General Terms and Conditions for Submission of Tender for Supply of Materials.

Sealed tenders are invited in duplicate from reputed financially sound and experienced manufacturers
only having adequate facility for Design, Manufacturing, Testing and Commissioning of (a) 220/132 kV
Transformer panel with all relays and meters (b) 220 kV Feeder panel with all relays and meters (c)
132/33 kV Transformer panel with all relays and meters (d) 33 kV bus coupler panel (e) AC
Distribution Panel and (f) DC Distribution Panel as per specifications attached, Offers of only those
tenderers will be considered who will furnish valid ISO 9001 certificate, relevant type test certificate,
whichever required, for the above materials on the date of opening of tender (Part – I).

2. The tender should be submitted in the prescribed enclosed proforma only in two parts i.e. Part –
I (Technical & Commercial Part) and Part – II (Price Part) in two separate envelops duly sealed
and super scribed on the top of the envelops as Technical and Commercial Part – I/ Price Part –
II and addressed to Chief Engineer (Transmission), JUSNL Ranchi – 4. The name of the firm,
NIT No., Due date, Name of materials offered, amount of earnest money deposited with money
receipt no. and date should be clearly indicated on the cover of the envelop.
3. Both parts of the sealed tenders will be received upto 13.30 hrs. of 15.02.2015 in the office of
Chief Engineer (Transmission), JUSNL Ranchi and the Part – I will be opened at 15.30 hrs. on
the due date in presence of such of those tenderers or their authorized representatives as may
desire to be present. The undersigned may extend the due date of opening of Part – I with
intimation to all tenderers.
The Price Part (Part–II) of those tenderers whose offers are found technically and
commercially acceptable will be opened later on. The exact date will be intimated to the
successful tenderers. No offers/ tenders will be accepted after due date and time.
4. The desirous tenderers can purchase tender documents including terms and conditions, B.O.Q.
and technical specification from the office of Chief Engineer (Transmission), JUSNL Ranchi on
payment of Rs. 10,000/- (Rupees Ten Thousand only) in cash or in shape of demand draft
issued by any Nationalized Bank in favour of Accounts Officer, JUSNL, Ranchi payable at
Ranchi. No tenders will be accepted/ considered unless the tenderer buy at least one copy of the
tender documents by the prescribed date.
5. Earnest money:

a) Tender (Part – I) must be accompanied with an earnest money of Rs. 87,900/- (Rupees
Eighty Seven Thousand Nine Hundred) only unless exempted from such deposit,
failing which the tender will be rejected and price part will not be opened.
b) Tender must be accompanied with earnest money mentioned against NIT in shape of
Demand Draft / Banker’s Cheque, payable at Ranchi in favour of Accounts Officer,
JUSNL, Ranchi failing which tender will be rejected.
c) Fixed Deposit receipt/ Money Order or and saving certificate etc. are not acceptable
towards deposit of earnest money and tenders with above will be considered without
earnest money.
d) Earnest money deposited by firms against any other tender of the Board/ or of this office
will not be considered as earnest money for the present tender under any circumstances.
e) No earnest money will be accepted after opening of the tender.
f) The earnest money will be liable to be forfeited on revocation of tender before the
validity of the quotations expire or on refusal to enter into a contract after the award is
made to the tenderer.
6. Exemption
The tenderers of following categories are exempted from deposit of earnest money subject to the
conditions laid down below: -
a) SSI unit of Jharkhand permanently registered with the department of Industries, Govt. of
Jharkhand for the tendered item supported by certified copy of their registration
certificate.
b) The firm registered with DGS&D for manufacture of the item for which tenders have
been submitted and the registration certificate must remain valid at the time of
submission of the tender and/ or during contract period. The tender in such case should
be accompanied with a certified Photostate copy of the valid registration certificate
failing which the tender shall be rejected.
c) The State Govt. / Govt. of India undertakings.
d) Firms registered with NSIC under single point registration scheme for manufacture of
the item, provided that certificate must be valid on the date of tender and during the
period of delivery.
NB: Aforementioned certificate must accompany with documentary evidence for its validity
on the date of submission of tender/ period of delivery failing which tenders will be
rejected.
7. Security Deposit and Contract Agreement:
The successful tenderers shall have to deposit security money @ 5% (five percent) of the
ordered value at the time of executing the contract agreement. However, the SSI units of
Jharkhand having permanent valid registration with Department of Industries, Govt. of

Jharkhand for the manufacture of the item will be required to deposit security money @ 1% (one
percent) of the ordered value. In no case exemption from security money will be granted.
Security money to be deposited may be adjusted from the earnest money deposited, if any.
The amount of security money shall be deposited with the DDA (HQ), JSEB, Ranchi in
the form of Demand Draft/ Bank Guarantee as a performance guarantee of any nationalized bank
of India. The security money thus deposited will be released after completion of satisfactory
supply of materials and expiry of guarantee period. Payment will be made only after depositing
the security money and execution of contract agreement.
8. Delivery:
Deliveries of full offered quantity of materials within Six (06) months from the date of issue of
Letter of Intent.
9. Penalty
The delivery will be guaranteed under penalty. Our usual term of penalty is 0.25% of the value
of the materials delayed/ undelivered for a week or part thereof with maximum ceiling of 5%.
Equipment will be deemed to have been delivered only when all its component parts are also
delivered in stores of J.S.E.B. If certain components are not delivered in time the equipment will
be considered as delayed with such time as the missing parts are delivered.
10. The Board reserves the right to reject the lowest or any of the tender either in whole or in part
without assigning any reason.
11. Price: The price quoted should be FIRM and price must be quoted only in the Nigam’s
prescribed proforma indicating therein ex-factory price, freight element up to destination,
element of Excise Duty, Sales Tax and other charges. The Ex-works price shall be quoted after
considering benefit under MODVAT or any other scheme to be retained by the supplier. The
materials are to be dispatched to various destinations in Jharkhand as may be required. The
responsibility of safe delivery will rest with the supplier. If the price elements are not quoted
separately as indicated above, the tender will be liable for rejection. Freight element will include
loading, packing and forwarding etc. at manufacturer’s works and unloading at stores of
purchasers.
Arithmetical errors will be rectified on the following basis. If there is discrepancy
between unit price and the total price i.e. obtained by multiplying the unit price and quantity, the
unit price shall prevail and total price shall be corrected. If the bidder does not accept the
correction of errors, his bid will be rejected. If there is a discrepancy between words and figures,
the amount in words shall prevail.
12. Insurance:
The materials are to be insured with Board’s underwriter under its open marine policy in all
cases for which the supplier should complete the Board’s proforma and send the original to the

Chief Claim Officer, Jharkhand State Electricity Board, Ranchi for taking over a policy with
copy to the consignees and paying officers concerned at the time of dispatch of each
consignment.
In case the materials are insured under the Board’s open policy the consignee concerned
will take prompt action to lodge a claim with the Railway Authority and the Insurance Company
with an intimation to the Chief Claim Officer of the Board for the materials received short/ in
damaged conditions and no recovery of the cost of such materials shall be effected from the
supplier’s bill except for sort supply for reason of defective packing or any other lapses on the
part of consignor. If packing cases are found in intact conditions at the time of taking delivery
and the materials therein are found short, the cost of such materials shall be recovered from the
supplier’s bill. Similarly the supplier will be liable for compensation for defective packing.
13. Import License.
Import license can not be arranged by the Board for such of these materials which are under
banned category of import. When import is desired to be the tenderers under their own quota
license, the value of quote specifically available against the tender should be stated. In case of
availability suitable indigenous make materials the same may be preferred.
14. Tests
Tests will have to be conducted on the materials in case order is placed according to relevant
standard and test certificate in triplicate will have to be furnished prior to supply of materials. Each lots
of the materials shall be subjected to the test prescribed in the relevant standard (latest edition) before
supply is affected. Untested material will not be accepted.
15. (i) Inspection
The materials are to be inspected by the Board’s representative during the process of
manufacturing and prior to dispatch. The suppliers are requested to intimate the progress of
manufacturing and testing at least 15 days in advance to Chief Engineer (Transmission), J.S.E.B.,
Ranchi to enable them to depute an officer or an authorized representative for inspection. Failure to
adhere to the specification will entail rejection of materials. All tests and inspection shall be made at the
place of manufacture unless otherwise specially agreed upon by the manufacture and purchaser at the
time of purchase. The manufacturer shall offer the inspector representing the purchaser all reasonable
facilities without charges to satisfy him that the materials cleared for dispatch are as per order and after
approval of inspection report the materials should be dispatched/ delivered immediately to different
consignees.
(ii) The purchaser has the right to have the tests carried out at his own cost by an independent
agency whenever there is a dispute regarding the quality of supply.
(iii) During pre-dispatch inspection the firm shall have to produce original copy of type test report/
Calibration Certification of testing equipments from govt. laboratory/ BIS license/ NSIC,

DGS&D or SSI registration certificate inspecting officer for verification. If there is any
discrepancies found during verification the materials may not be accepted.
16. Forfeiture of Earnest Money & Security Money Deposit:
It should be clearly understood that in the event of the tenderers failing to accept and
execute the telegraphic/faxed LOI and detailed orders, if it is placed within the validity period of
the offer, then the full amount of earnest money and security deposit will be forfeited and the
Board’s decision in this respect will be final and binding on the tenderer.
17. Guaranteed Particulars
The performance particulars as required in the specifications should be sent along with
the tender, other details not specified may also be given.
18. Past Performance:
The tenderer must submit performance certificate for at least 5 years successful operation
of similar rating of materials supplied to any organizations of repute.
19. Turn over criteria
The tenderer must have average annual turn over of minimum Rs. 30 (Thirty) Lacs for
last three consecutive years. The tenderer must submit balance sheet, Profit & Loss
Account and Auditor’s report of last three financial years in support of the above criteria.
20. Departure from Specification
Departure from specification of the tender, if any, should be specified in the offer.
21. Sales Tax:
Attested copies of up-to-date Sales Tax clearance certificate should accompany the tender failing
which the tender will be rejected. State/ Central Sales Tax registration number of the tenderer
should also be stated.
22. Progress Report
The suppliers will have to submit monthly progress report regularly until completion of delivery
to the Chief Engineer (Transmission), J.S.E.B., Ranchi by the first week of every month
following the month in which order is placed.
23. Terms of Payment :
(a) 100% payment will be made by Dy. Director of Accounts (HQ), J.S.E.B., Ranchi on
submission of 5% Bank Guarantee of ordered value on non-judicial stamp Rs. 50/- (Rupees
fifty) only valid for 24 months from the date of last supply and on receipt of SRV duly signed by
the concerned consignee after receipt of the materials in good condition along with approved
routine test certificate. Excise Duty part will be paid only after production of documentary
evidence issued by Excise Department of their jurisdiction, S T will be paid on submission of
upto date income tax and sales tax clearance certificate by competent authority of respective
department. The paying officer will accept the Bank Guarantee after confirmation from the
concerned bank.

(b) If the Bank Guarantee is not furnished 95% (ninety five percent)value of the materials
will be paid and rest 5% (five percent) amount will be paid after 24 months from the date of
receipt of the materials subject to satisfactory performance reported by each consignee.
24. Validity Period.
Tenderer should specify the validity period of their offer which should be for period of at
least 180 (one hundred eighty) days from the date of opening of tender, which may be extended
on discretion of the Board. The offers with lesser validity period may be outright rejected.
25. Raw Materials
No raw materials will be arranged by the Board. Tenderers will have to arrange their
requirements of raw materials themselves.
The purchaser reserves the right to inspect the raw material procured by the supplier for the
purpose of manufacture of materials to check the genuineness of the raw materials. The
purchaser or his representative can demand the original invoices in respect of all the raw
materials.
26. Quantity:
The requirement mentioned in the tender notice and general conditions is tentative and is subject
to increase or decrease at the time of finalization of the tender.
27. In case the order is placed, the firm will have to dispatch the materials in the name of the
consignee only and “self booking” will not be accepted.
28. Jurisdiction of Court:
The civil court Ranchi shall alone have an exclusive jurisdiction to decide any difference/
dispute/ cases for and against JSEB/ Contractors/ Suppliers arising out of or in respect of the
NIT, or contract agreement, or Purchase order.
29. Contract Form:
The successful tenderers will have to execute contract agreement in the Board’s proforma prior
to the placement of the purchase order. The contract agreement is to be executed on Rs. 60.00
non -judicial stamp paper.
30. Repeat Order:
In the event of an order being placed on the tenderer, the tenderer requested to give his
concurrence that he is willing to accept additional order are on the same terms and conditions if
the repeat order is placed by Board within 12 (twelve) month from the date of acceptance/
placement of order.
31. Guarantee Period :
The materials shall be guaranteed for satisfactory performance, against defective or low quality
materials and bad workmanship for 24 months from the date of commissioning or 30 months
from the date of delivery of the materials in stores. Whichever is earlier, If during the guarantee
period the goods are found defective or defects in service the same will be replaced/ repaired by
the supplier free of all the charge within one month on receipt of intimation. In case defective

stores/ materials are not replaced/ rectified as per the guarantee clause, the Board shall recover
an equipment amount plus 15% (fifteen percent) supervision charges from any of the bills.
32. Termination of Contract:
In case the contractor/ supplier fails to deliver the materials or any consignment there of within
contracted period of delivery or in case the materials are found not in accordance with the
prescribed specification and samples the Board shall exercise its discretionary power either:
A) To recover from the supplier the damages as provided in the penalty of general
conditions of tender for supply.
Or
B) To Purchase elsewhere after giving due notice to the contractor on account and at the risk
of contractor such material not so delivered or other of similar description without
canceling the contract in respect of consignment not yet due for delivery.
Or
C) To cancel the contract reserving Board’s right to recover damages.
Notwithstanding the powers, under (a), (b), (c) referred above are in addition to the rights and remedy
available to this Board under the General Law of India relating to contracts.
Note: a) In the event of risk purchase of stores of similar description, the option of the Board shall
be final. In the event of action taken under (a) or (b) above, the supplier shall be liable
for any loss which the Board sustain on the account but the supplier shall not be entitled
to any saving on such purchases made against default.
b) The decision of the Board shall be final as regards the acceptability of the stores supplied
by the supplier on the Board shall not be required to give any reason in writing or
otherwise at any time for the rejection of the materials.
33. Board’s officer/ authorized representative may inspect the factory regarding availability of
adequate manufacturing and testing for producing quality materials in case tenderers being
considered for placement of order by the Board.
34. The Board reserves the right to cancel full or part of the awarded contract without assigning any
reason of those firms which will be found defaulter for delay in supply of materials or his supply
sub-standard quality of the materials.
35. General:
Please again note that incomplete offer not having specific comments on all the points of our
specification and not supported by various information desired in our specifications shall be
rejected out-right and no further correspondence shall be made with the supplier in respect of
their offer which causes delay in finalizing the tender.

TENDER CONDITIONS
The following conditions are to be strictly fulfilled by the firm while submitting their tenders: -
1. Tenders not accompanied by the prescribed earnest money will be rejected outright. The firm
registered with DGS&D Permanently registered with Department of Industries, Govt. of
Jharkhand/ Registered with NSIC under single point registration for manufacture of the item/
undertaking of Govt. of Jharkhand/ Govt. of India are however exempted but the proof of
registration viz. certified or attested copy should be submitted along with the tender, otherwise
tender will be liable to be rejected.
2. Tenderer has to accept the penalty clause as per tender otherwise tender will be considered as
invalid.
3. The offers which are not kept valid for acceptance, for at least 180 days from the date of the
opening of the tenders will be rejected.
4. Incomplete tenders which do not contain full details, technical particulars, literature test
certificates, performance report, prices of materials, delivery period etc. will be rejected. GTP
must be filled up item wise. Incomplete or mentioning as “per IS” will not be acceptable.
5. The prices are specifically asked to be submitted as F.O.R. destination and are if not so
furnished, the tender shall not be considered as valid and will be rejected.
6. Tender which is not submitted in the Board’s prescribed forms shall be rejected. Any additional
particulars can be furnished in the accompanying letter of statement.
7. Tender received in this office after the due date & time shall be rejected.
8. Prices must be indicated both in figure & words failing which the tender may be rejected.
9. Tenderer must submit attested copy of BIS license for the ISI marked materials. License should
be valid on the date of tender/ period of supply, otherwise offer shall not be considered as valid
and will be rejected.
10. Type test reports for the type tested materials must be enclosed otherwise offer shall not be
considered as valid and will be rejected.
11. Firm should submit affidavit:
a. That the firm is not black listed by any firm/ PSU/ Govt.
b. That the directors of the firm have no direct / indirect blood relation / proxies or any
relation with J.S.E.B. Employee.

GENERAL TECHNICAL REQUIREMENTS OF CONTROL & RELAY PANELS

1.0 GENERAL

The specification covers design, manufacture, assembly, testing at manufacturer’s works, supply,
delivery and commissioning of C & R panels including protection relays for 132KV /33KV system
comprising transformer bays & 33 kV feeder bays.

The quantity of different type of C/R panels has been indicated in schedule of quantities.

The bidder should be an original manufacturer of all the protection relays involved in this
package. Bidders should have manufacturing facility in India for protection relays. The
manufacturer whose control & relay panels and protective relays are offered should have
designed, manufactured, tested, supplied and commissioned C & R panel and protection relays
which should be in successful operation in 132KV and 33 KV systems for at least 5 years as on
the dates of bid opening.

1.1 Standards

Equipment covered by this specification shall conform to the applicable requirements of Indian
Electricity Rules and Factory's Act.

The equipment shall conform to any of the following relevant standards or equivalent.
i) British Standard Specification (BSS)
ii) Indian Standard Specification (ISS)
iii) American Standard Association (ASA)
iv) International Electro Technical Commission (IEC)
Equipment meeting any other authoritative standard, which ensures equal or better
quality than the standards mentioned above shall also be acceptable. However, where
the equipment offered conforms to any other standards, the salient points of difference
between the standard adopted and the provision of the above stated standards, shall be
clearly brought out in the comparative statement to be attached with the tender.
1.2. DRAWING :

Overall General arrangement drawing along with literature for type of relays and meters offered
should be submitted in four copies along-with the tender .

The successful tender shall have to submit twelve copies of detailed drawing consisting of two /
three phase schematics A.C & D.C circuits, foundation plan , cable schedule etc based on which
erection and commissioning can be done tracing of these drawings for future reproduction shall
also be submitted .

The tenderer may submit any other drawings found necessary in addition to the
drawings stated above .

1.3 DETAILED DESCRIPTION OF EQUIPMENTS

PANEL BOARDS :

The control panels shall be of the duplex type as described below:-

Duplex (for 33 KV Bus Coupler panels): Duplex control panel shall be of walk in
tunnel type comprising two vertical, stationary front (control ) side and rear ( Relay) side
panel sections connected back to back by formed sheet steel roof tie members .
The panels shall be bolted together and shall permit removal and relocation of front /rear
panels without disturbing the remainder. Both ends of the control board assembly shall
be provided with door fitted to the switchboard with locks. Cable entries shall be from
the bottom. Access space and facility for conductor terminations shall be provided
between the rows of panels. No primary switching devices shall be located inside the
panels. Inter panel wiring / front to rear panel wiring shall be done through trough /
channel to be fixed at the top of the panels.

The control panels shall be fabricated out of stretched leveled finished cold rolled sheet
of minimum thickness of 2mm and necessary stiffening members. They shall form rigid,
unyielding, free standing, completely assembled enclosures, neat in appearance. All
joints shall be made flush and all edges shall be bent at right angles and rounded. All
structural members shall be bolted or welded together. Necessary arrangements shall be
provided for bolting together the adjacent panels as well as for fastening them to the
floor. Suitable vibration absorption devices shall be provided for all panels. The panels
shall have suitable kick plates along the base. The opening required for mounting the
equipment shall be punched or cut and filed smooth. All doors, removable covers etc.
shall be provided with neoprene gasket . Ventilation louvers if provided shall have
screen filters. Screen shall be made from brass or G.I wire

Unless matching is involved the control panels shall be of the following approximate
dimensions:-
Duplex 2250 mm (Height) x 1970 mm (Depth) x width as per requirement.
However, the successful tenderer shall supply control panels with exact dimensions to be
decided in consultation with and after approval of the purchaser.

In case, matching with the existing control and relay panels is involved the panels shall
be matched with the existing panels the details of which shall be furnished to the
successful tenderer.

Easy access to the inside of boards shall be provided with lockable doors. Preferably, the
relays shall not be mounted on any moving pats of panels, to ensure proper and efficient
operation. The panels shall be of vermin roof and suitable for tropical climate. All holes
shall be blanked and doors shall be linked with suitable compressible lining at the edges.
The panels shall be supplied complete with wire troughs, wring supports interior lights,
device wiring, terminal blocks, space heaters, channel base, grounding bolts, nuts
washers etc.

All control cables will be laid in a cable gallery or trench under the relay room and
control room and brought up through entry holes in concrete floor. Necessary foundation
drawing showing cable entry position and foundation bolt locations shall be supplied by
the tenderer.

The control wiring inside the CRP shall be with FRLS cables.

All the terminal blocks shall have at least 20% spare terminals.

1.4 MIMIC DIAGRAM & SYMBOLS :

Coloured mimic diagram preferably painted and overlaid with symbols to provide exact representation
of the system shall be fixed on the front of control panels. The colour scheme and size of mimic
diagram shall be proposed by the tenderer and will be subjected to approval of the purchaser. Control
switches and semaphore indicators shall be incorporated in the mimic diagram to represent the
respective circuit breakers and isolators.

1.5 NAME PLATES MRKINGS:

Nameplates shall be black engraved letters. Preliminary list of nameplates for control panels shall be
given in front view drawings. Each equipment on the protection panels shall also have an appropriate
nameplate. Name for relays shall be marked with their function and standard code number. The
inscription and sizes of nameplates and letters shall be subject to the approval of the purchaser.

On top of each panel, on front as well as rear sides, large and bold name plates shall be provided or
circuit / feeder designation. These circuit labels shall be larger than the other nameplates.

Each device shall also be suitable marked for identification on the inside o the panels. Name plates with
full and clear inscriptions shall be provided the inside of the panels for all isolating switches, links, fuse
blocks , test blocks and cable terminals.

Each instrument and meter shall be prominently marked with the quantity measure, e.g KV, MW, etc.
All relays and other devices shall be clearly marked with manufacturer’s name; manufacturer’s type,
serial number and electrical rating data.

Each switch shall bear inscription, identifying its function, e.g. “ Breaker Control” Isolator control”
synchronizing “Ammeter Switch”, etc similar inscriptions shall also be provided on each device whose
functions is not otherwise identified if any switch device does not bear this inscription separate name
giving its function shall be provided for it . Switches shall also have clear inscriptions for each position
indication e.g.

“Trip-N-Close” “A-B-C. off” etc.

The tenders shall specifically mention in the tender whether his equipments bears inscriptions specified
above, or additional nameplates are provided.

INDICATING LAMPS:

Indicating lamps shall be of miniature switchboard


Lamps should be of LED type the supply for these lamps shall be 250 V.D.C unless stated otherwise.
Bulb and lamp covers shall be preferably of screwed type unbreakable a mounded from heat resisting
material. Hey shall be translucent to diffuse light, and unless stated otherwise, coloured as follows :-

Red for indicating closed position of breakers and isolators.

Green for indicating open position of breakers and isolators.

Blue for control supply monitoring.

‘White’ and Amber’ for miscellaneous indications.

The Corresponding red or green breaker position indicating lamp shall flash for conditions of
discrepancy between the last operation of the breaker control switch and the position of the circuit
breaker (ON or Off ) & become steady when the switch is operated to correspond with the position of
the circuit breaker . The discrepancy signal when the breaker is tripped shall also be followed by the
sound signal as mentioned in specification.

Any other suitable arrangement for visual indication of breaker and isolator positions may also be
quoted as alternative , but its acceptance shall be at the discretion of the purchaser .

The indicating lamps with resistors shall withstand 120% of rated voltage on a continuous basis .

1.6 SWITHCES

All switches shall be of rotary operated type preferable with silver to silver contacts of adequate
making, carrying and breaking current ratings and shall be provided with easily removable protective
terminal covers. The contacts of all switches shall preferably open and close with snap action to
minimize arcing. Stay put type switches shall be provided with positive means for maintaining contact
positions. Handles for different shapes and suitable inscriptions on sisthces as per specification shall be
provided as an aid to switch identification. Escutcheon plates for switches with spring return shall
preferably be of the target type with the targets coloured the same as the indicating lights. The target
shall indicate the last operation of the switch. Switches shall be capable of accommodation additional
number of contacts, if required subsequently, and this point shall be brought out in tender. The tenderer
shall clearly state the continuous current ratings and interrupting rating for D.C and A.C indicative and
non inductive circuits. The corresponding ratings for two contacts in series shall also be mentioned. The
type of switches used shall be subject to approval of the purchaser. The contractor shall ensure that the
number and type of contracts provided on each switch are adequate to meet the requirement of its
connection scheme. He shall also ensure and clearly state in the tender that making, carrying and
breaking ratings of contracts are sufficient for the circuits in which they are used.

The ammeter and voltmeter transfer switches will be of maintained contact type (Stay put) with suitable
handles. Ammeter switches shall have contacts arranged to provide three independent circuits with
made before break type contacts as to prevent open circuiting of the current transformer secondary
circuit, when changing the position of the switch. Voltmeter transfer switches for A.C shall be suitable
for reading all line voltages for effectively earthed systems and line to line volgages for effectively
earthed systems and line to neutral voltages for non-effectively earthed system. Trapped in “ON”
position and with drawable in” OFF” position. Two removable handles or keys one of which shall be
spare shall be furnished for each control room. One contact of each switch shall be connected in the
closing circuit of the respective breaker so that the breaker can not be closed unless the switch is turned
to the “ON” position switches shall be arranged so that the handle or key will be removable only in the
“ off “ position.

The synchroscope provided on synchronizing panel shall be capable of withstanding large difference in
voltage / frequency and rated for continuous duty.

Instruments, meters and recorders shall be enclosed in dust proof, moisture resistant, black finished
cases and shall be suitable for tropical use. They shall be calibrated to read directly the primary
quantities. Their ranges and the ration of associated instrument. These shall be accurately adjusted and
calibrated at works and shall have means of calibration, check and adjustment at site. All accessories
including test switches and test plugs, where applicable, shall be furnished. They shall be capable of
with standing over currents due to faults in primary circuits and shall bear making according to
specification elements shall be shock resistant and shielded form external magnetic fields.

Indicating instruments shall be flush type with antiparallax white circular scales with black pointer and
black markings. The size of the instruments shall be 144 x144 mm with 2400C scale. The dials shall be
free from wrapping, fading and discolouring. Spring controlled instruments shall be provided with front
of board zero adjuster, capable of being safely handled while the instrument is in service. It shall have
sufficient friction to keep the adjustment in position. The instruments shall conform to applicable
standards and accuracy rating shall be 1.5 or better. Cover shall be of shadow proof design, utilizing all
available light. The indicating instruments shall have red marks on dial corresponding to rated valued of
the associated primary equipment Numerals and lettering shall be black.

1.7 AMMETERS:

All ammeters shall be provided with direct reading double range scale, one on each side of the dial of
alternatively two scales for two ranges. The scale value of A.C ammeters shall be equal to 1 to 1.3 times
the rated primary current of the current transformers feeding it. The rated current of the ammeter
element shall be 1.0 Amp and shall be capable of withstanding 120% or rated current continuously and
10 times the rated current for 05. Secs.

1.8 VOLTMETERS:
All voltmeters shall be provided with direct reading scales. The maximum value of the voltage scale
shall be 15% in excess of the normal circuit voltage. The rated voltage of the voltmeters shall be 110
volts. The voltmeters shall preferably be supplied with suppressed zero scales with suppression of 50%

of the full scale value wherever necessary. The voltmeter shall be capable of withstanding 130% over
voltage for 3 minutes.

1.9 WATTMETERS:
Indicating wattmeter’s shall be 3 phase, 3 wire, two element type provided with direct reading scales.
The current coil shall be rated for 1.0 Amp and the voltage coil for 110V.
The wattmeter’s shall be suitable for circuits with unbalanced to be usually met within commercial
service. Centre zero type of wattmeter’s shall be supplied wherever specified.

2.0 VARMETER:
Indicating varmeter shall be 3 phase, 3 phase, 3 wire two element type provided with direct reading
scales. The current rating shall be 1.0 Amp and the voltage rating shall be 110 volts . The varmeter shall
be suitable for circuits with the unbalanced loads. Centre zero type varmeters shall be supplied wherever
specified.

2.1 ABT COMPATIBLE TRIVECTOR METERS : ( 3 Phase 4 Wire Accuracy class 0.2s)
The trivector meters (ABT Compatible) of static / Electronic type CT/PT operated
microprocessor based 3-phase 4-wire metering system with 0.2s accuracy class energy
meters with accessories should must be provided.

APPLICABLE STANDARDS
The meters shall conform to the relevant Indian/International standards with latest amendments
thereof unless otherwise specified.

i) IEC 687 (1992) - Alternating Current Static watt-hour meters for measurement of active
energy, class 0.2.

ii) CBIP Technical Report No. 88 (with latest amendments issued –June 2000) – specifications
for AC Static Electricity Energy Meters.

iii) IEC 1268 * - Alternating Current Static Var hour meters for reactive energy (Class 2 & 3).
* Errors in reactive measurement in all quadrants shall not exceed 1/10th of the limits
those permitted in IEC 1268 for Class 2.0.

iv) IS 14697 (1999) - AC static transformer operated Watt-hour and VAR-hour meters for class
0.2s and 0.5s.

v) Degree of Protection – IS 12063

vi) Climatic Proofing of Electrical Equipment – IS 3202

Meters matching with requirements of other national or international standard, which ensure equal
or better performance than the standards mentioned above also is considered.

TECHNICAL REQUIREMENTS

POWER FACTOR RANGE:

The metering system shall be suitable for full power factor range from zero (lagging)
through unity to zero (leading). The metering module should work as an active energy
import and export and reactive (lag and lead) energy meter of the measurement should be
true four quadrants.

POWER SUPPLY VARIATION:

The metering system should be suitable for working with following supply system variations
as per clause 4.6.2 of IEC-687:

Specified operating range - 0.8 to 1.15 Un.


Limit range of operation - 0.7 to 1.20 Un.
Frequency - 50 Hz +/- 5% (Reference - 50 Hz)

ACCURACY:

Class of accuracy of the metering system shall be 0.2S. The accuracy should not drift with
time.

STARTING CURRENT:

The metering module should start registering the energy at 0.1% Ib and unity power factor.

MAXIMUM CURRENT:

The rated maximum current of the metering module shall be 120% of basic current (Ib)

SEALING OF THE METER MODULE:

Minimum two seals on each metering module shall be provided to make it tamper proof.

MARKING OF METER:

The marking on every meter shall be in accordance with IS 14697/IEC 687. The basic
marking on the meter nameplate shall be as follows:

The active energy measurement shall be carried out on 3 phases, 4-wire principle with
accuracy as per class 0.2 of IEC –687. The meters shall compute the active energy
and load import, active energy and load export from the substation bus bars during
each successive 15 minutes block, and store it in its memory. It shall also display on
demand last 15 - minute energy (import & export shall be displayed in separate
registers).

Meters shall be suitable for working under balanced / unbalanced loads at all power
factor i.e. Zero lag-Unity-Zero lead. Main and check meters shall be mounted
separately on the same enclosure. The display shall indicate direct values without
having to apply any multiplying factor.
The meter shall continuously compute the average of the RMS values of the three line-
to-neutral PT secondary voltages as a percentage of 63.51 V, and display the same on
demand.

The meters shall be able to measure and display parameters like instantaneous phase
wise voltages, instantaneous line currents, instantaneous average three-phase power
factor, average frequency and time.

Errors shall comply with CBIP recommendations for all power factor angles from 0 to
360 degrees.

However for reactive power and reactive energy measurement, limits of errors for both
active as well as reactive energy in all the four quadrants shall be in accordance to IEC
687.

Each meter shall have a test output device (visual) for checking the accuracy of active
energy measurement. Optionally it shall be possible to switch over the test output
device to reactive energy via suitable means.

The three line-to-neutral voltages shall be continuously, monitored. In case any of these
falls below about 70%, (or below a value likely to cause malfunctioning of the meter) a
visual indication shall appear, which shall go off if all three voltages become normal.
The time blocks in which such a voltage failure occurs/persist shall also be recorded in
the meters memory

The meters shall be supplied duly fitted with the batteries, which shall not require to be
changed for at least ten years, as long as total PT supply interruption does not exceed
two years.

The design should enable the auxiliary supply to be switched automatically between the
AC and DC voltage, depending upon, which is available. Typically auxiliary voltages
available are 110V DC and 220V DC to power up the unit. The system shall have a
provision for power supply back up and shall continue to work even if any one of the
above is present. No data loss shall take place between supply changes over and
supply failure events shall also be logged.

Each meter shall have a built in calendar and clock, having an accuracy of 1 minute per
month or better. The calendar and clock shall be correctly set at the manufacturer’s
works. Clock adjustment shall be possible at site using Hand Held Data collection
device.

A key pad shall be provided on the meter front for switching on the display and for

Each meter shall have a non-volatile memory in which the following shall be
automatically stored:
· Active energy import.
· Active energy export.
· Average load for each successive 15-minute block.
· Average System voltage.

15-minute average of the above parameters shall be available for last 35 days. The load survey
data should be available in the form of bar charts as well as in spreadsheets. The BCS shall
have the facility to give complete time synchronized load survey data both in numeric and
graphic form.
The offered meter shall indicate Maximum Demand (Active and Apparent).
The offered metering module shall store the midnight values of the following electrical
parameters:
· Active energy import
· Active energy export
Billing parameters the metering modules shall store following parameters corresponding to
defined bill dates:
· Active energy import

Data Communication Capability: Each meter shall have an optical port on its front for
tapping all data stored in its memory. Portable or hand held data collection devices
shall be used for this purpose to serve as the interface between the meters specified
above and the local personal computers (PC). The overall intention is to tap the data
stored in the meter’s memories once a week/month, and transmit the same to a central
computer. It shall also be possible to obtain a print out (hard copy} of all data collected
from the meters, using the local PC.
Additionally, the metering system shall have a serial RS232 port for transferring
the meter data to a remoter location using PSTN infrastructure.

The meters shall safely withstand the usual fluctuations arising during faults etc. In
particular, PT secondary voltage 115% of rated voltage applied continuously and 190%
of rated voltage applied for 3.0 seconds, and 30 times of rated applied for 0.5 seconds
shall not cause any damage to or mal-operation of the meters. The immunity to external
magnetic field shall be strictly as per latest CBIP recommendations.

Each meter shall have the capability / facility to compensate: -

i. Linear Transformer correction to enable the measurement CT/VT


errors (ratio and phase), to be accurately compensated for phase in individual
metering module. There shall be linear adjustment, which shall be applied across
the complete measurement range of the transformer.

ii. Non Linear Transformer correction facility to apply compensation to the CT/PT
errors. This shall allow multiple ratios and phase adjustments to be applied for
different load points per phase input of each meter.

The metering modules may preferably be draw out type with automatic CT shorting
feature so as to ease the testing/replacement of meters without disturbing the system.

The meters shall also withstand without any damage or mal operation, reasonable
mechanical shocks, earthquake forces, ambient temperature variations, relative
humidity etc. They shall have an IP-51 category dust-tight construction, and shall be
capable of satisfactory operation in an indoor, non-air-conditioned installation.

The meters shall continue to function, as specified above, in case of failure of one or
two phases of PT supply. In case of a complete supply failure, the computation of
average frequency shall be done only for the period during which the PT supply was
available in the 15-minute block. Any time block contraction or elongation for clock
correction shall also be duly accounted for.
Each of the meters shall have built – in facility (e.g. Test links in their terminals) for in-
site testing, or a separate test block shall be provided for each meter.

Tamper And Anomaly Detection Features: -

The meters shall have an appropriate display system by which any attempt of tampering the
meter is promptly displayed with date and time tagging. It should be able to display the
following information about tampering events that have occurred since last demand reset.

The meter shall have features to detect the occurrence and restoration of, at least, the
following common /anomaly:

i. Missing Potential: The meter shall be capable of detecting and recording


occurrences and restoration of missing potential (1 phase or 2 phases) which
can happen due to intentional / accidental disconnection of potential leads.
ii. CT Polarity reversal: The meter shall be capable of detecting and recording
occurrences and restoration of CT polarity reversal of one or more phases.
iii. Current and potential imbalance: The meter shall be capable of detecting and
recording occurrence and restoration of unbalance voltage and current.

Snapshots of voltage, current, power factor and energy (active) readings as well
as date and time of logging of occurrence and restoration of all anomaly events
shall be logged into the meter memory and available for retrieving through the
meter’s optical port via Data collection device and down loading to BCS.

iv. Power On/Off: If all the voltages are not available, power off event should be
detected and power on event should be logged when supply is available. The
power on and off event should be logged with date and time

Last 100 such events in total with date and time shall be stored in the meter
memory on first in first out basis.
There shall be four separate compartments for logging of different type of
anamolies as follows:
Compartment No.1: 20 events of CT polarity reversal
Compartment No.2: 20 events of missing potential
Compartment No3: 40 events shall be allocated for current/voltage unbalance
Compartment No.4: 20 events of power On/Off
The logging of various anomalies in each compartment should be as under:
Once one or more compartments have become full, the last anomaly event pertaining to the
same compartment will be entered and the earliest (first one) anomaly event should
disappear. Thus, in this manner each succeeding anomaly event will replace the earliest
recorded event, compartment wise. Events of one compartment/category should overwrite the
events of their own compartment/ category only.
Bidders may indicate alternate proposals for the above anomaly detection and logging
scheme.
Anomaly count should increase as per occurrence (not restoration) of anomaly events. The
total No. of anomaly counts should also be provided on the meter display as well as at the
BCS end.

Tamper data shall be available on meter display as:

Date of first occurrence of tampering.


Time of first occurrence of tampering.
Time of last restoration of tampering.
Date of last restoration to normal condition.
Number of occurrence of tampering events.

HARMONIC MEASUREMENT
The meter should be capable of measuring fundamental energy as well total energy i.e.
fundamental plus harmonics energy. Fundamental energy should be made available on meter
display and the same only shall be used for billing purpose.

The supplier shall indicate the sampling rate so that it shall be sufficient for the user to
determine the accuracy of total energy.

The values of total energy shall be made available on Data collection device with proper
resolution.
SELF DIAGNOSTIC FEATURE
The meter shall be capable of performing complete self-diagnostic check to monitor the
circuits for any malfunctioning to ensure integrity of data memory location all the time. The
meter shall have indications for unsatisfactory/nonfunctioning/malfunctioning of the following:
a) Time and date and
b) All display segments as per the requirement under G 19 of
IS 14697.
The details of malfunctioning of time and date should be recorded in the meter memory. The
details of self-diagnostic capability feature should be furnished by the bidder.

2.2 FREQUENCY METER.

The frequency meters shall be flush mounting digital type they shall have range of 45-55 Hz. Their
performance characteristics shall conform to the relevant standard.

2.3 RELAYS

The type of relays to be used in the Control & Relay Panels shall be strictly as per the description given
below, otherwise tender will not be considered:

All relays shall be back connected draw-out type or plug in type in modular flush mounting dust tight
cases and in dull black enamel finish. Front of the relays shall be covered with transparent cover.

Test blocks for secondary injection test shall be incorporated in the relay. Flag type operating indicators
reset devices suitable for operation from the front of the relay case without opening the cover, shall be
provided. There should be an interlock so that no modules can be removed without isolating supplies,
inhibiting all output contacts, and short circuiting current transformer connections.

The relays shall comply in all respect the requirements; of IS - 3213 - 1965 or equivalent standards and
shall be suitable for operation under the climatic condition specified. The current coils shall be rated for
a continuous current of 1A/5A depending on relevant CT Secondary current and the voltage coil for
110/63.5V normal. The contacts of the relays shall be silvered and precaution shall be taken to prevent
or minimize damage due to arcs which have to be successfully broken against 250 Volts D.C. When
open, the contacts shall withstand voltage of 115% of the normal circuit voltage.

The auxiliary relays shall be designed for continuous operation at 250 V.D.C. and shall withstand 110%
rated voltage continuously. This shall also be suitable for satisfactory operation at 80% rated Voltage.

The relays must be suitable for protective scheme described below. The tenderers shall submit along-
with the tender detailed operational sequence, relay characteristics, circuit diagrams and descriptive
literatures.

The 33 KV line distance protection relay, and distance to fault locator shall be of numerical type with
modular construction. They shall invariably be free from the influence of any electrical interference
signal from either related AC or DC source.

(a) Numerical Relays


Ø The numerical relays to be used should mandatory have the following features otherwise relays will
not be acceptable.
Ø The offered relays shall be completely numerical with Protection elements realized using software
algorithm. Hardware based measurement shall not be acceptable.
Ø The relay should have high immunity to electrical and electromagnetic interference.
Ø The same relay shall be provided with both 1A and 5A CT inputs and shall be selectable at site.

Ø It shall be possible to energize the relay from either AC or DC auxiliary supply.

Ø The offered relay shall have a comprehensive local MMI for interface. It shall have the following
minimum elements so that the features of the relay can be accessed and setting changes can be done
locally.

· At least 32 character alphanumeric backlit LCD display unit


· At least 4 fixed LEDs (for trip, Alarm, Relay available & Relay out of service) & 8 programmable
LEDs which can be assigned to any protection function for local annunciation.
· Tactile keypad for browsing and setting the relay menu

Ø The relays should have two communication ports viz. Front RS232 port for local communication for
relay settings, modifications, extraction and analysis of fault/event/disturbance records from a laptop
and a Rear RS485 for remote communication to SCADA system.

The relays shall have the following tools for fault diagnostics

· Fault record – The relay shall have the facility to store atleast 5 last fault records with information
on cause of trip, date, time, trip values of electrical parameters.
· Event record – The relay shall have the facility to store at least 250 event records with 1ms
resolution.
· Disturbance records – The distance protection relay shall have capacity to store at least 10 records
each with 10 secs. duration.

Ø It shall be possible to store these informations in the event of an auxiliary supply failure with the
help of a battery back up.

Ø The relay settings shall be provided with two levels of password protection.

Ø It shall be possible to change the relay setting from the front panel using the key pads.

Ø The relay shall have comprehensive self-diagnostic feature. This feature shall continuously monitor
the healthiness of all the hardware and software elements of the relay. Any failure detected shall be
annunciated through a output watchdog contact. The fault diagnosis information shall be displayed
on the LCD and also through the communication port.

Ø The Numerical Relays shall be provided with 1 Set of common support software compatible with
both Windows 98 and NT 4.0 which will allow easy settings of relays in addition to uploading of

event, fault, disturbance records, measurements. The relay settings shall also be changed from local
or remote using the same software.

Ø All protective relays, auxiliary relays and timers except the lock out relays and interlocking relays
specified shall be provided with self-reset type contacts. All protective relays and timers shall be
provided with externally hand reset positive action operation indicators with inscription subject to
Purchaser's approval. All protective relays which do not have built-in hand-reset operation
indicators shall have additional auxiliary relays with operating indicators (Flag relays) for this
purpose. Similar separate operating indicator (auxiliary relays) shall also be provided in the trip
circuits of protections located outside the board such as buchholz relays, oil and winding
temperature protection, sudden pressure devices, fire protection etc.

Ø Additional timers with sufficient Nos. of contacts shall be provided in the main protective numerical
relays for purchaser’s use.

Ø No control relay, which shall trip the power circuit breaker when the relay is de-energized, shall be
employed in the circuits.

Ø Provision shall be made for easy isolation of trip circuits of each relay for the purpose of testing and
maintenance.

Ø Auxiliary seal-in-units provided on the protective relays shall preferably be of shunt reinforcement
type.

The Numerical relays in general shall conform to the following specifications of IEC towards
atmospheric environment

Temparature : IEC60255-6:1988 , IEC60068-2-1:1990/A2:1994, IEC60068-2-2:1974/A2:1994

Humidity : IEC 60068-2-3 : 1969

(b) AUXILIARY RELAYS :

Self reset auxiliary voltage relays rated for specified D.C voltage shall be provided for use in the
interlocking schemes for multiplication of contacts suiting contact duties of protective relays and for
monitoring of control supplies and circuits. Monitoring relays for lockout relay circuits shall be
connected in series with lockout relays coils. The tenderer shall be responsible to ensure that the
monitoring relay ratings are such that they shall positively pick-up through the breaker coils / lockout
relays coils monitored, but the breakers / lockout relays shall not operate with such a connection.
The supply and circuit monitoring relay shall be connected to initiate an alarm upto failure of respective
supply / circuit. They shall preferable have reverse flags. Which drop when relay is deenergised.
Otherwise, an indicating lamp shall be provided with each monitoring relay for indication of its
operation.
Close positions relays of main supply circuit beakers initiating automatic closure of stand by supply
breakers shall have adequate time delay on drop out so that complete closure of stand by supply breaker
is ensured. This feature will be used for obtaining limitation of duration of impulse for automatic
closure of stand by supply breakers. In case the close position relays with such time delay are not
available , additional slugged D.C auxiliary with adequate time delay on drop out be supplied for
automatic reverse closure . The exact arrangement will depend on the actual control schemes and shall
be subject to the approval of purchaser.

The lockout trip relays shall be multi contact, hand reset type. The latching mechanism shall be positive
and insensitive to vibration and shock. The reset devices on the front of the relay panel shall not permit

manual tripping. Each lock-out relay shall be furnished with a panel mounted isolating arrangement to
permit opening of trip circuits for testing.

(c) TRIP CIRCUIT SUPERVISION RELAYS:


If required by the purchaser the trip circuits shall be supervised by means of relays. The scheme shall
continuously monitor the trip circuit before closing and after closing of the breaker. The scheme shall
detect (i) failure of trip supply (ii) open circuit of trip coil or trip circuit wiring and (iii) failure of
mechanism to complete the tripping operation. The relays shall have necessary contacts to be connected
to the annuciator available in the annunciation panel for visual and audible indication of the failure of
tip circuit.

2.4 ELECTRICAL EQUIPMENT AND WIRING


Electrical equipment furnished by the contractor shall be designed for use under the climatic conditions
prevailing at site .Metal parts shall be protected against corrosion by plating and / or painting. All
wiring, both bower and control, shall have insulation of non hygroscopic type unless specifically stated
otherwise .

The use of materials of hygroscopic nature (leather, paper, fibre, cotton and like) shall be a voided as far
as possible in no case these materials shall be employed where an electrical insulating functions is
involved. All welding, casing twine, felt ,etc. shall be treated with fungicides and insecticides no fabric
treated with linseed oil or linseed oil varnish shall be used .

All instruments and devices on and in the panels whether furnished by the tenderer or others shall be
mounted and completely wired to terminal blocks ready for external connections.

The small wiring carried out shall be of an adequate cross section and not less that 2.5mm2 copper wire
for C.T circuit and 1.5 mm2 copper wire for the P.T and other circuits, each wire shall be continuous
from and to end shall not have any joint within itself.

All wires shall have PVC insulation grade 650 volts super flexible multistrand and shall be suitable for
switchboard wiring and comply with the requirements of relevant standards. Each wire shall bear an
identifying ferule or tag at each end or connecting point.

All the operating coils, wires and secondary circuits shall withstand as erected power frequency teet
voltage as per the relevant standard for one minute.

2.5 TERMINAL BLOCKS :


All outgoing control wiring shall terminate on terminal blocks, preferably vertically mounted on the
side of each panel . All wire terminations shall be carried out with compression type connections .
Suitable supports shall be provided for the incoming cables . The terminal block shall be arranged to
provided maximum accessibility to all conductors terminations and arrangement preventing ready
access to other terminal screws will bot be accepted . At least ten percent spare terminals shall be
provided over above the number required and shall be suitably distributed on each terminal block .
The terminal block be fully enchased with easily removable covers and made of moulded , not
inflammable plastic material with bases and barriers moulded integrally , such blocks shall have washer
head binding screws for external circuit wire connections and white making strip for circuit
identification. All control cables shall preferably terminate in Ross Courtney terminals and washers or
crimp age. All terminals shall be clearly marked with identification numbers or letters to facilitate
connection to the external wiring. Terminal blocks shall include separate terminal for testing the relays
and instruments and short circuiting of the C.T,S is these facilities are not provide else where in the
manufacture’s equipment no more than two wires shall be connected to any terminal .

Purchaser’s control cables shall be 2.5, 4.8, 6.0 or 10 mm2 size copper or equivalent aluminum and shall
enter from below. Terminals shall be suitable for connection of copper as well as aluminum conductors.
The control schemes shall incorporate necessary isolating devices for easy testing and isolation of faults
in control and signaling circuits.
Panel manufacturer shall furnish and amount all required material. Such as terminal blocks steel
enclosures. troughs conduits and necessary fittings. In addition, the manufacturer shall furnish:-

One set of fuses for each fuser circuit with individual branch circuits, if any not separately fused. Fuses
and terminals shall be provided for tapping of control supply for equipment located elsewhere.

Necessary arrangement must be made for receiving/ distributing /isolating and fusing of DC control and
signaling supply , details for which shall be furnished to the successful tenderer .

A copper bar ground bus extending the entire length of panels shall be provided. Suitable arrangement
shall be for connecting both ends of each bus to the station ground. All ground connection of devices
and circuits shall be connected to the panel ground bus.

2.6 SPACE HEATERS:


Tubular space heaters suitable for connection to single phase 240 volts so HZ. Supply shall be provided
at the bottom of the cubicles to prevent condensation of moisture. The watt loss shall be low enough to
keep the surface temperature well below visible limits.

2.7 TEST BLOCKS:


Switch board type , back connected , semi flush mounting type test block with contacts suitably rated
shall be provided with links or there devices to enable insertion of a series devices into the circuit
without causing open circuit in the devices into the circuit without causing open circuit in the C.T
secondary or to enable short circuiting of the C.T secondary . Test block covers shall be provided with
suitable sealing arrangement to prevent unauthorized access to the test stubs. If any test plugs are to be
used with the test blocks, 6 Nos. of each type of such block & plugs shall be supplied free with main
equipment.

2.8 SAFETY EARTHING:


Earthing of current free metallic parts or metallic bodies of the equipment fitted on the panel shall be
done with soft draw single conductor bare copper. A copper ground bus extending along the entire
length of the panels shall be provided. Suitable clamp type terminals shall be furnished for connecting
both ends, of the bus to the station earth system the neutral point of the star connected L,V windings of
instrument transformers, whenever necessary shall be connected with the main earth wire of the panel
earthing system , multiple earthing of any instrument transformer circuit shall be avoided .

2.9 SWITCHBOARD LIGHTING


The switchboard shall be illuminated by lamps connected to 240 volts , A.C 50hz single phase supply .
The illumination of the interior shall be free from hand shadows and shall be planned to avoid any strain
or fatigue to the wireman . Panel and corridor lights shall be operated by door operated push button
switches for duplex panels . However in case of duplex panels , panel lights will be operated by separate
switch mounted inside the panel.

3.0 SUPPORTING STEEL :


All necessary embedded leveling steel sills, anchor bolts, channels and other parts for supporting and
fasting the panels shall be supplied by the tenderer . Embedded parts with detailed instruction shall be
delivered in time to meet the schedule for insertion in the building structures.

3.1 ACCESSORIES
Test blocks , test special terminal boards and other accessories normally required for testing , operation
and maintenance of all relays and meters shall be furnished by the tenderers .

3.2 TROPICALISATION
Control room will be normally air cooled but all equipment shall be suitable for installation in a tropical
monsoon area, having a hot humid climate and dry and dusty season with ambient conditions as per
section –III. All control wiring equipment and accessories shall be pointed by means of spray or dip
coating, be protected against fungus growth condensation, vermin and other harmful effects due to
tropical environments.

3.3 PAINTING
All the unfinished surfaced of the steel panels and frame work shall be sand blasted to remove dust
scale, foreign adhering matter of grease. A suitable rust resisting primer paint shall be applied on the
interior and exterior surfaces of the steel, which shall be followed by application of an under coat
suitable to serve as base and binder for the finishing coat. The finishing coat shall be stove enamel
painted on the exterior of the panels and shall be shade no .631 of IIS-5 for new substation and for
existing substations it shall be similar to that used for switch boards already installed . The paint shall be
of cellulose enamel equivalent evenly sprayed to present a delightful appearance , while on the interiors
surfaces , the finishing coat shall be of light grey white to give a contrasting effect with the cubicle
wiring. Sufficient quantity of finishing paint shall be supplied with each consignment of the panels to
enable the purchaser to restore at site any finish which may have got damaged during transit. The switch
boards may alternatively be given a plastic durable covering coat for protection of the finish which can
be peeled off after installation at site. Details of painting process including surface pretreatment details
may be indicated in offer.

3.4 FIRE PROTECTION.


All equipment connections and cabling shall be designed and arranged to minimize the risk of fire and
damage which be caused by fire.

3.5 PROTECTIVE SCHEME PERFORMANCE REQUIREMENT


The protective gear shall be fast in operation so as to maintain system stability under fault condition.
The protective scheme shall provide suitable protection for the individual line and equipment protected
and ensure proper operation of the entire protective system as a co-ordinate unit. The various protection
systems shall be designed to isolate only the faulty circuit and to avoid indiscriminate tripping of
healthy circuits. The protective scheme which may arise during disturbance in the system.

The experience on various power system in India has shown the a great majority of system faults
originate as earth faults, the number of phase faults being comparatively small special attention shall
therefore be given to the problem of providing a reliable and high speed earth fault protection the phase
faults should also be cleared in the minimum possible time in order to minimize fault damage and to
maintain system stability.

3.6 TECHNICAL SUITABILITY IN MATCHING OTHER GRID EQUIPMENTS

All relays shall be suitable for matching with other equipments installed in the grid sub-station, details
of which are given below:-

3.7 VOLTAGE TRANSORMERS.


The voltage reference to line protection relays shall be supplied from two / three winding magnetic or
capacitor voltage transformer ( conforming to IEC 186 , 186A and Ec 358 ) all secondaries shall be
rated for 110√3 volts . For 132 KV bus V.T there are two secondaries rated 110√3 volts . One winding
will be used for line protection and the other will be sued for metering .
The salient particulars of voltage transformers are :

3.8 COMMUNICATION EQUIPMENT :
The information link between two stations are in the form of power line carrier system . The total time
delay in carrier path is not expected to be more than 20ms .

The figures given above may be applicable for each grid sub-station but are indicative of maximum and
minimum fault level in Jharkhand State Electricity Board. All relays must operate satisfactorily for such
fault levels.
Each relay shall be provided with dust-tight removable front cover with full glass window. The relays
operation of relays shall be practically free from errors due to nominal variations of frequency and
ambient temperatures given in general requirement of specification.
All relay coils shall be vacuum impregnated with suitable insulation compound which
shall be moisture resistant. The design shall be such that the settings and calibration will not get out of
adjustment unless intended to.
All contacts shall be made of pure silver or palladium and shall be readily renewable, self cleaning and
self aligning type. The contact rating shall be liberal so that they may give satisfactory service without
mush attention .Time delay features like dash or other devices which are appreciably affected by
variations in temperatures and humidity shall not be acceptable. Permanent management shall be of
managing type.

All the relays shall be provided with operation indicators which shall be secured against unwanted
operation. The indicators shall show all types of faults and the phase or phases on which fault had
occurred. All indictors and hand resetting relays must be capable of being reset without opening the
relays case. All measuring, stating and tripping relays shall be provide with operation and indicator.

The relays should be flush mounted and of drawout of pluging type.

For testing the relay while it is in service, every relay scheme namely distance protection, differential
protection etc shall be provided with rotary switch with position test / service. One of them shall be sued
in the circuit of main protection and the other with back up protection. When the relay is in service, both
these switches shall be kept in service position During testing , one of the switches in turn shall be

rotated to test position to short the main CT , isolate main VT , isolate tripping command to breaker,
block auto re-closing circuits etc. and simultaneously initiate alarm protection under testing . Relay
terminals for connecting CT, VT, I.C tripping loads of testing kit shall be provided on the panel. These
terminals shall not be live when test switch is in service position.
3.9 TRANSFORMER PROTECTION .

For the 132/33 KV sub-stations 50MVA or 20 MVA. Three winding transformers are to be installed.

4.1 TESTS
ROUTINE TESTS :
All equipment shall be subjected to routine tests according to the relevant standards and to such other
tests as may be required to ensure that all equipment is satisfactory and in accordance with this
specification . The purchaser reserves the right to witness all the tests and advance intimation shall be
given to him regarding those tests. Five copies of the reports of all such tests shall be submitted to the
purchaser for approval. Any modification required in the testing procedure shall be made as directed by
the purchaser at no additional cost to the purchaser. No equipment shall be dispatched form the
manufacture’s work before the relevant tests reports have been approved by the purchaser. The
contractor shall supply 6 (six), copies of the certified final test reports of all factory tests carried out on
each panel, relays, meter, switch, instrument transformer and other devices, which shall furnish
complete information including the method of application and duration of tests . List of minimum
routine tests to be performed on the equipment is indicated below:-
Physical Inspection.
Wiring continuity test.
Various A.C, D.C, C.T & V.T circuits with each other and ground.
Power frequency 2KV for one minute withstand test.
Operating D.C sequence test of scheme
Secondary injection test in C.T & V.T circuits, to check operating time and operating value.
Stability test
Direction test.

The tenderer may however indicate any other test deemed necessary to be performed in addition to the
above .

TYPE TESTS:

It shall be certified by the contractor that the type tests in accordance with the relevant standard have
been successfully carried out on all types of relays , meters , switches and other devices being supplied

by him . Certified reports of all type test shall provide sufficient data to substantiate that the equipment
offered meets the requirements of the standards.

4.2 PACKING & SHIPMETNT


After satisfactory final inspection and tests and after written approval has been given by the purchaser ,
the tenderer shall adequately pack for rail and / or transport ( all the necessary lifting and supporting
equipment and fittings being provided by him ) clearly marked and deliver the whole of the equipment
to the site . The making shall include the contact number and the name and address of consignee .
The tenderer shall be responsible for arranging transport to site and shall satisfy himself that the
transport arrangement are satisfactory .
The panels should be shipped in suitable crates with al instruments , relays , switchgears and other
devices mounted in position and wired , instruments , relays etc. which are likely to be damaged by
shocks , vibration , etc , if sent in this manner , shall be removed , packed in special protective
containers and dispatched separately .
The detailed shipping schedule for each panel shall be supplied will in advance . In the schedule , items
not accompanying the control panels , but separately shipped in crates shall be separately listed . Four
copies of the packing list shall be sent at least three weeks before the goods are delivered.
The packing list for each equipment shall indicate details of the equipment being shipped to enable the
consignee to identify the parts and to ensure that no equipment stated to have been sullied / shipped has
either been lost in transit or damaged . If the invoice does not contain full details and if any parts , not
specifically mentioned in the packing list , is missing in transit , the contractor shall be responsible for
the same and shall supply such parts to the purchaser without any extra cost .

4.3 ANNUNCIATION SYSTEM (STATIC)


Static type alarm annunciation system shall be provided in each control board by means of visual and
audible alarm in order to draw the attention of the operator to the abnormal operating conditions or the
operation of some protective devices. The annunciation equipment shall be suitable for operation on the
voltages specified.

The details of inscriptions for the window block for different panels will be intimated at the time of
approval of drawings.

The annunciation shall be of visual and audible type. The visual annunciation shall be provided by
annunciation facia, mounted flush on the top of the control panels. Alarm buzzer or bell shall provide
the audible alarm. Separate bells/buzzer with different tones shall be provided for 132KV and 33KV
sides.
The annunciator facia shall be provided with translucent plastic window for alarm point with minimum
size of 35 mm x 50 mm. The facia plates shall be engraved in black lettering with respective
inscription, which will be approved by the Purchaser. Alarm inscriptions shall be engraved on each
window in not more than three lines and size of the lettering shall not be less than 5 mm. At the
existing substation control rooms, annunciation scheme shall be engineered as an extension to the
existing scheme.

Each annunciation window shall be provided with two white lamps in parallel to provide safety against
lamp failure. Long life lamps shall be used. The lamp circuit shall include series resistor of adequate
rating. The cover plate of the facia windows shall be flush with the panel and shall be capable of easy
removal to facilitate replacement of lamps. The transparency of cover plates and wattage of the lamps
provided in the facia windows shall be adequate to ensure clear visibility of the inscriptions in the
control room having high illumination intensity (500 Lux), from the location of the Operator's desk.

TRIP and NONTRIP facia shall be differentiated. All TRIP facia shall have red colour and all
NONTRIP facia shall have white colour.

Visual and audible annunciation for the failure of DC supply to the annunciation system shall also be
provided and this annunciation shall operate on 230 Volts AC supply with separate fuses. On failure of
the power supply to the annunciation system for more than 2 or 3 sec. (adjustable setting) a facia shall
light up and a bell shall sound. A separate push button shall be provided for the cancellation of this
audible alarm alone but the facia window shall remain steadily lighted till the supply to the annunciation
system is restored. The sound of the audible alarm (bell horn) provided for this annunciation shall be
different from the audible alarm provided for the annunciation system.

A separate voltage check relay shall be provided to monitor the failure of AC supply (230 V AC) to the
scheme mentioned in the above Clause. If the failure of supply exists for more than 2 or 3 sec. this
relay shall initiate visual and audible annunciation (bell/horn) which shall have distinctly separate tone
than that of D.C. fail.
The annunciation system described above shall meet the following additional requirements:
a) The annunciation system shall be capable to cater at least 30 simultaneous signals at a time.
b) One self-resetting push button shall be provided on each panel for testing the facia window lamps.
Push buttons for testing flasher and audible alarm circuit of annunciation system and for testing the
annunciation supply failure monitoring circuit shall also be provided. These testing circuits shall be so
connected that while test is being done it shall not prevent the registering of any new annunciation that
may land during the test.
c) One set each of the following push buttons shall be provided on each panel as shown in the front
view drawing:
i) Reset push button for annunciation system.
ii) Accept push button for annunciation system.
d) The annunciation shall be repetitive type and shall be capable of registering the fleeting signal.
Minimum duration of the fleeting signal registered by the system shall be 15 milli secs.
e) Auxiliary relay for annunciation system shall have adequate auxiliary potential free contacts for use
in event logger.
f) The annunciation shall be suitable for operation with normally open fault contacts, which close on
fault. For fault contacts, which open on a fault, it shall be possible at site to change annunciators from "
close to fault" and vice versa.
g) Special precaution shall be taken by Contractor to ensure that spurious alarm condition does not
appear due to influence of external electromagnetic/electrostatic interference on the annunciator wiring
and switching disturbances from the neighboring circuits within the panels.

h) The annunciation system to be supplied for existing sub-stations have to be matched with the existing
scheme in coordination with the Purchaser during detail engineering stage.

4.4 SYSTEM DESCRIPTION


A. SYSTEM GROUNDING
The 132KV System is effectively earthed at neutral points of all the corresponding windings of 3-phase
transformers. The 33KV system is non-effectively earthed through earthing transformer.
B. VECTOR ROTATION
The system frequency is 50 cycles/sec. The unit vectors of the 3 phases rotate in the anti-clock-wise
sense in the following order. Red-Yellow-Blue-Red.

C AUXILIARY POWER SUPPLY


The A.C. supply to the auxiliaries will be 3 phase, 4 wire grounded neutral, 50 cycles/sec ± 5/2%,
400/230 Volts ± 10% at the terminal of the equipment.
All heaters, illuminating lamps and accessories shall be suitable for the A.C. supply.
The D.C. supply voltage from the station battery would be 250 V ± 10% D.C.
All indicating lamps, alarm, annunciation, close & trip devices shall be suitable for the D.C. supply.
D PROTECTION SCHEME
The protection, auxiliary relay and timers that are required to be provided and included in the list of
equipment and the detailed description of each protection and the associated equipment are described
below:
The setting ranges of the equipment offered, if different from the ones specified shall also be acceptable
if they meet the functional requirements. The bidder shall quote the protection equipment meeting the
following requirements.
The Bidder may also quote any alternative/additional protections or relays considered necessary by him
for providing complete effective and reliable protection. These equipment shall be quoted separately as
an alternative/additional to the main offer stating the price separately. The acceptance of this
alternative/additional equipment shall lie with the Purchaser.

SPECIFIC TECHNICAL REQUIREMENTS

1.02.00 TRANSFORMER PROTECTION

The 50 MVA, 132/33KV & 150 100 MVA 220/132/33 kV transformers are equipped with on load tap
changing gear for plus or minus ten percent voltage variation from nominal ratio.

1.02.01 Circuit shall be wired for Buchholz alarm and trip (both for Main Tank & Diverter tank),
PRV alarm and trip, high winding Temperature alarm & trip, oil temperature alarm and trip, low
oil level alarm and annunciation devices.

1.02.02 Differential Protection

The transformers shall be protected by static type differential relays. The differential relays shall have
such 'percent slope' characteristics that no change in setting will be needed when the transformer taps
are changed. There shall be no mal-operation at maximum through fault current and the relays shall be
suitable for through fault current upto 15 times full load current.

The relays shall have means to restrain operation on transient inrush of magnetizing current during
switching either from HV or LV side. The relay shall also be stable in the event of sudden loss of
complete load. To maintain differential protection stability under over excitation conditions, relay
should also be incorporated with 5th harmonic current based blocking.,The characteristics shall take care
of the unbalance between the current of CTs on HV and LV side and shall be adjustable.

The current transformer's magnetization and ratio error curves shall be taken into consideration to co-
ordinate the characteristics of CTs and relays. Suitable interposing CTs are to be included in the offer.

1.02.03 Restricted Earth fault protection

Instantaneous high stability circulating current type restricted earth fault protection relay shall be
provided in the HV side. It shall be electromechanical type tuned to system frequency. The relay shall
also have suitable non-linear resistor to limit the peak voltage to 1000 volts.

1.02.04 Back-up protection

The back-up protection as outlined below on both sides of the transformer shall be provided.
a) The single-pole electromechanical type back-up over-current relay having IDMT characteristics shall
be connected to each phase as back-up protection on primary and secondary sides . The relays shall
have instantaneous high set unit.

b) Single pole electromechanical type back-up Earth fault relay having IDMT characteristic with high-
set instantaneous unit shall be provided on the primary side.

1.02.05 COMMON EARTH FAULT PROTECTION.

One number instantaneous Earth Fault relay with timer shall be provided for tripping of the LV side
circuit breaker of both the transformers. This relay will be energised from the neutral C.T /C.T.s of the
Zig-Zag type Grounding transformer.

1.03.0 LOCAL BREAKER FAILURE-BACK UP PROTECTION

1.03.01 All the 220 & 132KV breakers and shall be provided with either independent or
Inbuilt local breaker back up protection in numerical main protection relay itself

1.03.02 The protection shall deal with a situation where a circuit breaker fails to trip following
receipt of trip command from associated tripping relays.

1.03.03 All the protections that trip directly or indirectly the circuit breaker shall initiate the local
back up protection which after a suitable time delay shall initiate bus-bar clearance after
further check that fault current is still flowing.

1.03.04 The protection would trip and lock out all circuit breakers connected to the bus to which
circuit with failed breaker is connected.

Suitable hand reset type trip relay with sufficient number of contacts ( to include all bays
including future bays) shall be provided to effect the above LBB Scheme.

1.03.05 Separate alarm and indication from the local back up protection shall be provided for
each circuit.

1.03.06 The protective scheme shall comprise of the current check relay, timer with delay in pick
up and the necessary auxiliary relays etc. required for the above tripping functions.

1.03.07 One number supervision relay for the LBB lock-out relay shall be provided.

1.04.00 SYNCHRONISATION

1.04.01 Trolley mounted synchronizing panel with necessary equipment and accessories
complete with necessary flexible connecting cables shall be provided for synchronizing
132KV feeders, 132/33KV Power transformer from 132KV side.

1.04.02 The bus potential reference is to be obtained from the respective bus PTs through the
voltage selection relay (or switch). The incoming line potential reference is obtained
from the C.V.T. of the coupling capacitor of the power line carrier equipment. The
potential available will be 110 /¨ 3 volt and in phase with line to ground potential
vector. Operation of the synchronizing switch (removable plug) shall simultaneously
connect the incoming & running potential to the respective instruments through the
incoming and running bus.

1.04.03 The synchronizing receptacles shall have sufficient number of contacts for synchronizing
purpose and one set of contact for breaker closing circuit.

1.04.04 For synchronizing a feeder/ transformer through bus coupler breaker, feeder selection
switch/switches are to be provided in Bus coupler panels.

1.05.00 PROTECTION TRANSFER

1.05.01 The layout envisages provision of no C.T. in Bus coupler, since the C.T.s are located on
the incoming side of the bays for 132KV Switchyard. This feature necessitates diversion
of all protective commands to the bus coupler breaker through the protection transfer
switch in the event of transfer of a feeder/transformer. During transition it should
supervise both the breakers. Necessary mechanical interlock (key operated) should be
provided so as to allow the diversion of one feeder to Bus Coupler at a time.
1.07.00 TRIP CIRCUIT SUPERVISION RELAY
The relay shall be capable of monitoring the healthiness of each 'phase' trip-coil (s) and associated
circuit of circuit breaker during 'ON' and 'OFF' conditions. The relay shall have adequate contacts for

providing connection to alarm and event logger. The relay shall have time delay on drop-off not less
than 200 milliseconds and be provided with operation indications for each phase.

1.08.00 D.C. SUPPLY SUPERVISION RELAY

The relay shall be capable of monitoring the failure of D.C. supply to which, it is connected. It shall
have adequate potential free contacts to meet the scheme requirement. The relay shall have a 'time
delay on drop-off' of not less than 100 milli-seconds and be provided with operation indicator/flag.

1.13.00 SAFETY EARTHING

1.13.01 Current free metallic parts or metallic bodies of equipment shall be earthed with soft
drawn single conductor bare copper. Tail connection shall have minimum area of 16 sp. mm and main
connection 60 sq. mm. These wires shall be connected by Ross-Courtney terminals and clamp junctions.
Soldered connections shall not be employed.

1.13.02 The neutral point of star connected LV winding of instrument transformers and one
corner of the delta/open delta connected LV side of instrument transformers shall be similarly earthed
by tail connected with the main earth wire of the switchboard earthing system. Multiple earthing of any
instrument transformer circuit shall be avoided.

1.13.03 The main earth connection for each panel shall be brought out to terminals for
connection to the station earthing system.

1.15.00 DRAWING & LITERATURE

1.15.01 Triplicate copies of the following drawing and literature shall be submitted
along with the tender.

a) Dimensioned details of each unit cubicle complete assembly of switchboard.


b) Dimensioned front and rear view of the switch boards with instrument and device position
marked.
c) List of all equipment and devices.
d) Pictorial views of control switches, indicating instruments, test blocks, Terminal blocks and
exploded views of draw out type instruments and fuse blocks.
e) Schematic wiring diagram of protection scheme, synchronising circuit, annunciator
circuit, Disturbance Recorder, fault locator etc.
f) Illustrative and descriptive literature, general technical data and specifications of
each and every type of relays, meters, instruments and other devices offered.
1.15.02 Contract drawings & literature
In the event of an order, the contractor shall submit three prints of each drawing for the approval of the
purchaser. After the drawings are approved, six copies of each drawing printed on 90 GSM paper shall
be supplied for immediate use.

One set of velographs for all drawings (as erected) and ten sets of print of such drawings printed on 90
GSM paper and mounted on cloth shall be supplied as contract drawings.

a) Dimensioned detail drawings of the panels showing front view, rear view and side view.

Ferrule number, device numbers grouping for cable take off etc. shall be distinctly shown.

e) Inter-connection diagram between switchboard and switch gear equipment, power transformers,
instrument transformers etc. showing clearly the connection between the terminal blocks of the
switchgear and control panel.

f) Dimensional outline, drilling diagram and special mounting arrangement, if any of each type of
various devices on the switchboard.

g) Internal wiring diagram of all devices and elementary wiring of relay where internal wiring is
intricate.

h) Construction details of control switches, terminal block, test blocks etc.

1.15.03 In the event of a contract being awarded ten copies of each set of the following
literatures shall be supplied :

a) Literature describing construction, operation, adjustment and rating specifications of all the
protective and auxiliary relays recording instruments, metering instrument, control switches etc.

b) List of spare parts, identification number of renewable parts of relays, instruments and
switches to enable the Purchaser to procure spare parts correctly at a later date.

3. Construction of the Distribution Panel

The salient feature of construction of panels shall be as follows:

1. Sheet Steel 2 mm thick for frames, cable glands plates and equipment mounting plates and 1.6
mm thick for front and rear doors and covers.

2. Welded construction, with shipping section bolted together. All such joints to be gasketted.
Lifting lugs to be provided.

3. The cubicles shall be totally dust and vermin proof conforming to IP 54 of IS 2147.

4. All doors to be hinged type except busbar chamber covers which shall be bolted type. The panel
shall be of flush front design, suitable for access from front and rear.

5. The construction shall be such as to facilitate easy extension at both ends.

6. The design shall be such as to have individual feeders in separate compartments, with proper
barriers between adjacent feeders, busbar chamber and cable box chambers.

4. Painting of the Panel Boards

All sheet steel work shall be properly cleaned and degreased. Rust and scale shall be removed by
pickling and phosphatising. After phosphatising, two coats of finishing synthetic enamel paint of
approved shade as per IS-5. The painting shall be stove enameled or epoxy paint as called for.

5. Air Circuit Breakers (ACB) Used In Panel

1. The circuit breaker shall be air-break, conform to IS 2516 (I,II,III) & shall be air-break,
horizontal drawout feature shall show 3 positions viz.: SERVICE, TEST and ISOLATED. These
positions along with "OPEN" and "CLOSE" positions shall be visibly marked.

2. All positions shall have provisions for locking. The ACB shall have shutter assembly and arc-
chutes and mechanical trip features.

3. The ACB shall have 6 NO + 6 NC auxiliary contacts rated at 10 A, 240 V, AC.

4. 'RED' and 'GREEN' indicating lamps shall be provided on the cubicle.

5. The ACB door shall not have any lamps or instruments. All such accessories shall be mounted
on a separate compartment.

6. The ACB shall have proper interlocks such that it cannot be 'plugged in or out ' 'SERVICE'
position, if the breaker is in 'ON' condition. It shall not be possible to operate as circuit breaker
unless it is properly engaged in any of the three positions.

7. The ACB shall have series CT operated over-current and short-circuit releases with facilities to
mount the under voltage and shunt- trip releases.

8. The operating mechanism shall be independent, manual spring charged stored energy type. The
mechanism shall ensure quick-break, quick make action and the ACB shall be trip-free in
operation.

6. Air Break Switches

1. The air break switches shall be of AC23, (heavy) duty, quick make-quick break, fault-make type
as per IS 4047.The contacts shall be silver plated.

2. The switches shall be capable of withstanding the mechanical and thermal stresses produced by
overloads and short-circuits.

3. All switches of all ratings shall have interlocks with the compartment doors. Switches of 250 A
and above shall be lockable in the 'OFF' position. All live parts shall be shrouded. It shall be
possible to intentionally defeat the interlocks if required.

4. 'RED' indicating lamp shall be provided for 'ON' indication.

7. Fuses

All fuses shall be of HRC cartage fuse-link type having a certified rupturing capacity of not less than 46
KA at 415 volts AC. The HRC fuses shall conform to IS 9224 1979. All fuses shall have visible
indication to indicate "Blown" condition. The rupturing capacity of fuses shall be as per IS 2000-1962.

8. HRC Fuse Carriers

1. The HRC fuse carriers/bases shall be of high grade phenolic moldings. The contacts shall be
silver plated and the contact blocks shall be suitable to receive the rated conductors of
aluminum, through lugs.

2. The fuse carriers shall have an aperture to view the conditions of HRC fuse mounted inside.

9. Contactors

1. The motor starter contactors shall be of the electromagnetic, double-break, non-gravity type
rated for uninterrupted duty suitable for operation under AC-3 utilization category as per IS
2959. The contacts shall be silver plated.

2. 2 NO and 2 NC auxiliary contacts shall be included.

3. The operating coils shall have class 'E' insulation of wire and shall be suitable for operation of
any specified control supply system.

10. Thermal Overload Relays

1. The thermal overload relays shall be provided where specified, having 3 element, positive
action, ambient temperature compensated with a time lag and adjustable settings. The setting
range shall be selected in accordance with the ratings of the motor.

2. The relay shall be self-reset/hand reset as called for. In the case of hand-reset, the reset button
shall be fixed on the compartment door.

3. The relay shall have atleast one 'NC' and one 'NO' or one change-over contact.

11. Moulded Case Circuit Breakers

1. The molded case circuit breakers, MCCBs shall be provided where specified. The MCCBs shall
conform to the latest applicable IS 2516-1977.

2. For AC Circuits the MCCBs shall be triple pole construction and shall have independent
manual opening and closing mechanism. The mechanism shall be quick-make and quick-break
type and the breakers shall be trip-free in operation. The 'ON', 'OFF' and 'TRIP' mechanism shall
be clearly indicated.

3. Bolted type neutral link to be provided with TP MCCB.

4. It shall be possible to mount accessories on the MCCBs like shunt-trip and under voltage
release, alarm contacts, etc.

5. The MCCBs shall have thermal/static trip devices.

6. The MCCBs shall have rupturing capacities as specified in BOQ/Single Line Diagram.

12. Miniature Circuit Breakers

The MCBs shall be of single pole, double pole, triple pole or four pole as required. The CBS shall be of
magnetic type with a maximum rupturing capacity of 9KA at 415V. The CBS shall conform to BS 3871
(Part I) 1965 and IS 8825.

13. Current Transformers

1. The CT's shall be of dry type and shall have short-time withstand rating equal to the short-time
withstand rating of the associated switch gear for 1 second.

2. The measuring instrument CT's shall be of 15 VA, minimum accuracy class 1.0 and an
instrument safety factor of 5.

3. The protection relay CT's shall be of 15 VA, minimum accuracy class 5P and an accuracy limit
factor of 10.

14. Indicating Instruments and Meters

1. Electrical indicating instruments shall be 72 mm/96mm/ 144 mm square size, suitable for flush
mounting.

2. The zero adjustment shall be done from outside the cover.

3. The dials to be parallax free with black numerals on a white dial.

1. Indicating lamps shall be of the filament type and of low watt consumption, provided with series
resistors and HRC fuse link for protection.

2. The lens shall be easily replaceable from the front.

16. Control and Selector Switches

1. The control and selector switches shall be of rotary type, adequately rated for the application but
with a minimum rating of 10 Amps at 240 V AC and 1 Amp at 220 V DC. The plates shall have clear
position markings.

2. The control switches shall have pistol grip handles spring return to normal. The selector
switches shall have oval knobs and shall be contact stay-put type.

17. Push Buttons

1. The push buttons shall be of the momentary contact, push to actuate rated for 10 A at 240V AC
and 1 A 220 V DC. The 'START' push buttons shall be green and shrouded. The 'STOP' push button
shall be red and unshrouded. All other push buttons shall be black.

2. The elements shall be enclosed with 1 'NO' and1 'NC' contacts. It should be possible to add on
easily extra elements to increase the number of 'NO' and 'NC' contacts.

18. Main & Auxiliary Buses

1. The busbars shall be of high conductivity aluminium alloy of E91E, grade. The busbar shall be
of uniform cross-section throughout the length of the panels.

2. All main and auxiliary busbars shall be insulated with sleeves. The sleeves shall be of high
dielectric strength, non-corrosive and of phase and neutral colours.

3. The busbars shall be supported on cast epoxy/resin/DMC/SMC Fiberglass insulators and the
spacing of the supports shall be such as to withstand the stresses of the short circuit currents. The
busbar spacings shall be adequate for 3 phase voltage upto 600V.

4. The busbar shall be as chosen for specific current ratings with a minimum density of 1 amp for
sq. mm area.

19. Internal Wiring

1. All internal wiring shall be carried out with 1100 V/650 V grades PVC insulated, stranded
conductor copper wires. The minimum size of wires shall be 2.5 sq. mm copper and for CTs also
2.5 sq. mm copper.

2. All individual control and CTs wiring shall be labeled with engraved identifications ferrules,
yellow in colour with black letters.

3. All wiring shall be terminated on stud type terminal blocks through crimping sockets. No more
than 2 connection shall be made on any one terminal block.

4. All spare auxiliary contacts of contactors and relays shall be wired to control terminal blocks.

20. Terminal Blocks

1. Terminal blocks for power and control shall be of reputed make stud type, with washers, nuts
and locknuts. All adjacent terminals shall have insulating barriers.

2. All power terminal blocks shall be appropriately rated for current with a minimum of 30 Amps.
The control terminal blocks shall be rated for a minimum of 10 A and suitable for atleast 2
conductors each of 2.5 sq. mm

3. All sets of power and control power terminal blocks shall be identified with engraved plastic
labels, black background and white letters.

21. Identifications Labels

All labels shall be black plastic with white engravings of letters of minimum 6 mm sizes.

22. Earthing

All switchgears shall have continuous run of earth busbar. The size and materials of the earth busbar
shall be specified.

23. Space Heater

Each vertical cubicle shall be having a Space Heater of 60 watts with thermostat wherever necessary.

24. Tariff Advisory Committee and CPRI Tested

The switch gear shall be approved by the Tariff Advisory Committee(for Fire Insurance), and CPRI
tested for short circuit test and enclosure test.

25. Tests

1. High Voltage test at 2.5 KV.

2. Power and Control Circuits Continuity Tests.

3. Insulation resistance test with 1000 V Meggar.

4. Operational Test.

5. Three Sets of test certificates to be submitted.

26. Drawings

Three sets of general arrangement drawings and wiring diagrams of all types of feeders shall be
submitted.

1.0 SCOPE
This specification covers design, manufacture, testing and supply of lighting distribution panels and
D.C. distribution panels with Miniature Circuit Breakers.

2.0 ELECTRIC SUPPLY SYSTEM

400 / 440 Volts, 3 Phase, 4 Wire, 50 Hz, supply with neutral solidly grounded for Lighting Distribution
panels and supply voltage as required for D.C. Distribution panels.

3.0 STANDARDS

Lighting & DC distribution panels shall be manufactured in accordance with the latest
edition/amendment of Indian standard specification at the time of order, including amendments & in
particular the following:

IS 694 : PVC insulated cables for working voltages upto and including 1100 V

IS 2147 : Degrees of Protection provided by enclosures for low voltage switchgear and control gear

IS 8623 : Low voltage switchgear and control gear assemblies

IS 8828 : Electrical accessories – circuit breakers for overcurrent protection for household and similar
installations.

fasteners. The incomer can be a switch (door interlocked) or MCB without thermal and magnetic

should be mounted on a bracket covered with sheet steel barrier plate with only opening for dollies.
Dollies of MCB should be accessible only after opening the outer door. Barrier plate shall be hinged
type / bolted with fixing screws.

4.5 CABLE ENTRY

Suitable for bottom entry. Separate undrilled removable gland plates to be provided at top/bottom for
incoming/outgoing compartments. The clear space (minimum 150 mm) between terminal block and
gland plate shall be provided for ease of termination and connection of cables / wires.

5.0 SPECIAL REQUIREMENTS

Arrangement for keeping 'tabular form circuit card' on the inside of outgoing compartment door shall
be provided.

6.0 ELECTRICAL COMPONENTS & WIRING

6.1 BUS BARS

Electrolytic quality copper / aluminium busbars of adequate size for the required current rating.

6.2 MAIN SWITCH

Triple pole & neutral quick make and break, heavy duty type as per IS 13947 (Part 3). Incoming
terminals of isolating switch shall be shrouded. Alternatively TP MCB and bolted link shall be
provided.

6.3 CIRCUIT SWITCHES

MCBs, Single / Double / Triple pole with thermal and magnetic releases, as required.

6.4 Wiring between incoming switch / MCB & busbars shall be with stranded copper PVC wires of
suitable size, colour coded. Wiring for outgoing circuits with 2.5 sq.mm. single conductor copper PVC
wires colour coded red, yellow, blue, black with suitable identification ferrules.

6.5 TERMINAL BLOCK

a) For incoming: Stud / clamp type, suitable for incoming cable size and rating required.

b) For outgoing: Clamp type complete with spring washer, suitable for connection with 6 sq.mm.
aluminium conductors rated for 30A including neutral terminals for each circuit.

7.0 EARTHING

Two Numbers 6mm external earthing terminals complete with two plain and one spring/ lock washer
and a nut on opposite side of the panels shall be provided. Earth bus of size 32 x 6 mm. to be provided
in outgoing terminal box with no. of tinned copper crimping type lugs equal to no. of outgoing circuits.

8.0 PAINTING

All metal surfaces shall be thoroughly cleaned and degreased to remove scale, rust, grease and dirt.
Fabricated structures shall be pickled and then rinsed to remove any trace of acid. The surface shall be

prepared by applying a coat of phosphate paint and coat of yellow zinc chromate primer. The surface
shall be made free from all imperfections before undertaking the finishing coat.

After preparation of the surfaces, the switchboard shall be powder coated with two coats of epoxy
based final paint. Colour shade of final paint shall be 632 as per IS.

The finished panels shall be dried in stoving ovens in dust free atmosphere. Panel finish shall be free
from imperfections like pinholes, orange peels, runoff paint etc.

All unpainted steel parts shall be cadmium plated or suitably treated to prevent rust formation. If these
parts are moving elements then they shall be greased.

9.0 NAME PLATES & LABEL

Rear engraved perspex with white letters on black background. The inscription on nameplates shall be
as per requirement. A separate transparent acrylic or equivalent caution nameplate 'LIVE TERMINALS'
in red letters on white background shall be provided above the main incoming terminals to prevent
accidental contact.

Labels giving circuit designation (R1, Y4, B6 etc) shall be provided for various components such as
fuses, switches, terminal blocks inside the panel.

10.0 DRAWINGS AND TEST CERTIFICATES

Copies of drawings and test certificates shall be furnished as per Vendor Document Requirement
enclosed elsewhere.

11.0 TESTS & INSPECTION

11.1 Minimum following tests shall be carried out during the inspection:

a) Insulation test with 500V megger.

b) High Voltage Test.

c) Continuity Test with extra low voltage (ELV) tester.

d) Earth continuity test with extra low voltage (ELV) tester.

e) Functional Test.

11.2 The purchaser reserves the right to inspect the Distribution Panels and witness the tests before
despatch at Manufacturer's works.

12.0 SPARES

The Bidder shall provide with his quotation, separate priced list of recommended operation and
maintenance spares.

13.0 QUALITY ASSURANCE

13.1 Quality assurance shall follow the requirements of JUSNL documents, as applicable.
