PHILIPPINE CHEMSTEEL INDUSTRIES, INC. is deeply committed to protect the safety and
health of its workers as if considers its human resources to be one of the most important and
valuable assets of the company. Hence, the management and workers are mutually aware of their
respective responsibilities in the strict observance of the procedures and standards required by the
DOLE in the Occupational Safety and Health Standards (OSHS) for the construction industry.
For the protection and welfare of its workers as well as protection of the general public within and
around the immediate vicinity of its construction site, the PHILIPPINE CHEMSTEEL INDUSTRIES, INC.
hereby promulgate and commits itself to the observance of the following guidelines:
1. THE CONSTRUCTION SITE is the location where actual work is been done as a whole.
2. JOB SITE shall be referred to as part of the construction site which includes the field office,
warehouse, fabricated shop, motor pool, bunk house and other temporary facilities.
3. Every construction project to be undertaken by the firm shall be subject to the standard
Construction Safety and Health Program of the company which shall have the following
management and specific function:
The construction project Manager shall head the Construction Safety and health committee. This
Committee shall be organized before start of construction work and project site. For members- it
shall include the Resident Engineer, general Foreman and Timekeeper.
The Committee and all the workplace shall meet weekly before each pay day where all workers are
at the field office. They shall discuss:
This meetings shall include discussion of appropriate sanctions and penalties ranging from
warning, suspension from work and eventual dismissal. Please see ANNEX “A’.
The Company shall provide a first aid treatment room at its field office. At least two workers
shall be trained to administer first aid treatment. For emergency cases, the company shall provide
the necessary transportation facilities to the nearest medical facility.
The Company shall have at its construction site the required minimum inventory of
medicines and supplies.
The Company shall provide Construction Safety Signages to warm the workers and the public
of hazards existing in the workplace
The Company shall provide facilities which but is not limited to:
- Safe and adequate drinking water
- Adequate sanitary and washing facilities
- Decent bunkhouse where workers can rest and sleep.
ANNEX A
The company has categorized the offenses/violations of rules into three 93) categories – grave, less
grave and light offenses.
Light offenses - first commission merits a warning and seCond offenses is suspension
Less Grave – from suspension of seven (7) days to dismissal I succeeding offenses
GRAVE
Unauthorized use of company vehicle and other construction tools and equipment resulting
into vehicular accident and/ or properly damage and/or physical injury.
Carrying of any alcohol, narcotics, illegal drugs are prohibited to Construction and job sites.
Committing unsafe acts other than any of those specified herein that resulted into injury to
others and damage to property and/or damage to reputation of the company
LESS GRAVE
Unauthorized use of company vehicle and other construction tools and equipment.
Failure to wear appropriate Construction attire. Inappropriate attire are torn-out pants and
shirts, sando and/or sort pants, removal of upper shirts, wearing slippers and sandals. Company ID
must be worn all times.
Failure to wear Personal Protective Equipment such as Safety Helmet and Working Shoes at
construction site or whatever specified.
Failure to wear Eye and face Protection. Face shield shall be required for all chipping works,
jackhammer, grinding and electric drilling operations. Welding mask shall be required for all types
of welding works and Dust Mask for cement handling and housekeeping operations.
Failure to wear Eau Muff or Plug. It shall be required for all employees engaged in unusual
noise exposure such as generator tendering and working with jackhammer to wear ear muff or
plug.
Failure to wear Rubber Boots (BOTA). It shall be required for employees engaged in masonry
works especially those belonging to pouring and concreting crew and other operations that require
the use of safety shoes.
1st offense – written warning
2nd offense – two (2) working day suspension
3rd offense – seven (7) working day suspension
4th offense – dismissal
Failure to wear Safety Belt and Lifeline, Safety belt and lifeline shall be required for
employees doing work above six (6) feet with danger from falling.
Failure to report his/her personal accident (work connected) within 24 hrs at the designated
project clinic and/or advice his/her immediate supervisor.
Intentional removal and/or tampering of safety, traffic, company signs, bulletin or posters.
Unsanitary habit ( urinating, defecating, littering on site other that the prescribed area)
Failure of Project Offices in Charge to enforce compliance with any provision of this code.
