1 Pedestrian Control, Protection,

and Facilities
The primary definitions used in this Part and other Parts of the Qatar Traffic Control
Manual (QTCM) are:

• ‘Must’ is used to indicate a legal requirement which must be complied with

• ‘Shall’ indicates an essential requirement of compliance with this manual
• ‘Should’ indicates a course of action that is strongly recommended
• ‘May’ is used to indicate an option that requires consideration, depending on the
circumstances

1.1 General
The safe movement, control, and protection of pedestrians can be facilitated through
infrastructure provision, (for example, dedicated roadway crossing points, barriers,
and refuges) and by warning and information signs that provide driver and pedestrian
information. There are a number of general considerations regarding the provision of
signs:

• The facility should be appropriate to the levels of expected usage and potential
pedestrian/roadway traffic conflict.
• The facility should make provisions for people with disabilities, the elderly, and
children.
• Where possible, street design and signage should follow consistent conventions
for driver and pedestrian understanding.

Provision of pedestrian facilities are classified as:

• Time separated facilities: zebra crossings, pedestrian activated signalized

crossings, or pedestrian phases at signalized roadway intersections
• Grade separated facilities: pedestrian underpasses or footbridges
• Physical pedestrian facilities: generally additional roadway/roadside infrastructure
to protect pedestrians, such as, curbed refuges to assist roadway crossing, curb
extensions, and protective pedestrian fencing

VOLUME 1 PAGE 1
VOLUME 1 PART 3
SIGNS RELATING TO SPECIFIC TYPE OF ROADS AND ROAD USER

Warning, information, and directional guide signs are provided for both drivers and
pedestrians about the pedestrian facilities

Advice on the appropriate type and the design requirements of pedestrian facilities is
provided in the QHDM.

The following sections provide the requirements of the signage that must, should, or
may be used.

1.2 Sign Size

The size identifiers for signs for pedestrian control, protection, and facilities are in
Table 1.1.

1.4.3 Vulnerable Pedestrians

Sign W408 should warn of the likely presence
of people with disabilities, particularly where
vulnerable pedestrians frequently use a
roadway without a proper footway.
Further guidance on the use of the “vulnerable
W408 pedestrians” sign W408 is in Chapter 3,
Section 3.9.3, Part 2: General Road Signs.

1.5 Pedestrian Information Signs

There are a number of different types of pedestrian information signs. The most
common types of pedestrian information signs found in Qatar are:

• Pedestrian crossing sign: to inform pedestrians of the location of an uncontrolled

zebra crossing.
• Pedestrian signal instruction sign: provided at a pedestrian crossing.
• Footbridge sign: used to indicate the location of a footbridge.
• Underpass sign: used to indicate the location of an underpass.

1.5.1 Pedestrian Crossing

Sign G200 shall inform pedestrians of the
location of an uncontrolled pedestrian
crossing. It is not used where the crossing is
controlled by traffic signals.

Where the footway is parallel to the roadway,

G200 signs are at the crossing on both sides of the

4 School Zones
4.1 General
This section provides the signage requirements for school zones. Guidance is provided
on the use of signs for child crossings, school buses, school posted speed zone, and no
stopping outside schools during designated times.

To identify that the appropriate signs are located on the approaches to, or within a
school zone, all regulatory and warning signs must be contained within a rectangular
backing board covered with fluorescent yellow–green retroreflective sheeting and the
reflective backing board sheeting should be surrounded by a black border (Figure 4.1).

4.3 School Zone Signs

4.3.1 Sign Clutter within School Zones
Within an individual school zone, there is the potential to install all school zone signs,
leading to a proliferation of signs, resulting in sign clutter. Warning signs W436 should
be used within all school zones. Warning signs W437 to W439 should only be used
where there is a specific hazard. Repeater signs for school posted speed sign R400
should be posted sparingly and not be located adjacent to school zone warning signs.

4.3.2 Children Crossing

Sign W406 must be used in conjunction with
supplementary plate P303 to form the
combined sign W436.
This sign must be used to warn drivers of the
proximity of a school where children will be
crossing the roadway.
W436
Sign W436 must be on both sides of the
roadway on the approaches to a school zone.
Where speed humps are present as part of a
traffic calming project within a school zone,
supplementary plate sign P303 can be replaced
by an alternative supplementary plate
containing the speed hump symbol (sign W410)
W437
to form the sign combination W437.

4.3.3 Speed Humps

Sign W438 may be used as an alternative to
sign W437 to warn of speed humps within a
school zone.
The use of sign W438 would be appropriate in
W438 locations where it would be difficult to install
sign W437 due to space limitations.
Sign W438 should be erected on both sides of
the roadway on the approaches to a school
zone where speed humps are present as part of
a traffic-calming project.

4.3.4 School Bus

Sign W439 should be installed on the right side
of the roadway before any on-street locations
in a school zone where a school bus, when
stopped to pick up/discharge passengers, is not
visible to road users for an adequate viewing
W439 distance.
Sign W439 should be shown in both Arabic and
English text.

4.3.5 School Zone Posted Speed

A school zone posted speed sign should be used to show the mandatory speed in
locations where a reduced posted speed zone has been established based upon an
engineering study.

Sign R400 shall be located on both sides of the

roadway at all approaches to a school posted
speed zone and repeated at appropriate
locations within the zone.
Sign R400 should be shown in both Arabic and
English text.

A “with-flow” bus lane is a bus priority measure where a traffic lane, which is on the
right hand lane of a roadway, is reserved for buses.

5.3.1 With-Flow Bus Lane Ahead

Sign R500 indicates the type of vehicles allowed
to use the bus lane.
Advance indication of a with-flow bus lane must
be provided by sign R500 and must be
positioned on the right side of the roadway 30 m
in advance of the start of the lead–in taper to
R500 the bus lane where the posted speed is 50 kph.
Where the posted speed is 80 kph, this distance
must be increased to 45 m.
Sign R500.1 must be used where a bus lane does
not operate at all times. This sign incorporates a
supplementary plate that indicates both the
days and times of operation.
This supplementary plate must be shown in both
Arabic and English text.

R500.1

5.3.2 With-Flow Bus Lane

Sign R501 must be used to specify that only
buses are allowed to use the bus lane.
This sign must be positioned on the right side on
the roadway at the end of the lead in taper to
R501 the bus lane and be located after each side
roadway that joins the major roadway
containing the bus lane.
Sign R501.1 must be used where a bus lane does
not operate at all times and needs to match
times shown on Sign R501.1. This sign
incorporates a supplementary plate which
indicates both the days and times of operation.
This sign must be shown in both Arabic and
English text.

9 Railway or Metro Line

Crossings and Facilities
9.1 General
This section specifies the traffic control devices used to warn and control traffic,
pedestrians, and cyclists in advance of railway or Metro line crossings for use on
roadways, including those on private roadways at depots and freight yards.

These traffic control devices are divided into two types:

• Passive control devices - that control the movement of vehicles, pedestrians, or

cyclists across a railway or Metro line crossing by traffic signs and other
appropriate devices, where none of these devices are activated by an approaching
train.
• Active control devices - control the movement of vehicles, pedestrians, or cyclists
across a railway or Metro line crossing by flashing light signals, barriers, or a
combination of both. These active control devices are activated both prior to, and
during, the passage of a train travelling through the crossing.

9.2 Sign Sizes

lights.
Sign R100 is used in combination with sign
R100 W506 “DRIVERS OF LONG LOW VEHICLES”
phone before crossing.
A long, low vehicle is a vehicle where the
combination of its length and clearance above
the roadway could result in the vehicle
grounding on the railway/Metro line crossing,
causing an obstruction that might not be
W506 cleared before the next train arrives.
The legend “LONG LOW” shown on sign W506
may vary to “LARGE OR SLOW”
The combination of sign R100 and sign W506
should be located on the right side of the
roadway at the user worked crossing.
R101 This sign should be in Arabic and English text.

Sign W510 is used at railway or Metro line

crossings where there is a risk of long and low
vehicles grounding on the actual crossing, thus
resulting in an obstruction on the crossing.
Sign W510 should be located on the right side
of the roadway. The distance of sign W510 from
W510 the crossing is dependent on the type of
crossing used.
Sign W510 could also be considered for use
where there is a risk of trucks grounding at
locations not near railway crossings.
Sign W511 instructs drivers of large or slow
vehicles to phone to gain permission before
crossing the railway or Metro line.
The lower panel of this sign specifies the
definition of “LARGE VEHICLES” in terms of
either the length/width or total weight of the
vehicle or “SLOW VEHICLE” in terms of its
speed.
W511 Sign W511 is located on the right side of the
roadway. The distance of sign W511 from the
crossing is dependent on the type of crossing
used.

SIGNS RELATING TO SPECIFIC TYPE OF ROADS AND ROAD USER

Signs W513, W513.1, and W513.2 are

countdown markers used to emphasize the
approach to a railway or Metro line crossing.
These countdown markers divide the distance
between the first countdown marker containing
three diagonal red bars and the crossing into
W513 W513.1 W513.2
equal lengths.
These diagonal, red bars DO NOT represent
intervals of 100 m, as used on signs W109,
W110, and W111.
These countdown markers are normally located
on the right side of the roadway approaching
the crossing.
If these countdown markers are used on the
outside of the roadway, the slope of the
diagonal bars should be reversed.
Table 9.5 shows the sizes or character heights of signs for railway or Metro line
crossings for approach speeds of 50 kph and 80 kph.

9.4 Active Control Devices

9.4.1 Flashing Traffic Light Signals
Sign E100 (flashing red or amber traffic signal) is
located at the railway or Metro line crossing.
The primary traffic signal should be located on
the right side of the roadway on each approach
roadway to the crossing.
E100 This signal should be located as close as
possible to the crossing.
At crossings where there are barriers, this signal
should be located no more than 1 m before the
barrier.
A secondary, duplicate flashing traffic signal
should be located on the left side of the
roadway on each approach to the crossing.
Where it is not practical to use a normal post
mounting for this traffic signal, it may be
mounted over the roadway if no part of the
traffic signal is less than 5.5 m above the
roadway surface.
The distance from where the flashing red or amber traffic signals should be seen by
approaching vehicles varies depending on the speed of the roadway. The
recommended minimum visibility distances are related to the 85th percentile speed of
approaching vehicles (Table 9.6).

9.4.2 Miniature Stoplights

Sign E101 (Miniature stoplights) comprises red
and green lights. These lights can be used at
user-worked crossings and footway crossings on
private roadways.
The green light is normally active for road users
and pedestrians, but when a train approaches,
E101 this automatically changes the lights to red.
The miniature stoplights should be located on
the right side of the roadway on each approach
to the crossing.
Sign W514 instructs users only to cross when the
green light is shown should be provided at the
user worked or footway crossing on private
W514 roadways.
This sign should be mounted below the
miniature stop light assembly at the crossing.
This sign should be shown in both Arabic and
English text with an aleph–height of 51 mm
(30 mm x–height).

9.5 Devices for Pedestrian and Bike Control at Railway or

Metro Line Crossings
Active control devices (i.e., control signals for pedestrians and cyclists) should ideally
be provided at railway or Metro line crossings.

Where active control devices are not provided for pedestrians and cyclists at
crossings, passive control devices (i.e., fixed signs) should be provided to warn
pedestrians and cyclists of the presence of the crossing.

9.5.1 Active Control Devices

Sign E102 is a pedestrian signal that is located
at the pedestrian gate position (if applicable) or
alternatively, the point pedestrians should
stand to wait safely for a train to pass.
The red figure displayed on this pedestrian
E102 signal flashes at the same rate as the flashing
traffic light signals at the crossing.
The diameter of signal E102 should be 200 mm
with a figure height of between 160 mm
(minimum) and 170 mm (maximum).

E103 may be added to the pedestrian signal
assembly at the crossing.
The diameter of signal E103 should be 210 mm.

E103

9.5.2 Passive Control Devices

Sign W515 is used at crossings where no active
control devices are provided for vehicles or for
pedestrians.
This sign should be located to face pedestrians
who are about to cross using designated
footways.
W515
Sign W515 is shown for a single track. The
legend “Look for trains” can be modified to
“Look for trains X tracks” where “X” is the
number of tracks.
The legend Look for trains should be shown in
both Arabic and English text with an aleph-
height of 51 mm (30 mm x– height).
Sign G206 is used at crossing points that are
primarily used for pedestrians (i.e., are not a
shared bike/pedestrian path).
This sign should remind cyclists that it would be
safer for them to dismount from their bikes and
G206 not to ride across the crossing.
This sign should be located at the entry to any
pedestrian enclosure on the approaches to a
crossing.

9.5.3 Road Markings for Railway or Metro Line Crossings

Chapter 15 of Part 6: Road Markings provides guidance on road markings for railway
or Metro line crossings.

9.6 Pedestrian Wayfinding Signs for Railway and Metro Line

Stations
Sign G212 is an example of a pedestrian
wayfinding sign to a railway station and is a
variant of sign G212 (pedestrian wayfinding for
tramway or LRT stations).
Sign G212 should be positioned in appropriate
G212 locations to make sure it is clearly visible to
pedestrians and is unlikely to be obscured by
street furniture or parked vehicles on the
footway.
Wayfinding signs for railway and Metro line
stations should be shown in both Arabic and
English text.
The aleph-height (x-height) of these particular
signs should be between 51 mm (30 mm) and
85 mm (50 mm).
