The Vision, Mission, Goals and Objectives


(VMGO)

PARAMETER A – Statement of the VISION, MISSION, GOALS and OBJECTIVES

 SYSTEM-INPUTS AND PROCESSES

 1. State the Vision of the University/College

Northern Negros State College of Science and Technology envisions a skillfull and

productive manpower, qualified and competent professionals endowed with

leadership qualities and committed to public; possess a common shared values,

and capabilities to integrate and use new knowledge and skills in various vocations

and professions to meet the challenges and opportunities of this millennium.

 2. State the Mission of the University/College

To train and develop semi-skilled manpower, middle level professional and

competent and qualified leaders in the various professions responsive to the needs

and requirements of the service areas providing appropriate a relevant curricular

programs and offerings, research projects and entrepreneurial activities, extension

and progressive leadership to effect socio-economic benefits and thereby improve

quality of life.

 3. State the Goals of the Academic Unit

To develop and maintain a relevant and other health – related competitive nursing

education.

To train students to acquire cognitive, technical, interpersonal and ethico- legal

and skills in nursing profession.

To mold students to possess the qualities of a compassionate worker

To enable graduates to be successfully competitive for jobs locally and

internationally.

 4. State the Objective/Outcomes of the Program

The College of Nursing aims to produce health care providers who:

- Has acquired knowledge, skills and attitudes in assisting the individual, the

family and community towards the promotion and maintenance of health.

- Has imbibed a sensitive awareness to the ethico-legal and moral – spiritual

and social aspects and responsibilities for the health care profession.

 Illustrate and describe the historical formulation, monitoring and review of the

VMGO.

The Northern Negros State College of Science and technology has a humble beginning.

What one stands as the only state college on Northern Negros and the only science and

technology state college in the province of Negros Occidental was once the Old Sagay

Barangay High School (OSBHS) that started to operate in 1970. Its foundation was made

possible by then Municipal Mayor Alfredo G. Maranon, Jr., Brgy Captain Pedro G. Katalbas

and Mr. Leopoldo Fernandez, who became its first principal.

In 1978, OSBHS was converted into a Municipal High School with Priscilla L. Amar as

the head designate. In that same year, Mayor Alfredo G. Maranon, Jr. and Dr. Elpidio M.

Icamina, President of the Iloilo State College of Fisheries (ISCOF), Barotac Nuevo, Iloilo

signed the historical Memorandum of Agreement that transformed OSBHS into an

extension campus of ISCOF. Five years later, the passage of B.P. 359 on March, 1983,

which was authored and sponsored by then Assemblyman Alfedo G. Maranon, Jr.

converted the OSBHS to Iloilo State College of Fisheries – Sagay Branch.

In 1998, made a special mark on the history of the College. On January 9 into the

Northern Negros State College of Science and Technology. , Republic Act 8448 became

a law converting the Iloilo State College of Fisheries – Sagay Branch The

historical law was authored and sponsored by Hon. Alfredo G. Maranon, Jr. ,

Representative of the Second Congressional District of the Province of Negros Occidental.

This earned fot the Congressman the distinction the “ Father of NONESCOST”. Those

who worked with him for the passage of the law where Hon. Joseph G. Maranon, City

Mayor Sagay, Dr. Elpidio A. Locsin, Jr. , President of ISCOF, and the men and women who

were already then part of the College.

This Republic Act 8448 was bounded by its Mandate, Vision, Mission, Goals and

Objectives. The formulation of such were headed by the late Dr. Manuel

Penachos, a faculty member and who became the 2nd Officer of the College on June

1999 and eventually became the First President months later. With him during the

formulation were the faculty and staff of the college.

During the first visit of AACUP Accreditors in 2007, one of the recommendations in

Area I was the translation of the VMGO to the local dialect. As such, 2009, the said Mandate, Vision,

Mission and Objectives were translated to the local dialect by the group of senior faculty members

headed by Prof. Carlos Maderazo and Dr. Alberto Silva. It was approved and recommended by the

Academic council to the Board of Trustees for Board Resolution. Thus, on October 5, 2009 the Board

Resolution No. 033, S.2009 has been approved. This is a Resolution conforming the translation of the

College Vision, Mission, Goals and Objectives to our local dialect, and the revision of the TED Objectives.

 IMPLEMENTATION

 Describe the stakeholders’ participation in the formulation/monitoring/review


of the Objectives of the Program.

The College has its calendar of programs and activities. It includes the monitoring

and/or review of the VMGO. Since the college is restricted by its mandate ( R.A. 8448) there

is no VMGO formulation activity to be reflected.

One of the College activities during the opening, is to conduct an orientation for

incoming freshmen and Transferees. This is to ensure that these new students will be

guided with the school policies and guidelines. This includes of course with the discussion of

the VMGO of the College and of every unit as a sort of monitoring and review.

Aside from the students orientation, parents, Alumni, Cooperating agencies and other

concerned groups has also scheduled Stakeholders meeting/forum to ensure proper

dissemination of VMGO and other concerns. The school has also conducted tripartite

meeting every quarter to ensure proper monitoring for the achievement of the VMGO
.
VMGO , additional information, updates and other activities are announced through

memorandum or communication posted in the bulletin boards. Others are through Supreme

Students Council body or the Department or classroom officers. Outputs and others

concerns are also printed in school publication, journals, leaflets, flyers and newsletters.

 OUTCOMES

The college conducted a research study on awareness and acceptability of the
Mission, Vision Goals and Objectives by the different stakeholders. This research
was initiated and executed by the department.

 Describe the results of the interview with the administrators, faculty, staff and
students.

a. Administrators

Every Head of Office in the College has their own functions and commitments to
perform. Each of them if ask and given the opportunity to give opinion regarding the
Vision, Mission, Goals and objectives, will give you a solitary answer. As government
servants, they are regulated to follow what is required in the College Code and Civil
Service Covenant and will work for the achievement stipulated in the VMGO.

b. Faculty

The Faculty Members of the College are obliged to discuss and disseminate the VMGO
of the students as a part of the curriculum. Since it is considered as the part of every
topic as reflected in the Course Syllabi, they assured as interviewed the students are
required not just to memorize the VMGO, but to internalized as well.

c. Staff

The College Staff are mandated to perform their function as prescribed. Thus,
according to them, it is understood that they need to observed, respect and follow what
the necessary behavior or ethics needed to show costumer care in every transactions they
are dealing as reflected in civil service code. As such, goals of the college be successfully
achieved.

d. Students

As part of the curriculum, students are aware of the purpose of the VMGO since they
are obliged to memorize such. They are guided that every details of it should reflect on
their way of life as a student, make it as their motivation to perform their best in their
studies, and a guide to their future success.

The school has its programs on the review and monitoring of the VMGO such as student’s
orientation, stakeholders meeting, faculty and staff forum, tripartite, and others to ensure
its transparency towards proper implementation of what is/are mandated.

2. IMPLEMENTATION

Each member of the institution is aware of the system or procedure of the College.
They are even guided of every details and its protocol. Each Head of office has their own
policy or guidelines in their department. Whether it is on students, faculty and for its
stakeholders or clientele, still it is anchored on what the institution’s manual has
stipulated.

a. Administrators

As an administrator or Head of office of a particular Department, it is vital to follow


and submit to what the higher authority is advice. Memorandum or any communications
are given action as provided by the subject. Concerns on its department are closely
monitored as reflected in every action plan and other concerns. Faculty and students are
motivated to participate in every school activities. Every details of department concerns
are properly documented and widely disseminated or by conducting a meeting.

b. Faculty

Each of every faculty members in general are aware of the institution’s policy.
Communications are being disseminated if not by memorandum, through social media,
thus everybody is aware. Faculty is also guided in all school activities and updates
through a Faculty and Staff Forum every end of the month. The faculty has also its
association where issues and concerns are being aired and discussed. It is the faculty
president’s function to raise to the Board of Trustees whatever concerns that needs
approval or permission.

c. Non – Teaching staff

The staff has also its mandate to perform. They are bounded by the civil
service code to deliver services properly. Each office is monitored through
5’S t 1 to ensure and maintain their social and moral rules. The HR also
established performance evaluation as one way to check and determine the
weaknesses of every office for better improvement.

d. Students

Students are given orientations at the opening of school year. This is to


remind and refresh them of the school policy as reflected in their student’s
handbook. Every details are being discuss. First day of class will contains
and orientation and part of it is discussing the VMGO. Additional information,
updates and other activities are announced through memorandum or
communication posted in the bulletin boards. Others are through Supreme
Student’s Council body or the Department or classroom, journals, leaflets,
flyers and newsletters.

Mission, Goals and Objectives by the different stakeholders. This research was initiated
and executed by the Department.

educational practices and activities;

As an educational institution, the Vision, Mission, Goals and Objectives should


not only be within the bulletin board, posters or in any documentation alone.
Each item enumerated should be exercised and put into action in order to fulfill.
As reflected in the school calendar, students are also given educational activities
in order to cater their skills learned inside the classroom. They even have
activities to showcase their talents to modify their aesthetic values and moral
characters. Students are also motivated to exercise leadership and concerns not only
towards studentry but also to community that needs training and guidance to improve
their living.

Strengths

1. .The VMGO are visible in all offices and bulletin boards, student
handbook, career campaign materials and in every program/ invitation of the
school activities.
2. Pieces of evidence of relevant learning activities in all programs under
survey reflect congruency with the VMG and program Objectives.
Areas Needing Improvement
1.There is no instrument to measure the level of understanding and
acceptability of the VMGO.
2. The educational classroom practices and activities are not sufficient
enough to attain the Goals and Objectives of the different programs under
survey.
3.The external stakeholders who were reviewed don’t have any idea as to
the significance/importance of the VMGO posted in bulletin board and in
printed materials.
Recommendations
1.A survey instrument maybe provided to measure the level of acceptability
and understanding of the VMGO.
2. A symposium with the stakeholders on the implication of the VMGO may
be done.
3. VMGO bulletin boards may be placed in strategic places in the community
for information/dissemination purposes.
