Assam Launches ‘Chah Bagichar Dhan Puraskar Mela 2017-18’ Scheme For Tea Garden
Workers
On 2nd January 2018, Assam Chief Minister Sarbananda Sonowal launched ‘Chah Bagichar Dhan
Puraskar Mela 2017-18’ at a function held at Sarbananda Singha auditorium in Tinsukia,
Assam.
i. During the launch Sarbananda Sonowal distributed cheques to beneficiaries. Under this scheme
people belonging to tea community who opened bank accounts during demonetisation will be
credited Rs 2500 in their accounts.
iii .In the demonetisation period, 6,58,250 tea community members opened bank accounts.
Assam government will spend Rs. 182 crore for giving financial incentives to all the account
holders.
Nitish Kumar launches schemes worth over Rs 200 crore during Vikas Samiksha Yatra
On 13th January 2018, Bihar Chief Minister Nitish Kumar launched schemes worth over
Rs.200 crore during his state-wide “Vikas Samiksha Yatra”.
i. Nitish Kumar visited Rohtas and Bhojpur districts for the “Vikas Samiksha Yatra”.
ii. He inaugurated 257 schemes worth Rs. 222 crore, at a village in the Jagdishpur block of
Bhojpur.
iii. He also visited a village under Amethi panchayat of the Sanjhauli block of Rohtas, which is the
first panchayat in Rohtas to become ODF (Open Defecation Free).

iv. As per the new eligibility criteria, a male artist can avail assistance under the scheme after
attaining the age of 50 years (earlier it was 60 years), while the age criteria for female artist has
been reduced to 40 years from 50 years earlier.
Manipur CM N Biren Singh launches health assurance scheme for poor & disabled people
On January 21, 2018, Manipur Chief Minister N Biren Singh launched the Chief Minister-gi
Hakshelgi Tengbang (CMHT), a health assurance scheme for the poor and disabled people.
i. Under this scheme, poor people of Manipur will be provided cashless treatment at
government hospitals, health centres and other empanelled selected private hospitals.
ii. All eligible families, identified from the Socio Economic Caste Census (SECC), will be provided
Rs. lakh cover for treatment of seven critical identified critical ailments viz. cardiovascular
diseases, neurological conditions, kidney ailments, liver ailments, neo-natal diseases, cancer
and burns.

Punjab CM launches ‘Mahatma Gandhi Sarbat Vikas Yojana’ for distressed sections of
society
On 26th January 2018, Punjab Chief Minister Captain Amarinder Singh launched the
‘Mahatama Gandhi Sarbat Vikas Yojana’ to help the distressed sections of the society.
i. The ‘Mahatama Gandhi Sarbat Vikas Yojana’ aims to help the distressed sections of the society
socially, economically and psychologically.
ii. Captain Amarinder Singh said that, 10.25 lakh farmers of Punjab coming under the debt waiver
scheme will receive the benefits by November 2018.
iii .He also launched the e-POS scheme for fair price shops. This will replace the previous blue
card system for distribution of Atta-Dal.
IITs to get 25 % of govt loans for higher education institutes under RISE scheme
23 Indian Institutes of Technology (IITs) will be getting the largest portion of loans on offer under
Revitalising Infrastructure and Systems in Education (RISE) scheme.
i. During Union Budget 2018 speech, Union Finance Minister, Arun Jaitley had announced RISE
scheme with a corpus of Rs 100000 crore.
ii. Under this scheme, all centrally-funded institutes (CFIs), including central universities,
IITs, Indian Institutes of Management (IIMs), National Institutes of Technology (NITs)
and IISERs, can borrow funds from the corpus over the next four years to expand and
build new infrastructure.
iii. Rs 25000 crore, out of above stated Rs. 100000 crore corpus will be set aside exclusively
for the 23 IITs.
iv. Central Universities will be getting second largest share of Rs 20000 crore. National Institutes
of Technology (NITs) can borrow up to Rs 11300 crore, new IIMs will get Rs 4500 crore while five
Indian Institutes of Science Education and Research (IISERs) can borrow Rs 5000 crore.

Maharashtra to launch cheap sanitary pad scheme, “Asmita Yojana” for rural women
On March 8, 2018 (International Women’s Day), Maharashtra State Government will
launch “Asmita Yojana” aimed at providing subsidised sanitary pads to girl student and women
in rural areas.
i. Under this yojana, girls in Zilla Parishad schools will get a sanitary napkin packet at Rs 5 while
rural women can avail it at a subsidised rate of Rs 24 and Rs 29.
ii. “Umed’- the Maharashtra State Rural Livelihood Mission will be the nodal agency for
implementation of this scheme.
iii. Task of procurement and sale of sanitary pads and counselling the girls and women has been
entrusted to Women Self Help Groups (SHGs) while beneficiary girls will be given “Asmita
Cards”, for availing subsidised sanitary pads.
Telangana CM announces five lakh rupees health-cum-life insurance scheme for farmers
On February 26, 2018, Telangana Chief Minister K Chandrasekhar Rao announced five lakh
rupees health-cum-life insurance scheme for farmers in the state.
i. Announcement in this regard was made by K Chandrasekhar Rao while addressing the regional
conference of Farmers’ Coordination Committees in Karimnagar, Telanagana.
ii. Over 70 lakh farmers across Telangana will be covered under this scheme. In case of
death of farmer, amount will be paid to families of farmers. Health insurance will be provided in
case of hospitalisation.
iii. Entire premium for the insurance will be borne by the Telangana State Government. Rs. 500
crore has been allocated for implementation of this scheme.

The Sovereign Gold Bonds Scheme was first announced in Union Budget 2015-16. Consequentially,
the first tranche was issued in November 2015.
There were two objectives behind launching Sovereign Gold Bonds. Firstly to reduce the demand of
physical gold and thereby reduce the import bill of the country.
Benefits of Sovereign Gold Bonds:
i. The investors get stipulated interest on the bonds and can also get the benefit if the price of gold
appreciates in future.
ii. These bonds are highly liquid, just as physical gold. These bonds can even be placed as collaterals
while seeking loan.

development of tribals living in forests, for whom, collecting Minor Forest Produce (MFP) is
a major source of livelihood.
i. Value addition will fetch better prices and will thereby increase the income of tribals engaged in this
activity.
Under Van Dhan, 10 Self Help Groups (SHGs) of 30 Tribal gatherers will be constituted.
ii. Each SHG will trained and provided with working capital to add value to the products, which they
collect from the jungle.
iii. SHGs will be linked to facility of primary processing in a Van Dhan Vikas Kendras.
iv. Working under the leadership of Collector, SHGs can then market their products not only within
the States but also outside the States.
“Van Dhan Vikas Kendra” is for providing skill upgradation and capacity building training and setting
up of primary processing and value addition facility.
v. The first “Van Dhan Vikas Kendra”, to be set up in Bijapur District of Chhattisgarh will
provide skill upgradation and capacity building training to 300 individualsand will have a primary
processing and value addition facility.
vi. It will be set up at an estimated cost of Rs.43.38 lakhs.
Swachh Bharat Mission launches GOBAR-DHAN to promote wealth and energy from waste
On April 30, 2018, Union Minister for Drinking Water and Sanitation, Uma Bharti launched
the GOBAR (Galvanizing Organic Bio-Agro Resources) - DHAN scheme at the National Dairy
Research Institute (NDRI) in Karnal, Haryana. Ms. Bharti launched this scheme in presence of Haryana
Chief Minister, Manohar Lal Khattar.
This scheme was announced by Finance Minister Arun Jaitley while presenting Union Budget
2018.
i. This scheme will be run by Swachh Bharat Mission (Gramin). Under Swachh Bharat Mission
(Gramin), over 3.5 lakh villages, 374 districts and 16 States/UTs across India have already been
declared open defecation free (ODF).
ii. GOBAR-DHAN scheme will be a part of ODF-plus strategy, focusing on management of solid and
liquid waste in villages.
GOBAR-DHAN scheme – Objectives and Salient Features:
i. Funds required to setup bio-gas plants will be provided by central and state governments in the
ratio of 60:40.
ii. Government has set a target to setup nearly 700 bio-gas units in different states under the
scheme during 2018-19.
Atal Pension Yojana subscriber base touches over 97 lakh by end of FY18: PFRDA
As per data released by Pension Fund Regulatory and Development Authority (PFRDA),
subscriber base of Atal Pension Yojana (APY) stood at 97.05 lakh at the end of the financial year
2017-18.

PMUY was launched in May 2016. The objective of this scheme is to provide deposit-
free LPG connections with monetary assistance to women from below poverty line (BPL)
households, thereby preventing health hazards emanating from usage of unclean cooking fuel and
fossil fuel for domestic cooking purpose.PMUY has so far benefited more than 3.5 crore families.
Smt Smriti Irani Chairs Meeting of Stakeholders on ‘Samarth’- Scheme for Capacity
Building in Textile Sector
On 14th May, a meeting on the the Samarth scheme was held in New Delhi . The meeting was
chaired by Union Textile minister Smt Smriti Zubin Irani.
i. The various challenges faced by the stakeholders from the previous scheme were also
addressed and the feedbacks on the concerned potential and benefits of the scheme to the
betterment of textile sector were also discussed.
ii. The main objective of the scheme being to provide skill training to the youth for gainful
and sustainable employment in the textile sectorexcluding spinning and weaving.
Samarth Scheme:
Inaugurated on 20th December 2017, the scheme intends to provide demand driven placement
and sustainable employment of the National Skills Qualification Framework (NSQF) under
the Skill India Mission and to create jobs in the textile sector. The scheme targets to train 10

lakh persons (9 lakh in organised and 1 lakh in traditional sector) over a period of 3 years
(2017-20), with an outlay of Rs. 1300 crore. The guidelines of the scheme were released on
23rd of April 2018.
UJALA scheme: EESL distributes over 30 crore LED bulbs across the country
i. On May 21, 2018, State run EESL (Energy Efficiency Services Limited ) has announced that
it has distributed over 30 crore LED bulbs across the country under government’s UJALA
scheme.
ii. The distribution of LED bulbs has helped in saving energy of over 38,952 KWh annually
amounting to Rs. 15,581 crore.
The UJALA scheme was launched by the Prime Minister of India inJanuary 2015 with an
aim to distribute energy efficient LED lightbulbs and reduce carbon emission by 33 to
35 percent within 2030.
i. India's share in the global LED market has increased to 12 per cent from a mere 0.1 per
cent, with the penetration of LED in the domestic market rising to 10 per centfrom 0.4 per
cent.With this scheme EESL has avoided more than 7500MW generation of extra electricity
resulting in drop of price of LED bulbs.
This scheme will consist of the three components considered earlier for school education . They
are : Sarva Shiksha Abhiyan (SSA),Rashtriya Madhyamik Shiksha Abhiyan
(RMSA) and Teacher Traning .
The budget has been enhanced for school education from Rs. 28000 crore from 2017-18 to Rs.
34000 crore from 2018-19. And it would be further increased to Rs. 41000 crore in 2019-
2020.
The number of schools to be benefitted by this scheme is : 11,50,000.
The amount granted will be : Rs. 5000 for primary, Rs. 10000 for upper primary & Rs.
25000 for SSC and HSC schools.
Another scheme called “ Kasturba Gandhi Balika Vidhyalaya Scheme “ has been extended
from class 6-8 to class 6-12 for providing educational and hostel facilities to the girl child from
disadvantageous sections of society.
An annual grant of Rs. 5000 to Rs. 20000 would be given for strengthening libraries of the
schools.
About Sarva shiksha Abhiyan:
This scheme has been operational since 2000-01 by the then PM Atal Bihari Vajpayee. IT aims to
provide universal primary and elementary education to every child of the age group of 6-14 years
as mandated by the 86th amendment of the constitution of India.
About Rashtriya Madhyamik Shiksha Abhiyan :
This scheme was launched in 2009 and it aims to enhance the registration of students for
secondary education from 52% to 75% and to ensure proper educational opportunities given to
students belonging to age group of 15-16 years.

Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) approved beyond 12th Five Year
Plan
The Union Cabinet chaired by Prime Minister Narendra Modi approved the continuation of Pradhan
Mantri Swasthya Suraksha Yojana (PMSSY) beyond 12th Five Year Plan for a period 2017-18 to
2019-20 with a cost of Rs. 14,832 crores.
i. Union Health Minister J P Nadda, said that PMSSY aims to correct regional imbalances in the
availability of affordable tertiary healthcare services and to expand facilities for quality medical
education in India.
ii. He said that, the same number of posts will be created for a 960 bedded hospital for the new
AIIMS that are set up through PMSSY.He added that each new AIIMS will add 100 UG (MBBS) and
60 B.Sc (Nursing) seats, 15-20 Super Specialty Departments and 750 hospital beds.
34th meeting of the Central Sanctioning and Monitoring Committee approves sanction
of 1.5 lakh new houses under PMAY(U) in various states
On May 31,2018, the 34th meeting of the Central Sanctioning and Monitoring took place in New
Delhi. In this meeting the approval for construction of new 1.5 lakh affordable houses took place .
i. The beneficiaries of new and affordable houses will be urban poor and is taken under Pradhan
Mantri Awas Yojna (Urban).
ii. It has an investment of Rs.7227 crore with central assistance of Rs. 2209 crore.
iii. With the inclusion of new 1.5 lakh the total number of houses under PMAY(U)
is 47,52,751 houses.

Delhi cabinet gives in principle approval for procuring 1k buses under cluster scheme
On 18th May, The Delhi cabinet gave their approval for procuring 1000 CNG run standard floor
buses under cluster scheme.
i. Each bus will have three internet protocol (IP) cameras, panic buttons, in-built GPS and

anti skid features. The Delhi government acquired 1000 buses for Rs. 276 crore . A total
of 11000 buses will be acquired 5500 buses each for DTC and cluster scheme of the Delhi
government.
J-K govt approves scheme for placement of JKPS officers in higher scale
On May 12, 2018, Jammu and Kashmir State Cabinet chaired by Chief Minister Mehbooba Mufti,
approved a notification of the non-functional (monetary) scheme (NFS) and its
implementation for members of the general executive cadre of the Jammu and Kashmir Police
Service (JKPS).
i. This scheme seeks placement of Jammu and Kashmir Police Service (JKPS) officers in
higher scales.
ii. As per the scheme, a junior scale JKPS officer, in the pay band of Rs 9300-34800 with Grade
Pay (GP) of Rs. 4800 with 10 years in the junior scale will be eligible for placement in the time
scale (non-functional) of Rs. 15600-39100 with GP of Rs 6600 after assessment by the selection
committee.
iii. Similarly, a time scale JKPS officer with four years service will be eligible for placement in the
selection grade-II (non-functional) of Rs 15600-39100 with a grade pay of Rs 7600 after
assessment.
iv. This scheme shall be effective, retrospectively from January 1, 2018

Government introduces new scheme ‘Seva Bhoj Yojna’ for charitable institutions
On June 1, 2018, The Ministry of Culture launched a new scheme called ‘Seva Bhoj Yojana’.With
an Objective to reimburse the central government of CGST and IGST to reduce the financial
burden of the religious institutions who serve neccessities to the public / devotee free of cost
without discrimination.
i. The services include food, Prasad, langar (Community Kitchen).The charitable institutions
include Temples, Gurudwara, Mosque, Church, Dharmik Ashram, Dargah, Matth, Monasteries who
have been existing for at least 5years before the grant.
ii. They should serve at least 5000 people in a month and is under Societies Registration Act and
under Income Tax Act (under section 10 (23BBA)).
iii. The institutions will be given renewed registration by the Ministry as per evaluation of their
performance.The eligible institutions must be registered with the Darpan Portal.
Railways allows passengers to book their tickets from counters using VIKALP scheme
Indian Railways Catering and Tourism Corporation (IRCTC) has revised the VIKALP scheme,
enabling wait-listed passengers who booked tickets from counters to choose the alternate train
accommodation scheme.
i.VIKALP or alternate train accommodation scheme (ATAS) was launched in 2015. This scheme
was introduced only for tickets booked online.
ii.The ministry has said that, if a passengers avails Vikalp scheme, he/she should mark his/her
choice of alternate train departing within 12 hours, 24 hours, 48 hours.
iii.The passenger is also given an optional choice to mention their Aadhaar number in the
reservation form.
Income Tax Department issued Revised Income Tax Informants Reward Scheme,
2018 for public participation in unearthing black money
On June 1,2018, the Income Tax Department issued revised Income Tax Informants
Reward Scheme 2018.With an objective to increase public participation with the IT department to
unearth black money and reduce tax evasion.
i.This has replaced the reward scheme issued in 2007.Under this scheme a person upon giving
specific information about tax evasionto the Investigation Directorate of the IT department can be
rewarded upto Rs. 50 lakhs.
ii.A reward of upto Rs. 5 crore would be given to people who would provide precise information

about the black money tugged away in the foreign countries by individuals that come under Black
Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015.
Krishi kalyan Abhiyaan to promote best farming practices and double farmers income
launched in 25 villages
On June 4, 2018, Ministry of Agriculture announced the launch of ‘Krishi Kalyan Abhiyaan’ from
June 1 2018 till july 31st 2018.With an To help,advise, assist farmers to improve their farming
techniques and increase their income.
i.This is in line with PM Modi’s vision of doubling the farmers’ income by 2020.The krishi kalian
abhiyaan will take place across 25 villages (with more than 1000 population each ) in Aspirational
Districts identified by the Ministry of Rural Development with the help of NITI Aayog.
ii.The overall coordination and implementation in the 25 villages of a district is being done
by Krishi Vigyan Kendra of that district by appointing 111 officers in charge of each district.
i. The affordable sanitary napkins will be made available at more than 3600 Janaushadhi Kendras
in 33 States/UTs in India.
ii. He said that the average price of sanitary napkins in the market is nearly Rs. 8 per pad. The
SUVIDHA napkins are offered at Rs. 2.50 per pad.

Kerala govt launches scheme to offer micro loans at low interest rates in the
cooperative sector
On June 21, 2018, The Kerala Government launched 'Muttathe Mulla' an ambitious micro-finance
programme in the co-operative sector.With an Objective to help ordinary people who are being
exploited by private financiers charging exorbitant interest rates for loans.
i.The first phase would be launched in northern Palakkad district on June 29.
ii. Under the initiative, Cooperative banks would give away micro-finance loans to 'Kudumbashree'
at an interest rate of 7 per cent, which members of the neighbourhood network can avail at an
interest rate of 12 per cent instead of 37-72% interest for micro loans that the private lenders are
giving.
Odisha government increases health cover for women from to Rs 7 lakh under the Biju
Swasthya Kalyana Yojana (BSKY)
On 27th June 2018, Odisha Chief Minister Naveen Patnaik said that the health assurance cover for
all-women families per year will be increased from Rs 5 lakh to Rs 7 lakh under the Biju Swasthya
Kalyana Yojana (BSKY).
i. The announcement was made at a meeting on 'Ama Gaon Ama Bikash' programme in

ii. On 12th June 2018, Naveen Patnaik announced the Biju Swasthya Kalyan Yojana. It assures
healthcare facilities for Rs 5 lakh for nearly 70 lakh families in Odisha.
iii. The Director of National Health Mission (NHM) Salini Pandit said that all if a family uses Rs 5

Bihar govt launches new crop insurance scheme ‘Bihar State crop Assistance scheme’
with effect from Kharif (monsoon) this year
On June 6, 2018, the state government of Bihar launched new crop insurance scheme named
‘Bihar State Crop Assistance scheme’.This decision was taken by a meeting chaired by the Chief
Minister Mr. Nitish Kumar.
i.Under this scheme the farmers would get a compensation of Rs7500 per hectare if less
than 20% of the crop is damaged .
ii.And if more than 20% of crop is damaged , Rs.10000 would per hectare would be given as
compensation.
MP announces outstanding power bill waiver scheme ‘Bijli Bill Mafi Yojana’ for BPL
families
On June 6, 2018, Government of Madhya Pradesh launched ‘Bijli Bill Mafi Yojana 2018 (Power Bill
Waiver Scheme)’ a outstanding power bill waiver scheme for poor and families of labourers.This
would benefit 77 lakh people.
i.‘Mukhyamantri Jan Kalyan (Sambal) Yojana 2018’scheme,Benefits the BPL families would be
given power supply at a rate of Rs.200 per month.
ii.Eligibility for the schemes would be that the beneficiaries consuming power below 1000 watts

(ZBNF) scale-out scheme
On June 2,2018, The government of Andhra Pradesh has launched a Zero Based Natural Farming

i.MOU was signed between the state’s agriculture department and Sustainable India Finance
Facility (SIFF).
ii.The investment for the ZBNF scheme is Rs. 16,134 crores over the next 6 years.

It is an initiative with the partnership of United Nations Environment Program, The World
Agroforestry Center and the BNP Paribas. It will be financing the farmers for the scheme .
The Medini Puraskar Yojna Scheme : awarding writings of Hindi authors about green
issues reintroduced
On July 22, 2018, The Environment Ministry re-introduced the ‘Medini Puraskar Yojna’– a scheme
that awards Indian authors for their original work in Hindi on environment, pollution and climate
change subjects.With an Objective to encourage Hindi authors to write on environmental topics.

‘Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of India’
Scheme
A Scheme named ‘Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of
India’ is implemented by the Ministry of Culture.
i. Objective of the scheme: reinvigorating and revitalizing several institutions, groups, individuals,
identified non-MoC institutions, non-government organisations, researchers and scholars in order
to help them involve in activities or projects for strengthening, protecting, preserving and
promoting the rich intangible cultural heritage of India.
ii. The Scheme is implemented through: Sangeet Natak Akademi. It is an autonomous
organisation under the Ministry of Culture.
iii. Various proposals related to safeguarding of intangible cultural heritages received from
Madhya Pradesh have been approved under the scheme.
iv. On 24th July 2018, Dr. Mahesh Sharma, Ministry of state (independent charge) for Culture and
Minister of State for Environmnet, Forest and Climate change provided this information.
Mahila Shakti Kendra Scheme 2017-2020 launched to empower rural women through
community participation in 115 aspirational districts
On July 28, 2018, Government of India has approved a new scheme to empower rural women
through community participation. It is called ‘Mahila Shakti Kendra’ for 2017-18 upto 2019-20.
i. The cost sharing ratio of the scheme is 60:40 between centre and states except North Eastern
states.
ii. North East and Special Category Stateshave the ratio of 90:10.
iii. It will work on the following levels:
At the national level via domain based knowledge support and
At the state level via State Resource Centre for Women technical support .
iv. It will be done through College Student Volunteers in 115 aspirational districts as part of the
Block Level initiatives.
v. District Level Centre for Women (DLCW) has also been provided to for 640 districts to be
covered in phased manner.

iv. The chief minister also launched ‘Purna’ project to eliminate malnutrition among girls in the
age group of 14 to 18.‘Purna’ stands for Prevention of Under Nutrition and Reduction of Nutritional
Anaemia among Adolescent Girls.
v. This mission will focus on children, girls and pregnant women of those districts that are still
lagging behind in nutrition parameters.Rs 270 crore to control malnutrition among those girls.
Mukhyamantri Jan Kalyan (Sambal) Yojana 2018 : scheme to provide subsized power
launched by Madhya Pradesh govt
On July 4, 2018, The Madhya Pradesh government announced Mukhyamantri Jan Kalyan (Sambal)
Yojana 2018 (a scheme to provide subsidized power)With an Objective for power bill waiver
scheme for labourers and poor families.The scheme is likely to cost the state exchequer Rs 1000
crore and come into effect from July 1,2018.
i. Power connection under the Mukhyamantri Jan Kalyan (Sambal) Yojana would be provided free
of cost to the beneficiaries.
ii. Over 1 crore 83 lakh workers registered under Sambal Yojana in the state till now
iii. Registered labourers of the unorganised sector and Below Poverty Line (BPL) families would be
provided electricity at a cost of Rs 200 per month.
iv. In case the bill is lower than Rs 200, the beneficiary will have to pay the actual bill amount and
in instance of the bill amount crossing Rs 200, the difference amount would be subsidised by the
state government
v. People whose power consumption is below 1000 watts would be eligible for this scheme. The
beneficiaries can operate a fan, a television, and bulbs. vi.Under the power bill waiver scheme,
pending dues (as on June 1, 2018) of registered labourers of the unorganised sector and poor
families would be waived completely.

vi. A total outstanding electricity bill worth 5179 crores rupees is to be waived off.
vii. The scheme is expected to benefit 88 lakh families in the state.
‘One farmer one transformer’: scheme launched to reduce electricity losses from Aug 15
On July 10, 2018, Energy Minister of government of Maharastra
Chandrashekhar Bawankule announced that the state government will launch a scheme for the
farmers from August,2018.
i. The scheme is called “one farmer one transformer”.
ii. It will be launched on 15th August,2018.
iii. The objective of the scheme is to reduce electricity losses.
iv. Two lakh farmers will be given electricity connection for high voltage distribution line which will
ensure uninterrupted power supply.
v. Forest Minister Sudhir Mungantiwar announced a Rs 2 lakh hike in the compensation given to
the kin ofpeople killed in attack by wild animals.
vi. Under this, each affected family will now get Rs 10 lakh instead of Rs 8 lakh earlier. Rs 3 lakh
will be given in cash and remaining as deposit.
vii.Also farmers who lose their cattle in attack by wild animals will now get Rs 40,000, up from Rs
25,000 earlier.
Seva Bhoj Yojna: new scheme worth Rs.325 crore launched by the Ministry of Culture,
Government of India
On August 2, 2018, the Ministry of Culture, Government of India launched the new scheme Seva
Bhoj Yojna.Total outlay of the scheme is Rs. 325.00 Crores for financial years 2018-19 and 2019-
20.
i.With an Objective to reimburse the CGST and IGST to Religious / Charitable Institutions who
provide Food free of cost without any discrimination to Public/Devotees.
ii. Institutions such as Temples, Gurudwara, Mosque, Church, Dharmik Ashram, Dargah, Matth,
Monasteries etc. existing for at least Three years before applying for financial
assistance/grant.Those who serve free food to at least 5000 people in a month.
iii.Institutions coming under: section 10 (23BBA) of the Income Tax Act, 1961, 12AA of the
Income Tax Act, 1961, section 8 of the Companies Act, 2013 or section 25 of the Companies Act,
1956, Societies Registration Act, 1860.
How it will work:
i. Religious / Charitable Institution shall first register with Darpan Portal of NITI Aayog and get

On 30th July 2018, Chhattisgarh Chief Minister Raman Singh and actress Kangana Ranaut
launched ‘Mobile Tihar’, a smartphone distribution scheme under the Sanchar Kranti Yojna
(SKY) in Raipur, Chhattisgarh.
i. The scheme has been launched to distribute smartphones to women and students. It will benefit
more than 50 Lakh people.
ii. As a part of this scheme, 556 new mobile towers will be set up in Chhattisgarh.
Bihar CM Nitish Kumar launched Mukhyamantri Kanya Utthan Yojana for empowerment
of girls
On August 8, 2018, Bihar Chief Minister Nitish Kumar launched Mukhyamantri Kanya Utthan
Yojana for empowerment of women.
i. A sum of Rs 7221 crore will be spend in a year on the programme.
ii. It will be run by three departments — education, health and social welfare.

iii. It will provide Rs 54,100 from the birth of a girl child till she graduates.
The break-up of the scheme is as follows:
Under this, on birth of a girl child her family would get Rs 2000.
After preparation of her Aadhaar card, the family would get an additional amount of
Rs 1000.
If the whole range of immunisation is completed within two years of a girl’s birth, a sum
of Rs 2000will be given.
After entry into class one in a school, a girl will get Rs 600 for purchase of uniform.
Similarly, she will get Rs 700 for uniform in between class three to five and it will be scaled
up to Rs 1000 when she reaches 6th to 8th standard and Rs 1500 in between 9th to 12th
standard.
On clearance of Intermediate, a sum of Rs 10,000will be given to encourage her to
pursue higher education. (unmarried girls only )
After doing graduation, she will get Rs 25,000. (married and unmarried girls)
iv. It also provides incentive for completing immunisation within two years of birth
v. The list of the girls who have cleared the intermediate examination this year will be given Rs
10,000 under this scheme.
Other Announcements:
i. The amount under the ‘Bicycle Yojna’ has been increased from Rs 2500 to Rs 3000 .
ii. The amount for purchase of sanitary napkin has been increased to Rs 300 from
existing Rs 150 under the ‘Kishori Swasthya Yojna.’
Telangana CM launched 2 schemes for people of the state on 72nd Independence day
On August 15, 2018, on the eve of 72nd Independence Day, Telengana Chief Minister K.
Chandrasekhar Rao launched two major schemes:
Rythu Bima: insurance to farmers
Kanti Velugu: free eye screening for all citizens.
About Rythu Bima:
i. Under this scheme, every farmer would be provided with life insurance cover of Rs 5 lakh.
ii. It will cover 28 lakh farmers aged between 18 and 59 years.
iii. The government has already paid Rs 636 crore towards premium to Life Insurance Corp.
iv. It will bear the annual premium of Rs 2,271 per farmer.

Kanyashree Prakalpa scheme: West Bengal Government removed family income ceiling.
On August 16, 2018, West Bengal CM Mamata Banerjee lifted family income ceiling for the
beneficiaries of women welfare scheme ‘Kanyashree’.
i. Earlier the ceiling was : Rs 120,000 or less.
ii. This would cost the state government an additional Rs 200 crore.
iii. The state had already incurred an annual expenditure of Rs 1200 crore under the scheme in
2017.
Other Announcements:
i. A university for the girls under this scheme to pursue higher education would be built.
ii.The state education ministry would hold special training camps for the girls to provide skill
trainings for jobs.
About ‘Kanyashree’:
Kanyashree was launched in 2013 to prevent early marriage of girl children of socio-economically
disadvantaged families whose annual income is Rs 120,000 or less.
Cabinet approved continuation of Capacity Development Scheme for the period 2017-18
to 2019-20
On September 12, 2018, the Cabinet Committee on Economic Affairs, chaired by the Prime
Minister Shri Narendra Modi approved continuation of the Capacity Development Scheme for the
period 2017-18 to 2019-20.
This would have an outley of Rs 2,250 crore.
It is an Ongoing Central Sector Scheme of MoSPI andaims to augment infrastructural, technical as
well as manpower for timely Official Statistics.

i. It also added more incentives to encourage people to open bank accounts.
ii. The added benefits are as follows:
The over-draft limit for account holders has now been doubled to Rs 10,000 and
The free accident insurance cover for new accounts after August 28 has been doubled to Rs 2
lakh,
No conditions will be attached for over-draft of up to Rs 2,000,
The upper age limit for overdraft facility has been hiked to 65 from the earlier 60 years,
Facts about Jan Dhan Yojana:
i. It was launched in August 2014 for a period of four years.
ii. There are approximately 32.41 crore Jan Dhan accounts having a total deposit balance
of Rs 81,200 crore.
iii. 53% of the account holders are women.
iv. 30 lakh people have so far availed the over-draft facility.
v. 83 per cent of the accounts are seeded with Aadhaar.
New Umbrella Scheme “Pradhan Mantri Annadata Aay SanraksHan Abhiyan” (PM-
AASHA) approved by the Cabinet
On September 13, 2018, the Union Cabinet approved new umbrella scheme ‘Pradhan Mantri
Annadata Aay Sanrakshan Abhiyan, PM-AASHA.
Objective:
Aimed at ensuring remunerative prices to farmers for their produce as announced in the Union
Budget for 2018.

i. An additional government guarantee of Rs.16,550 crore has been provided making the umbrella

First Tribal Circuit Project under Swadesh Darshan Scheme inaugurated by Tourism

On September 14, 2018, Union Minister of State for Tourism K J Alphons inaugurated the

and Tirthgarh.
Other News:
Under the tribal circuit theme of the scheme the Ministry has sanctioned 4 projects to Nagaland,

Tamil Nadu govt announced scheme for the protection of the exotic Neela Kurinji plants
On September 21, 2018, Tamil Nadu government announced scheme for the protection of the

About Ayushman Bharat – National Health Protection Mission (AB-NHPM):
i. Ayushman Bharat – National Health Protection Mission is a scheme that was announced by the
Union Minister for Finance and Corporate Affairs, Shri Arun Jaitely while presenting the
General Budget 2018-19 will cover over 10 crore poor and vulnerable families (approximately 50
crore beneficiaries) providing coverage upto 5 lakh rupees per family per year for secondary and
tertiary care hospitalization. It will subsume the on-going centrally sponsored schemes –
Rashtriya Swasthya Bima Yojana (RSBY) and the Senior Citizen Health Insurance Scheme
(SCHIS).
ii. Under this scheme , Rs 1200 crore has been allotted for establishing 1.5 lakh Health and
Wellness Centres . 24 new Government Medical Colleges and Hospitals will be set up, by up-
grading existing district hospitals in the country. At least 1 Medical College for
every 3 Parliamentary Constituencies and at least 1 Government Medical College in each State of
the country.

RK Singh launches award scheme under ‘Saubhagya’ for achieving 100 % household
electrification
On 15th October 2018, RK Singh, Minister of State (IC) for Power and New & Renewable Energy
announced an award scheme under Saubhagya to felicitate the DISCOMs (Distribution
Companies) / Power Department of States and their employees for achieving 100 % household
electrification.
i. 8 states(Andhra Pradesh, Gujarat, Goa, Haryana, Himachal Pradesh, Kerala, Punjab and Tamil
Nadu) which had already achieved more than 99 % household electrification before the launch of
Saubhagya are not eligible for the awards.
ii. Awards will be given in 3 categories for DISCOMs / Power Departments of:
Special Category States (which includes 7 North Eastern States, Sikkim, J&K and
Uttarakhand)
other than Special Category States (which includes Bihar, Chhattisgarh, Jharkhand,
Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Telengana, Uttar Pradesh
and West Bengal) having more than 5 Lakh un-electrified households
Other than Special Category States having less than 5 Lakh un-electrified households
iii. Two quantum of award will be granted in each of the 3 categories. The 1st DISCOM / Power
Department of States to achieve 100 % household electrification by 30th November 2018 will be
awarded Rs. 50 Lakh under 1st quantum and Rs. 100 Crore under 2nd quantum.
iv. Other DISCOM/Power Department of States to achieve 100% household electrification by
31st December 2018 will be awarded certificate of appreciation for five officials.

Rs.10000 p.a worth of Free Electricity To Farmers To Increase Their Income: Rajasthan

On October 7, 2018, the Rajasthan government launched a scheme aimed to provide free
electricity to farmers of the state having electric connections in general category for specific
limit.With an Objective to increase farmer’s income.
i. According to the scheme, more than 12 lakh farmers of the state will receive free electricity up
to Rs 10,000 for a year on their agricultural electricity connection.
ii. As per the scheme, upon successful payment of the bill by farmers, a Direct Benefit transfer
(DBT) with maximum of Rs. 833 per month would be deposited to the accounts of the farmers.
iii. It will be effective from November 2018.
iv. Power distribution companies in Jaipur, Ajmer and Jodhpur have been given the orders for the
same by the Energy Department.

i. The state government claims to have infused Rs 40,000 crore for electricity
infrastructure development.

Wage Compensation scheme for Pregnant Women in tea gardens of state of Assam
launched in Guwahati, Assam
On October 1, 2018, Assam Chief Minister Sarbananda Sonowal launched Wage Compensation
scheme for Pregnant Women in tea gardens of the state in Guwahati.With an Objective to reduce
maternal and neonatal mortality in the tea growing areas.
i. For the implementation of this scheme, An amount of over Rs 55 crore has been allotted in the
state’s 2018-19 health Budget.
ii. According to the scheme, the pregnant woman would receive an amount of Rs. 12,000 given
in 4 installments.
iii. The disbursement will be in the following manner:
The first installment of Rs 2,000 will be provided during the Ante-Natal Check-up (ANC)
registration within the first trimester,
Second installment of Rs 4000 during the sixth month of the pregnancy,
The third installment of Rs 3000 during delivery at a government-approved health
institution and
The fourth installment of Rs 3,000 during the sixth week post-delivery.
iv. Over 60,000 women are likely to be benefited with 48,000 pregnant women every year.
v. Additionally, at least 500 girls from the tea community will be given free training on nursing in
the coming year.
Odisha launched its State Food Security Scheme covering 25 lakh poor people on Gandhi
Jayanti
On October 2, 2018, the Odisha government launched its own State Food Security Scheme
(SFSS).
i. Under this scheme, 18.32 lakh poor and eligible people will receive 5 kg of rice at the rate

Kerala Government launches ‘Gau Samridhi Plus scheme’ for dairy farmers
On 16th November 2018, Kerala Chief Minister Pinarayi Vijayan launched the ‘Gau Samridhi Plus
scheme’ or ‘Cow Samridhi Plus Scheme’ to offer insurance coverage to dairy farmers in Kerala.
i. Cow Samridhi Plus Scheme is a government subsidized scheme. It will provide insurance
coverage to dairy farmers at low premium rates.
ii. Farmers from general category will receive 50% subsidy on premium. Farmers from Scheduled
Caste (SC) and Scheduled Tribe (ST) category will receive 70% subsidy on premium.
iii .Also, the Kerala government in collaboration with the Central government has decided to
establish a regional autism and research centre at the National Institute of Physical Medicine and
Rehabilitation (NIPMR) in Thrissur.

Delhi government, Indian Railways partnered for Mukhyamantri Tirth Yatra Yojana
On November 1, 2018, the Delhi government along with the Indian Railways launched a scheme
to give free tourism package for senior citizens travelling to 5 religious circuits.
The name of the scheme is: Mukhyamantri Tirth Yatra Yojana.
i. The MOU was signed by:
The Delhi Tourism & Transportation Development Corporation Ltd., Delhi government and
The Indian Railways and Catering Tourism Corporation (IRCTC) in the presence of Deputy
Chief Minister Manish Sisodia at the Delhi Secretariat in New Delhi.
ii. Under the scheme,
1100 senior citizens from all Delhi constituencies will be able to avail the offer,

Andhra, Himachal and Madhya Pradesh best performing states under maternity benefit
programme PMMVY: MoSWCD
On December 21, 2018, Minister of State for the Women and Child Development Virendra
Kumar released the performance of states and UTs under the maternity benefit programme
named Pradhan Mantri Matru Vandana Yojana.

About Ayushman Bharat –Pradhan Mantri Jan AarogyaYojana (AB-PMJAY):
i. The AB-PMJAY was launched by the Prime Minister, Shri Narendra Modi on 23rd September,
2018 at Ranchi, Jharkhand.
ii. This is the “world’s largest government funded healthcare program” targeting more than 50
crore beneficiaries.
iii. The scheme will provide a cover of up to Rs. 5 lakhs per family per year, for a cashless and
paperless access to secondary and tertiary care hospitalization.
iv. 1,50,000 Health and Wellness Centres will be created at primary level for covering both
maternal and child health services and non-communicable diseases, including free essential drugs
and diagnostic services. The first Health and Wellness Centre was launched by the Prime Minister
at Jangla, Bijapur, Chhatisgarh on 14th April 2018.

Odisha government announces Rs 10,000 crore KALIA scheme for farmers development
On 21st December 2018, the Odisha Cabinet headed by CM Naveen Patnaik announced
the Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme to
empower small, marginal & landless farmers as well as landless labourers.
Key Points:
i. The Rs 10,000 crore scheme, which would be executed through Direct Benefit Transfer (DBT)
mode, covers 92% (over 30 lakh) of cultivators, loanee and non-loanee, share-croppers &
landless labourers.
ii. According to the scheme an amount of Rs 10,000 per family at the rate of Rs 5,000 each for
Kharif and Rabi seasons shall be provided as financial assistance for taking up cultivation.
iii. This assistance is for five crop seasons spanning three years from 2018-19 to 2021-22 and is
also not linked to the extent of land owned thereby benefiting share croppers and actual
cultivators most of whom own very small extent of land.
iv. The KALIA scheme also has a component for about ten lakh landless households in the form of
livelihood support by providing each household a unit cost of Rs 12,500 to take up activities like
goat rearing units, mini layer units, duckery units, fishery kits for fishermen and women,
mushroom cultivation and bee keeping.
v. Beside this an annual financial assistance of Rs 10,000 per household will be provided to take
care of sustenance of farmers not able to take up cultivation due to old age, disability, disease or
other reasons.
vi. Life insurance cover of Rs 2 lakh and additional personal accident cover of Rs 2 lakh will also
be provided to both cultivators and landless agriculture labourers covering about 74 lakh
households.
Rs 50 crore Science and Technology Innovation fund, first in the country, approved by
Gujarat CM Vijay Rupani
On December 5, 2018, Gujarat Chief Minister Vijay Rupani approved 50-crore rupees
to Science & Technology Innovation (STI) Fund for assistance in research and development.
Gujarat thus became the first state in the country to create such a fund for high-end technology
and innovation.
i. The assistance will be for a maximum period of three years.
ii. Assistance up to Rs. 50-lakh will be provided to UGC and AICTE recognized central and state
universities and colleges.
iii. Similar assistance have been provided under the Biotechnology Policy and IT Policy which will
be implemented by Gujarat Council of Science & Technology (GUJCOST) as identified by
Gujarat Government’s Science & Technology Department.
