BS 1139 : Part 6 is identical with HD 1000 : 1988 ‘Service ane working scaffolds made of prefabricated elements, Materials, dimensions, design loads and safety requirements’ published by the European Committee for Standardization {CEN}. HD 1000 vias produced asa result of agreement in CEN Technicel Committse TC 53, Scaffold, falsowork and mobile accass towers, in which the UK took an active pat. National annexes, referred to In Clause 4 exist for Austria, Denmark, Finland, France, Germany, Netherlands, Norway, ‘Sweden and Switzerland but these ere not reproduced here Attention Is drawn to the following, (a) This is Ue frst time that profabricatod scaffold equipment has been covered by a specific British Standard which Includes racommondations concerning the design criteria and basic minimum configuration for prefabricated scaffolds. “The manufacturer is therefore given a broad framawork to work within, and this is further eneouraged by the inclusion of referonces to a number of national and international standards applicable to this type of scaffolding. (b} As the document reflects practices current in many European countries, there Is mention of items that are new to the UK seatfolding industry, such as the reference to provision for intrmadiate guard alle, Thate references aro not intended to force the use ofthis additional equipment, but to leave the soffolder the option of using it should thle be required. However itis hoped the amphasis given in the standrd to the various forms of side protection will encourage ‘the use of such equipment, giving enhanced levels of protection above the minimum required by the UK's safety legislation. {6} The reforence to clas 1, 2 of 3 scaffolds with a minimum width of 0,6 m should not be interpreted as implying euch ‘2 width is legally acceptable in the UK in ll circumstances. Compliance with the Construction Working Places Regulations is necessary. At its 19th plonary meoting in March 1984 CEN/TC 53 docided to publish a ravited draft proposal as @ European Harmonia ‘ion Decument. After discussion of technical changes proposed on the occasion of the praliminary vote CEN/ ‘TC-68 decidud in November 1986 to propose a ravised Harmonization Document and sent ito the Central Secretariat for final vote.
