating them in registering
under their municipality/city and even in the province. The registered youth and youth-serving
organizations shall then compose the members of the Local Youth Development Council with
the SK Federation President and Vice-President as core members which shall be convened
through an election facilitated by the Local Youth Development Office. The LYDC shall
formulate the Local Youth Development Plan which shall be the basis of crafting the three-year
Comprehensive Barangay Youth Development Plan (CBYDP) and the Annual Barangay Youth
Investment Plan (ABYIP).

2. OBJECTIVES

The YORPi aims to:

2.1. Encourage Kabataang Isabeleños‟ participation in all of the Isabela Provincial Youth
Development Office plans, programs, projects, activities and other opportunities by
registering and verifying youth and youth-serving organization.

2.2. Establish communication network among „Kabataang Isabeleños‟ and other youth
development stakeholders.

2.3. Establish a youth and youth-serving organizations directory in Isabela that would
disseminate updates on youth-related programs, projects and activities and would
provide a structure that links youth and youth-serving organizations together.

3. POLICIES AND GUIDELINES

3.1. The Youth Organization Registration Program of Isabela is pursuant to RA 10742,


otherwise known as the Sangguniang Kabataan Reform Act of 2015. It is the official

organizations in province.

3.3. YORPi is also pursuant to the Executive Order No. 438, series of 2015 which
provides for the NYC to monitor implementation of the Medium-Term Youth
Development Plan (MTYDP 2005-2010), in coordination with concerned agencies. As
part of monitoring, registered youth and youth-serving organizations shall now have a
privilege of requesting assistance from the provincial government consistent to its set of
policies and guidelines.

3.4. Pursuant to the approved Resolution No. 127, Series of 2011, the YORPi shall also serve
as the Isabela Youth Sumbungan (IsYouS) Desk which shall assist the youth and youth-
serving organizations in answering possible complaints, concerns and violations among
their ranks.

4.2. QUALITATIVE PERFORMANCE

1. A total of 43 Youth and Youth-Serving Organizations are officially registered in


the program.
2. Twenty-nine (29) Youth Organizations are registered in the program while there
are 14 Youth-Serving Organizations.
3. District 1 records the highest number of registration with 19 organizations
officially registered. 12 Youth Organizations and 7 Youth-Organizations are
enrolled in the program.
4. District 6 records 17 registered Organizations. 14 are Youth Organizations and 3
are Youth-Serving Organizations.
5. District 2 has 4 registered Youth-Serving Organizations.
6. District 3 has the lowest record of registration. 2 Youth Organizations are
officially registered from this district.
7. There are no registrations recorded from Districts 4 and 5 yet.

Participants : Leaders or representatives of different registered organizations under the


YORP of Isabela

Narrative : During the conduct of the 3rd Provincial Youth Summit, leaders from the
different organizations registered under the Youth Organizations Registration
Program of Isabela convened to organize among themselves the Provincial
Youth Development named as Council NAGKAISA or Nagkakaisang
Kabataang Isabeleño.

Prior to the election, the PYDO discussed the different advocacies that
should be represented by the organizations in the LYDC followed by a short
lecture on the mechanics and guidelines of the election.

The election was facilitated by the Provincial Youth Development


Office with the assistance of the Department of the Interior and Local
Government Isabela.

GUIDELINES ON THE ELECTION AND CONVENTION OF THE


PROVINCIAL YOUTH DEVELOPMENT COUNCIL – COUNCIL NAGKAISA

I. OVERVIEW
Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015 mandates the
creation of a Local Youth Development Council. Section 23 of the said law provides:
“To ensure wide and multi-sectoral youth participation in local governance, there shall
be in every province, city and municipality a Local Youth Development Council (LYDC)
which shall be called Provincial Youth Development Council, City Youth Development
Council, and Municipal Youth Development Council, respectively. The LYDC shall be
composed of representative of youth and youth-serving organization in the provincial,
city, and municipal level. The LYDC shall assist the planning and execution of projects
and programs of the Sangguniang Kabataan, and the Pederasyon in all levels.”

The province‟s LYDC shall be named Council NAGKAISA or NAGkakaisang KAbataang


ISAbeleño upholding the vision of the provincial government of fostering unity and
solidarity amongst the youth and other sectors.

II. DUTIES AND FUNCTIONS


The Council NAGKAISA shall discharge the following duties and functions:
1. Serve as the core of the advocacy on youth participation in nation-building and
youth empowerment in the province;
2. Finalize the three (3) year LYDP that is anchored in the PYDP and the youth
development plans of the provincial government.

The LYDP shall be initially drafted by the SK Panlalawigang Pederasyon and shall
be finalized by Council NAGKAISA. This shall be submitted to the governor for
inclusion in the Local Development Plan and subsequently endorsed to the
Sangguniang Panlalawigan for approval. These plans shall give priority to
programs, projects and activities that will promote and ensure the meaningful youth
participation in nation-building, sustainable youth development and empowerment,
equitable access to quality education, environmental protection, climate change
adaptation, disaster risk reduction and resiliency, youth employment and livelihood,
health and anti-drug abuse, gender sensitivity, social protection, capability building
and sports development; and

3. Monitor and evaluate the implementation of the Local Youth Development Plan.

III. COMPOSITION / MEMBERSHIP


The Council NAGKAISA shall be composed of the following:
1. The President of the SK Panlalawigang Pederasyon as Presiding Officer;
2. The Vice President of the SK Panlalawigang Pederasyon; and
3. At least eight (8) but not more than nineteen (19) representatives of different
registered youth organizations (YOs) or youth serving organizations (YSOs)
representing advocacies such as education, employment (economic empowerment),
health and participation (active citizenship) and others as identified by the LYDC;
provided that these other advocacies shall be aligned with the Centers of Participation in
the Philippine Youth Development Plan.
IV. QUALIFICATIONS AND DISQUALIFICATIONS
1. Qualification of YOs and YSOs. Youth Organizations (YOs) and Youth Serving
Organizations (YSOs), with a minimum number of ten (10) members in good standing
and which are operating in the province shall be allowed to participate in the LYDC
election.
2. Qualification of Representatives. Eligible YOs and YSOs shall designate their
representatives, primary and alternate, who shall meet the following qualifications:
a. Must be a citizen of the Philippines;
b. A resident of the province, city or municipality for not less than one year
immediately preceding the day of his/her election to the LYDC;
c. Should be at least fifteen (15) years, but not more than thirty (30) years of age
{thirty (30) years and zero (0) day old} on the day of his/her election to the LYDC;
d. Able to read and write Filipino, English, or the local dialect; and
e. Must not have been convicted by final judgement of any crime involving moral
turpitude.
3. Disqualification. No SK officials, elected or appointed shall be eligible as member of
the LYDC.

V. ELECTION AND CONVENTION


The PGI shall notify the heads of all YOs and YSOs in the locality through the respective
LCEs of each city/municipality and/or heads of each partner-college/university. They
shall be selecting their participants to the said election who should be representing the

Narrative : In celebration of the 2018 Children‟s Month, the Provincial Government


of Isabela through the Provincial Social Welfare and Development Office
conducted an activity specifically for the out-of-school youth on November 27,
2018 at the FNDy Sr. Hall, Isabela Provincial Capitol.

The activity tagged as O, ang SaYa! Sa Impormasyon at Karunungan


para sa Kabataang Isabeleño was attended by some 80 OSY from different
cities and municipalities in the province.
With the participation of the Provincial Youth Development Office, the
re-organization of the OSY organization – Pag-asa Youth Association of the
Philippines Isabela Federation was done, with the following officers:

Narrative : The Quirinian Youth-In-Action or QYA, a community-based organization


of Sto. Domingo, Quirino, Isabela, advocates livelihood and entrepreneurship
for the out-of-school youth in the barangay. Their main project called Project
ABCD or Artistic Bamboo Crafts and Designs promotes sustainable use of
bamboo for home decorations and furniture made by the members of the
organization.
Upon receipt of a letter addressed to the Governor asking for
recommendation for the 2018 Search for the Ten Accomplished Youth
Organizations Year 16 (TAYO 16) of the TAYO Awards Foundation, Inc. in
September, the Provincial Youth Development Office was tasked to make
necessary coordination for the endorsement of QYA as an official entry to the
search.
Out of almost 500 entry projects of youth organizations across the
country, QYA‟s Project ABCD was able to seize a slot in the Top 30 semi-final
stage and was recognized as a TAYO 16 Field Qualifier for this year‟s Search.

the Youth of ISABELA

1. PROGRAM OVERVIEW

Pursuant to Republic Act 10742 also known as the Sangguniang Kabataan Reform
Act of 2015 and Republic Act 8044 also known as the Youth for Nation-building Act of 1991,
the Isabela Provincial Youth Development Office created a program that would sufficiently
help and support Kabataang Isabeleños in planning and creating their projects, programs,
activities and other opportunities for the development of the youth and continue encouraging
a participative youth of Isabela.

DITOy ISABELA or Developmental Projects, Innovative Programs, Transformative


Activities and Opportunities is created to conform with RA 10742 and RA 8044 and the
mandate of the Philippine Youth Development Plan (PYDP) 2017-2022 which promote and
ensure the rights and welfare of the Filipino Youth and further provide and encourage
„Kabataang Isabeleños‟ participation in the projects, programs, activities and opportunities of
the Provincial Government of Isabela.

This program shall also help and support Isabela youth and youth-serving
organizations in creating their PPAs and will also be an „immediate support system‟ in
assisting them to execute thereof. DITOy ISABELA will secure their privilege of being
helped and assisted in their desired PPAOs and accomplishing them will be a joint effort
from the Provincial Government of Isabela through the Provincial Youth Development Office
with the involvement of the youth, youth organizations and Sangguniang Kabataan Officers.

2. GOALS AND OBJECTIVES

DITOy ISABELA aims to:

2.1. Encourage wide and active participation of the Kabataang Isabeleños in all
governmental and nongovernmental programs, projects, activities and other
opportunities affecting them.

2.2. Assist and provide technical support to youth and youth-serving organizations in
crafting their projects, programs, activities and opportunities (PPAOs).

2.3. Plan and implement PPAOs that will inspire, encourage and capacitate youth active
participation and realization of roles and responsibilities.
3. POLICIES AND GUIDELINES

3.1. DITOy ISABELA pursuant to RA 10742 also known as the SK Reform Law of 2015
and RA 8044 or the Youth for Nation-building Act of 1991 shall help registered youth
and youth-serving organization in partnership with the Sangguniang Kabataan
Officials in harnessing and developing the full potential of Kabataang Isabeleños
through extending technical and/or financial assistance in creating projects,
programs, activities and opportunities for the development of the youth at large.

3.2. Request Letters shall and must be monitored and endorsed to the Office of the
Governor for final approval.

3.3. In consistency with the Philippine Youth Development Plan (PYDP) 2017-2022, since
it is a participation-focused plan, developed with the participation of various
stakeholders to enable, promote, and ensure the rights and welfare of the Filipino
youth specifically Kabataang Isabeleños, DITOy ISABELA shall safeguard the
participation of each youth for the purpose of having the secure privilege of being
helped and assisted in any or every programs, projects, activities and other
opportunities the provincial government initiates.

4. PERFORMANCE REPORT

This performance report of DITOy ISABELA covers the year 2018 (April-December). This
office collated pictures of projects, programs, activities and other opportunities connected to
the Kabataang Isabeleños participation with the Provincial Government of Isabela through the
Provincial Youth Development Office.

OBJECTIVES

Generally, the goal of YOUTH DRRMs! is to instill vigilance and commitment among
Isabeleño youth as potent arms in environmental management and protection.
Specifically, it endeavors the participants to:

1. Increase their knowledge on the principles, concepts and related laws on


DRR-CCA (Disaster Risk Reduction-Climate Change Adaptation);

2. Know their roles and responsibilities in disaster risk reduction


management and climate change adaptation;
3. Apply best practices on DRR-CCA on their respective communities; and
4. Strengthen their commitment on safeguarding the environment.

NARRATIVE

On July 2018, during the disaster preparedness month, the Provincial Government of
Isabela through the PDRRMC, LCPC and the PYDO, initiated a remarkable two-day activity that
empowered the Isabeleño Youth with a meaningful experience - the Isabela 1st DRRM Youth
Summit themed as #DITOLangKabataangIsabeleño, on July 16-17, 2018 at JAPI Travellers
Hotel, Cauayan City, Isabela.

The first day was spent with the lectures on the topics: FOLLOW YOUR DRRMs: R.A.
10121 or DISASTER MANAGEMENT LAW, by Mr. Dan Michael Villamil; SHARE YOUR
DRRMs: Typhoon monitoring and Cascading DRRM Information, by Mr. Romanico Daguio;
MAKE YOUR DRRMs COME TRUE: Disaster Preparedness and Roles of Youth, by Mr. Mark
Oliver Alimuc; and, DILG DRRMs: Operation Listo, by EnP Elsbeth T. Maralli.

One of the highlights of the summit was the Camaraderie Night, wherein, everyone was
given the chance to have fun and socialize with the different organizations in the hall. The activity
was graced by the Liga ng mga Barangay-National President, Hon. Faustino “Inno” A. Dy V, who
also served as the inducting officer of the League of Local Youth Development Officers of Isabela.

The second day was a combination of lecture in the morning: ISABELA, DRRM-ING
TOGETHER: PGI‟s Best Practices and Exemplary Performance in DRRM-CCA, by the
Provincial Administrator, Atty. Noel Manuel R. Lopez. And the conduct of simulated exercises in
the afternoon: VOLUNTEERISM DURING RELIEF OPERAIONS; BASIC LIFE SUPPORT
CARDIO-PULMONARY RESUSCITATION; BASIC FIRST-AID; and DRRM MONITORING
CONCEPT, facilitated by the PDRRM officers and DART Rescue Team.

The activity ended with Governor Faustino G. Dy III and Vice Governor Antonio T. Albano
inspiring the participants. The Governor quoted saying: “Dito sa ating lalawigan ng Isabela, ang
kabataan po natin ay naasahan na.” – a line that moved every participants immediately made them
decide that they should join together in the realization of our Vision as a province.
EVALUATION

The Isabela 1st DRRM Youth Summit was attended by almost 250 Isabeleño youth from
different youth organizations in the province. The following presents the over-all evaluation

Activity : LINGGO NG KABATAAN 2018
“DITO sa Isabela, May Makabuluhang Puwang ang Kabataang Isabeleño”

Date : August 2018

OBJECTIVES
The Linggo ng Kabataan 2018 will help the youth of Isabela to develop and advance
their own „safe spaces‟. Specifically, it aims to:
1. Involve the youth in civic engagements that will help them to
participate and cooperate in governance and leadership.
2. Educate the youth in their roles and responsibilities on the society so
that they can perform using the learnings on the said training.
3. To inculcate the spirit of volunteerism and compassion towards others
through channels like tree planting and outreach program.

NARRATIVE
August is considered as the youth month celebrated internationally. Its purpose of
celebration is focused in empowering and elevating the role of the youth in nation building. The
LnK 2018 celebration of the provincial government is conducted thru the Office of the
Sangguniang Kabataan Panlalawigang Pederasyon President and the Provincial Youth
Development Office initiating various activities. First part of the celebration is the conduct of SK-
LYDO Training on Convening the LYDC-YORP, and Crafting the LYDP, CBYDP and ABYIP
with the National Youth Commission Asec. James Ceasar Ventura serving as the Guest of
Honor and Resource Speaker. It was attended by 36 Sangguniang Kabataan Federation
Presidents and 32 Local Youth Development Officers of different municipalities and cities, and
20 representatives from different Youth and Youth-Serving Organizations.

Asec. Ventura stressed his discussion on the nine centers of Philippine Youth
Development Plan (PYDP) which are: Education, Health, Environment, Active Citizenship,
Economic Empowerment, Peace Order and Security, Governance, Social Inclusion and Equity,
and Global Mobility. He left with an imperative statement, “Wag tayong makuntento na nasa
opisina lang, makisalamuha sa mga kabataan para alam mo kung ano ang gusto nila.”
The week-long activity was followed by a Blood Letting Activity accentuating its program
name: “Dugong Kabataang Isabeleño” held at GFNDy Provincial Hospital. One hundred eighty-two
(182) college students and youth volunteers from different Local Government Units (LGUs) have
participated. At the end of the activity, 88 bags of blood from able donors were collected.

The last day of its celebration was dedicated in an Outreach Program: “A Day with the
Children” for the children and indigenous people of Barangay Tupa (San Vicente), San Pablo.
The SK Provincial Federation President Dax Paolo C. Binag, 18 SK Federation Presidents and
15 Local Youth Development Officers of different municipalities and cities, PYDO staff, and
other youth volunteers participated in the outreach activity. The program started with a welcome
address of SK President Binag.

Overall, the LnK 2018 is indeed a successful event with meaningful activities. It is just
the beginning of its continuous active participation of Kabataang Isabeleño in rendering service
in the community. This celebration will be conducted annually as it is envisioned to uplift the
rights and responsibilities of every youth.

“Dugong Kabataang Isabeleño” – A BLOOD-LETTING ACTIVITY

The registration was facilitated by the PYDO Staff while the interview and blood testing were led by the
medical staff of GFNDy Memorial Hospital.

Out of 182 participants, eighty-eight (88) bags from able donors were collected.
“A Day with the Children” – AN OUTREACH ACTIVITY

GETTING READY TO HELP. Participants of the outreach activity during the pre-orientation and preparation.
The program started with a prayer led by the community leader followed by a welcome message from the
Punong Barangay Domingo Viernes and a short speech from the SK Panlalawigang Pederasyon President
Dax Paolo Binag.

The distribution of hygiene kits and school supplies led by the SK Federation Presidents, LYDOs and PYDO staff, and a
short lecture on the proper usage of hygiene kits discussed by the Isabela Provincial Health Office (IPHO) staff.
Part of the Outreach Program is the feeding activity for the people and children of Brgy. San Vicente, San Pablo, Isabela.

Activity : THE 3RD PROVINCIAL YOUTH SUMMIT
#YouthForBRO
Isabeleño Youth for a Bolder, Resilient and Outstanding Isabela

Date : December 17-18, 2018

OBJECTIVES
After the conduct of the 3RD PROVINCIAL YOUTH SUMMIT, the participants will be able
to:

1. Actively participate in the election, organization and convention of the


Local Youth Development Council of the province.

2. Learn and appreciate their roles in addressing the many challenges and
pressing issues of their sectors as they speak with the leaders of the
province.

3. Actively participate, learn and be rewarded in the various competitive


activities and discussions that will enhance their skills and competencies.

NARRATIVE
The Provincial Government of Isabela through the leadership of Governor Faustino G.
Dy III, Vice Governor Antonio T. Albano and through the collaboration of the Isabela First
District congressman Rodolfo T. Albano III, Office of the Sangguniang Kabataan Provincial
Federation, Provincial Social Welfare and Development Office, Department of the Interior and
Local Government of Isabela, and the Provincial Youth Development Office recently concluded
the 3rd Provincial Youth Summit 2018 held at Piazza Zicarelli Hotel and Restaurant, Upi, Gamu,
Isabela on December 17-18, 2018.

The summit urges Isabeleño Youth to stand as an ideal and an empowered Kabataang
Isabeleño. They gathered to engage the young ones in noteworthy activities set to inspire the
Isabeleño Youth for a Bolder, Resilient, and Outstanding Isabela. The 3 rd provincial youth
summit is indeed one of the successful events of the Province of Isabela with 305 total number
of participants from the different cities and municipalities of the province.

On its third year, the first day of the event was filled with activities. It started with the
Election and Convention of the Local Youth Development Council and the simultaneous
conduct of the Mandatory Training of Newly Elected LYDC Members and various competitions.
DILG and the PYDO presided over the Election and Convention of the LYDC Members.
Organizations with different advocacies participated the election and were given the chance to
voice out their advocacies as an organization. After the presentation of the different
organizations, everyone practiced their right to vote and choose among the organizations the
deserving ones who will be given the opportunity to have a seat in the council. Right after the
election the newly elected members of LYDC immediately proceed for the Mandatory Training.

The SK-LYDO-LYDC Mandatory Training and various activities such as quiz show and
debate happened simultaneously. DILG Isabela Provincial Director Engr. Corazon D. Toribio
delivered her opening remarks as the mandatory training started. The training had four sessions.
The first session entitled Decentralization and Local Governance was discussed and elaborated by
Mr. Michael Angelo L. Benigno of DILG followed by Atty. Jann Victor D. Fermin III who talked about
the SK History and Salient Features of RA 10742. For the 3rd session, Meetings and
Resolutions, Atty. Cezar Elvin A. Secolles from the Provincial Legal Office led the discussion.
Ms. Elsa M. Pastrana, the Provincial Budget Officer tackled Planning and Budgeting and for the
last session, the Code of Conduct and Ethical Standards was discussed by Provincial
Administrator, Atty. Noel Manuel R. Lopez with his heartfelt morals in life.

Concurrent to this was the quiz show administered and judged by Isabela Tourism
Officer Dr. Troy Alexander G. Miano and participated by the different schools, cities and
municipalities of the Province and showcased their wits as they conquered the questions
thrown to them about history, politics, tourism, economy, and current events in the province.
After which, the very first Federalism debate in the province started and participated by two
schools namely, Isabela State University-Ilagan Campus as the affirmative team and Philippine
Normal University-North Luzon which played the opposition. After the multiple activities, the
participants had a great night watching the participants in the Spoken Poetry Contest.

The last day of the activity have shown that the summit was served as a venue of the
provincial government to give recognition to Outstanding Isabeleño Youth and Youth
Organizations during the Governor Faustino G. Dy III Gawad Ulirang Kabataan Awards. Prior to
the awarding, one of the highlights of this event, the BRO Talks was held wherein participants
got the chance to have a one on one interview with Governor Faustino G. Dy III, Isabela first
district Congressman Rodolfo T. Albano III, together with LNB National President Faustino
“Inno” A. Dy V.

The oath- taking ceremonies for the newly-elected members of the Council NAGKAISA
were administered by the province‟s 1st District Congressman Rodito T. Albano III during the
latter part of the 3rd Provincial Youth Summit. It was followed by giving recognition to the
winners of the different contested activities.

The 3rd Provincial summit is indeed a meaningful event strengthening youth active
participation and a continuing avenue to recognize youth efforts and excellent leadership.

OBJECTIVES : • To orient the SK Federation Presidents about the legal basis of the SK
Pederasyon and SK Panlalawigang Pederasyon powers, elections,
procedures, and functions.
• To elect the set of officers for the Sangguniang Kabataang Panlalawigang
Pederasyon.

NARRATIVE

After five long years of being inactive, the Sangguniang Kabataan was reborn through
Republic Act 10742 or the SK Reform Act of 2015. A new era for youth leadership has rolled
out to stand strong on the newer perspectives, objectives, and challenges set by the law. This is
to rectify the mistakes of the past to raise an effective, responsible, and meaningful participation
of the youth.

The SK Pederasyon Orientation was participated completely by the SK Federation


Presidents of 34 municipalities and 2 cities. It served as a gateway to better understand the
cost of their position.

The activity started with a message of the Provincial Director of the DILG Isabela, Engr.
Corazon D. Toribio, CESO V. First session of the orientation was all about the legal basis of the
SK Pederasyon and SK Panlalawigang Pederasyon powers, elections, procedures, and
functions discussed by Mr. Jeff Canapi of DILG Isabela. It was ensued by an information lecture
on the Basic Information and Concepts of Federalism. Last part of the orientation was a
discussion on leadership given by the Provincial Administrator Atty. Noel Manuel R. Lopez. He
definitely clasped the souls of the SK Presidents the “Heart of Leadership” that lies beyond the
traditional approach and comes from unboxing tenets of youth governance that are
followership, love from others, and youth patriotism.

Second day was the conduct of SK Panlalawigan Pederasyon Election. It was started
with a speech given by Sen. Paulo Benigno Aquino IV about the important matters relative to
the engagement of youth and a broad discussion on the five features of SK Reform Act of 2015.
He called this era as the new breed of youth leadership and gave a humble suggestion, “spend
a lot of time, be very serious to find out, kung ano ba talaga yung top items na issues ng ating
mga kabataan”.

After his speech, the election was conducted with the member of Board of Election
Supervisors headed by the Provincial Director of the DILG Isabela, Engr. Corazon D. Toribio,
Ceso V, together with the Provincial Election Supervisor, Atty. Manuel J. Castillo Jr., the
Sangguniang Panlalawigan Secretary Manuel R. Santos and the former LMB President Rogel
Ballag. It was assisted by the panel of observers from different civil organization supervised by
the Acting Provincial Director of PNP Police Senior Supt. Mariano c. Rodriguez with the
representative of Tumauini National High Schoool, their principal, Sr. Fabio M. Macalling Jr.
and the chapter president of the MBMG, Milagros A. Calimag.

Provincial Federation Officers. He acclaimed the oneness displayed by the SK Presidents,
“Simula pa lamang ng inyong samahan ay mayroon ng tiwala sa bawat isa… hindi lang sa
ganito tayo magsasama-sama kung „di marami pa pong mga pagsubok at hamon an gating
pagsasamahan para lalo pa po nating maitawid ng mas maganda ang kinbabukasan para sa
ating lalawigang Isabela”.

OBJECTIVE
The SK Mandatory Training 2018 aims to discuss the RA 6713 known as the Code of
Conduct and Ethical Standards of Public Officials and Employees.

NARRATIVE

The „Sangguniang Kabataan Mandatory Training 2018‟ in Isabela last May 16-22 was
conducted by the Local Research Institute (ISU) as the Project Management Head in
participation with the Department of the Interior and Local Government (DILG), Local
Government Units (LGUs) from different cities and municipalities through their appointed Local
Youth Development Officers (LYDOs). RA 6713 also known as „The Code of Conduct and
Ethical Standards of Public Officials and Employees‟ was discussed by the Officer-in-Charge of
the Provincial Youth Development Office in some of the sessions during the SKMT 2018.

The Provincial Youth Development Office through their officer-in-charge actively


participated in the conduct of SKMT 2018 held in districts in the province.

OBJECTIVES

1. To discuss necessary preparations for the celebration of the 2018 International Youth
Day and Linggo ng Kabataan.
2. To be updated on the programs, projects and activities of the SK officials in the
provincial, city and municipal level.

NARRATIVE
Functioning as one of the advisers of the League of Local Youth of Development
Officers of Isabela and secretariat of the Local Youth Development Council and the
Sangguniang Kabataan, the Provincial Youth Development Office in partnership with the SK
Panlalawigang Pederasyon initiated its first-ever SK-LYDO Joint Meeting at the Balai, Isabela
Provincial Capitol on August 7, 2018.

The joint meeting was actively attended by all SK Federation Presidents, Local Youth
Development Officers and Youth Coordinators of the 36 cities and municipalities of the province.

Presided by SK Panlalawigang Pederasyon President Hon. Dax Paolo C. Binag and


assisted by LYDO President Maricon P. Lopez and OIC-PYDO Rey Mel Resposo, the discussions
focused on the necessary preparations for the conduct of the 2018 Provincial, City and Municipal
International Youth Day and Linggo ng Kabataan. President Binag discussed the proposed activities
for the provincial celebration which included a public information campaign through social media, a
formal kick-off, a clean-up drive for the Todas Dengue Campaign, a training on Convening the Local
Youth Development Council-Youth Organization Registration Program (LYDC-YORP) and basics of
the Local Youth Development Plan (LYDP), Comprehensive Barangay Youth Development Plan
(CBYDP) and Annual Barangay Youth Development Plan (ABYIP), a blood-letting activity tagged as
Dugong Kabataang Isabeleno and an outreach activity in an IP community. The body agreed to
adopt the proposal and confirmed their attendance and participation including their youth leaders
and volunteers for all the activities.

Scholarship Program, the Youth Registration Organization Program of Isabela and other programs,

NARRATIVE
As the secretariat of the Local Youth Development Council and the Sangguniang
Kabataan, the Provincial Youth Development Office assisted in the conduct of the First SK
General Assembly on December 7, 2018 at the Balai, Isabela Provincial Capitol, City of Ilagan,
Isabela.

The meeting was attended by all SK Federation President of the 36 cities and
municipalities of the province and officers from the Department of the Interior and Local
Governance headed by Provincial Director Corazon D. Toribio, CESO V.

PD Toribio discussed current issues concerning the Sangguniang Kabataan. Such


include crafting the Local Youth Development Plan, Comprehensive Barangay Youth
Development Plan (CBYDP) and the Annual Barangay Youth Investment Plan (ABYIP), SK‟s
financial independence issues and the like. Meanwhile, the officer-in-charge discussed the
salient provisions of the Philippine Youth Development Plan (PYDP 2017-2022) as the guiding
plan in crafting the local plans of the SK officials.

The meeting also included the presentation of the federation‟s Internal Rules and
Procedures, Appointment of Committee Heads and Board of Directors for each district of the

To prepare the Local Youth Development Officers of each municipality and city for the

NARRATIVE
The office is not just helping the Kabataang Isabeleños to take part on leading others
but most specifically, part of the office mission is to be proactive in nation, peace and security
building. That is why last May 12, 2018, the office took the responsibility to lead the „Trainor‟s
Training of Local Youth Development Officers (LYDO) Isabela‟ in preparation for the 2018 SK
Mandatory Training in the province to be participated by the LYDOs who will serve as resource
speakers on Module 3 of Republic Act 6713- Code of Conduct and Ethical Standards. The
training was started with a discussion with the Provincial Administrator, Atty. Noel Manuel R.
Lopez that heightened the mental and emotional resilience of the LYDOs in performing their
responsibility or assigned tasks with the „Remember who you are‟ principle and how to discuss
to the elected SK Officials Module 3.

OBJECTIVES

To honor the exceptional role and service of the Isabeleño teachers in molding the future of the
Isabeleño youth as it joins the country in the celebration of the National Teachers‟ Month.

NARRATIVE
Presidential Proclamation No. 242 declares September 5 to October 5 of every year as
National Teacher‟s Month, as well as Republic Act No. 10743 entitled “An Act Declaring the Fifth Day of
October as National Teacher‟s Day”. The theme for this year‟s Techaer‟s Day – “Gurong Pilipino, Turo
Mo, Kinabukasan Ko” recognized the role of teachers in honing the full potential of students towards
nation building and to live holistically to this ever-changing world. This celebration is to share our
appreciation and gratitude for the special educators in our lives.

It was participated by eighty-six (86) teachers from the differrent cities and municipalities within
the province. Teachers have submitted their portfolios that include their profile, accomplishments,
voluntary activities and other documents that would prove that they deserve to become one of the Ten
Outstanding Teachers.

The awarding ceremonies was held on October 8, 2018 at the GFNDy Sr. Hall, Isabela
Provincial Capitol with the theme “Dito sa Isabela, Teacher, Outstanding Ka!”. The program was graced
by the Honorable Governor Faustino G. Dy III, His Excellency Most Reverend Bishop Emeritus Joseph
A. Nacua and Ho, Karen G. Abuan of the Sangguniang Panlalawigan.

NARRATIVE

As part of the lined up activities prepared for the celebration of the 26 th National
Children‟s Month, the provincial government thru the Provincial Social Welfare and
Development Office in partnership with Provincial Youth Development Office conducted a three-
day activity for the Batang Isabeleños.

The celebration started with an Out-of-School Youth activity entitled “O, ang SaYa! Sa
Impormasyon at Karunungan para sa Batang Isabeleño” highlighting different programs such as
Anti-Drug Awareness, Skills Development through TESDA, Alternative Learning System and
BRO for Education Provincial Scholarship Program benefits geared towards uplifting every
Kabataang Isabeleño.

The PYDO was tasked to prepare and facilitate the parlor games for the children.

Philippine Statistics Authority (PSA), joined the celebration of the 29th National Statistic Month
(NSM) with the theme “Exploring Philippine Wonders in Number: Statistics Towards
Sustainable Tourism Development.” The theme reflected the relevance of statistics in achieving
a sustainable progressive tourism growth for our country. It also emphasized the need for
statistics to identify potential tourism havens and areas interventions.

A Slogan Contest was conducted as an activity during the 29th National Statistics Month in
the Province of Isabela to look into the potentials of Kabataang Isabeleños focusing on their
capabilities of sharing and bringing out the best in them. This was participated by the different
schools in the province. The Provincial Planning and Development Office together with the
Provincial Youth Development Office facilitated the said event. There were 45 participants who
joined the contest. Ms. Joan M. Baldo, Officer-in-Charge of the Provincial Information Office, Ms.
Lucila M. Ambatali, the Provincial Social Welfare and Development Officer represented by Mr.
Roger Domingo, Child Development Worker, and Dr. Troy Alexander G. Miano, the Provincial
Tourism Officer served as the panel of judges who evaluated the work of the participants.

NARRATIVE
The stigma that tremendously arising all over the world specifically to the youth, Mental
Health problem is a serious matter that each and everyone is facing right now. Some may not
be that showy in what they really feel and what they are really going through or struggling in
their daily living but instead of discriminating and degrading them we must inculcate in our
minds that they need us to understand them and a shoulder to cry on.

With this, the Youth for Sustainable Change-Isabela with the collaboration of the
Sanggguniang Kabataan Provincial Federation and the Provincial Youth Development Office
conducted a forum on “PH MENTAL HEALTH ACT: #MoveForMH, a forum for a stigma-free
Philippines” on November 21, 2018 held at Balai, Isabela Provincial Capitol.

The first speaker of the forum was a Youth Leader from Denmark and they mainly
focused on discussing about the overview of Youth for Sustainable Change and added some
activities to practice the thinking skills of the participants. The second part of the discussion,
Mental Health Act: Salient Provision and Young Leaders Part to help those with Mental Health
Needs had been discussed by the Youth Leaders from Philippines/Youth for Mental Health
Coalition. It was an interactive discussion with the participants as they were able to showcase
not only their skills but also their creativity and teamwork in accomplishing the given task
assigned to them.

Awarding of certificates to the participants and to the collaborating offices from the
Provincial Government of Isabela ended the “PH MENTAL HEALTH ACT: #MoveForMH, a
forum for a stigma-free Philippines” with a prayer. It was a wonderful experience to all having
this kind of forum that will surely help everybody in having a stigma-free Philippines.

NARRATIVE

The Provincial Youth Development Office through its officer-in-charge was tasked by
the Provincial Administrator to participate in the observance of the 40 th National Disability
Prevention and Rehabilitation Week in the Province of Isabela. He served as a resource person
during the provincial government‟s celebration thru the Provincial Social Welfare and
Development Office and Isabela Federation of Persons with Disabilities (IFPWD) on August 2,
2018 at Japi Traveller‟s Hotel, Cauayan City and during the Girl Scouts of the Philippines -
Isabela Council‟s “A Day with the Children with Special Needs” on August 10, 2018 at Camp
Castelo, Osmeña, City of Ilagan, Isabela.

The OIC-PYDO during the celebration with the IFPWD discussed the correct and
acceptable behavior in using the social media on the topic “Netiquette” while serving as a
motivation and an inspiration being a PWD himself during his talk with the children with special
needs.

NARRATIVE

The Provincial Youth Development Office represented by its Officer-in-Charge, was


also in partnership with the Council of Young Educators (CYE), a student organization of all
Education students of Isabela State University – Ilagan Campus in the conduct of its 2018
Leadership Training on September 1, 2018 held at the Campus Library.

Themed as “Panagsagana Ken Panagiinnammo”, the CYE Leadership Training was


well-attended by some 600 students from the campus‟ College of Education. The one-day
activity included the conduct of a leadership seminar, induction of CYE officers, a team-building
activity that was tagged as “Tribu Challenge” and concluded with a socialization activity.

The Officer-in-Charge of the PYDO serving as a resource person discussed on its talk
the youth development programs, activities and opportunities being implemented by the
Provincial Government of Isabela particularly by the Office of the Governor and the Office. He
stressed the big role and the participation of the Isabeleno youth in the many initiatives of the
Dy-Albano administration especially on its programs in education, DRRM, youth development
and education.

The CYE as a school-based organization with provincial scope is a registered


organization under the office‟s Youth Organization Registration Program of Isabela (YORP-I) of
the PGI.

Tasked by the Provincial Administrator, the Provincial Youth Development Office thru its
Officer-in-Charge participated in the 2018 Day Care Workers Week Celebration of the provincial
government at the Faustino N. Dy Sr Hall, Isabela Provincial Capitol, City of Ilagan, Isabela.

Discussing the responsible use of social media particularly Facebook, Mr. Resposo,
serving as a resource person stressed that both as government workers and role models of the
youth, Day Care Workers and teachers should possess respectable behavior outside and
inside the internet.

The one-day celebration spearheaded by the Office of the Provincial Social Welfare and
Development Officer in partnership with the Isabela Federation of Child Development Workers
(IFCDW) also included a discussion on Basic First Aid Training for the day care workers.

NARRATIVE

The Department of the Interior and Local Government (DILG) in partnership with the
Provincial Government of Isabela launched the biggest information drive about the national
administration‟s campaign on Federalism through a two-day Regional Roadshow which
included a Media Forum, a Town Hall Meeting and a Convention conducted on September 26-
27, 2018 at Cauayan City, Isabela.

As a strong partner and advocate of Federalism, the provincial government thru the
Office of the Governor assigned the Provincial Youth Development Office to coordinate to
partner agencies and schools for the attendance of youth and youth leaders to the Regional
Federalism Convention on September 27, 2018.

About 700 youth and youth leaders attended and showed their support to the
federalism convention comprised of SK officials, local youth development officers, students and
student-leaders, and other youth organization volunteers.

NARRATIVE

Functioning as an office under the Office of the Governor, the Provincial Youth
Development Office is now an active member of two governing councils in the province – the
Provincial Peace and Order Council (PPOC) and the Provincial Disaster Risk Reduction and
Management Council (PDRRMC).

The membership of the Office in the said councils is beneficial in promoting the rights
and welfare as well as the role and responsibilities of the youth in their participation in the many
activities, programs and projects aimed towards upholding peace and order and ensuring a
safe, prepared, resilient and smart Isabela community.

For 2018, the Office has been actively attending the council meetings and activities.
For instance, in PDRRMC, its role included as social media and information volunteers during
the Typhoon Ompong and Rosita onslaught, and as dengue warriors during Todas Dengue
Campaign, among others.
