Raw Material & Packaging Labeling, Documentation, Packaging and

Certificate of Analysis Requirements

It is the policy of PPG to provide products and services to our customers that fully meet
their requirements, on time, every time. You, our supplier, play a key role in contributing
to our success in fulfilling our responsibilities to our customers. It is imperative that raw
materials and packaging supplies delivered to our production locations be labeled,
packaged, palletized and documented exactly to the requirements we have established.

The purpose of this brochure is to communicate our requirements to our suppliers. PPG
will accept only materials that conform to these requirements.

Adherence to these requirements will reduce the chance of errors in manufacturing and
subsequent costs associated with such errors. This will benefit both PPG and our
suppliers.

DEFINITIONS:
Labeling: Refers to both marking and imprinted labels. Information on imprinted labels
need not be duplicated with marking.

CHAMP Code: These are Codes to Help Avoid Mistakes in Production (CHAMP) that are
used to clearly identify materials. Examples are ALW-632 and PT-75-2308. CHAMP
Codes can be obtained from plant Raw Material Coordinators or Corporate Purchasing.
Within PPG Coatings & Resin plants, the CHAMP Code is used to determine the identity
of the material. Therefore, its accuracy, legibility and consistency are essential to the
manufacture of our products and safety of our people.

Safety and Health Index System (SHIS): PPG’s SHIS utilizes three number indexes of
hazard ratings: health, flammability, and reactivity. A fourth index indicates the personal
protective equipment that is to be worn when handling the material to protect the body
from chemical exposure. Examples are 1000A and 4*00E. An asterisk beside any
health rating of 3 or 4 indicates the presence of a chronic health hazard, in addition to
possible acute hazards. PPG’s SHIS Code may or may not agree with the manufacturer’s
hazard rating, but must be used. The HMIS Code is not an acceptable substitute.

LABELING:
PPG has two labeling requirements for all materials (except new
empty packaging). The first is for a three-colored SHIS label. SHIS
Labels can be printed by you to our specification or purchased from a
third party. SHIS labels contain the CHAMP Code, SHIS Code and
material description.

The second requirement is for the use of a label following the
NPCA Bar Code Labeling Guide; available from the National
Paint and Coatings Association, 1500 Rhode Island Avenue
NW, Washington, DC 20005, 202 462-6272, Fax 202 462-
8549. This standard was adopted in 1995. PPG requires the
following information to be bar coded and in human legible
form: Purchase Order #, Customer Part # (i.e., CHAMP Code),
Size or Container Type (as defined by PPG), Lot #, Net Weight
of each discreet container (pallets of bags are generally
considered to be one package for labeling purposes), and a Serial Shipping Container
Code. A Serial Code is an 18-digit number that may not be repeated within two years.
The nomenclature used is UCC/EAN-128 following the NPCA format. The height of
each bar code is 0.5 inches for all but the Serial Code, which is 1.0 to 1.5 inches in
height. PPG also requires that the Gross and Tare weights appear in human legible form
on the label, but these fields are not to be bar coded.

SHIS/NPCA Combination Label in place of the two


individual labels noted above is also approved for use. Upon
request, PPG can supply a combination label template for use
with Bartender label software by Seagull Scientific and a data
template to simplify the creation of a PPG-compliant
SHIS/NPCA Label. Suppliers would procure the label stock,
printer and software. The simplest method of label generation
using the combination system is to use three color label stock, a
laser printer and the Bartender software, although several
suppliers have developed their own combination compliance
labels which meet the PPG SHIS/NPCA requirements. The combination label should
reduce your labeling costs and reduce the labor expense of printing and applying the
PPG-required identification labels.

Label stock for both the NPCA Bar Code Label and the combination SHIS/NPCA label is
available from several third party suppliers. Contact your PPG purchasing agent for more
information.

Details on the number of labels required and the exact placement are described within
this brochure.

NEW EMPTY CONTAINERS


Drums Over 5 gallons (empty): PPG’s MT code must be
stenciled or labeled using contrasting colors on the side of the
drum, below the bottom rolling hoop. MT Code must be 1.0 to
1.5 inches in size. Date of manufacture must be imprinted or
labeled on the drum top or side.

New drums over 100L meeting a UN Package Specification must have the appropriate
UN Specification Marking permanently embossed on the bottom and durably marked on
the side near the bottom with a minimum of 0.5inch (12mm) size letters.

Empty Cartons, Pails and Cans: A placard (minimum 8” x 10”) securely attached to two
adjacent sides of the stack marked with:
 PPG MT code
 Standard description
 Date of manufacture
 Supplier’s lot number (prefaced “LOT”)
 Manufacturer or distributor name

RAW MATERIAL CONTAINERS


Small Containers (5gallon, 20L, or less):
 Place SHIS/NPCA Label on the body of the container
 Put handle on 5 gallon container
 Unless local approval has been granted, 40 pound net
maximum
 Any thin mil plastic packaging materials must comply
with the anti-stat requirements described in this
brochure. (“General Packaging Requirements” item #9).

Boxed Packages:
 Place SHIS/NPCA label on two adjacent sides of
external shipping containers.
 Place SHIS/NPCA label or mark same information on
all internal bags or containers.
 Any thin mil plastic packaging materials must comply
with the anti-stat requirements described in this brochure
(“General Packaging Requirements” item #9).

Drums:
 Place SHIS/NPCA label on both top and side of the
drum. The label on the top of the drum is to be centered
and perpendicular to the major bung. The label on the
side must be below the first rolling hoop and
perpendicular in reference to the top major bung.
 Unless local approval has been granted, 500 pound gross
maximum
 Unless local approval has been granted, no
reconditioned drums
 Fiber drums, at a minimum, must have a two inch striker
plate
 FM approved pressure-relieving nylon bungs (refer to p.
7 of this brochure)
 Plastic drum bung covers, only
 Drums must have two bungs: one for venting during
dispensing, and one for pressure relief in case of fire
 Any thin mil plastic packaging materials must comply
with the anti-stat requirements described in this brochure
(“General Packaging Requirements” item #9).

Bags: Bag stacking and labeling location should insure the visibility of the CHAMP code
on all sides of the pallet and all layers of the bags on the pallet. Pallet dimensions are
limited at some locations and should not exceed 48” high.
 Bags cannot hang over the edge of the pallet.
 Unless plant specific approval has been granted,
50 pound gross maximum per bag
 Apply SHIS/NPCA label or mark on the side of
each bag:
o PPG CHAMP Code
o PPG SHIS (Prefaced “SHIS”)
o Material description
o Lot number (Prefaced “Lot”)
o Net weight according to local convention
o If each bag is not labeled, place SHIS/NPCA Label on two adjacent sides
of the pallet, near the bottom under the shrink wrap for both full and
partial pallets.
 All codes must be in contrasting color, a legible size, and not in conflict with any
other markings on the bag.
 Mixed goods are to be clearly separated (e.g., using a cardboard layer)
 Pallets containing mixed goods must clearly display all relevant labels and be
marked as mixed goods

 Any thin mil plastic packaging materials must comply with the anti-stat
requirements described in this brochure (“General Packaging Requirements” item
#9).

Totes and Semi Bulk Containers:


 Place SHIS/NPCA label on two adjacent sides of the container. Check adhesion;
mechanically fasten or use transparent pouch.
 No changes to original design specifications without local approval.

 Only FIBC of Type D as defined in clause 7.2.6.8.4 of the CENELEC Code of


Practice CLC/TR 50404: 2003 shall be used. In order to satisfy the requirements
of this clause, FIBC Type D must be qualified as safe by demonstrating that no
incendive discharges will occur. Qualification of safety shall be achieved by
completing the test procedures specified in clauses 7.1 and 7.2 of the International
Standard IEC 61340-4-4* and by meeting the performance requirements specified
in clauses 5.1 and 5.2. In summary the requirements are:

i. Breakdown voltage < 6 kV (clause 5.1);

ii. No ignitions of gas mixture with minimum ignition energy of 0.14 mJ


when submitted to a charging rate of 3 µA at both low and ambient
humidity (clause 5.2).

*At the time of writing IEC 61340-4-4 has not been published. It is available as a
Committee Draft for Voting (CDV) dated June 4 th, 2004. The anticipated publication date
is mid-2005.

Tank Wagons and Tank Cars:


 Tag all valves and dome with weather proof SHIS/
NPCA label or show:
o PPG CHAMP Code
o PPG SHIS (Prefaced “SHIS”)
o Material description
o Lot number (Prefaced “LOT”)
o PPG Purchase order number (prefaced
“PO”)
 A tamper-evident seal is required at the hatch and valve.

 List previous contents. For solvent loads, list previous two contents carried in the
particular tankwagon.
 Tank wagon seals must have a unique number indicated on the tag and
corresponding paperwork

GENERAL PACKAGING REQUIREMENTS


1. Packaging must comply with applicable federal/ regional regulations (e.g., DOT,
Transport Canada, etc.) for hazardous materials along with appropriate markings and
labeling.

2. Packaging other than that described in this brochure (e.g., keg, short drum, etc.)
requires local plant approval.

3. The color of the marking and/or labels must be sufficiently different than the base/
background color of the container to assure clarity of the labeling information.

4. Extraneous information on labels is discouraged. Internal codes, advertisements,


slogans and other unnecessary information should be minimized and placed as far as
possible from the label information required by PPG.

5. Containers shall be secured in a manner to guarantee the integrity of the palletized


unit. Container labels should face outward when palletized.

6. Pallets are to be a maximum of 48 inches by 48 inches, in good condition, and able to


support the raw materials which are being transported.

7. Material in any container shall not deviate from the weight shown on the container’s
label by more than one percent (1%) if the labeled net weight is sixty (60) pounds or
less, or by more than one-half of one percent (0.5%) if the labeled net weight is
greater than sixty (60) pounds. In any case, the average of all containers should be no
less than the net weight.

8. The material’s date of manufacture must be stenciled on the package and shown on
the COA.

9. All plastic packaging materials (e.g., liners, shrink wrap, etc.) must meet the
following requirements:

Anti-stat materials shall pass one of the following specifications at 20% RH, 23 0C:
Surface resistivity less than 1 x 1011 ohms/square,
or
Federal Test Method Standard 101-C: Charge decay from 5 kV to 500 volts in less
than 0.5 seconds.

10. Local plant Raw Material Coordinators of Zone and Corporate Purchasing can
provide guidance as required.

DOCUMENTATION
Shipping documentation must contain:
 PPG CHAMP Code
 Material description
 Lot number (Prefaced “LOT”)
 Purchase order number (identified as PPG PO)
 Net fill weight for each code/size (gross – tare = net)
 Number of containers of each lot number

Supplier must supply packing list with each shipment attached to the top of the container
and all documents must agree with the actual shipment.

CERTIFICATE OF ANALYSIS REQUIREMENTS:

The Certificate of Analysis is the means by which PPG assures that raw materials are
received within the mutually agreed-upon specifications established between PPG and its
suppliers. A complete and accurate COA must be sent by email (preferred) or fax to the
receiving plant’s Raw Material QA Technician, at least 24 hours prior to the receipt of a
material in order to enter the results into our system and resolve any issues before the
material arrives.

COA Information Requirements:


1. Specific Material Lot Number.
2. PPG Code Clearly Identified
3. Material’s Date of Manufacture
4. Manufacturer’s Name and Location
5. Supplier’s Name and Location if different from that of Manufacturer
6. Tested Properties and Method, Agreed Upon Specifications (minimum and
maximum), and Actual Analysis Results with unit of measure.
7. Approval Date, and Name and Telephone Number of Responsible Associate
8. PPG Purchase Order Number
9. Purchased containers should require a certificate of analysis
10. Certificate that any thin mil plastic used meets the surface resistivity requirements
outlined in the “General Packaging Requirements” item #9.

OTHER INFORMATION:

1. FM Global Approved Bungs: The bungs listed below are approved by FM Global to
be "relieving style bungs" (in the event of fire).
