1 General Information
The primary definitions used in this Part and other Parts of the Qatar Traffic Control
Manual (QTCM) are:

• ‘Must’ is used to indicate a legal requirement which must be complied with


• ‘Shall’ indicates an essential requirement of compliance with this manual
• ‘Should’ indicates a course of action that is strongly recommended
• ‘May’ is used to indicate an option that requires consideration, depending on the
circumstances

1.1 Requirements and Purpose of Traffic Control Devices


The Qatar Traffic Control Manual (QTCM) establishes the guidelines and principles
that dictate the design and application of traffic control devices. These traffic control
devices include traffic signs, road markings, and traffic signals, and are placed on,
over, or adjacent to a public roadway, and act to regulate, warn, or guide the traffic
flow on that particular facility.

To be effective, traffic control devices must meet the following basic requirements:

• Fulfill an important need


• Command attention
• Convey a clear, simple message
• Command the respect of all road users
• Be positioned to give adequate time for proper response

The purpose of traffic control devices is to improve roadway safety by providing for
the orderly movement of vehicles, pedestrians, and other conveyances throughout
the Qatar highway transportation system and to provide drivers with visual
information.

This visual information is conveyed to drivers as:

• Regulations
• Warnings
• Guidance

The requirements and purposes of traffic control devices can be achieved through the
correct design, application, placement, and uniformity, as specified in this Manual.

1.2 Standardization of Application and Design


Traffic control devices applied correctly can significantly improve both the safety and
operation of roadways.

In situations where non-standard traffic control devices are used in non-standard


applications, road users tend to disregard and disrespect the intended regulations or
warnings shown on these devices. The requirement for standardizing the application
of traffic control devices in Qatar has been raised due to the following factors:

• An increasingly more complex roadway network in Doha


• A large increase in traffic volumes within the city
• A large increase in the number of visitors unfamiliar with both Doha and the
surrounding area

When attempting to standardize the application of traffic control devices, the


following objectives must be achieved:

• Accuracy – where the sign face accurately displays a relationship to the roadway
conditions being experienced
• Uniformity – where the sign face, color, legend, and symbol are designed so that
reading and comprehension times can be kept to a minimum
• Consistency – where like situations on the roadway are signed and marked in a
consistent manner
• Continuity – where a particular message is continuously displayed until the
information provided is no longer relevant to the particular circumstances or to
the roadway conditions.

1.3 Approval for Placement


Traffic control devices shall be placed only with the approval of the Overseeing
Organization for the purposes of regulating, warning, and guiding traffic.

1.4 New Signs


There may be a requirement for new signs, in particular, temporary signs. In such
cases, the sign developed should comply with the design requirements specified in
this Manual for the particular sign classification, i.e., the correct shape, color, text,
and symbols. A full working drawing of any new design of sign should be submitted to
the Overseeing Organization.

1.5 Advertising Signs


Any signs or road markings that are placed within the public right-of-way and that do
not have the approval of the Overseeing Organization shall be removed. Any signs or
road markings advertising a private company, their products, or services shall be
prohibited from a public roadway unless specifically authorized by the Overseeing
Organization.

1.6 Bilingual Signs


The use of both Arabic and English in legends occurs for some regulatory, warning,
and guide signs and for some road markings.

Specific guidance on the use of bilingual signs and road markings is contained within
the different parts of the Manual:

• Part 2: General Road Signs


• Part 3: Signs Relating to Specific Types of Roads and Road Users
• Part 4: Guide Signs
• Part 6: Road Markings
• Part 7: Design Guide for Traffic Signs
• Part 9: Traffic Control Devices for Works on Roads and Temporary Traffic
Management

When designing new bilingual signs, use as few letter characters as possible, while
ensuring that the message is understood by all drivers. Reducing the number of letter
characters would generally reduce the overall physical size of the sign. This is of
particular importance on high-speed roadways, where messages using large Arabic
and English characters are required.

1.7 Classification
1.7.1 Traffic Control Device Classification
The Traffic Control Devices included in the QTCM are traffic signs, road markings, and
traffic signals.

Traffic signs, road markings, and traffic signals are broadly grouped into three major
classifications:

• Regulatory
• Warning
• Guide

A fourth group of traffic signs and road markings are those explicitly required for road
works and other forms of temporary traffic management. This group includes all three
classifications of traffic control device.

Traffic control devices are commonly classified into a number of main groups. The
different classifications of typical traffic control device are shown in Figure 1.1.

1.7.2 The Function and Classification of Signs


Signs are used to provide information to drivers and to control and guide traffic. They
are also used to promote road safety.

Signs are required where special regulations apply at specific locations, or only at
specific times, or where hazards are not self-evident.

There are three main classifications of traffic signs:

• Regulatory signs – are the means by which the Traffic Laws are put into effect.
Regulatory signs can either be mandatory or prohibitory
• Warning signs – alert drivers to potential hazards on the roadway ahead
• Guide signs – give road users route designations, destinations, directions,
distances or other information regarding their location or facilities

Signs are classified by their function, shown in Table 1.1.

• Warn of other temporary hazards that could endanger road users

1.7.3 Route Classification


Roadways within Qatar each fulfill certain functions within the overall network. A
hierarchy exists that defines their various roles. This hierarchy is described in
Section 1.1 of Part 4: Guide Signs.

1.8 Traffic Controls for General Use


1.8.1 Excessive Use of Signs
Regulatory and warning signs should only be used where they are actually required;
otherwise, they tend to lose their credibility and effectiveness.

Some information signs, i.e., directional guide signs, should be used frequently to
keep drivers informed of their location.

However, general information guide signs, such as signs providing tourist information,
can be overused, leading to sign clutter, and where located in close vicinity of
regulatory and warning signs, can result in drivers missing safety critical information
shown on these particular signs.

Periodic inspections should be made of brown tourist information guide signs to


check if the facility they are signing is still applicable. If not, the sign should be
removed.

1.8.2 Design of Signs


For a sign to perform correctly there must be uniformity in sign design, which includes
shape, color, dimensions, legends, illumination, and reflectorization.

Sign legibility is of prime importance. Achieving this is mainly dependent on the size of
lettering or symbols used. Additional contributory factors include adequate color
contrast between the lettering and/or symbols and the sign background and the sign
message.

Guidance on the correct size of sign can be found in appropriate parts of the QTCM:

• Regulatory and warning signs - Volume 1, Part 2: General Road Signs


• Guide signs – Volume 1, Part 4: Guide Signs and Volume 2, Part 7: Design Guide
for Traffic Signs

The functional roadway classifications are to be found in Volume 1, Part 2: Planning of


the Qatar Highways Design Manual (QHDM).

For symbolic signs, the size of the sign is directly related to the approach speed of
traffic. For information and directional guide signs, where the legibility of the words is
most important, different font sizes are used.

1.8.3 Retroreflectivity and Illumination


Regulatory and warning signs shall be reflectorized, or otherwise internally or
externally illuminated, to show the same shape and color in both daylight and
darkness. All information guide signs shall be reflectorized. Street lighting or highway
lighting is not a satisfactory substitute for sign illumination.

Illumination requirements for externally illuminated signs can be found in the current
version of the Qatar Construction Specifications (QCS).

1.8.3.1 Luminaires
Luminaires for externally illuminated signs shall be positioned as shown in Figure 1.2
and in accordance with the following general requirements:

• For a top-mounted luminaire, the outreach distance shall be between one third
and one half the sign face height
• For a bottom-mounted luminaire, the outreach distance shall be between 1.0 and
2.0 meters
• Luminaires shall be mounted so that they do not cast shadows across the sign face
during daylight hours
• Light from the luminaire(s) shall not spill around the sign plate (which might entail
the use of light spill screens – see Section 1.8.3.2)

1.8.3.2 Light Spill Screens


Where top or bottom light spill screens are specified for externally illuminated signs,
they shall extend the full width of the sign plate.

1.8.4 Maintaining Minimum Reflectivity


To maintain a minimum level of sign reflectivity specified in the current version of the
QCS, a number of assessment or management methods should be employed:

• A visual inspection from a moving vehicle during darkness conditions should be


undertaken. Signs that are identified having retroreflectivity below the minimum
levels, specified in the latest version of the QCS, should be replaced.
• Sign retroreflectivity is measured using a retroreflectometer. Signs with
retroreflectivity below the minimum levels, specified in the latest version of the
QCS, should be replaced.
• When signs are installed, the installation date shall be labeled/recorded to
establish the age of a sign. When signs exceed their expected life (about 10 years),
they should be replaced.
• All signs in an area or corridor, or of a given type, should be replaced at specified
intervals. This eliminates the need to assess retroreflectivity, or to track the life of
individual signs.

1.8.5 Sign Shapes


A list of standard sign shapes can be found in Figure 1.3.

• The octagon shape shall be reserved exclusively for the STOP sign
• The equilateral triangle pointing downwards shall be reserved exclusively for the
GIVE WAY sign
• The round shape shall be reserved exclusively for regulatory signs
• The rectangle shape with the longer vertical dimensions shall be used for
regulatory, diagrammatic warning signs, and map type directional guide signs
• The equilateral triangle pointing upwards shall be reserved exclusively for
warning signs
• The rectangle shape with the longer horizontal dimensions shall be used for far
advance directional guide signs, advance directional guide signs, directional guide
signs, and general information guide signs. This shape is also used for
supplementary plates or qualification plates below other signs
• The pointed rectangle with the long horizontal axis is reserved exclusively for flag
directional guide signs

1.8.7 Dimensions
The sign dimensions prescribed in this Manual shall be the standard for applications
on roadways within Qatar.

Where greater legibility is required, the size of signs should be increased above the
standard size. Larger sign sizes, designed for use on freeways and expressways, can
also be used to enhance legibility for road users on other facilities, for example, multi-
lane divided highways and undivided roadways having five or more lanes of traffic
and/or high vehicle speeds.

1.8.8 Symbols
Symbolic designs used on signs shall be the same as those shown in this Manual.

Although many standard symbols are oriented facing to the left, mirror images of
these symbols should be considered for use where the reverse orientation might
better convey the direction of movement to road users.

1.8.9 Word Messages


The Arabic letter style shall be the Naskh style. Proper names in Arabic should be
translated into English. Worded messages should be as brief as possible and the
lettering used should be large enough to provide the required legibility at an
appropriate distance.

To avoid confusion, worded messages should not contain apostrophes, question


marks, ampersands, or other punctuation, or characters that are not letters,
numerals, or hyphens unless absolutely necessary.

1.8.10 Messages Containing Numerals


Only Western Arabic numerals (i.e., 0, 1, 2, 3, 4, 5, 6, 7, 8, and 9) shall appear on all
signs showing height, length, width, or weight details and posted speed signs. Indian
numerals, i.e., (۰, ۱, ۲, ۳, ٤, ٥, ٦, ۷, ۸, and ۹) shall appear in addition to Western
Arabic Numerals on other signs containing numerical information, for example, time
restrictions.

1.8.11 Sign Borders


With the exception of warning signs, or other exceptions, which are described below,
all signs shall have a border the same color as the legend.

• Warning signs shall have a red border


• Regulatory signs shall have a red border, except for the STOP sign and the “No
Entry” sign, which shall have a white border
• Directional guide signs to military establishments shall have a red border

Border widths shall be 0.5 times the x-height. The corners of the sign border should
be rounded to match the rounded corners of the sign panel. More detail on the
design of sign faces can be found in Part 7: Design Guide for Traffic Signs.

1.8.12 Sign Conspicuity


Before drivers can comprehend or read a sign, they first have to see it. This function
of the effectiveness of the visibility of traffic signs is generally referred to as their
conspicuity.

A simple method of improving the sign’s conspicuity is to mount a sign on a blue or a


grey backing board. For safety reasons, the use of blue backing boards is
recommended for regulatory and warning signs.

Grey backing boards can be used to mount an assembly of signs. The minimum space
between any sign and the edge of the backing board should be 50 mm.

The minimum space between any two signs should be 100 mm.

Where there are more than two signs, the spaces between each of the signs should
be equal.

Signs of different widths should be centered horizontally on the backing board.

A less vivid method of increasing a sign’s conspicuity is increasing the size of a


standard regulatory, warning, or information guide sign.

Another method of improving a sign’s conspicuity would be to double-up a standard


regulatory, warning, or information guide sign, by adding a second identical sign on
the left hand side of the roadway. This is sometimes known as “gating.”

1.8.13 Standardization of Location


Standardization of sign location should be sought, but cannot always be achieved in
practice. Examples of heights and lateral locations of signs for typical installations are
illustrated in Figure 1.4 and Figure 1.5.

4. Certain regulatory signs are commonly located in front of drivers as they approach a turn. These signs
should be mounted as per dimension “E” rather than “C” if doing so will not create a visual obstruction.
5. When two signs of different classes are mounted on the same post a regulatory sign should be
mounted above an advance warning sign.
6. In rural areas (assumed to be un-curbed), vertical dimensions are measured up from the near side of
the pavement elevation (Point Y).
7. The use of a mounting height of less than 2000 mm is not recommended for Dimension “D” for signs
with a single support unless the support is provided with a breakaway system.
8. The maximum value stated may be exceeded, but individual structural designs should be provided for
all support structures.
9. When posts are required to be located behind a flexible beam guardrail, the minimum dimension
shall be checked for compatibility with the maximum deflection of the railing being used.
10. The minimum dimension given is the point of minimum clearance between the bottom of the sign
support structure and the pavement surface vertically below.
11. Where posted speed signs are provided on the narrow median and there is not sufficient space to
provide the necessary lateral clearance, an alternative location for the sign, e.g., on the merging
roadway, should be considered.

Normal practice is to locate signs on the right side of the roadway where the driver is
looking at the signs. If site conditions make this impracticable, a sign may be installed
on the left hand side of the roadway.

Overhead signs are often required where some degree of lane control is desirable,
where space is not available at the roadside, or where sign conspicuity is limited on
multi-lane situations.

Signs should be individually installed or mounted on separate posts except where one
sign supplements another or where route or directional guide signs are grouped to
clarify information to motorists.

Signs should be located so that they:

• Do not obscure each other by being located too close together


• Do not obscure the sight distance to approaching vehicles on the major roadway
for drivers who are stopped on minor roadway approaches
• Are not hidden from view by foliage or by other obstructions
• Optimize night time visibility by being at the correct orientation (Paragraph 1.8.17)
• Minimize the effects of dust and debris by being at the correct height and distance
from the edge of the roadway (Paragraphs 1.8.15 and 1.8.16)
• Do not create an obstruction for other users of the roadway, e.g., pedestrians and
cyclists (Paragraph 1.8.16)
• Do not affect the safety of pedestrians and/or cyclists

1.8.14 Overhead Sign Installations


Signs mounted overhead have value in many locations. The following scenarios
provide a basis for justifying whether the erection of overhead sign installations
would be beneficial:

• Congested location for roadways with two or more lanes


• Complex interchange design
• Three or more lanes in each direction
• Restricted sight distances
• Closely spaced interchanges
• Multi-lane exits
• Large percentage of trucks (i.e., over 20 percent of all traffic)
• Background street lighting
• High-speed traffic
• Consistency of sign message location through a series of interchanges
• Insufficient space for ground mounted signs
• Interchange of two freeways
• Restricted right-of-way

On multi-lane roadways, where a long single panel is mounted on an overhead


structure for providing straight through information common to all traffic lanes,
downward directional arrows may be used. The downward arrow should point to the
traffic lane to which they relate.

1.8.15 Mounting Height


In rural areas, signs erected at the side of the roadway should be mounted at a height
of at least 1.5 m measured from the bottom of the sign to the nearest edge of
the pavement.

In built up areas, where parking and/or pedestrian movements are likely to occur, or a
driver’s view could be obstructed, the clearance between the bottom of the sign and
the pavement should be at least 2.1 m. If bike movements are likely to occur on the
footway or roadway below, the clearance should be at least 2.3 m.

On major roadways (e.g., expressways, freeways), advance directional, directional,


and route confirmation guide signs should have a minimum clearance between the
bottom edge of the sign and the pavement of 2.1 m, but a 2.3 m clearance is
preferable.

Overhead signs should provide a clearance between the bottom edge of the sign and
the pavement of at least 6.5 m.

1.8.16 Lateral Clearance


To increase the safety of motorists who may accidently run off the roadway and strike
sign supports, signs should have the maximum practically achievable lateral clearance
from the edge of the live roadway without exceeding the maximum value quoted in
Table 1.3.

Signs should be at least 600 mm from the edge of the roadway. On major roadways
(e.g., expressways and freeways), the lateral clearance should be at least 1.2 m from
the edge of the shoulder. In rural areas, directional guide signs should preferably be
placed 9m from the nearest traffic lane.

In urban areas, the recommended minimum lateral clearance from the curb face is
0.6 m. However, signs must not block footways. This also applies to signal gantries
and all street furniture.

Consideration should be made of the use of cantilever signs on footways in


urban areas.

1.8.17 Orientation
Where mirror reflection (specular glare) is encountered, signs should be turned
slightly away from the roadway to minimize this effect.

On a straight length of roadway, the horizontal axis of a sign should be set at an angle
of 95 degrees away from the alignment of the right hand side of the roadway (see
Figure 1.6).

Applying this principle on roadways adjacent to each other (e.g., a service roadway
next to the highway), can result in the sign being visible by both streams of traffic
although the sign is aimed at one.

Care should be taken that the sign is only visible to the intended traffic stream.

On some bends, compromise solutions may have to be adopted. Generally, for a left
hand bend, a sign should be set at an angle of 90 degrees to a line tangential to the
right hand edge of the roadway at the point where the sign is erected (see Figure 1.7).

1.8.18 Mounting Signs


Signposts, foundations, and mountings shall be constructed to hold signs in a proper
and permanent position. Further information regarding these details can be found in
Sections 4.6 and 5 of Part 7: Design Guide for Traffic Signs.

Signposts should be designed to accommodate the total area of signs attached to


them. Purpose made metal posts should preferably be tubular and of uniform
diameter along their length. Signposts should not project above the top of the sign or
a lighting unit. For very large signs, i.e., directional guide signs wider than 4 m, used
on high-speed roadways, concrete or steel posts will need to be specially designed.
These signs will need to be framed or strongly braced. Design methods/criteria for
mounting very large signs can be found in the QCS.

Deaths or injuries to road users can be reduced by the use of passively safer signposts
in appropriate locations. Passive safety specifications can be found in the QCS.

To minimize sign clutter, a maximum of two signs should be erected on any one post.
If a supplementary plate is required for a sign, the combination of sign and plate may
be regarded as one sign. However, three signs may be mounted on one post, provided
no sign requires a supplementary plate.

A warning sign, or signs, shall not be mounted on the same post with either the STOP
or GIVE WAY sign.

Combinations of signs that may be mounted together should be placed from top to
bottom in the following order:

• STOP or GIVE WAY, or any triangular warning sign or signs


• Posted speed signs
• Other circular signs
• Rectangular signs

The separation between multiple signs installed on a single post shall be as shown in
Figure 1.8.

1.8.19 Gantry Mounted Signs


Gantries for traffic signs shall be positioned as specified in the contract specific gantry
schedule and signs shall be mounted on gantries as specified within the contract
specified drawings.

Part 13: Structures Interfaces.

1.8.20 Sign Backgrounds


The effectiveness of signs may be lost because of their setting. Smaller signs may fail
to stand out against either multi-colored or variegated background.

Advertisements located near, or behind signs, may prove distracting. Flashing or


brilliantly illuminated advertisements could provide a major distraction for road users
so that they miss signs.

When siting new traffic signs, both of the above points should be considered. In cases
where new advertisements have been positioned close to existing signs, it may be
possible to relocate these advertising signs to a more suitable location.

In situations where it is not possible to relocate a sign to avoid either a poor or a


distracting background, consideration should be given using a blue or grey backing
board of an appropriate size to partially screen the background.

1.8.21 Maintenance of Signs


Signs will become less effective not only when the sign face colors or legends
deteriorate, but also as a result of dirt, damage, or displacement due to crashes or
vandalism. Reflectorized or illuminated signs will soon lose their effectiveness if they
are damaged or become dirty.

All traffic signs should be cleaned regularly to maintain their effectiveness. Damaged
signs shall be replaced without delay.

Vegetation, such as trees and shrubs, should not obstruct sign faces.

Signs should be inspected periodically to enable easy repair and/or replacement.


Reflectorized or illuminated signs should be inspected in the dark.

The numbering system for signs and road markings has the signs grouped by class,
with a letter prefix appropriate to the class of sign:

• “R” - regulatory signs


• “W” - warning signs
• “G” - guide signs (i.e., information/directional guide signs)
• “E” - electronic signs
• “T” - temporary traffic management and road works signs
• “P” - supplementary plates
• “S” - symbols (i.e., service/standard symbols and tourist symbols)

Each sign number is constructed from six parts:

• Sign type identifier (single alpha character)


• Number (three digit number)
• Size identifier (optional single alpha character)
• Dash
• Left or right hand identifier (optional L or R character) – only required for signs
with left/right hand options
