The Northern Negros State College of Science and technology has a humble beginning.
What one stands as the only state college on Northern Negros and the only science and
technology state college in the province of Negros Occidental was once the Old Sagay
Barangay High School (OSBHS) that started to operate in 1970. Its foundation was made
possible by then Municipal Mayor Alfredo G. Maranon, Jr., Brgy Captain Pedro G. Katalbas
In 1978, OSBHS was converted into a Municipal High School with Priscilla L. Amar as
the head designate. In that same year, Mayor Alfredo G. Maranon, Jr. and Dr. Elpidio M.
Icamina, President of the Iloilo State College of Fisheries (ISCOF), Barotac Nuevo, Iloilo
extension campus of ISCOF. Five years later, the passage of B.P. 359 on March, 1983,
which was authored and sponsored by then Assemblyman Alfedo G. Maranon, Jr.

IMPLEMENTATION
The College has its calendar of programs and activities. It includes the monitoring
and/or review of the VMGO. Since the college is restricted by its mandate ( R.A. 8448) there

incoming freshmen and Transferees. This is to ensure that these new students will be

VMGO , additional information, updates and other activities are announced through
memorandum or communication posted in the bulletin boards. Others are through Supreme
Students Council body or the Department or classroom officers. Outputs and others
concerns are also printed in school publication, journals, leaflets, flyers and newsletters.

a. Administrators
Every Head of Office in the College has their own functions and commitments to
perform. Each of them if ask and given the opportunity to give opinion regarding the
Vision, Mission, Goals and objectives, will give you a solitary answer. As government
servants, they are regulated to follow what is required in the College Code and Civil
Service Covenant and will work for the achievement stipulated in the VMGO.
b. Faculty
The Faculty Members of the College are obliged to discuss and disseminate the VMGO
of the students as a part of the curriculum. Since it is considered as the part of every
topic as reflected in the Course Syllabi, they assured as interviewed the students are
required not just to memorize the VMGO, but to internalized as well.
c. Staff
The College Staff are mandated to perform their function as prescribed. Thus,
according to them, it is understood that they need to observed, respect and follow what
the necessary behavior or ethics needed to show costumer care in every transactions they
are dealing as reflected in civil service code. As such, goals of the college be successfully
achieved.
d. Students
As part of the curriculum, students are aware of the purpose of the VMGO since they
are obliged to memorize such. They are guided that every details of it should reflect on
their way of life as a student, make it as their motivation to perform their best in their
studies, and a guide to their future success.

The school has its programs on the review and monitoring of the VMGO such as student’s
orientation, stakeholders meeting, faculty and staff forum, tripartite, and others to ensure
its transparency towards proper implementation of what is/are mandated.

Each of every faculty members in general are aware of the institution’s policy.
Communications are being disseminated if not by memorandum, through social media,
thus everybody is aware. Faculty is also guided in all school activities and updates
through a Faculty and Staff Forum every end of the month. The faculty has also its
association where issues and concerns are being aired and discussed. It is the faculty
president’s function to raise to the Board of Trustees whatever concerns that needs
approval or permission.
The staff has also its mandate to perform. They are bounded by the civil
service code to deliver services properly. Each office is monitored through
5’S t 1 to ensure and maintain their social and moral rules. The HR also
established performance evaluation as one way to check and determine the
weaknesses of every office for better improvement.

3. EXTENT of COMPLIANCE with the Team Recommendations for Area I – VMGO in

Areas Needing Improvement
1.There is no instrument to measure the level of understanding and
acceptability of the VMGO.
2. The educational classroom practices and activities are not sufficient
enough to attain the Goals and Objectives of the different programs under
survey.
3.The external stakeholders who were reviewed don’t have any idea as to
the significance/importance of the VMGO posted in bulletin board and in
printed materials.
Recommendations
1.A survey instrument maybe provided to measure the level of acceptability
and understanding of the VMGO.
2. A symposium with the stakeholders on the implication of the VMGO may
be done.
3. VMGO bulletin boards may be placed in strategic places in the community
for information/dissemination purposes.
