Ans: The remaining force of the Maute-ISIS group posted threat on peace
process in Marawi City.

d. What is your deeper analysis of the problem using DEV, Sec and Gov
framework

Ans: Considering the fact that the Philippines is geographically surrounded


by waters and an archipelagic country, there are numerous national security
concerns that entail its people and the present government. The Marawi
Siege recently became the toll order of the government that come up with 10-
point socio-economic agenda, 10++ social development agenda and 12
national security agenda. So what about these agenda? All these are
subjected to national interest which is achieving a matatag, maginhawa at
panatag na buhay. According to the Strategic Framework of the Philippine
Development Plan which aims to enhance the social fabric (malasakit),
reduce inequality (pagbabago) and increase potential growth (kaunlaran) of
the Filipino people on 2020.

But how can these government agendas really alleviate the lives of the
Filipino people especially those who are affected by war in Marawi? I firmly
believe that if all these agenda will stay as agenda and the government will
not reach out the grassroots especially those families who are displaced and
affected by war, nothing can be achieved and it will still remain an agenda.
The whole force of the Armed Forces of the Philippines in tracking down the
less than thirty (30) remaining force of the Maute-ISIS group, is more than
enough to end the act of terrorism in the area. The truth hurts but the as long
as poverty strike every family, terrorism will still prevail in Marawi.

e. If you were given a chance to present your case to the key leaders, what
would be your recommendations to the Military, to national government, to
local government, to the community leaders and to the other stakeholders to
bring Marawi out of its predicament
Ans: For the Military: I highly suggests to continue with the Martial Law in
Marawi City and the whole of Mindanao area. Continue with the air, water and
land patrolling to eliminate the remaining members of the MAaute-ISIS.
Conduct more civilian-military activities by providing the localities with a
genuine protection by depending them from any harm. Immerse and live as a
local people to deeply understand the hardship of being a victim not a
protector.
For the national government: Push the agenda by appointing the right
person to manage all the activities to steadfast all the projects. Avoid
assigning corrupt people who is more of being selfish and not of thinking of
the general welfare. Prioritize the displaced people and provide all the stated
agenda in the Philippine Development Plan.
For the local government: I highly recommend to forget their ambitions but
focus more on the service to the people. Lead by heart and not by personal
wants. Focus on the needs of the people and immediately address their
needs. Adhere to their sworn statement with their commitment to people. Be
honest.
For community leaders: Give the endless support to their respective
communities by serving without personal interest to their position. Use the
time, money, effort and even their own life to save everyone in their
community. Lead by example.
For the Marawi people: Change is within your hands. Be vigilant in giving
your share to achieve the agenda of the National Government. Do your share
and give yourself to set a new Marawi City for the next generation.
