Central Government Schemes
Government to launch new scheme for free treatment of Hepatitis C
From financial year 2018-19, Union Health Ministry will roll out a National Programme for
Control of Viral Hepatitis, with a focus on Hepatitis C.
i. Under the programme, an anti-viral treatment for Hepatitis C will be provided free at all
government health set-ups.
ii. Rs 600 crore for the next three years has been sanctioned for executing this programme.
iii. In India, about 1.2 crore people are reported to be suffering from Hepatitis C.
iv. Hepatitis C is an infectious disease caused by the hepatitis C virus (HCV). It primarily
affects the liver.

MEITY launches Cyber Surakshit Bharat Yojna to strengthen cyber security


On January 19, 2018, Minister of State for Electronics & Information Technology. KJ
Alphons launched Cyber Surakshit Bharat initiative.
i. Objective of this initiative is to spread awareness about cybercrime and to train and
prepare Chief Information Security Officers (CISOs) and frontline IT staff of all
government departments to effectively deal and neutralize cyber threats.
ii. This initiative has been launched in association with National e-Governance Division (NeGD)
and leading companies of Information Technology Industry.
iii. Microsoft, Intel, Redhat, Wipro and Dimension Data are the founding partners while
Organisations such as Cert-In, NIC, CISCO, NASSCOM and the FIDO Alliance, and consultancy
firms Deloitte and EY are knowledge partners for this initiative.

Government announces 4 new schemes to promote young scientists


On January 24, 2018, Central Government launched four new schemes to promote young
scientists and researchers in India. All the schemes focus on empowering, recognising and
motivating youth.
1st Scheme - Teacher Associateship for Research Excellence (TARE) Scheme:
Union Science and Technology Minister Harsh Vardhan stated that this Scheme will
connect the educators to leading public funded institutions like Indian Institute of
Technology (IIT), Indian Institute of Science (IISc) or national institutions like Council of Scientific
& Industrial Research (CSIR)to pursue research.
• Under this scheme, educators will be paid Rs 5 lakh yearly, and a monthly out- of-pocket
expense of Rs 5000.
• This amount is in addition to the salary they draw from their existing employer.

2nd Scheme - Overseas Visiting Doctoral Fellowship:


Under this scheme, support will be offered to 100 PhD scholars for training at foreign
universities/laboratories up to 12 months during their doctoral research.
• Such scholars will be given a monthly fellowship equivalent to USD 2000 and a one-time
contingency allowance of Rs 60000 to cover travel and visa fee.
3rdScheme - Distinguished Investigator Award:
Under this scheme, 100 fellowships will be offered to principal investigators of Science
and Engineering Research Board/Department of Science and Technology projects.
• 100 researchers selected under this scheme will be given a monthly fellowship of Rs 15000
for three years and an optional research grant, based on peer review of the project
proposal submitted by them.
4th Scheme - Augmenting Writing Skills for Articulating Research (AWSAR):
This scheme aims to encourage science writing.
• Under this scheme, 20000 PhD scholars in science will be roped in to popularise and
communicate their research outcome.

Pradhan Mantri LPG Panchayat launched in Jharkhand


On 25th January 2018, Jharkhand Chief Minister Raghubar Das launched ‘Pradhan Mantri
LPG Panchayat’ at Balijore village, in Dumka district of Jharkhand.
i. Raghubar Das said that, Jharkhand is the first state in India, where beneficiaries are provided
stoves along with gas connections.
ii. He said that, Rs 300 crore was alloted in the budget for LPG connection and stove distribution.
Out of that, 10 lakh beneficiaries have been provided with connections so far.
iii .He also said that, ‘Adivasi Vikas Samiti’ will be formed in tribal populated areas. ‘Gram Vikas
Samiti’ will be established in villages having less tribal count with 7 members in small villages and
11 members in bigger villages.

State Government Schemes

Haryana to implement solar-based micro irrigation schemes in all districts


On January 2, 2018, Haryana Chief Minister, Manohar Lal Khattar directed the state irrigation
department to implement the integrated solar-based micro irrigation scheme in all districts
of Haryana.
i. Mr. Khattar has constituted a committee headed by Haryana Renewable Energy
Development Agency (HAREDA) chairman to form a strategy to execute this scheme.
ii. Currently, solar-based micro irrigation scheme is being implemented on pilot basis across 13
districts of Haryana at a cost of Rs 24.65 crore.

Assam Launches ‘Chah Bagichar Dhan Puraskar Mela 2017-18’ Scheme For Tea Garden
Workers
On 2nd January 2018, Assam Chief Minister Sarbananda Sonowal launched ‘Chah Bagichar Dhan
Puraskar Mela 2017-18’ at a function held at Sarbananda Singha auditorium in Tinsukia,
Assam.
i. During the launch Sarbananda Sonowal distributed cheques to beneficiaries. Under this scheme
people belonging to tea community who opened bank accounts during demonetisation will be
credited Rs 2500 in their accounts.
iii .In the demonetisation period, 6,58,250 tea community members opened bank accounts.
Assam government will spend Rs. 182 crore for giving financial incentives to all the account
holders.

J&K Government announces 'Muhafiz' for workers in unorganized sector


Jammu and Kashmir (J&K) Government has announced to launch ‘Muhafiz’ scheme, a major
welfare initiative for providing institutionalized socio-economic security to workers in the
unorganised sector of the state:
ii. Under this scheme, 3 lakh workers registered with Jammu and Kashmir Building and Other
Construction Workers’ Welfare Board (JKBOCWWB), will be provided accidental, life and
disability insurance cover. The premium for the same will be borne by JKBOCWWB.
iii. The registered workers will also be offered Micro Credit facility with a credit limit of Rs
10000. Counter guarantee for the same will be deposited by the JKBOCWWB with the Jammu &
Kashmir (J&K) Bank.

Nitish Kumar launches schemes worth over Rs 200 crore during Vikas Samiksha Yatra
On 13th January 2018, Bihar Chief Minister Nitish Kumar launched schemes worth over
Rs.200 crore during his state-wide “Vikas Samiksha Yatra”.
i. Nitish Kumar visited Rohtas and Bhojpur districts for the “Vikas Samiksha Yatra”.
ii. He inaugurated 257 schemes worth Rs. 222 crore, at a village in the Jagdishpur block of
Bhojpur.
iii. He also visited a village under Amethi panchayat of the Sanjhauli block of Rohtas, which is the
first panchayat in Rohtas to become ODF (Open Defecation Free).

Odisha launches Mukshyamantri Kalakar Sahayata Jojana’ (MMKSJ)


On January 15, 2018, Odisha State Government announced ‘Mukshyamantri Kalakar Sahayata
Jojana’ (MMKSJ), under which artists from across the state will get a monthly assistance of
Rs 1200.
i. This scheme of giving Rs 1200 per month as artist assistance was announced by Odisha Chief
Minister, Naveen Patnaik.
ii. Around 50000 artists across Odisha will be benefited from this scheme.

iv. As per the new eligibility criteria, a male artist can avail assistance under the scheme after
attaining the age of 50 years (earlier it was 60 years), while the age criteria for female artist has
been reduced to 40 years from 50 years earlier.

Uttar Pradesh launches Mukhyamantri Awas Yojana Gramin


On January 30, 2018, Uttar Pradesh State Cabinet launched ‘Mukhya Mantri Awas Yojna
Grameen’, a new scheme to construct houses in rural areas.
i. Mukhyamantri Awas Yojana Gramin is for those who have not been covered under
Pradhan Mantri Awas Yojna and those who are not beneficiaries of any other
government housing schemes.
ii. Under this scheme, Rs 1.30 lakh financial aid (for constructing houses) will be given to people
residing in Naxal-affected areas of Uttar Pradesh and Rs 1.20 lakh to selected beneficiaries.

Manipur CM N Biren Singh launches health assurance scheme for poor & disabled people
On January 21, 2018, Manipur Chief Minister N Biren Singh launched the Chief Minister-gi
Hakshelgi Tengbang (CMHT), a health assurance scheme for the poor and disabled people.
i. Under this scheme, poor people of Manipur will be provided cashless treatment at
government hospitals, health centres and other empanelled selected private hospitals.
ii. All eligible families, identified from the Socio Economic Caste Census (SECC), will be provided
Rs. lakh cover for treatment of seven critical identified critical ailments viz. cardiovascular
diseases, neurological conditions, kidney ailments, liver ailments, neo-natal diseases, cancer
and burns.

Himachal Pradesh launches nutrition scheme for HIV-positive children


On 22nd January 2018, Himachal Pradesh Chief Minister Jai Ram Thakur unveiled a state-
level nutrition scheme for HIV-positive children, at a campaign conducted by Himachal
Pradesh AIDS Control Society on the eve of National Youth Day, in Shimla.
i. As per this nutrition scheme, nutritional supplement will be provided to boost immunity of more
than 400 youth within the age of 18
ii. Himachal Pradesh has made HIV test compulsory for every expectant mother from 2018. Jai
Ram Thakur urged to conduct awareness campaigns in schools and colleges.

Uttar Pradesh Cabinet approves 'one district, one product' scheme


On January 23, 2018, Uttar Pradesh State Cabinet approved 'one district, one product' scheme to
promote products indigenous to every district.
i. Decision in this regard was as taken at State Cabinet meeting chaired by Uttar Pradesh Chief
Minister Yogi Adiatyanth.
ii. Under this scheme, one product indigenous to every district of Uttar Pradesh would be
showcased at the three-day UP Diwas event beginning from January 24, 2018.

Punjab CM launches ‘Mahatma Gandhi Sarbat Vikas Yojana’ for distressed sections of
society
On 26th January 2018, Punjab Chief Minister Captain Amarinder Singh launched the
‘Mahatama Gandhi Sarbat Vikas Yojana’ to help the distressed sections of the society.
i. The ‘Mahatama Gandhi Sarbat Vikas Yojana’ aims to help the distressed sections of the society
socially, economically and psychologically.
ii. Captain Amarinder Singh said that, 10.25 lakh farmers of Punjab coming under the debt waiver
scheme will receive the benefits by November 2018.
iii .He also launched the e-POS scheme for fair price shops. This will replace the previous blue
card system for distribution of Atta-Dal.

Modi launches Rs 1000-cr development schemes for Daman & Diu


On February 24, 2018, Prime Minister Narendra Modi launched development schemes worth Rs
1000 crore for Daman and Diu.
i. On February 24, 2018, PM Modi launched the Pawan Hans helicopter service between Diu
and Daman. Diu and Daman are separated by Gulf of Khambhat and it takes 16 hours to
commute between these two places by road. The chopper service will reduce the commute time to
an hour.
ii.PM Modi also launched Ahmedabad-Diu flight service under UDAN (Ude Desh ka Aam
Naagrik–let the common citizen of the country fly), Regional Air Connectivity scheme.
iii. In Daman, PM Modi laid foundation stones for several projects, including a water treatment
plant, an electric sub-station, a gas pipeline, a municipal market and a foot-bridge.

Government to launch Kisan Urja Suraksha evam Utthaan Mahaabhiyan (KUSUM)


scheme
On February 2, 2018, Power and Renewable Energy Minister, R K Singh stated that, government
will implement a Rs 140000-crore Kisan Urja Suraksha evam Utthaan Mahaabhiyan
(KUSUM) scheme as announced in Union Budget 2018.
i. KUSUM is aimed at promoting use of solar energy for pumps and encourage use of

barren land for setting up decentralised solar power plants.


ii. This scheme will not only lead to increase in farmers’ income by giving them option to sell
additional power to the grid but will also reduce their dependence on diesel pumps.
iii. The scheme envisages setting up 10000-mw solar plants on barren lands and incentivising
discoms to buy the produced electricity, solarising existing pumps of 7250-mw and government
tube wells of 8250-mw capacity and distributing 17.5 lakh solar pumps.
iv. A central financial assistance of Rs. 48000 crore (in phased manner) has been announced for
this project in Union Budget 2018.

Government extends anti-narcotics scheme for 3 more years


Central Government has extended the 'Assistance to States and UTs for Narcotics Control'
scheme for three more years.
i. Under this scheme, Union Home Ministry provides financial assistance to state governments and
Union Territories which are contributing in controlling the inter-state and cross border drug
trafficking.
ii. Funds procured under this scheme will be used for strengthening enforcement capabilities of
anti-narcotics agencies and for all capacity building activities, including training of personnel.
iii. The scheme has been extended for a period of 3 years, from 2017-18 to 2019-20, with
an estimated budget of Rs 21 crore.
iv. Narcotics Control Bureau is the nodal drug law enforcement and intelligence agency of India.
vi.'Assistance to States and UTs for Narcotics Control' scheme was first launched on
October 24, 2004 for a period of five years.

IITs to get 25 % of govt loans for higher education institutes under RISE scheme
23 Indian Institutes of Technology (IITs) will be getting the largest portion of loans on offer under
Revitalising Infrastructure and Systems in Education (RISE) scheme.
i. During Union Budget 2018 speech, Union Finance Minister, Arun Jaitley had announced RISE
scheme with a corpus of Rs 100000 crore.
ii. Under this scheme, all centrally-funded institutes (CFIs), including central universities,
IITs, Indian Institutes of Management (IIMs), National Institutes of Technology (NITs)
and IISERs, can borrow funds from the corpus over the next four years to expand and
build new infrastructure.
iii. Rs 25000 crore, out of above stated Rs. 100000 crore corpus will be set aside exclusively
for the 23 IITs.
iv. Central Universities will be getting second largest share of Rs 20000 crore. National Institutes
of Technology (NITs) can borrow up to Rs 11300 crore, new IIMs will get Rs 4500 crore while five
Indian Institutes of Science Education and Research (IISERs) can borrow Rs 5000 crore.

State Government Schemes

Parivartan scheme launched in Haryana


On February 21, 2018, Haryana Chief Minister Manohar Lal Khattar launched ‘Parivartan’, a
scheme designed to address 10 issues in 46 developmental blocks of the state.
i. 10 Issues to be addresses under ‘Partivartan’ Scheme: facilitation of financing, improving
health services, making agriculture profitable and sustainable, implementing Swachh Bharat,
engaging the youth, decongesting market areas, checking air pollution, effective policing, ensuring
availability of identity-related services and ensuring road order and conduct.
ii. 46 top officials of the state, including those from the IAS, IFS and IPS cadres, have
been allotted one block each, wherein they will undertake work related to the above stated 10
issues.
iii. Performance of officials will be based on 38 parameters placed under these 10 issues.

Maharashtra to launch cheap sanitary pad scheme, “Asmita Yojana” for rural women
On March 8, 2018 (International Women’s Day), Maharashtra State Government will
launch “Asmita Yojana” aimed at providing subsidised sanitary pads to girl student and women
in rural areas.
i. Under this yojana, girls in Zilla Parishad schools will get a sanitary napkin packet at Rs 5 while
rural women can avail it at a subsidised rate of Rs 24 and Rs 29.
ii. “Umed’- the Maharashtra State Rural Livelihood Mission will be the nodal agency for
implementation of this scheme.
iii. Task of procurement and sale of sanitary pads and counselling the girls and women has been
entrusted to Women Self Help Groups (SHGs) while beneficiary girls will be given “Asmita
Cards”, for availing subsidised sanitary pads.

West Bengal becomes first state to opt out of 'Modicare'


On 13th February 2018, West Bengal Chief Minister Mamata Banerjee announced that, West
Bengal has opted out of National Health Protection Scheme (NHPS) also known as
'Modicare'.
i. The National Health Protection Scheme (NHPS) also known as 'Modicare' was announced in the
Union Budget 2018-19.
ii. The NHPS would cover 10 crore poor families. It provides insurance coverage of Rs 5 lakh per

annum. It is said to be the world’s largest government healthcare scheme.


iii. Mamata Banerjee said that, the NHPS is similar to West Bengal’s existing ‘Swasthya Sathi’
scheme. The ‘Swasthya Sathi’ scheme has already covered 45 lakh families amounting to 2.5
crore people of West Bengal

PM Modi Launches Amma 2 Wheeler Scheme in Tamil Nadu


On February 24, 2018, Prime Minister Narendra Modi Launched ‘Amma’, subsidised 2 Wheeler
Scheme for working women in Tamil Nadu.
i. This scheme was launched to mark 70th birth anniversary of Jayalalithaa , the former
Chief Minister of Tamil Nadu.
ii. Under ‘Amma’ 2 Wheeler Scheme, every year, one lakh working women in Tamil Nadu will be
given 50% of the cost of a two- wheeler or a grant of Rs. 25000.
iii. PM Modi launched this scheme in presence of Tamil Nadu Chief Minister K Palaniswami.

Maharashtra launches four schemes in agriculture and allied sectors


On February 2, 2018, Maharashtra State Government launched four schemes aimed at the below
schemes.
i. One of the scheme is about extending loan along with interest subsidy while second
scheme is for promoting group farming.
ii. Third scheme is for group projects related to agro-industries and small and medium scale
entrepreneurs while fourth scheme relates to skill development training in agriculture under
which, training will be imparted to 2.5 lakh youths across rural Maharashtra.
iii. Beneficiaries of all the above stated schemes would be in 18 - 41 years age group.
iv. Annasaheb Patil Arthik Backward Development Corporation (APABDC) will be the
nodal entity for implementation of these four schemes.

Telangana CM announces five lakh rupees health-cum-life insurance scheme for farmers
On February 26, 2018, Telangana Chief Minister K Chandrasekhar Rao announced five lakh
rupees health-cum-life insurance scheme for farmers in the state.
i. Announcement in this regard was made by K Chandrasekhar Rao while addressing the regional
conference of Farmers’ Coordination Committees in Karimnagar, Telanagana.
ii. Over 70 lakh farmers across Telangana will be covered under this scheme. In case of
death of farmer, amount will be paid to families of farmers. Health insurance will be provided in
case of hospitalisation.
iii. Entire premium for the insurance will be borne by the Telangana State Government. Rs. 500
crore has been allocated for implementation of this scheme.

Lakshadweep joins UDAY scheme


On 28th February 2018,The Union Territory of Lakshadweep and the Government of India signed a
MoU under the UDAY Scheme. This will ensure operational turnaround of Lakshadweep’s
Electricity Department.
Lakshadweep will receive an overall net benefit of around Rs. 8 crore through the UDAY
Scheme.

KUSUM scheme to install grid connected solar plants in rural India


On March 15, 2018, R.K. Singh, Union Minister of State (Independent Charge) Power and
New & Renewable Energy informed Lok Sabha that Central Government is in the process of
formulating a ‘Kisan Urja Suraksha evam Utthaan Mahabhiyan (KUSUM)’ scheme.
i. KUSUM scheme envisages, installation of grid-connected solar power plants each of
capacity up to 2 MW in the rural areas and installation of standalone off-grid solar water
pumps to fulfill irrigation needs of farmers not connected to grid.
ii. Under KUSUM, farmers will be able to sell surplus solar power generated to power distribution
companies (DISCOMs) and get extra income.
iii. Besides, KUSUM is also aimed at solarization of tube-wells and lift irrigation projects of
Government sector.

Prime Minister launches National Nutrition Mission (NNM)


On 8th March 2018, on the occasion of International Women’s Day, Prime Minister Narendra Modi,
launched the National Nutrition Mission at an event held at Jhunjhunu in Rajasthan.
i. The National Nutrition Mission (NNM) has been formulated with a 3 year budget of Rs.9046.17
crore starting from 2017-18.
ii. NNM aims in improving nutrition level in India on an urgent basis. It includes several schemes
working on reducing malnutrition, incentivizing States/UTs to reach goals, incentivizing Anganwadi
Workers (AWWs) to use IT based tools, etc.
iii. NNM aims to reduce stunting, under-nutrition, anemia and reduce low birth weight by 2%,

2%, 3% and 2% per annum respectively. It will work to achieve reduction in stunting from 38.4%
to 25% by 2022.

PM Modi launches number of schemes for poor in Varanasi


On March 12, 2018, Prime Minister Narendra Modi launched a number of schemes for the poor in
Varanasi, Uttar Pradesh.
i. Firstly, PM Modi inaugurated a 101-megawatt solar power plant in Mirzapur along with visiting
French President Emmanuel Macron.
ii. PM Modi announced Ayushman Bharat scheme to ensure better healthcare facilities for the
poor.
iii. Besides, he also launched Pradhan Mantri Poshan Mission Yojana to ensure nutrition to
children, especially girls.
iv. PM Modi also laid the foundation stone of various development projects worth over Rs. 800
crore and flagged off a new train - Kanshi-Patna Jan Shatabdi Express - between Varanasi and
Patna

Karnataka unveils healthcare scheme Arogya Karnataka


On March 2, 2018, Karnataka Chief Minister, Siddaramaiah unveiled ‘Arogya Karnataka'

i. Under this scheme,BPL households in the state will get free treatment at government
hospitals.
ii. For APL households, the State Government will bear about 30 per cent of the
treatment cost.

Odisha launches scheme 'KHUSHI' to provide free sanitary pads


On 26th February 2018, the Odisha Chief Minister Naveen Patnaik launched the scheme
'Khushi'. This will offer free sanitary pads for girl students from Class 6 to 12 studying in
all government and government-aided schools of Odisha.
i. He said that, this scheme will help in improving health and hygiene of adolescent girls and in
higher retention of girl students in school.
ii. Odisha Health Minister Pratap Jena said that, Odisha government will also provide sanitary
pads at a subsidised price to rural women through ASHA (Accredited Social Health Activist)
workers.
Assam govt to construct 1 lakh toilets across state under Mission Sambavh
On March 26, 2018, Assam State Government launched a special programme to build one lakh
toilets across the state under the Swachh Bharat Mission.
i. This special programme is named ‘Mission Sambavh’ (Mission Possible ), under which,

construction works will be completed within 10 days.


ii. The programme was launched at Morigaon district, in presence of Assam Chief Minister

iii. Assam State government has set a target to make the state Open Defecation Free (ODF)
during 2018.
iv. It is to be noted that five districts in Assam have already been declared ODF.

Dharmendra Pradhan launches PMUY scheme in Delhi


On April 8, 2018, Union Petroleum and Natural Gas Minister, Dharmendra Pradhan launched Pradhan
Mantri Ujjwala Yojana (PMUY) scheme in Delhi.
i. During the launch event, Mr. Pradhan distributed about 400 LPG connections to families belonging to
below poverty line category.
ii. PMUY was launched in May 2016. The objective of this scheme is to provide deposit-
free LPG connections with monetary assistance to women from below poverty line (BPL) households,
thereby preventing health hazards emanating from usage of unclean cooking fuel and fossil fuel for
domestic cooking purpose.
iii. PMUY is administered by Union Ministry of Petroleum and Natural Gas.
iv. PMUY has so far transformed the lives of more than 3.5 crore women. Target under this scheme
has been increased from the existing 5 crore connections to 8 crore connections by 2020.

PM Modi to inaugurate first health centre under Ayushman Bharat Scheme


On April 14, 2018, on the occasion of Ambedkar Jayanti, Prime Minister Modi launched first of
1.5 lakh health and wellness centres, planned under the recently launched Ayushman
Bharat Scheme, at Jangla village in Bijapur district of Chhattisgarh.
i. Under this scheme, Government has set a target to set up 1.5 lakh wellness centres by
2022 to deliver comprehensive primary healthcare. Other component of this scheme is to provide
insurance cover to most deprived Indian population.

Government launches first tranche of Sovereign gold bonds for FY19


Government of India has decided to issue Sovereign Gold Bonds 2018-19
i.These bonds will be issued by Reserve Bank India (RBI) on behalf of the Government of India.

The Sovereign Gold Bonds Scheme was first announced in Union Budget 2015-16. Consequentially,
the first tranche was issued in November 2015.
There were two objectives behind launching Sovereign Gold Bonds. Firstly to reduce the demand of
physical gold and thereby reduce the import bill of the country.
Benefits of Sovereign Gold Bonds:
i. The investors get stipulated interest on the bonds and can also get the benefit if the price of gold
appreciates in future.
ii. These bonds are highly liquid, just as physical gold. These bonds can even be placed as collaterals
while seeking loan.

PM Modi to launch Rashtriya Gram Swaraj Abhiyan from MP


On April 24, 2018, on the occasion of National Panchayati Raj Day, Prime Minister Narendra
Modi visited Madhya Pradesh's Mandla district and launched the Rashtriya Gram Swaraj Abhiyan at
Ram Nagar.
i. Rashtriya Gram Swaraj Abhiyan (RGSA) is aimed at helping Panchayati Raj Institutions
(PRIs) to develop governance capabilities to deliver on Sustainable Development Goals
(SDGs) through inclusive local governance with focus on optimum utilisation of available resources.
ii. The roadmap includes utilisation of Rs. 2 lakh crore funds for development of areas under tribal
panchayats.
iii. During the course of this visit, PM Modi also unveiled a plaque to mark the laying of foundation
stone of an LPG bottling plant of Indian Oil Corporation (IOC) at Maneri.

Van Dhan Scheme launched by PM to help increase tribal income


On April 14, 2018, Prime Minister Narendra Modi launched the Van Dhan Scheme of Ministry of Tribal
Affairs and Tribal Cooperative Marketing Development Federation of India (TRIFED) during the
celebrations of Ambedkar Jayanti at Bijapur, Chattisgarh.This scheme is for socio economic

development of tribals living in forests, for whom, collecting Minor Forest Produce (MFP) is
a major source of livelihood.
i. Value addition will fetch better prices and will thereby increase the income of tribals engaged in this
activity.
Under Van Dhan, 10 Self Help Groups (SHGs) of 30 Tribal gatherers will be constituted.
ii. Each SHG will trained and provided with working capital to add value to the products, which they
collect from the jungle.
iii. SHGs will be linked to facility of primary processing in a Van Dhan Vikas Kendras.
iv. Working under the leadership of Collector, SHGs can then market their products not only within
the States but also outside the States.
“Van Dhan Vikas Kendra” is for providing skill upgradation and capacity building training and setting
up of primary processing and value addition facility.
v. The first “Van Dhan Vikas Kendra”, to be set up in Bijapur District of Chhattisgarh will
provide skill upgradation and capacity building training to 300 individualsand will have a primary
processing and value addition facility.
vi. It will be set up at an estimated cost of Rs.43.38 lakhs.

Swachh Bharat Mission launches GOBAR-DHAN to promote wealth and energy from waste
On April 30, 2018, Union Minister for Drinking Water and Sanitation, Uma Bharti launched
the GOBAR (Galvanizing Organic Bio-Agro Resources) - DHAN scheme at the National Dairy
Research Institute (NDRI) in Karnal, Haryana. Ms. Bharti launched this scheme in presence of Haryana
Chief Minister, Manohar Lal Khattar.
This scheme was announced by Finance Minister Arun Jaitley while presenting Union Budget
2018.
i. This scheme will be run by Swachh Bharat Mission (Gramin). Under Swachh Bharat Mission
(Gramin), over 3.5 lakh villages, 374 districts and 16 States/UTs across India have already been
declared open defecation free (ODF).
ii. GOBAR-DHAN scheme will be a part of ODF-plus strategy, focusing on management of solid and
liquid waste in villages.
GOBAR-DHAN scheme – Objectives and Salient Features:
i. Funds required to setup bio-gas plants will be provided by central and state governments in the
ratio of 60:40.
ii. Government has set a target to setup nearly 700 bio-gas units in different states under the
scheme during 2018-19.

Atal Pension Yojana subscriber base touches over 97 lakh by end of FY18: PFRDA
As per data released by Pension Fund Regulatory and Development Authority (PFRDA),
subscriber base of Atal Pension Yojana (APY) stood at 97.05 lakh at the end of the financial year
2017-18.

i. It is administered by Pension Fund Regulatory and Development Authority (PFRDA).


ii. All Indian citizens in the age group of 18-40 years are eligible to subscribe for this scheme.
iii. Depending on the age at entry and amount of contribution, every subscriber will get a guaranteed
pension in the range of Rs. 1000 – Rs. 5000 per month after he/she attains the age of 60 years.
iv. The scheme is being executed across the country through APY service providers comprising Public
Sector Banks, Private Banks, Regional Rural Banks, District Cooperative Banks, State Cooperative
Banks, Urban Cooperative Banks, Department of Posts and one foreign bank.
v. There was an addition of over 48.21 lakh APY subscribers in 2017-18.
vi. Subscribers have been given online access to their statement of transaction (e-SOT) and
Permanent Retirement Account Number (e-PRAN).
vii. Besides, a mobile application has also been introduced, through which, customers can view their
account details.

Union Home Minister launches e-FRRO scheme


On April 13, 2018, Union Home Minister, Rajnath Singh launched the web-based application ‘e-FRRO’
(e-Foreigners Regional Registration Office).
i. Under the current system, foreigners staying in India on Visa duration of more than 180 days have
to get themselves registered with their respective FRROs. Similarly, foreigners requiring different kind
of visa related services such as Visa extension, Change of address, Visa Conversion, Change of
Educational institutions, Exit permits etc. are currently required to visit the FRROs.
ii. By using e-FRRO application, foreigners in India would be able to get as many as 27 Visa
and Immigration related services from the comfort of their place of stay, through email/post
without appearing in person at the FRRO office.
iii. e-FRRO was introduced in four FRROs (Bangalore, Chennai, Delhi and Mumbai) on February 12,
2018. Now it has been rolled out in the remaining eight FRROs viz. Kolkata, Hyderabad,
Amritsar, Cochin, Thiruvananthapuram, Calicut, Lucknow and Ahmedabad.

Target year of completing PMGSY-1 advanced to 2019 from 2022


On 16th April 2018, the Union Rural Development Ministry said that, the government has advanced
the target year for completion of phase one of rural road scheme PMGSY (Pradhan Mantri
Gram Sadak Yojana) to 2019 from 2022.
i. The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in 2000. It has provided
connectivity to 1.52 lakh habitations (85.37 % out of the total 1.78 lakh eligible habitations).
ii. The Union Rural Development Ministry said that due to the need and urgency of rural roads for
national development the target date for completion of PMGSY-I has been preponed from
2022 to 2019.

State Government Schemes

TN Government rolls out Amma Free Wi-Fi zones


On 5th April 2018, the Tamil Nadu government launched Amma Free Wi-Fi zones in 5 cities
of Tamil Nadu.
i. This scheme was announced by former Tamil Nadu Chief Minister J Jayalalithaa in September
2016. It was said that Wi-Fi zones will be set up in 50 spots, mainly in larger bus terminals, parks
and commercial complexes.
ii. Amma Free Wi-Fi zones have been introduced at the following five locations:
1. Labour Statue at Marina, Chennai
2. Central Bus stand at Salem
3. Central Bus stand at Tiruchirappalli
4. Gandhipuram Bus Stand in Coimbatore
5. Mattu Thavani Bus Stand in Madurai
iii. Users of Amma Free Wi-Fi zones will be offered 20 minutes of free internet service per day.
After that the users will be charged Rs 10 per hour.
iv. This scheme will be implemented in 50 spots by Tamil Nadu Arasu Cable TV Corporation
(TACTV). Cost of this project is Rs 8.50 crore.

Ganga Hariteema Yojana launched in 27 districts of Uttar Pradesh


On April 7, 2018, Ganga Hariteema Yojana (Ganga Greenery scheme) was launched in 27
districts of Uttar Pradesh, located on the bank of river Ganga.
i. The scheme was launched by Uttar Pradesh Chief Minister Yogi Adityanath at Allahabad on the bank
of Sangam, the confluence of rivers of Ganga, Yamuna and mythical Saraswati.
ii. It envisages carrying out plantation drives in one-kilometre areas from the banks of river.
The objective is to enhance green cover in the catchment areas of the river Ganga and to control the
land erosion.
iii. Uttar Pradesh’s Department of Forest has been nominated as nodal department for this
scheme, while total seven state government departments will be engaged in implementation.
iv. The scheme will be carried out till September 16, 2018 (Ozone Day).

Kerala CM launched Pravasi Pension Scheme


On 21st April 2018, Kerala chief minister Pinarayi Vijayan launched Pravasi pension scheme.
i. The Pravasi Pension Scheme offers people hailing from Kerala but living outside the state
or country, a pension of Rs 2,000 a month.
ii. People aged over 60 years are eligible for this scheme. To avail this scheme a person has to
pay Rs 100 per month.
iii. They should register in the scheme launched by Kerala Pravasi Pension Board. The contribution will
be for five years. The scheme is not applicable for state and central government employees.

Major electrification scheme launched in Nagaland


On April 20, 2018, Nagaland launched "Saubhagya, Sahaj Bijli Har Ghar Yojana", aimed at
electrifying over 90000 households across the state by March 31, 2019.
i. Under this programme, electricity will be provided to 66766 rural households and
24,566 urban households in Nagaland.
ii. The programme will be monitored by Rural Electrification Corporation (REC).
iii. In remote areas where electricity connection is not possible, efforts will be made to
provide electricity through Solar Photovoltaic (SPV) system.

Venkaiah Naidu launches Assam government’s cashless health scheme


On 18th April 2018, Vice President M Venkaiah Naidu launched 'Atal Amrit Abhiyan', a health
scheme of Assam government that provides free medical care of up to Rs 2 lakh for every
person from Below Poverty Line (BPL) and Above Poverty Line (APL) families.
i. Atal Amrit Abhiyan will cover 92 % of the Assam's population with annual income below Rs 5 lakh.
ii. Assam state government has allocated Rs 400 crore for the scheme in the financial year 2018-19.
iii. The scheme has been named after former Indian prime minister Atal Bihari Vajpayee.

Tripura CM Biplab Kumar Deb launches state component of PMKVY in Agartala


On April 7, 2018, Tripura Chief Minister Biplab Kumar Deb launched state component of Pradhan
Mantri Kaushal Vikas Yojana (PMKVY) in Agartala.
i. PMKVY is a skill development initiative of Government of India aimed at encouraging aptitude
towards employable skills and increasing working efficiency of probable and existing daily
wage earners, by providing quality training to them.
ii. Tripura has thereby become the first North East Indian state to implement state component
of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) through Directorate of Skill Development
(DSD).

President Ram Nath Kovind launches welfare schemes in Rajasthan


President Ram Nath Kovind was on an official visit to Rajasthan on 13th and 14th May, 2018. This
was President Kovind’s first trip to Rajasthan as head of the nation.
i. On May 13, 2018, President Ram Nath Kovind launched Bhairon Singh Shekhawat Antyoday
Swarojgar Yojana, Sundar Singh Bhandari EBC (economically backward class) Swarojgar Yojana
and Rin Maufi Yojna of Rajasthan State Government.
ii. Bhairon Singh Shekhawat Antyoday Swarojgar Yojana: loans of up to Rs 50000 on 4%
cent interest will be given to Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward
Class (OBC) families for self-employment.
iii. Sundar Singh Bhandari EBC (economically backward class) Swarojgar Yojana: a loan
of Rs 50000 on 4% interest will be given to economically backward families of the general
category.
iv. Rin Maufi Yojna: loan waiver scheme of up to Rs 50000 to SC, ST, OBC, sweepers and
‘divyang’.

Smt Smriti Irani Chairs Meeting of Stakeholders on ‘Samarth’- Scheme for Capacity
Building in Textile Sector
On 14th May, a meeting on the the Samarth scheme was held in New Delhi . The meeting was
chaired by Union Textile minister Smt Smriti Zubin Irani.
i. The various challenges faced by the stakeholders from the previous scheme were also
addressed and the feedbacks on the concerned potential and benefits of the scheme to the
betterment of textile sector were also discussed.
ii. The main objective of the scheme being to provide skill training to the youth for gainful
and sustainable employment in the textile sectorexcluding spinning and weaving.
Samarth Scheme:
Inaugurated on 20th December 2017, the scheme intends to provide demand driven placement
and sustainable employment of the National Skills Qualification Framework (NSQF) under
the Skill India Mission and to create jobs in the textile sector. The scheme targets to train 10

lakh persons (9 lakh in organised and 1 lakh in traditional sector) over a period of 3 years
(2017-20), with an outlay of Rs. 1300 crore. The guidelines of the scheme were released on
23rd of April 2018.

SC approves Centre’s draft Cauvery management scheme


On May 18, 2018, Supreme Court approved Central Government’s draft Cauvery Management
Scheme aimed at ensuring smooth distribution of water among Karnataka, Tamil Nadu, Kerala
and Puducherry.
i. Supreme Court in its verdict delivered on February 16, 2018 had asked the Centre to frame the
Cauvery management scheme, which would deal with the issue of water share of the four states
in different circumstances like normal and deficient water years in the Cauvery river basin.
ii.However, Supreme Court asked Centre to make suitable changes pertaining to this
provision as it was not in consonance with its judgement on the matter.
iii. In context of this news, it is important to note that Supreme Court rejected the suggestions of
Karnataka and Kerala governments for the scheme, terming them as “devoid of merits” and also
dismissed Tamil Nadu’s plea seeking initiation of contempt against the Centre for non-finalisation
of Cauvery scheme.

UJALA scheme: EESL distributes over 30 crore LED bulbs across the country
i. On May 21, 2018, State run EESL (Energy Efficiency Services Limited ) has announced that
it has distributed over 30 crore LED bulbs across the country under government’s UJALA
scheme.
ii. The distribution of LED bulbs has helped in saving energy of over 38,952 KWh annually
amounting to Rs. 15,581 crore.
The UJALA scheme was launched by the Prime Minister of India inJanuary 2015 with an
aim to distribute energy efficient LED lightbulbs and reduce carbon emission by 33 to
35 percent within 2030.
i. India's share in the global LED market has increased to 12 per cent from a mere 0.1 per
cent, with the penetration of LED in the domestic market rising to 10 per centfrom 0.4 per
cent.With this scheme EESL has avoided more than 7500MW generation of extra electricity
resulting in drop of price of LED bulbs.

Prakash Javadekar launches Samagra Shiksha scheme for school education


On May 25,2018, The Union Minister of Human Resources and Development Mr. Prakash
Javedekar launched the “ Samagra Shiksha “scheme .This scheme is targeted towards
providing education from pre-school till class 12.
Salient Features of "Samagra Shiksha “scheme :
This scheme promises to increase the budgetary allotment for school education by 20% for the
upcoming year.

This scheme will consist of the three components considered earlier for school education . They
are : Sarva Shiksha Abhiyan (SSA),Rashtriya Madhyamik Shiksha Abhiyan
(RMSA) and Teacher Traning .
The budget has been enhanced for school education from Rs. 28000 crore from 2017-18 to Rs.
34000 crore from 2018-19. And it would be further increased to Rs. 41000 crore in 2019-
2020.
The number of schools to be benefitted by this scheme is : 11,50,000.
The amount granted will be : Rs. 5000 for primary, Rs. 10000 for upper primary & Rs.
25000 for SSC and HSC schools.
Another scheme called “ Kasturba Gandhi Balika Vidhyalaya Scheme “ has been extended
from class 6-8 to class 6-12 for providing educational and hostel facilities to the girl child from
disadvantageous sections of society.
An annual grant of Rs. 5000 to Rs. 20000 would be given for strengthening libraries of the
schools.
About Sarva shiksha Abhiyan:
This scheme has been operational since 2000-01 by the then PM Atal Bihari Vajpayee. IT aims to
provide universal primary and elementary education to every child of the age group of 6-14 years
as mandated by the 86th amendment of the constitution of India.
About Rashtriya Madhyamik Shiksha Abhiyan :
This scheme was launched in 2009 and it aims to enhance the registration of students for
secondary education from 52% to 75% and to ensure proper educational opportunities given to
students belonging to age group of 15-16 years.

SC approves scheme to grant compensation to rape & acid attack victims


On May 11, 2018, Supreme Court of India approved “Compensation Scheme for Women
Victims/Survivors of Sexual Assault/other crimes”, a scheme for mandatory grant of
compensation to victims of sexual assault and acid attack.
i. Under the scheme, a compensation fund will be set up and it would be managed by
State Legal Services Authority(SLSA).
ii. Compensation for gangrape victim will be in the range of Rs 5 lakh to Rs. 10 lakh, minimum
compensation of Rs. 4 lakh is to be paid in case of rape or unnatural sexual assault while for acid
attack victims minimum compensation will be Rs 7 lakh for total disfigurement and Rs 5 lakh in
case of 50% burns.
iii. Most important feature of the scheme is that, grant of monetary relief is not linked with
the trial in such cases and the victim can approach the State or District Legal Services Authority
for compensation immediately after the incident.

Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) approved beyond 12th Five Year
Plan
The Union Cabinet chaired by Prime Minister Narendra Modi approved the continuation of Pradhan
Mantri Swasthya Suraksha Yojana (PMSSY) beyond 12th Five Year Plan for a period 2017-18 to
2019-20 with a cost of Rs. 14,832 crores.
i. Union Health Minister J P Nadda, said that PMSSY aims to correct regional imbalances in the
availability of affordable tertiary healthcare services and to expand facilities for quality medical
education in India.

34th meeting of the Central Sanctioning and Monitoring Committee approves sanction
of 1.5 lakh new houses under PMAY(U) in various states
On May 31,2018, the 34th meeting of the Central Sanctioning and Monitoring took place in New
Delhi. In this meeting the approval for construction of new 1.5 lakh affordable houses took place .
i. The beneficiaries of new and affordable houses will be urban poor and is taken under Pradhan
Mantri Awas Yojna (Urban).
ii. It has an investment of Rs.7227 crore with central assistance of Rs. 2209 crore.
iii. With the inclusion of new 1.5 lakh the total number of houses under PMAY(U)
is 47,52,751 houses.

Telangana CM launches investment support scheme for farmers


On May 10, 2018, Telangana Chief Minister K Chandrasekhar Rao launched 'Rythu Bandhu'
(friend of farmers), an investment support scheme for farmers.
More information about Telangana Government’s 'Rythu Bandhu' Scheme:
i. This scheme is claimed to be the first such initiative among all states of India.
ii. Under 'Rythu Bandhu' Scheme, all farmers in Telangana who own land, will be provided
investment support of Rs 8000 per acre per year.
iii. This scheme has been rolled out with budgetary allocation of Rs 12000 crore for 2018-19.
iv. However, 'Rythu Bandhu' Scheme has not been extended to tenant farmers.

Telangana CM announces employee welfare schemes


On May 16, 2018, Telangana Chief Minister K Chandrashekar Rao announced setting up of a new
Pay Revision Commission (PRC) for government employees.
i. Telangana Government will be giving special allowances to employees working in
remote areas.Mr. Rao added that all benefits accruing to Retired Employees will be sanctioned
100% and implemented by the day an employee retires.
ii. He also announced that women employees will be given special leave of five days and Teachers
in the state will get good pay revision in coming days.

Telangana government announces unique life insurance scheme for farmers


On 25th May 2018, Telangana Chief Minister Chandra Sekhara Rao announced a unique life
insurance scheme for farmers, in Hyderabad.
i. As per the scheme, the government will offer life insurance facility of 5 lakh rupees to the
nominee, after the death of the insured farmer.
ii. The total premium will be paid by the government to the insurance agency. The nominee will
receive the amount within 10 days of placing the claim after the farmer’s death.
iii. Irrespective of the reason of the farmer’s death, the dependent family will receive the benefit.

Delhi cabinet gives in principle approval for procuring 1k buses under cluster scheme
On 18th May, The Delhi cabinet gave their approval for procuring 1000 CNG run standard floor
buses under cluster scheme.
i. Each bus will have three internet protocol (IP) cameras, panic buttons, in-built GPS and

anti skid features. The Delhi government acquired 1000 buses for Rs. 276 crore . A total
of 11000 buses will be acquired 5500 buses each for DTC and cluster scheme of the Delhi

Haryana Government will launch the ‘Chatra Parivahan Suraksha Yojana’


On 19th May 2018, Haryana Chief Minister Mr Manohar Lal Khattar said that, ‘Chatra
Parivahan Suraksha Yojana’, developed for the safety of girl students will be launched
in Haryana. He said that, women representation in police force has been increased from 6 % to 9

Maharashtra govt introduces new scheme to help landless labourers


Maharashtra Government has launched a new scheme to help the landless labourers
from the Scheduled Castes to acquire agricultural land.
i. Now the landless labourers from the Scheduled Castes can purchase acres of rainfed agricultural
land or two acres of irrigated land by paying only 5 % of the cost.
ii. The previous Dadasaheb Gaikwad empowerment of scheduled caste landless labourers scheme
was offering 50 % subsidy. It was not adequate and benefited only 5000 landless labourers from
SCs in Maharashtra.

J-K govt approves scheme for placement of JKPS officers in higher scale
On May 12, 2018, Jammu and Kashmir State Cabinet chaired by Chief Minister Mehbooba Mufti,
approved a notification of the non-functional (monetary) scheme (NFS) and its
implementation for members of the general executive cadre of the Jammu and Kashmir Police
Service (JKPS).
i. This scheme seeks placement of Jammu and Kashmir Police Service (JKPS) officers in
higher scales.
ii. As per the scheme, a junior scale JKPS officer, in the pay band of Rs 9300-34800 with Grade
Pay (GP) of Rs. 4800 with 10 years in the junior scale will be eligible for placement in the time
scale (non-functional) of Rs. 15600-39100 with GP of Rs 6600 after assessment by the selection
committee.
iii. Similarly, a time scale JKPS officer with four years service will be eligible for placement in the
selection grade-II (non-functional) of Rs 15600-39100 with a grade pay of Rs 7600 after
assessment.
iv. This scheme shall be effective, retrospectively from January 1, 2018

Government introduces new scheme ‘Seva Bhoj Yojna’ for charitable institutions
On June 1, 2018, The Ministry of Culture launched a new scheme called ‘Seva Bhoj Yojana’.With
an Objective to reimburse the central government of CGST and IGST to reduce the financial
burden of the religious institutions who serve neccessities to the public / devotee free of cost
without discrimination.
i. The services include food, Prasad, langar (Community Kitchen).The charitable institutions
include Temples, Gurudwara, Mosque, Church, Dharmik Ashram, Dargah, Matth, Monasteries who
have been existing for at least 5years before the grant.
ii. They should serve at least 5000 people in a month and is under Societies Registration Act and
under Income Tax Act (under section 10 (23BBA)).
iii. The institutions will be given renewed registration by the Ministry as per evaluation of their
performance.The eligible institutions must be registered with the Darpan Portal.

Railways allows passengers to book their tickets from counters using VIKALP scheme
Indian Railways Catering and Tourism Corporation (IRCTC) has revised the VIKALP scheme,
enabling wait-listed passengers who booked tickets from counters to choose the alternate train
accommodation scheme.
i.VIKALP or alternate train accommodation scheme (ATAS) was launched in 2015. This scheme
was introduced only for tickets booked online.
ii.The ministry has said that, if a passengers avails Vikalp scheme, he/she should mark his/her
choice of alternate train departing within 12 hours, 24 hours, 48 hours.
iii.The passenger is also given an optional choice to mention their Aadhaar number in the
reservation form.

Income Tax Department issued Revised Income Tax Informants Reward Scheme,
2018 for public participation in unearthing black money
On June 1,2018, the Income Tax Department issued revised Income Tax Informants
Reward Scheme 2018.With an objective to increase public participation with the IT department to
unearth black money and reduce tax evasion.
i.This has replaced the reward scheme issued in 2007.Under this scheme a person upon giving
specific information about tax evasionto the Investigation Directorate of the IT department can be
rewarded upto Rs. 50 lakhs.
ii.A reward of upto Rs. 5 crore would be given to people who would provide precise information

about the black money tugged away in the foreign countries by individuals that come under Black

Krishi kalyan Abhiyaan to promote best farming practices and double farmers income
launched in 25 villages
On June 4, 2018, Ministry of Agriculture announced the launch of ‘Krishi Kalyan Abhiyaan’ from
June 1 2018 till july 31st 2018.With an To help,advise, assist farmers to improve their farming
techniques and increase their income.
i.This is in line with PM Modi’s vision of doubling the farmers’ income by 2020.The krishi kalian
abhiyaan will take place across 25 villages (with more than 1000 population each ) in Aspirational
Districts identified by the Ministry of Rural Development with the help of NITI Aayog.
ii.The overall coordination and implementation in the 25 villages of a district is being done
by Krishi Vigyan Kendra of that district by appointing 111 officers in charge of each district.

Cabinet may decide on FAME II scheme in a month: Geete


Union Heavy Industries Minister Anant Geete has said that, the Union Cabinet may decide on the
launch of the FAME India (Faster Adoption and Manufacturing of Hybrid and Electric vehicles in
India) scheme's phase II within a month, to enhance adoption of energy-efficient vehicles.
FAME II scheme:
i.The proposal with details of the scheme would be presented in the Union Cabinet in a month.
ii.The second phase will be for a period of five years from 2018-19 to 2022-23. It is expected to
involve financial support of Rs 9,381 crore.
iii.It would focus on new energy vehicles utilized for public transport, commercial purposes and
high-speed two-wheelers.
iv.The scheme would also involve setting up of a Rs 500 crore venture capital fund related to
electric vehicles to support high-risk startups and promote innovation and entrepreneurship.
v.The main focus of the venture capital funding will be development of zero emission vehicles and
its component manufacturing base, making prototype to manufacturing and development of R&D,
and promoting work on alternative battery chemistries, etc.

i. The affordable sanitary napkins will be made available at more than 3600 Janaushadhi Kendras
in 33 States/UTs in India.
ii. He said that the average price of sanitary napkins in the market is nearly Rs. 8 per pad. The

Swajal scheme of Ministry of Drinking Water and Sanitation launched in 115


Aspirational Districts of India
On June 16, 2018, In a National Consultation on National Rural Drinking Water
Programme (NRDWP) chaired by Union Minister for Drinking Water and Sanitation Uma
Bharti, Swajal scheme was announced in 115 aspirational districts of the country. The Launch of
the Swajal scheme has an outlay of Rs 700 crore.
i.This consultation had the Minister of State for Drinking Water and Sanitation, Shri Ramesh
Jigajinagi, Ministers-in-charge of Drinking Water from13 States, including Assam, Bihar, Goa,
Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Maharashtra, Manipur, Meghalaya,
Nagaland, Uttar Pradesh and Uttarakhand as guests .
ii.These scheme will aim to provide villages with piped water supply powered by solar energy. The
scheme will train hundreds of rural technicians for operation and maintenance of Swajal units.
Other announcements made in the meeting were:
i. Rs.1000 crores allotted for addressing the drinking water needs of 27,544 arsenic and fluoride
affected habitations of the country in this financial year under the National Water Quality Sub-
Mission (NWQSM).
ii. Announcement of a special campaign made for awareness of rain water harvesting and its
importance.
About Swajal Schemes:
Swajal is a community owned drinking water programme for sustained drinking water supply. It
was inaugurated by Union Minister of Drinking Water and Sanitation, Sushri Uma Bharti, in Bagori
Uttarakhand with a budget of Rs 32 lakhs on 20th February 2018. The village of Sadag has been
implementing the soncept of Swajal since 1996.

♦ The Sustainable Development Goals have committed the international community to expand
international cooperation and capacity building on water and sanitation related activities and

Haryana approves scheme to provide Rs 8,000 monthly assistance to female acid

On June 19, 2018, The Haryana government has approved a scheme to provide monthly financial
assistance of Rs. 8000 to female acid victims.
This would be applicable to the candidates who would come within the definition of disability
under Section 2 (i) of the Persons with Disabilities (Equal Opportunities, Protection of Rights of
Full Participation) Act, 1995.

Kerala govt launches scheme to offer micro loans at low interest rates in the
cooperative sector
On June 21, 2018, The Kerala Government launched 'Muttathe Mulla' an ambitious micro-finance
programme in the co-operative sector.With an Objective to help ordinary people who are being
exploited by private financiers charging exorbitant interest rates for loans.
i.The first phase would be launched in northern Palakkad district on June 29.
ii. Under the initiative, Cooperative banks would give away micro-finance loans to 'Kudumbashree'
at an interest rate of 7 per cent, which members of the neighbourhood network can avail at an
interest rate of 12 per cent instead of 37-72% interest for micro loans that the private lenders are
giving.

Gujarat CM announces Suryashakti Yojana for farmers worth Rs.870 crore


On June 23,2018, The Gujarat Government announced the launch of the Rs 870-crore pilot
project of Suryashakti Kisan Yojana (SKY). This is a first of its kind in the country.
i.Using this project the farmers would use solar energy for irrigation and they can sell the surplus
power via grid.
ii. The farmers would have to invest only five per cent of the total amount and 60 per cent would
be given as part of the Centre-state government’s subsidy. They can begin by generating 5
MW electricity.
iii. Under this the state government will buy electricity from the farmers at Rs 7per unit for first 7
years and for the remaining 18 years at Rs 3.50 per unit.

Odisha government increases health cover for women from to Rs 7 lakh under the Biju
Swasthya Kalyana Yojana (BSKY)
On 27th June 2018, Odisha Chief Minister Naveen Patnaik said that the health assurance cover for
all-women families per year will be increased from Rs 5 lakh to Rs 7 lakh under the Biju Swasthya
Kalyana Yojana (BSKY).
i. The announcement was made at a meeting on 'Ama Gaon Ama Bikash' programme in

ii. On 12th June 2018, Naveen Patnaik announced the Biju Swasthya Kalyan Yojana. It assures
healthcare facilities for Rs 5 lakh for nearly 70 lakh families in Odisha.
iii. The Director of National Health Mission (NHM) Salini Pandit said that all if a family uses Rs 5
lakh and then a female member beocmes ill, the woman will get additional coverage of Rs 2 lakh.
Also, an all women family can avail Rs 7 lakh coverage.

'Kanya Van Samruddhi Yojana': scheme to disburse plant saplings announced by


Maharashtra govt
On June 30, 2018, The Maharashtra government in the weekly cabinet meeting chaired by Chief
Minister Devendra Fadnavis announced a new scheme called 'Kanya Van Samruddhi Yojana',
wherein farmers families where girl children are born, will be given saplings for plantation.
i. A farmer family blessed with a girl child between April 1 and March 31 can make an application
with the gram panchayat after which they will get 10 saplings free of cost from the forest
department.
ii. Beneficiaries will have to plant the saplings between July 1 and 7.
iii. The income from these trees will be utilised for safeguarding the future of the girls.The
beneficiaries will also be helped under the horticulture scheme.
iv.At least two lakh farmers families will benefit from the scheme every year.The saplings will be
of different varieties, including teakwood, mango, jackfruit, black plum and tamarind.

Bihar govt launches new crop insurance scheme ‘Bihar State crop Assistance scheme’
with effect from Kharif (monsoon) this year
On June 6, 2018, the state government of Bihar launched new crop insurance scheme named
‘Bihar State Crop Assistance scheme’.This decision was taken by a meeting chaired by the Chief
Minister Mr. Nitish Kumar.
i.Under this scheme the farmers would get a compensation of Rs7500 per hectare if less
than 20% of the crop is damaged .
ii.And if more than 20% of crop is damaged , Rs.10000 would per hectare would be given as
compensation.

MP announces outstanding power bill waiver scheme ‘Bijli Bill Mafi Yojana’ for BPL
families
On June 6, 2018, Government of Madhya Pradesh launched ‘Bijli Bill Mafi Yojana 2018 (Power Bill
Waiver Scheme)’ a outstanding power bill waiver scheme for poor and families of labourers.This
would benefit 77 lakh people.
i.‘Mukhyamantri Jan Kalyan (Sambal) Yojana 2018’scheme,Benefits the BPL families would be
given power supply at a rate of Rs.200 per month.
ii.Eligibility for the schemes would be that the beneficiaries consuming power below 1000 watts

Health insurance scheme for journalists launched by Odisha Government


On June 1, 2018, the government of Odisha launched ‘Gopabandhu Sambadika Swasthya
Bima Yojana’ a health insurance scheme for journalists.
i.In the first phase 3233 working journalists would be covered to upto Rs. 2 lakh a year.Under this
scheme at least five members of the journalist’s family would be covered.
ii.Health insurance cards would be distribute by the district offices of the District Information and
Public Relations Offices (DIPRO) .

The Andhra Pradesh government on Saturday launched a Zero Based Natural Farming
(ZBNF) scale-out scheme
On June 2,2018, The government of Andhra Pradesh has launched a Zero Based Natural Farming
(ZBNF) scheme for benefitting the farmers by 2024.
i.MOU was signed between the state’s agriculture department and Sustainable India Finance
Facility (SIFF).
ii.The investment for the ZBNF scheme is Rs. 16,134 crores over the next 6 years.
About SIFF:
It is an initiative with the partnership of United Nations Environment Program, The World
Agroforestry Center and the BNP Paribas. It will be financing the farmers for the scheme .

On July 22, 2018, The Environment Ministry re-introduced the ‘Medini Puraskar Yojna’– a scheme

change subjects.With an Objective to encourage Hindi authors to write on environmental topics.
i. Under this there will be four awards for authors of various environmental topics and
ii. The subjects include:
 environment protection,
 pollution control,
 environmental impact assessment,
 ecological restoration and development,
 forest conservation, forest resources and development,

‘Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of India’
Scheme
A Scheme named ‘Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of
India’ is implemented by the Ministry of Culture.
i. Objective of the scheme: reinvigorating and revitalizing several institutions, groups, individuals,
identified non-MoC institutions, non-government organisations, researchers and scholars in order
to help them involve in activities or projects for strengthening, protecting, preserving and
promoting the rich intangible cultural heritage of India.
ii. The Scheme is implemented through: Sangeet Natak Akademi. It is an autonomous
organisation under the Ministry of Culture.
iii. Various proposals related to safeguarding of intangible cultural heritages received from
Madhya Pradesh have been approved under the scheme.
iv. On 24th July 2018, Dr. Mahesh Sharma, Ministry of state (independent charge) for Culture and
Minister of State for Environmnet, Forest and Climate change provided this information.

Mahila Shakti Kendra Scheme 2017-2020 launched to empower rural women through
community participation in 115 aspirational districts
On July 28, 2018, Government of India has approved a new scheme to empower rural women
through community participation. It is called ‘Mahila Shakti Kendra’ for 2017-18 upto 2019-20.
i. The cost sharing ratio of the scheme is 60:40 between centre and states except North Eastern
states.
ii. North East and Special Category Stateshave the ratio of 90:10.
iii. It will work on the following levels:
 At the national level via domain based knowledge support and
 At the state level via State Resource Centre for Women technical support .
iv. It will be done through College Student Volunteers in 115 aspirational districts as part of the
Block Level initiatives.
v. District Level Centre for Women (DLCW) has also been provided to for 640 districts to be
covered in phased manner.

Process to empanel hospitals under Ayushman Bharat launched by National Health

On July 5, 2018, The National Health Agency (NHA), the apex body for implementation of the
Centre’s ambitious Ayushman Bharat-National Health Protection Scheme, has launched a formal
process to empanel public and private hospitals to achieve universal health coverage.With an
Objective to improve access and provide better healthcare for the most vulnerable and unreached
sections of the population.
i. The State Health Agencies (SHA) through State Empanelment Committees (SEC) will start
empaneling private and public health care service providers and facilities in States and UTs.
ii. At the ground level, district, sub-district and block level workshops will be held to brief details
of empanelment criteria, packages, processes and address any queries.
iii. Thereafter, hospitals interested to get empaneled can do so by visiting the web
portal, www.abnhpm.gov.in where complete details of the process can be accessed.
iv. If the applicants meet the essential criteria , the State Health Agencies shall ensure
empanelment.
v. Specific criteria are outlined for cardiology and cardio-thoracic vascular services, cancer care,
Neurosurgery, Burns, Plastic & Reconstructive surgery, Neonatal/Paediatric Surgery, Polytrauma,
Nephrology and Urology Surgery.

‘POSHAN ABHIYAN’: special drive against malnutrition launched by Gujarat CM


On July 4, 2018, Gujarat Chief Minister Vijay Rupani launched ‘Poshan Abhiyan’–a statewide
mission to eradicate malnutrition among children by providing them nutritious
food through Anganwadi centres.
i. The nationwide Poshan Mission was launched by Prime Minister Narendra
Modi from Rajasthan on March 8 this year.
ii. This mission would ensure that every newborn and mother get nutritious food for the first 1000
days of the birth.
iii. As many as 60 lakh beneficiaries would be covered across the state through a network
of 53,000 Anganwadi centres under this mission.

iv. The chief minister also launched ‘Purna’ project to eliminate malnutrition among girls in the

‘Mukhyanmantri Kisan Aaye Badhotri Solar Yojna’ : scheme launched by Delhi CM to


increase the income of farmers by three to five times.
On July 25, 2018, Chief Minister of Delhi Mr. Arvind Kejriwal launched the ‘Mukhyanmantri Kisan
Aaye Badhotri Solar Yojna’.With an Objective to increase the income of farmers by three to five
times in the national capital.
Key Points:
i. Without affecting the agricultural activity maximum one-third of the land would be used for
installation of solar panels.
ii. The minimum height for installing solar panels will be 3.5 metres.
iii. Electricity from the solar panel installed by the private companies will be bought by the
government at Rs.4 per unit which will save Rs. 400 to Rs.500 crore.
iv. The scheme would increase the income of the farmers by 3 to 5 times from the present
Rs.20,000 to Rs.30,000 per acre per year. Farmers will not invest in the solar installations.

Mukhyamantri Jan Kalyan (Sambal) Yojana 2018 : scheme to provide subsized power
launched by Madhya Pradesh govt
On July 4, 2018, The Madhya Pradesh government announced Mukhyamantri Jan Kalyan (Sambal)
Yojana 2018 (a scheme to provide subsidized power)With an Objective for power bill waiver
scheme for labourers and poor families.The scheme is likely to cost the state exchequer Rs 1000
crore and come into effect from July 1,2018.
i. Power connection under the Mukhyamantri Jan Kalyan (Sambal) Yojana would be provided free
of cost to the beneficiaries.
ii. Over 1 crore 83 lakh workers registered under Sambal Yojana in the state till now
iii. Registered labourers of the unorganised sector and Below Poverty Line (BPL) families would be
provided electricity at a cost of Rs 200 per month.
iv. In case the bill is lower than Rs 200, the beneficiary will have to pay the actual bill amount and
in instance of the bill amount crossing Rs 200, the difference amount would be subsidised by the
state government
v. People whose power consumption is below 1000 watts would be eligible for this scheme. The
beneficiaries can operate a fan, a television, and bulbs. vi.Under the power bill waiver scheme,
pending dues (as on June 1, 2018) of registered labourers of the unorganised sector and poor
families would be waived completely.

vi. A total outstanding electricity bill worth 5179 crores rupees is to be waived off.
vii. The scheme is expected to benefit 88 lakh families in the state.

‘One farmer one transformer’: scheme launched to reduce electricity losses from Aug 15
On July 10, 2018, Energy Minister of government of Maharastra
Chandrashekhar Bawankule announced that the state government will launch a scheme for the
farmers from August,2018.
i. The scheme is called “one farmer one transformer”.
ii. It will be launched on 15th August,2018.
iii. The objective of the scheme is to reduce electricity losses.
iv. Two lakh farmers will be given electricity connection for high voltage distribution line which will
ensure uninterrupted power supply.
v. Forest Minister Sudhir Mungantiwar announced a Rs 2 lakh hike in the compensation given to
the kin ofpeople killed in attack by wild animals.
vi. Under this, each affected family will now get Rs 10 lakh instead of Rs 8 lakh earlier. Rs 3 lakh
will be given in cash and remaining as deposit.
vii.Also farmers who lose their cattle in attack by wild animals will now get Rs 40,000, up from Rs
25,000 earlier.

Seva Bhoj Yojna: new scheme worth Rs.325 crore launched by the Ministry of Culture,
Government of India
On August 2, 2018, the Ministry of Culture, Government of India launched the new scheme Seva
Bhoj Yojna.Total outlay of the scheme is Rs. 325.00 Crores for financial years 2018-19 and 2019-
20.
i.With an Objective to reimburse the CGST and IGST to Religious / Charitable Institutions who
provide Food free of cost without any discrimination to Public/Devotees.
ii. Institutions such as Temples, Gurudwara, Mosque, Church, Dharmik Ashram, Dargah, Matth,
Monasteries etc. existing for at least Three years before applying for financial
assistance/grant.Those who serve free food to at least 5000 people in a month.
iii.Institutions coming under: section 10 (23BBA) of the Income Tax Act, 1961, 12AA of the
Income Tax Act, 1961, section 8 of the Companies Act, 2013 or section 25 of the Companies Act,
1956, Societies Registration Act, 1860.
How it will work:
i. Religious / Charitable Institution shall first register with Darpan Portal of NITI Aayog and get

Chhattisgarh CM & actress Kangana Ranaut launch mobile distribution scheme ‘Mobile
Tihar’
On 30th July 2018, Chhattisgarh Chief Minister Raman Singh and actress Kangana Ranaut
launched ‘Mobile Tihar’, a smartphone distribution scheme under the Sanchar Kranti Yojna
(SKY) in Raipur, Chhattisgarh.
i. The scheme has been launched to distribute smartphones to women and students. It will benefit
more than 50 Lakh people.
ii. As a part of this scheme, 556 new mobile towers will be set up in Chhattisgarh.

Mukhyamantri Yuva Nestam: Andhra Pradesh Government launches unemployment


allowance scheme.
On August 3, 2018, Andhra Pradesh CM Chandrababu Naidu launched ‘Mukhya Mantri-Yuva
Nestham’ scheme to allowance to unemployed youth in the state.
i. The allowance will be of Rs 1000 per month.
ii. 12 lakh youths in the age group of 22-35 years will get the benefit.
iii. The scheme is eligible even if there are more than one beneficiary in a family.
iv. The money will be credited directly into the bank accounts through biometric
authentication after 15 days of registration which will start from either third or fourth week of
August.
v. Apart from the allowance, the government will also provide skill training.The state cabinet has
also decided to fill 20,000 job vacancies, 9000 teacher posts, and vacancies in other departments.

Bihar CM Nitish Kumar launched Mukhyamantri Kanya Utthan Yojana for empowerment
of girls
On August 8, 2018, Bihar Chief Minister Nitish Kumar launched Mukhyamantri Kanya Utthan
Yojana for empowerment of women.
i. A sum of Rs 7221 crore will be spend in a year on the programme.
ii. It will be run by three departments — education, health and social welfare.

Similarly, she will get Rs 700 for uniform in between class three to five and it will be scaled
up to Rs 1000 when she reaches 6th to 8th standard and Rs 1500 in between 9th to 12th
standard.
 On clearance of Intermediate, a sum of Rs 10,000will be given to encourage her to
pursue higher education. (unmarried girls only )
 After doing graduation, she will get Rs 25,000. (married and unmarried girls)
iv. It also provides incentive for completing immunisation within two years of birth
v. The list of the girls who have cleared the intermediate examination this year will be given Rs
10,000 under this scheme.
Other Announcements:
i. The amount under the ‘Bicycle Yojna’ has been increased from Rs 2500 to Rs 3000 .
ii. The amount for purchase of sanitary napkin has been increased to Rs 300 from
existing Rs 150 under the ‘Kishori Swasthya Yojna.’

Telangana CM launched 2 schemes for people of the state on 72nd Independence day
On August 15, 2018, on the eve of 72nd Independence Day, Telengana Chief Minister K.
Chandrasekhar Rao launched two major schemes:
 Rythu Bima: insurance to farmers
 Kanti Velugu: free eye screening for all citizens.
About Rythu Bima:
i. Under this scheme, every farmer would be provided with life insurance cover of Rs 5 lakh.
ii. It will cover 28 lakh farmers aged between 18 and 59 years.
iii. The government has already paid Rs 636 crore towards premium to Life Insurance Corp.
iv. It will bear the annual premium of Rs 2,271 per farmer.

About Kanti Velugu:


i. The entire population of 3.7 crore would be provided with free eye care.
ii. The authorities will not only conduct eye screening but will also provide free medicines,
spectacles and arrange for free surgeries, if required.
iii. Approximately four lakh surgeries will be performed across the state.
iv. The government also plans on distributing 40 lakh spectacles.
Other Announcements:
i. The second phase of distribution of cheques under the ‘Rythu Bandhu’ investment support
scheme for farmers would begin in November 2018.
ii. It provides Rs 8,000 per acre for two crops to every farmer.
iii. The government will set up a mega textile park in Warangal to provide employment to
weavers and ‘Textile hubs’ are being set up at Sircilla and Gadwal.
iv. Rs 2,000 crore to be spent on minorities welfare and development and setting up a special IT
park for IT industrialists from the minority sections.
v.Different construction programmes have been taken up with Rs 35,000 crore to
make Hyderabad a global city.

Kanyashree Prakalpa scheme: West Bengal Government removed family income ceiling.
On August 16, 2018, West Bengal CM Mamata Banerjee lifted family income ceiling for the
beneficiaries of women welfare scheme ‘Kanyashree’.
i. Earlier the ceiling was : Rs 120,000 or less.
ii. This would cost the state government an additional Rs 200 crore.
iii. The state had already incurred an annual expenditure of Rs 1200 crore under the scheme in
2017.
Other Announcements:
i. A university for the girls under this scheme to pursue higher education would be built.
ii.The state education ministry would hold special training camps for the girls to provide skill
trainings for jobs.
About ‘Kanyashree’:
Kanyashree was launched in 2013 to prevent early marriage of girl children of socio-economically
disadvantaged families whose annual income is Rs 120,000 or less.

‘One District, One product’ scheme launched in Odisha : MSME Minister


On August 31, 2018, Union MSME Minister Giriraj Singh announced the launch of ‘One District One
Product’ scheme in Odisha at a function of the SC-ST State Conclave cum
Exhibition under National SC-ST Hub.With an Objective to provide market link to farmers and
make small industries successful in the state.
i. Under this scheme, the Union MSME secretary Arun Panda will be conducting a survey of the
potential of the MSME sector.

ii. This survey will be conducted in the following sectors:

iv. To make 18 lakh new youth entrepreneurs, centre will deploy mobile vans in rural areas to
impart basic skill training by the Ministry of MSME.

provide designed module to SC-ST entrepreneurs through advanced software and special training
on Data Sciences.
iii. Dharmendra Pradhan, Minister of Petroleum and Natural Gas and Minister of Skill Development
and Entrepreneurship inaugurated the Bhubaneswar office of National Skill Development
Corporation (NSDC).
About National SC-ST hub:
♦ The National SC/ST Hub has been set up to provide professional support to Scheduled Caste and
Scheduled Tribe Entrepreneurs under Stand-Up India initiative.
♦ The Hub would be implemented by the Ministry of MSME through National Small Industries
Corporation (NSIC), a public-sector undertaking under the administrative control of this Ministry
of MSME.
♦ Initial allocation of Rs. 490 Crore for the period 2016-2020.
♦ Launch Year: 8th October , 2016.

Cabinet approved continuation of Capacity Development Scheme for the period 2017-18
to 2019-20
On September 12, 2018, the Cabinet Committee on Economic Affairs, chaired by the Prime
Minister Shri Narendra Modi approved continuation of the Capacity Development Scheme for the
period 2017-18 to 2019-20.
This would have an outley of Rs 2,250 crore.
It is an Ongoing Central Sector Scheme of MoSPI andaims to augment infrastructural, technical as
well as manpower for timely Official Statistics.

Pradhan Mantri Jan Dhan Yojana to be an open-ended scheme; new added benefits has

On September 7, 2018, the government announced that it would make the Pradhan Mantri Jan
Dhan Yojana (PMJDY) an open-ended scheme.
i. It also added more incentives to encourage people to open bank accounts.
ii. The added benefits are as follows:
The over-draft limit for account holders has now been doubled to Rs 10,000 and
The free accident insurance cover for new accounts after August 28 has been doubled to Rs 2
lakh,
No conditions will be attached for over-draft of up to Rs 2,000,
The upper age limit for overdraft facility has been hiked to 65 from the earlier 60 years,
Facts about Jan Dhan Yojana:
i. It was launched in August 2014 for a period of four years.
ii. There are approximately 32.41 crore Jan Dhan accounts having a total deposit balance
of Rs 81,200 crore.
iii. 53% of the account holders are women.
iv. 30 lakh people have so far availed the over-draft facility.
v. 83 per cent of the accounts are seeded with Aadhaar.

New Umbrella Scheme “Pradhan Mantri Annadata Aay SanraksHan Abhiyan” (PM-
AASHA) approved by the Cabinet
On September 13, 2018, the Union Cabinet approved new umbrella scheme ‘Pradhan Mantri
Annadata Aay Sanrakshan Abhiyan, PM-AASHA.
Objective:
Aimed at ensuring remunerative prices to farmers for their produce as announced in the Union
Budget for 2018.
Key Points:
i. An additional government guarantee of Rs.16,550 crore has been provided making the umbrella

scheme Rs. 45,550 crore in total.


ii. Additionally, Rs. 15,053 crore is sanctioned for PM-AASHA implementation.
iii. The new Umbrella Scheme comprises of:
 Price Support Scheme (PSS),
 Price Deficiency Payment Scheme (PDPS) and
 Pilot of Private Procurement and Stockist Scheme (PPPS).
iv. Also, existing schemes for providing MSP for crops will be continued for:
Department of Food and Public Distribution (DFPD) : paddy, wheat and nutri-cereals/coarse grains
and
v. Cabinet has encouraged participation of private sector in procurement.
Other News:
i. Earlier, the government has already increased the MSP of Kharif crops by 1.5 times the cost of
production.
ii. This is accordance with the government’s goal of doubling farmer’s income by 2022.

First Tribal Circuit Project under Swadesh Darshan Scheme inaugurated by Tourism
minister in Chhattisgarh
On September 14, 2018, Union Minister of State for Tourism K J Alphons inaugurated the
country’s first tribal tourism circuit in Dhamtari district of Chhattisgarh.
i. This is the second project under the Swadesh Darshan Scheme being inaugurated in the
country.
ii. Ministry of Tourism in February 2016 Sanctioned Rs. 99.21 Crores.
Objective:
To showcase the state’s rich and diverse tribal culture and traditions to the tourists.
Key Points:
i. The project wil be developed under the Swadesh Darshan scheme.
ii. It will be developed by Chhattisgarh Tourism Board.
iii. The key components for development under the project are:
 Ethnic Tourist Village,
 Ethnic Tourist Development,
 Destination Development and Wayside amenities.
iv. It covers 13 sites in Chhattisgarh including Jashpur, Kunkuri, Mainpat, Kamleshpur,
Maheshpur, Kurdar, Sarodadadar, Gangrel, Kondagaon, Nathiya Nawagaon, Jagdalpur, Chitrakoot
and Tirthgarh.
Other News:
Under the tribal circuit theme of the scheme the Ministry has sanctioned 4 projects to Nagaland,
Telangana and Chhattisgarh for Rs. 381.37 Crores.

was launched in 2014 -15 and as on date the Ministry has sanctioned 74 projects worth Rs.
5997.47 Crore to 31 States and UTs.

State Government Schemes

Assam cabinet to launch the Universal Pension scheme on October 2, 2018


On September 27, 2018, the Assam cabinet chaired by Chief Minister Sarbananda
Sonowal, announced that on the 150th birth anniversary of the father of the nation Mahatma
Gandhi, will launch the Universal Pension scheme in the state.
i. Under the scheme, the pension will be given to all BPL and APL ration card holders over 60
years of age.
Other News:
i. An amount of 50 lakh rupees has been sanctioned to filmmaker Rima Das whose movie Village
Rockstar has been nominated for Oscars.
ii. Small tea growers have been exempted from the levy of cess amounting to 10 paise per
kilogram under an amendment in the Assam Special Land Act, 1990.
iii. It also approved the Inland Water Transport Authority Bill for regulating and inspecting all
vessels for their safety measures.
iv. The State Cabinet approved the amendment in the Assam GST Act by which GST registration
has been relaxed from 10 lakh rupees annual turnover to 20 lakh rupees annual turnover.
v. Furthermore, a recommendation of Sports University Bill to set up a sports university at
Chabua named after Aniruddha Dev was placed before the cabinet.

Swayangsiddha: scheme to combat human trafficking launched by West Bengal

On September 15, 2018, the West Bengal government rolled out scheme, Swayangsiddha, in its
different districts.
Objective:
To combat human trafficking
Key Points:
i. Swayangsiddha means self-reliance, will be executed by the West Bengal Police.
ii. This would help in spreading awareness and empowering the young boys and girls against
trafficking and child marraiges.
iii. Groups of students aged between 12 to 21 in schools and colleges known as Swayangsiddha
Groups will be formed.
Background:
As the per the NCRB data West Bengal has highest recorded case of trafficking among the States.

First-ever ‘dial-FIR’ scheme launched by Uttar Pradesh Police


On September 17, 2018, the UP police launched the ‘e-FIR’ or ‘dial-FIR’ scheme for the first time
in the country.
Objective:
To help the citizens lodge a report and FIR online
Key Points:
i. It would be made possible by the collection of photographic data of 1 lakh small and big
criminals through the new 22,000 ipads.
ii. It would contain 22 types of complaints such as:
 Getting domestic help,
 Lost and found complaint,
 Permission for various activities like procession, character certificate etc.
iii. A pilot project of the e-FIR has been successfully conducted in Ghaziabad region.
Other News:
i. Additionally, the UP police will train 100 fresh commandos including a fresh batch
of women police force for anti-terror combat.
ii. A special police operations team (SPOTs) will be further inducted for combating terror like
incidents in various metro cities like- Lucknow, Meerut, Allahabd, Kanpur etc.

Tamil Nadu govt announced scheme for the protection of the exotic Neela Kurinji plants
On September 21, 2018, Tamil Nadu government announced scheme for the protection of the
exotic Neela kurinji (Strobilanthus kunthianus) plants in Nilagiri district of Tamilnadu.
i. This came after the complaints of packaging and selling them on commercial basis.
ii. These plants flower only once in 12 years.
iii. The Neela Kurinju is a native to the Western Ghats.

‘Ayushman Bharat’ scheme launched by PM Narendra Modi in Ranchi, Jharkhand


On September 23, 2018, Prime Minister Narendra Modi rolled out the Pradhan Mantri Jan Arogya
Yojana-Ayushman Bharat in Ranchi, Jharkhand, covering 57 lakh families in the state. He also
launched a toll free no of the Ayushman Bharat scheme: 14555.
i. PMJAY-Ayushman Bharat is considered to be the biggest government-sponsored healthcare
scheme in the world.
ii. It will be funded with 60 per cent contribution coming from the Centre and remaining from the

states.
iii. 31 states and Union territories have signed MOU with Centre to implement this scheme
except: Telangana, Odisha, Delhi, Kerala and Punjab.
iv. Under this scheme, more than 1,300 ailments are covered under it, including heart diseases,
kidney and liver disorders and diabetes.
v. 2,500 modern hospitals would come up in tier-II and tier-III cities and would generate
employment opportunities.
vi. A total of 13,000 hospitals have become a part of the Ayushman Bharat scheme.

i. On his visit to Ranchi for this occasion, he laid the foundation stone for medical colleges
at Chaibasa and Koderma.
ii. He also inaugurated 10 health and wellness centres.

As per the latest Socio-Economic Caste Census (SECC) data, there are 8.03 crore poor, deprived
rural families in rural and 2.33 crore urban workers’ families in urban areas.
About Ayushman Bharat – National Health Protection Mission (AB-NHPM):
i. Ayushman Bharat – National Health Protection Mission is a scheme that was announced by the
Union Minister for Finance and Corporate Affairs, Shri Arun Jaitely while presenting the
General Budget 2018-19 will cover over 10 crore poor and vulnerable families (approximately 50
crore beneficiaries) providing coverage upto 5 lakh rupees per family per year for secondary and
tertiary care hospitalization. It will subsume the on-going centrally sponsored schemes –
Rashtriya Swasthya Bima Yojana (RSBY) and the Senior Citizen Health Insurance Scheme
(SCHIS).
ii. Under this scheme , Rs 1200 crore has been allotted for establishing 1.5 lakh Health and
Wellness Centres . 24 new Government Medical Colleges and Hospitals will be set up, by up-

Cabinet approved Scheme for setting up of Indian Institute of Skills at different


locations across the country in PPP modes
On October 24, 2018, the Union Cabinet chaired by Prime Minister Shri Narendra Modi approved
setting up of Indian Institute of Skills (IISs) at different locations across the country in Public
Private Partnership (PPP).
 It would help the global competitiveness of key sectors of Indian economy by providing
high quality skill training, applied research education and a direct connection with industry.
 The locations have not been decided yet.

IIT-Kharagpur named national coordinator for research scheme- ‘SPARC’ of HRD


ministry
On October 3, 2018, IIT-Kharagpur was named the national coordinating institute of the Scheme
for Promotion of Academic and Research Collaboration (SPARC) under the Ministry of Human
Resource Development.
i. As a national coordinating institute, it would do the following:
 Routing SPARC funds,
 Managing the online portal,
 Coordinating with the other nodal institutes of India,
 Organising two annual SPARC conferences and
 Managing the intellectual output of SPARC.
ii.The Ministry also launched a dedicated web portal for SPARC- www.sparc.iitkgp.ac.in, which
will be active from October 4 to November 15.
About Scheme for Promotion of Academic and Research Collaboration (SPARC):
i. This scheme aims to improve the research ecosystem of India’s higher educational institutions
by:
Promoting academic and research collaboration between Indian institutions and best-in-class
faculty and renowned research groups in foreign institutions.
ii. 28 foreign countries have been targeted in the first phase of the scheme.
iii. It includes those belonging to top QS World University Rankings.

RK Singh launches award scheme under ‘Saubhagya’ for achieving 100 % household
electrification
On 15th October 2018, RK Singh, Minister of State (IC) for Power and New & Renewable Energy
announced an award scheme under Saubhagya to felicitate the DISCOMs (Distribution
Companies) / Power Department of States and their employees for achieving 100 % household
electrification.
i. 8 states(Andhra Pradesh, Gujarat, Goa, Haryana, Himachal Pradesh, Kerala, Punjab and Tamil
Nadu) which had already achieved more than 99 % household electrification before the launch of
Saubhagya are not eligible for the awards.
ii. Awards will be given in 3 categories for DISCOMs / Power Departments of:
 Special Category States (which includes 7 North Eastern States, Sikkim, J&K and
Uttarakhand)
 other than Special Category States (which includes Bihar, Chhattisgarh, Jharkhand,
Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Telengana, Uttar Pradesh
and West Bengal) having more than 5 Lakh un-electrified households
 Other than Special Category States having less than 5 Lakh un-electrified households
iii. Two quantum of award will be granted in each of the 3 categories. The 1st DISCOM / Power
Department of States to achieve 100 % household electrification by 30th November 2018 will be
awarded Rs. 50 Lakh under 1st quantum and Rs. 100 Crore under 2nd quantum.
iv. Other DISCOM/Power Department of States to achieve 100% household electrification by
31st December 2018 will be awarded certificate of appreciation for five officials.
About ‘Pradhan Mantri Sahaj Bijli Har Ghar Yojana’ (Saubhagya) Scheme:

Yuva Nestam launched in Andhra capital of Amaravati on Gandhi Jayanti


On October 2, 2018, on the eve of Gandhi Jayanti, Andhra Pradesh Chief Minister N Chandrababu
Naidu launched the ‘Mukhyamantri Yuva Nestham’ scheme in Amaravati.
i. According to the scheme, an amount of Rs. 1000 will be given as monthly unemployment
allowance to eligible jobless youth of the state.
ii. It would also provide skill training to 10 lakh youth and 260 training partners have been
appointed for this purpose.
iii. The training partners are from the countries of: Singapore, UK and Germany.

‘Nirman Kusuma’ programme launched by Odisha Chief Minister Naveen Patnaik


On October 7, 2018, Odisha Chief Minister Naveen Patnaik launched ‘Nirman Kusuma‘
programme in the state.With an Objective to provide financial assistance for technical education
to children of construction workers.
i. Total cost of the programme borne by the state government is Rs. 1.09 crore that has been
deposited to the accounts of the beneficiaries.
ii. According to the scheme, the children of the construction workers would get their technical
education from Industrial Training Institutes (ITIs)and polytechnics.
iii. Students from the ITI will get Rs. 23,600 per annum and diploma students would
get Rs. 26,300 per annum.
iv. The total number of students thus counts to about 1,878 students who would be directly
benefitted from the scheme.
v. Also, female students from 6th standard to post graduation would be getting a rise of 20% in
their financial assistance.
vi. Additionally, the scheme covers death benefits for the construction workers. The construction
workers’ family now would get Rs. 2 lakh as compensation as opposed to Rs. 1 lakh.
vii. Similarly, the accidental benefit has been doubled from Rs. two lakh to Rs. four lakh.

Rs.10000 p.a worth of Free Electricity To Farmers To Increase Their Income: Rajasthan
CM
On October 7, 2018, the Rajasthan government launched a scheme aimed to provide free
electricity to farmers of the state having electric connections in general category for specific
limit.With an Objective to increase farmer’s income.
i. According to the scheme, more than 12 lakh farmers of the state will receive free electricity up
to Rs 10,000 for a year on their agricultural electricity connection.
ii. As per the scheme, upon successful payment of the bill by farmers, a Direct Benefit transfer
(DBT) with maximum of Rs. 833 per month would be deposited to the accounts of the farmers.
iii. It will be effective from November 2018.
iv. Power distribution companies in Jaipur, Ajmer and Jodhpur have been given the orders for the
same by the Energy Department.
Other News:
i. The state government claims to have infused Rs 40,000 crore for electricity
infrastructure development.

ii. Further, Rs 37,000 crore worth “Eastern Rajasthan Canal Project” (ERCP) is on the works for
addressing water-related issues of the region.
iii. The project will provide water for drinking and irrigation purposes to 13 districts in eastern
Rajasthan.

Karnataka govt unveils ‘Unnati’ scheme to help entrepreneurs


On October 6 2018, Karnataka state government,unveils the Unnati scheme,which will invest up
to Rs 20 crore to create end-to-end support infrastructure for startups and entrepreneurs from a
marginalised background.The Objective is to deliver sustainable development and social welfare
which will identify, mentor, and promote young entrepreneurs from the SC/ST communities.
i.The government, under the scheme, will identify the problems dogging society and solve them
by identifying companies, working on products and solutions for related problems.
ii. Karnataka Social Welfare Minister Priyank Kharge said the department will provide up to Rs 50
lakhto winning entrepreneurs to develop tech-based solutions that are innovative, novel and have
meaningful social impact.

Chief Minister’s Sashakt Kisan Yojana and Chief Minister’s Krishi Samuh Yojana
launched in Itanagar by Arunachal Pradesh govt
On October 8, 2018, Arunachal Pradesh Government launched 2 schemes called- the Chief
Minister’s Sashakt Kisan Yojana and Chief Minister’s Krishi Samuh Yojana in Itanagar.With an
Objective to double the income of the farmers in the country by 2022
i. The Chief Minister’s Sashakt Kisan Yojana will subsume three state flagship programmes,
namely:
 CM’s Employment Generation Scheme,
 CM’s Agri-Mechanization Programme and
 CM’s Flagship Programme on Tea and Rubber.
ii. The Chief Minister’s Krishi Samuh Yojana aims at:
Providing timely supports and marketing interventions of the government for better price
realization and doubling farmers’ income.

Khadya Sathi: Food Security Scheme launched by West Bengal


On October 16, 2018, West Bengal Chief Minister Mamata Banerjee, on the occasion of World
Food Day, launched ‘Khadya Sathi’ scheme.
i. This would ensure food security to more than 8.5 crore people of the state.
ii. Special assistance will be given to:The people of Jangalmahal and Hill areas besides Aila-
affected areas and farmers of Singur, tea garden workers as well as the Toto tribe.

‘Pashu Sanjeevni Sewa’: livestock veterinary scheme introduced by Haryana

On October 25, 2018, the Haryana Government introduce the ‘Pashu Sanjeevni Sewa’ scheme to
provide free of cost health care services to livestock in the state through mobile veterinary clinics.
i. The decision was taken during a meeting of the animal husbandry and dairy department, under
the chairmanship of Chief Minister Manohar Lal Khattar.
ii. The service will be first started in all the blocks of Jind, Yamunanagar and Nuh districts for pilot
run.
iii.Livestock farmers would be able to avail the service of Mobile Veterinary Clinics 24×7 after
giving a call on toll free No.1962.
iv. One mobile vehicle would be pressed into service in each block of these 3 districts.
v. Each mobile vehicle would have a three-member team comprising a veterinary doctor, one para
vet and one helper-cum-driver.

Wage Compensation scheme for Pregnant Women in tea gardens of state of Assam
launched in Guwahati, Assam
On October 1, 2018, Assam Chief Minister Sarbananda Sonowal launched Wage Compensation
scheme for Pregnant Women in tea gardens of the state in Guwahati.With an Objective to reduce
maternal and neonatal mortality in the tea growing areas.
i. For the implementation of this scheme, An amount of over Rs 55 crore has been allotted in the
state’s 2018-19 health Budget.
ii. According to the scheme, the pregnant woman would receive an amount of Rs. 12,000 given
in 4 installments.
iii. The disbursement will be in the following manner:
 The first installment of Rs 2,000 will be provided during the Ante-Natal Check-up (ANC)
registration within the first trimester,
 Second installment of Rs 4000 during the sixth month of the pregnancy,
 The third installment of Rs 3000 during delivery at a government-approved health
institution and
 The fourth installment of Rs 3,000 during the sixth week post-delivery.
iv. Over 60,000 women are likely to be benefited with 48,000 pregnant women every year.
v. Additionally, at least 500 girls from the tea community will be given free training on nursing in
the coming year.

Odisha launched its State Food Security Scheme covering 25 lakh poor people on Gandhi
Jayanti
On October 2, 2018, the Odisha government launched its own State Food Security Scheme
(SFSS).
i. Under this scheme, 18.32 lakh poor and eligible people will receive 5 kg of rice at the rate

of Rupee 1 per kg.


ii. These people were not covered under National Food Security Act, 2013 (NFSA).
iii. Additionally, 6.68 lakh people will be added in the list by October 10, 2018.
iv. This is in response to the failure of the central government’s approval against the state’s
request to include 25 lakh people under the NFSA.
Background:
A total of 3,26,41,800 beneficiaries were included in the NFSA as per the 2011 census. The
government also claimed that the state’s population has been increased over eight years.

Chief Minister’s Urban Leaders Fellowship Programme launched by Delhi government


On October 14, 2018, the Delhi government announced Chief Minister’s Urban Leaders Fellowship
Programme.With an Objective to attract young leaders to address serious urban challenges.
i. Under this, a total of 30 young professionals, under 35 years age, have been invited
with #DelhiGovernanceRevolution.
ii. Accoding to the scheme, the selected candidates will work with Ministers or Senior Officials of
Education, Health, Water, Environment, Transport, etc.
iii. The remuneration for:
 Fellowswill be Rs. 1,25,000 per month and
 Associate Fellowswill be Rs. 75,000 p.m.

On November 13, 2018, Ministry of New and Renewable Energy prepared a draft of new Scheme
called Indian Wind Turbine Certification Scheme (IWTCS).
i. This was done in consultation with National Institute of Wind Energy Chennai.
ii. The draft Scheme comprises of guidelines for the benefit of all the stakeholders from concept to
lifetime of wind turbine.
iii. This would benefit:
 Original Equipment Manufacturers (OEMs)
 End Users -Utilities, SNAs, Developers, IPPs, Owners, Authorities, Investors and Insurers
 Certification Bodies
 Testing Laboratories.

Union Agriculture Minister launched NCDC’s new scheme to promote young


entrepreneurs in cooperatives
On November 14, 2018, Agriculture Minister Radha Mohan Singh launched of a scheme
named “Yuva Sahakar-Cooperative Enterprise Support and Innovation Scheme”.This scheme was
launched while inaugurating the 65th All India Cooperative Week organised by the National
Cooperative Union of India (NCUI) in New Delhi.With an Objective to provide cheaper loans to
startups in the cooperative sector.
i. This scheme will be implemented by National Cooperative Development Corporation (NCDC) by
linking it to Rs 1000 crore ‘Cooperative Start-up and Innovation Fund (CSIF) created by it.
ii. This schemes would provide term loans with 2% less than the applicable rate of interest to
projects costing up to Rs 3 crore including 2 years moratorium on payment of principal.
iii. General category projects would be provided 70% of the project cost whereas special
catergories would be getting a up to 80% of the project cost.
iv. Hence more incentives will be provided for cooperatives of North Eastern region, Aspirational
Districts and cooperatives with women or SC or ST or PwD members.
v. This is a part of Sahakar 22, a Mission for Doubling Farmers’ Income by 2022, embarked on
by NCDC.

State Government Schemes

Kerala Government launches ‘Gau Samridhi Plus scheme’ for dairy farmers
On 16th November 2018, Kerala Chief Minister Pinarayi Vijayan launched the ‘Gau Samridhi Plus
scheme’ or ‘Cow Samridhi Plus Scheme’ to offer insurance coverage to dairy farmers in Kerala.
i. Cow Samridhi Plus Scheme is a government subsidized scheme. It will provide insurance
coverage to dairy farmers at low premium rates.
ii. Farmers from general category will receive 50% subsidy on premium. Farmers from Scheduled
Caste (SC) and Scheduled Tribe (ST) category will receive 70% subsidy on premium.
iii .Also, the Kerala government in collaboration with the Central government has decided to
establish a regional autism and research centre at the National Institute of Physical Medicine and
Rehabilitation (NIPMR) in Thrissur.

Himachal Pradesh government approved implementation of Sashakt Mahila Yojna


On November 20, 2018,the Himachal Pradesh Cabinet under the Chairmanship of Chief Minister
Jai Ram Thakur approved implementation of Sashakt Mahila Yojna in the State.
i. It aims to empower rural women by providing them an interface for organization and socio-

economic development.
ii. The scheme would link rural women with sustainable livelihood opportunities and improving
their skill by imparting training.
iii.It also decided to implement the Himachal Healthcare Scheme (HIMCARE) in the state.The
cashless treatment coverage of Rs 5 lakh per year per family will be provided under the scheme
on family floater basis.

‘Soura Jalanidhi’ scheme launched in Odisha


On October 30, 2018, Chief Minister of Odisha Naveen Patnaik launched ‘Soura
Jalanidhi’ scheme.With an Objective to increase use of solar energy for helping farmers in
irrigation.
i. ‘Soura Jalanidhi’ is a dug well based solar pump irrigation system in convergence mode.
ii. The total cost of the scheme allocated by the state government is: Rs. 27.18 crore in the 2018-
19 financial year.
iii. Under this scheme, 5,000 solar pumps will be provided to farmers at a subsidy of 90 per cent
to irrigate 2,500 acres of land.
iv. The Chief Minister distributed four go-ahead orders for installation of solar pump to the
farmers.
v. Eligibility of the farmers for this scheme are:
 Having valid farmer identification,
 Belonging to small and marginal categories
 Having minimum 0.5 acrecultivable land and a dug well.
vi. Additionally, a web portal for the same has been launched by the CM.

Entrepreneurship scheme Samruddhi launched in Karnataka


On October 31, 2018, Karnataka Social Welfare Department launched the Samruddhi scheme to
boost employment opportunities for SC/ST youth through entrepreneurship.With an Objective to
impart skill development and benefit aspiring, young citizens from rural and tier II cities.
i. The scheme, targeted at socially marginalized communities to provide them with skill
development and alternate means of employment has a total cost of Rs.800 crore.
ii. For this, the government is partnering with private enterprises to train the youth from
backward communities.
iii. The training will include: retail management, taxation policies and GST, inventory
management, soft skills and logistics.
iv. To create industry owned private enterprise, the State government signed a memorandum of
understanding (MoU) with 30 retail companies.
v. This will provide self-employment opportunities for around 25,000 beneficiaries from the SC/ST
communities.
vi. Additionally, the government will also provide a seed grant upto Rs. 10 lakh to deserving

youth to start their own franchises.


vii. Further, the department aims to create around 10,000 entrepreneurs annually in the next
three years.

Delhi government, Indian Railways partnered for Mukhyamantri Tirth Yatra Yojana
On November 1, 2018, the Delhi government along with the Indian Railways launched a scheme
to give free tourism package for senior citizens travelling to 5 religious circuits.
The name of the scheme is: Mukhyamantri Tirth Yatra Yojana.
i. The MOU was signed by:
 The Delhi Tourism & Transportation Development Corporation Ltd., Delhi government and
 The Indian Railways and Catering Tourism Corporation (IRCTC) in the presence of Deputy
Chief Minister Manish Sisodia at the Delhi Secretariat in New Delhi.
ii. Under the scheme,
1100 senior citizens from all Delhi constituencies will be able to avail the offer,
 The AAP government will bear expenses of 77,000 pilgrims every year,
 The destinations will include Vaishno Devi, Haridwar, Amritsar, Ajmer, Agra, and would
commence on December 2018,
 Non-AC coach with 15 coaches and paramedics and a government doctor will be provided
for them.
iii. The journey will start from Delhi’s Safdarjung railway station.

Kerala govt scheme to provide free education to Ockhi-hit kids


On Nov.8 2018 The Kerala government has commenced a scheme to offer free education and
vocational training to the children of fishermen who died or went missing in the 2017 Ockhi
cyclonic storm.Chief Minister Pinarayi Vijayan announced that government would allocate Rs
13.92 crore from the Chief Minister’s Disaster Relief Fund.
Benefits of the scheme:-
i.It expects that 194 students, which includes children at all levels, from lower primary to
professional colleges, have been identified as beneficiaries.
ii. The scheme provide a package of:-
 Rs 10,000 per year for children in classes from LKG to Class V,
 Rs 25,000 for children in classes 6 to 10,
 Rs 30,000 for higher secondary students and up to Rs 1,00,000 for students doing
graduation.
iii.This Project will continue till 2037.

8 States achieve 100% household electrification under Saubhagya


8 States have achieved 100% saturation in household electrification
under Saubhagya scheme. They are Madhya Pradesh, Tripura, Bihar, Jammu and Kashmir,
Mizoram, Sikkim, Telangana and West Bengal. With this a total of 15 states in India have 100 %
household electrification now.
Key Points:
i. This announcement was made by RK Singh, Union Minister of State (IC) for Power and
Renewable Energy after the ‘Review, Planning & Monitoring (RPM) Meeting with States and State
Power Utilities’ in New Delhi, on 29th November 2018.
ii. So far, 2.1 crore connections have been released under Saubhagya. It is expected to achieve
100% saturation in India by 31st December 2018.
iii. Also, the Government is committed to ensure 24×7 access to electricity for all by 31st March
2019.
iv. An award scheme had also been announced, to create healthy competition among DISCOMs
(Distribution Company)/Power Departments of States, with awards of more than Rs 300 crore to
be won by States/DISCOMs.

2.75 lakh people avails CLSS under PMAY (U)


On 29th November,2018,Around 2.75 lakh beneficiaries have availed a subsidy scheme under
the Pradhan Mantri Awas Yojana (Urban), with Gujarat topping the
chart. Maharashtra and Madhya Pradesh had the most number of beneficiaries under
the Credit Linked Subsidy Scheme (CLSS) after Gujarat.
i.Over 88,000 beneficiaries have been disbursed CLSS in Gujarat, while 74,000 people have
availed the subsidy in Madhya Pradesh in three categories – economically weaker section
(EWS), low income group (LIG) and middle income group (MIG) categories under the PMAY (U).
ii.The PMAY (U), launched by Prime Minister Narendra Modi in June 2015, aims to ensure
“Housing for all by 2022” by providing financial assistance to beneficiaries.

Andhra, Himachal and Madhya Pradesh best performing states under maternity benefit
programme PMMVY: MoSWCD
On December 21, 2018, Minister of State for the Women and Child Development Virendra
Kumar released the performance of states and UTs under the maternity benefit programme
named Pradhan Mantri Matru Vandana Yojana.
i. Andhra Pradesh, Himachal Pradesh and Madhya Pradesh topped the charts as the best

performing states.
ii. According to the finding, 51.70 lakh beneficiaries are covered annually under the PMMVY.
iii. Grants-in-aid amounting to Rs 2,048.59 crores and Rs 369.31 crores have been sanctioned to
the states and the Union Territories during the year 2017-18 and 2018-19 respectively.

SC approved Centre’s draft of India’s First Witness Protection Scheme 2018


On December 5, 2018, the Supreme court bench of Justices A.K. Sikri and S. Abdul
Nazeer approved the draft of India’s First Witness Protection Scheme 2018 to ensure
security to the witness.This Scheme was drafted by the Ministry of Home Affairs.The draft has
been asked to be implemented across all states with immediate effect.
i. The draft witness protection scheme, finalised in consultation with the National Legal
Services Authority (NALSA) and Bureau of Police Research and Development
(BPRD), has three categories of witnesses based on the threat perception.
• Category A: Those cases where threat extends to life of witness or family members during
investigation, trial or even thereafter.
• Category B: Those cases where the threat extends to safety, reputation or property of the
witness or family members during the investigation or trial.
• Category C: Cases where the threat is moderate and extends to harassment or
intimidation of the witness or his family members, reputation or property during the
investigation, trial or thereafter.
ii. The protection measures shall be proportionate to the threat and for a specific duration not
exceeding three months at a time.
iii.Under the scheme, the applications will be dealt by a competent district authority consisting of:
• The district and sessions judge as Chairman,
• The head of the police as member and
• Head of the prosecution as the member secretary.
iv.Applications will be disposed of in five days with an assessment of the threat perception by the
local police.
v.There will also be a Witness Protection Fund to bear the expenses incurred in protecting a
witness.
Background:
The issue of witness protection scheme had cropped up earlier when the top court was hearing a
public interest litigation (PIL) seeking protection for witnesses in rape cases involving self-styled
preacher Asaram Bapu.

J-K guv launches AB-PMJAY scheme
On 1st December 2018, Jammu and Kashmir Governor Satya Pal Malik launched the ambitious
“Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)” at Teacher’s Bhawan

in Jammu.
Key points:
i. The scheme which would benefit over 31 lakh residents in the state will provide medical
facilities to the poor and vulnerable families in secondary and tertiary care hospitals of the
country.
ii. Marking the launch of the scheme, the Governor along with other dignitaries distributed Golden
Cards among 10 eligible beneficiaries for availing the annual health cover facility.
iii. Recently the state received ‘Best Performing Large State’ award on account of high
reduction in Infant Mortality Rate (IMR) in a single year and for effective implementation of health
schemes by the India Today group at the “State of the States Conclave 2018”.
About Ayushman Bharat –Pradhan Mantri Jan AarogyaYojana (AB-PMJAY):
i. The AB-PMJAY was launched by the Prime Minister, Shri Narendra Modi on 23rd September,
2018 at Ranchi, Jharkhand.
ii. This is the “world’s largest government funded healthcare program” targeting more than 50
crore beneficiaries.
iii. The scheme will provide a cover of up to Rs. 5 lakhs per family per year, for a cashless and
paperless access to secondary and tertiary care hospitalization.
iv. 1,50,000 Health and Wellness Centres will be created at primary level for covering both
maternal and child health services and non-communicable diseases, including free essential drugs
and diagnostic services. The first Health and Wellness Centre was launched by the Prime Minister
at Jangla, Bijapur, Chhatisgarh on 14th April 2018.

‘Mukhyamantri Teerth Yatra Yojana’: Delhi government launched free pilgrimage


scheme for 77, 000 senior citizens
On December 6, 2018, Delhi Chief Minister Arvind Kejriwal launched a 3 day, 2 night free
pilgrimage scheme,consisting of five religious circuits, for senior citizens named-
the ‘Mukhyamantri Teerth Yatra Yojana’.
i. The AAP government will bear the expenses of 77,000 pilgrims every year although preference
would be given to economically backward families.
ii. On an average, the scheme will incur a cost of Rs 7000 per pilgrim and would cover an
insurance of Rs. 1 lakh for each pilgrim.
iii. Under this scheme, 1,100 senior citizens, above 60 years, from each of the 70 assembly
constituencies in Delhi can undertake free pilgrimage.
iv. The beneficiaries above the age of 70 can take an attendant above the age of 20 years and the
beneficiaries would be certified via the respective area lawmakers.
v. The pilgrimage for three days and two nights would be undertaken on the circuits of:
• Delhi-Mathura-Vrindavan-Agra-Fatehpur Sikri-Delhi;
• Delhi-Haridwar-Rishikesh-Neelkanth-Delhi;
• Delhi-Ajmer-Pushkar-Delhi;

• Delhi-Amritsar-Wagah border-Anandpur Sahib-Delhi; and


• Delhi-Vaishno Devi-Jammu-Delhi.
vi. The Delhi government has also signed a Memorandum of Understanding with
the Indian railways to cater to the pilgrims availing the scheme

Odisha government announces Rs 10,000 crore KALIA scheme for farmers development
On 21st December 2018, the Odisha Cabinet headed by CM Naveen Patnaik announced
the Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme to
empower small, marginal & landless farmers as well as landless labourers.
Key Points:
i. The Rs 10,000 crore scheme, which would be executed through Direct Benefit Transfer (DBT)
mode, covers 92% (over 30 lakh) of cultivators, loanee and non-loanee, share-croppers &
landless labourers.
ii. According to the scheme an amount of Rs 10,000 per family at the rate of Rs 5,000 each for
Kharif and Rabi seasons shall be provided as financial assistance for taking up cultivation.
iii. This assistance is for five crop seasons spanning three years from 2018-19 to 2021-22 and is
also not linked to the extent of land owned thereby benefiting share croppers and actual
cultivators most of whom own very small extent of land.
iv. The KALIA scheme also has a component for about ten lakh landless households in the form of
livelihood support by providing each household a unit cost of Rs 12,500 to take up activities like
goat rearing units, mini layer units, duckery units, fishery kits for fishermen and women,
mushroom cultivation and bee keeping.
v. Beside this an annual financial assistance of Rs 10,000 per household will be provided to take
care of sustenance of farmers not able to take up cultivation due to old age, disability, disease or
other reasons.
vi. Life insurance cover of Rs 2 lakh and additional personal accident cover of Rs 2 lakh will also
be provided to both cultivators and landless agriculture labourers covering about 74 lakh
households.

Jharkhand announces Rs 2,250-crore scheme to help farmers: Mukhya Mantri Krishi


Yojana
On 21st December 2018, Jharkhand Chief Minister Raghubar Das announced a Rs 2250 crore
scheme named as “ Mukhya Mantri Krishi Yojana” which will help around 22.76 lakh medium
and marginal farmers to double their income by 2022. The Central Government has set a goal to
double the income of all the farmers by 2022.
Key Points
i. The Scheme will start from 2019-20 financial year. It will help farmers to procure seeds,
fertilisers and other requirements for agricultural purposes.
ii. Under the scheme, the state government will give Rs 5000 per acre up to maximum of 5 acre

to 22.76 lakh medium and marginal farmers.


iii. Those farmers who have less than 1 acre land will also get Rs. 5000.

Conrad K Sangma launched Meghalaya Health Insurance Scheme(MHIS-IV) merging it


with Ayushman Bharat scheme
On December 20,2018,Chief Minister of Meghalaya Conrad K Sangma launched
the Meghalaya Health Insurance Scheme(MHIS-IV) in convergence with that of the Centre’s
Ayushman Bharat scheme.
i. The MHIS-IV targets to cover more than 8 lakh households offering over 2300 medical and
surgical packages and up to Rs 5 lakh per family.
ii. The new scheme will be functional from February 1,2019.MHIS-IV covers all citizens in the
state while the Ayushman Bharat(Centre’s Scheme) targeted the bottom 40 percent of lower
income families.

Rs 50 crore Science and Technology Innovation fund, first in the country, approved by
Gujarat CM Vijay Rupani
On December 5, 2018, Gujarat Chief Minister Vijay Rupani approved 50-crore rupees
to Science & Technology Innovation (STI) Fund for assistance in research and development.
Gujarat thus became the first state in the country to create such a fund for high-end technology
and innovation.
i. The assistance will be for a maximum period of three years.
ii. Assistance up to Rs. 50-lakh will be provided to UGC and AICTE recognized central and state
universities and colleges.
iii. Similar assistance have been provided under the Biotechnology Policy and IT Policy which will
be implemented by Gujarat Council of Science & Technology (GUJCOST) as identified by
Gujarat Government’s Science & Technology Department.

Atal Ayushman Uttarakhand Yojana launched in Uttarakhand


On December 25, 2018, Chief Minister of Uttarakhand, Trivendra Singh Rawat launched
the ‘Atal Ayushman Uttarakhand Yojana’ in Dehradun.
About the scheme:
i. Under the scheme, each household in the state will be able to avail medical treatment of up to 5
lakh rupees annually.
ii. A total of 99 government and 66 private hospitals have been selected under the scheme
iii. Under this, the CM also signed MOUs with private hospitals and also announced availability of
free of cost OPD facilities for children and elderly people in the state.
iv. It will benefit 23 lakh households and cover 1,350 critical diseases.
v. He also distributed scheme-related golden cards to beneficiaries.
vi. He also launched the mobile application and website for ‘Atal Ayushman Uttarakhand Yojana’.

vii. Additionally, the chief minister also announced that the state’s dedicated air
ambulance service will be operational from 26 January, 2019.

485 schemes of 37 depts launched by CM of Haryana under ‘Digital Haryana’ initiative


On December 25, 2018, on the eve of former late PM Atal Bihari Vajpayee’s 94th birth anniversary
dubbed as ‘Good Governance Day’, Chief Minister of Haryana, Manohar Lal
Khattar launched 485 schemes of 37 departments under ‘Digital Haryana’ initiative.
i. Among the schemes thus launched on the occasion, the following states a few:
• the chief minister inaugurated 22 ‘Antyodya Saral Kendras’for all district headquarters
from Karnal,
• This made Haryana the first state to have a launch of 4,000 Atal Seva Kendras in rural
areas, 22 at district headquarters, 51 at sub-divisional level and 20 Antyodya Saral
Kendras at Tehsil level, simultaneously
• A toll free Antyodaya Helpline number was inaugurated
• A SARAL App would be launched so that people could get all information about schemes on
their smart phones at home.
ii. The CM of Haryana also renamed the childcare institutes under one name of ‘Jagannath
Ashram’, clubbing them because of their common goal of all-round development of the children.
