Hardwick WPCF Superintendents Report June 03, 2019

Completed:
-5/9/19 USDA and 7 prospective engineering firms out for meeting to look at proposal to study future alternatives for
both WWTPs and the Eagle Hill line. Toured the 3 facilities with the engineers after meeting.

-5/9/19 Eagle Hill force main down to 30GPM flow. Put air compressors in the Thoma and Boise manhole structures
overnight to prop BPV’s open, initiating a “dirty flush”. Flows averaging about 40gpm after.

-5/10/19 Theresa reached out to Dennison Hunt to offer Operator position to him; he eventually declined without
stating specific reasons.

-5/14/19 Met w/ Marty and Matt from Highway on Pine Street in Wheelwright. We pushed the new camera up this line
last week and couldn’t see much and I decided to try it again after jetting line. We were able to identify a shorter section
of sewer main that appears it could be a lateral tie-in and it does make sense based on location and mapping. Contacted
Kathy Veratti to inform her that we marked the likely lateral tie-in point on the street and she replied that she would call
‘Steve’, her contractor. I asked that she call me if she needs further assistance and we can put her on the agenda if that
is the case. Recommended to Marty that he look into purchasing a skid mount for the camera to keep it up out of liquid
when going down pipes as the liquid distorts the image/lighting enough to destroy the view.

-5/16/19 Took in 17,000 gallons leachate from Casella landfill.

#1 D.O. analyzer at Wheelwright WWTP has failed. Found water in electrical enclosure. Unit is obsolete but new-old-
stock unit available for $2800. Found old, unmarked, unit on parts shelf and removed circuit board to try in other unit; it
works now. Dried interior of panel, cleaned and lubricated weather-tight gasket. Will determine if small heating strip (to
remove condensation) within panel is working and replace if needed.

-5/23/19 Took in 18,000 gallons leachate from Casella landfill.

-5/27/19 Low temperature alarm on Gilbertville WWTP emergency generator. Ordered new block heater which arrived
5/29. Staff installed new 5/30; working fine.

-5/29/19 Selectmen voted to offer Operator position to Jean-Paul Despres.

-5/14/19 7am Wheelwright Pumping Station High level alarm. Cleaned float, monitored until pumped down.

-5/28/19 7:45am Wheelwright Pumping station Alarm; cleaned float (very greasy), monitored until pumped down.

Ongoing:
Proposals:
Raise the leachate disposal rate from $0.055 per gallon to $0.07 based on increasing costs of maintaining poorly
designed leachate storage and pumping system as well as increased chemical treatment costs. If the Gilbertville WWTP
upgrade ends up being re-engineered I will likely ask that we eliminate the leachate system as we could make better use
of the tank space for increased WWTP capacity as well as more economical operations and meeting of future potentially
tighter permits with less chemical dependence.

-Consider updating the Town of Hardwick Sewer Regulations (Section M, part 5) to include a greater factor under “Non-
Residential” EDU calculations for Breweries and/or Restaurants. Breweries typically produce waste at least 10 times
stronger in BOD/TSS than residential waste and restaurants can also produce waste of a much higher strength. BOD/TSS
removal costs the Town in greater aeration (electricity) as well as sludge removal and will increase chemical usage
especially if/when our permit gets stricter. These are our 2 highest costs. Current non-residential EDU’s are calculated by
quarterly cubic feet water used/1100, rounded up to next whole number.
