Policy Position Paper

Purpose: To provide your party with an objective analysis of a policy issue


How to accomplish the purpose: Research and summarize information necessary to take an
informed decision towards the desired policy objective
I. INTRODUCTION
A. Abstract
1. A statement of the current policy
2. Include essential elements of the policy
3. Thesis
4. 10-15% of paper’s length

II. BACKGROUND
A. Should contain relevant and thorough information necessary to objectively analyze the issue.
B. Provide only timely and relevant information (recent history of the issue and current policy).

III. POLICY OPTIONS


A. What are the choices available to your Party?

IV. POLICY OBJECTIVES


A. What outcome(s) does the Party hope to accomplish?
B. What would be the actual, practical impact of your policy?
C. What party values would be served?

V. ANALYSIS
A. Provide your chairs with a balanced look AND the available policy options
B. Include pros and cons of EACH policy choice/option
C. Include recommended policy based on what you understand about your party’s goals.
D. Your policy recommendation should provide a logical basis from which the correct decision is clear.

CHECKLIST:

1. Divide paper into the above five sections.


2. Use subheadings and bullets within subheadings/topics.
3. Research is clear, well-documented, and well written.
