• Munition contract delayed until there is a government


• R&D contracts require advise from many organizations
in MoD and might delay munition acquisition.
• Army and Air Force claim for the munition ASAP
• DGAM decides launching small contract to initiate the
M3 footprint:
• R&D Contract entitled “evolution study from M1 to
M3” launched in 8/2016
• New strategy: contracts lower than 15M€ do not
require Cabinet’s approval and can be run in parallel
with munition acquisition.

Mistral ground-based launchers

• Two vehicle-mounted Mistral launchers types are


currently marketed
• MPCV is a high-end, remote-controlled 4-munition
launcher integrated in armored vehicles
• Can fire on-the-move
• Largely sold to in Export countries. Price level 5M€

• Atlas/Albi are basically 2-munition launchers


mounted on light vehicles, not remote-controlled
• 8 customers
• UPC 0,8M€ class (without vehicle)

• To increase market share, Mistral needs a light remote-


controlled launcher, more affordable than MPCV
• First market assessments from SBD are:
• 220 units for Export+Domestic (2020-28)

MBDA Inner approach

• 2015: ATLAS RC has no domestic launching customer: Spain


might be the first one
• MBDA Sp has te be developped and an Atlas RC might be
the first:
• INSTALAZA should host the system integration (as
missile integration is already planned)
• SpMoD could be engaged for NRC funding
• SP local production to be promoted in subsystems
• First step is an internal feasibility study funded by IRAD
• One Spanish engineer could be temporary seconded in
Mistral team to participate to Atlas RC concept study and
Spanish Supply Chain set-up evaluation
• French-Spanish Project team should carry out the concept
based on export and Spanish requirements

Atlas RC project
4-Munition Version

• In S1 2015, a light-turret launcher was explored, in a 4-munition


version as a first approach
• Common CPS and target UPPs provided by Export Sales and
SBD Fr
• CPS for Missile fired from a stationary vehicle is a major driver
for costs.
• Potential market Domestic+export =200units for the period 2019
• Findings:
• A promising performance / cost ratio product is possible
• UPC ≈800k€
• Nevertheless, the Business Case for Mistral is not viable
without a launching customer to participate for
development costs (30M€ class), and no such customer
is identified today by Export.

An alternative approach for developing a new Mistral light launcher is now envisaged, in which the
Spanish customer is both partly funding NRC and the first customer

Main characteristics

• Firing unit : bi-missile (extendable to 4) tele-operated by an operator


(extendable to 2)
• 2 axis, nx360, turret; used vehicle stopped
• System autonomous or coordinated with a C2
• Observation : IR camera, IFF (in option)
• Localisation : GPS, IMU (low cost)
• Communication : radio + inter-communication (headset)
• Integration into a vehicle
– Pickup configuration or « intern vehicle » configuration
– Reduced mass and dimensions
– Integration into the vehicle cabin limited to the minimum (MMI) for the pickup
configuration
– Electrical interface with the vehicle limited to the minimum (thanks to a power
generator)

Contract process with INTA.

• Spanish funding of the prototype conditioned to

Conclusiones con ME

• ME es el proveedor de torre más indicado, pero


– MBDA está obligada a un proceso de evaluación de proveedores
– NRC altos para partir de una torreta ya diseñada
– MBDA está solicitando un “design to Specs”: El objetivo es un
producto propio. La licencia al MoD Español se da por hecha, pero
no con terceros (hay participación de la DGA en el lanzador)
– la respuesta al RFI implica a día de hoy un alto riesgo por el bajo
nivel de detalle (esperamos mitigarlo con la respuesta a la RFP)
– ME no se compromete a garantizar no incluir componentes ITAR
(es un requisito fundamental en la estrategia de MBDA: Grupo
europeo => Sin restricciones USA)
– ME es proveedor de MBDA pero también de Raytheon,
Rafael….competencia directa de MBDA

Conclusiones globales en Atlas-RC

• En el acuerdo marco firmado en junio de 2016 entre INTA y MBDA este es


el proyecto que tiene mayor probabilidad de éxito por cumplir:
• Estar en un entorno de necesidad del Ministerio de Defensa en
concreto para al menos ET y EA
• Ayudar al desarrollo de MBDA Es con un primer producto propio
• Aprovechar capacidades del INTA
• Incluir tecnología y producción española y en España
• Tener un mercado potencial de exportación que aseguraría la
rentabilidad el proyecto y el retorno de la inversión al Ministerio de
Defensa
• Dotar a las FFAA Españolas de un sistema versátil que puede cubrir
la necesidad operativa de defensa de corto alcance con alta
movilidad (HM SHORAD) a un coste más que razonable en un
tiempo razonable

Acciones inmediatas

• Firmar el NDA entre INTA y MBDA


• Cerrar acuerdo de repartición de paquetes de trabajo INTA/ MBDA (WBS/
Workshare)
• Redactar acuerdo de repartición de paquetes de trabajo y tareas y
firmarlo (SoW)
• Presentar el proyecto conjunto a ET (MAAA), EA (EADA), EME , EMA y
DGAM/ GESPRO.
• Completar/ corregir el CPS con la información contrastada de ET y EA.
• Preparar el estudio de previabilidad técnica para su presentación a
DGAM, EMA y EME con el objetivo de capturar presupuesto de
lanzamiento para el desarrollo con inicio en 2017. Antes de 10/12/16

Progreso del Estudio

• MBDA ya dispone de costes estimados de proveedores españoles


carrozado y torreta. Se lanzan las RFP para finalizar la evaluación de
proveedores interna: La respuesta de ME debería cumplir con los
compromisos adquiridos con MBDA en la reunión de 09/11/2016.
• El 20 de noviembre se deberían tener los costes estimados para los
paquetes de trabajo correspondientes a cada uno de los participantes
para el desarrollo del prototipo y análisis financiero del caso de negocio
• OBJETIVO: presentar el estudio con la configuración industrial siguiente:
• TECNOVE para el carrozado
• ME para la torreta
• URO para la versión base del producto (Aunque no se incluya en el
alcance del producto)
• Considerando la inclusión de un sensor de IR de fabricación española
