AN ACT CREATING THE PHILIPPINE INSTITUTE OF TRADITIONAL AND
ALTERNATIVE HEALTH CARE (PITAHC) TO ACCELERATE THE
DEVELOPMENT OF TRADITIONAL AND ALTERNATIVE HEALTH CARE IN
THE PHILIPPINES, PROVIDING FOR A TRADITIONAL AND ALTERNATIVE
HEALTH CARE DEVELOPMENT FUND AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress
assembled:
Section 1. Short Title. - This Act shall be known as the "Traditional and Alternative
Medicine Act (TAMA) of 1997."

HEALTH care is one of the most important facets in the lives of each individual yet,
it has been said that in the Philippines, especially among those living below the poverty line,
illness is seen as a catastrophe.
Based on the study of the University of the Philippines National Health Institute, six out
of 10 Filipinos who are ill just die for not ever seeing a doctor due to financial constraints.
The Department of Health, on the year 1992 through former Health Secretary and Senator
Juan M. Flavier, first came with Traditional Medicine Program by virtue of Administrative
Order No. 12. The program was set to promote and advocate traditional medicine in the
Philippines.
The drafting of a traditional medicine law began on 1994 to institutionalize the Traditional
Medicine Program and with the appreciation of President Fidel V. Ramos to include
traditional medicine in the health and economy, a law was enacted on 1997.
Thus on 1997, the Senate and House Representatives of the Philippines enacted Republic
Act No. 8423 "Traditional and Alternative Medicine Act (TAMA) of 1997" or An Act
Creating the Philippine Institute of Traditional and Alternative Health Care (PITAHC)
to Accelerate the Development of Traditional and Alternative Health Care in the
Philippine, Providing for a Traditional and Alternative Health Care Development Fund and
for other Purposes.
The law recognizes the importance of traditional or alternative medicine in providing
essential health care to the people. Despite the medical treatment provided by the Western
countries which at most could not be afforded by Filipinos living below the poverty line,
traditional medicine which has been passed from generation to generation has become
significant in our health care system.
In Davao Region, one famous name in the alternative medicine is the Dok Alternatibo
Corporation (DACORP), which espouses natural healing.
DACORP is registered with the Food and Drug Administration. Its herbal products are
distributed all over the country.
Dr. Vince Lambac, DMNH is one of the doctors of Dok Alternatibo.
The Department of Health (DOH) today signed the implementing rules and regulations of
Republic Act No. 11036, otherwise known as the Mental Health Act, which was signed into
law on June 20, 2018 and took effect on July 5, that same year.

The law aims to establish a national mental health policy directed towards improving the
health of the population in schools, workplaces and communities, underscoring the basic right
of all Filipinos to mental health. It also highlights the balanced delivery of mental health
services (community-based and hospital-based) with more focus on persons with psychiatric,
neurologic, and psychosocial health needs, and overcoming society’s attitudinal challenges
that they may live free from stigma and discrimination.

The IRR is a result of several public consultations and productive discussions with different
government agencies which include the Department of Education, Department of Labor and
Employment, Department of Local Government, Department of Social Welfare and
Development, TESDA, Commission on Higher Education, Commission on Human Rights, as
well as champions at the Lower and Upper Houses of Congress, and medical associations.

“The DOH fully supports the implementation of this IRR to attain the vision of the National
Mental Health Act of a responsive and compassionate health system,” Health Secretary
Francisco T. Duque III remarked.

The law grants protection to persons availing psychiatric, neurologic and psychosocial health
services by recognizing their right to access evidence-based mental health services at all
levels of the national health care system free from stigma and discrimination; their family
members, caregivers, or appointed legal representatives by recognizing their right to receive
appropriate psychosocial support and participate in all activities involving the service user;
while reinforcing the mental health professionals right to a safe and supportive environment,
and to participate in continuous professional development programs.

The law establishes the Philippine Council for Mental Health (PCMH) a policy-making
advisory body, mandated to develop a national multi-sect oral strategic plan mental health
and to ensure its implementation through a`` monitoring and evaluation of policies and
guidelines.

The Council is chaired by the DOH, with other government agencies such as the Departments
of Education, Labor and Employment, Interior and Local Government, the Commissions on
Human Rights (CHR), and Higher Education, as members. More importantly, sect oral
representatives from the academe/research, medical or health professional groups and non-
government organizations involved in mental health issue will form part of the Council.

The local government units shall promote community- and recovery-based approaches, and
the delivery of culturally-appropriate mental health care services, including the development
of guidelines (in coordination with the DOH) to ensure the provision of community mental
health services within one year after the effectively of the IRR.

“This is a great step towards tackling the growing issue of mental illness in the Philippines. I
want to thank the President for his unwavering commitment to supporting Filipinos living
with mental illness. I also want to thank the key stakeholders who helped in the passage of
the law and in completing the IRR,” Secretary Duque concluded.

Redevelopment of Sports Facilities innovating Intelligent Building.


Redevelopment is processing of redeveloping or renovation some areas that have no
proper facilities. Sports have mirrored and become an important part of our society, as
the impact and influence of sports it is also become an integral part of public identity
of a city innovating an intelligent building system which structures is a single
platform that controls and integrates building management.
In 1987 Philippines constitution states in article II section 13 that, along with
education, science, technology, art and culture, sports must be given priority by the
state so that it can act as vehicle ‘’foster patriotism and nationalism, accelerating
social progress and promote human liberation development’’ in addition article XIV
section 19 states that is tasted to ‘’ promote physical education and encourage sports
programs league competitions and amateur sports including training for international
competition
This study aim to create a sports facilities innovating intelligent building
system for San Isidro Tarlac City and for nearby municipality for events, training,
learning etc…, also cater the needs of athletes to produce better and good facilities
and to showcase the identity of Tarlac to sports.

Government and Health Services for Mental Illnesses


Therapeutic architecture could be described as the people-centered, evidence-based
discipline of the Built Environment that aims to identify and support ways of
incorporating into design those spatial elements that interact with people’s physiology
and psychology. It is a significant field of architecture that relates to the lives of the
people when they are in wellbeing, yet it becomes even more important when people
experience ill health, as it is in this state that they present the least abilities to cope.
The study explores about the design of specialized residential architecture for people
with mental health problems. It sets out to show how building design can support
medical and health-related procedures and practices, leading to a better therapeutic
outcome and a higher quality of life for residents and their carers.
The main aim of this study has been to understand how the mental health
institutions, the care programs and the actual life in those spaces interacted with the
architectural design, which provided an envelope for those activities. This required an
integrated approach, viewing the architecture of those facilities from the perspective
of the people who spent a considerable amount of time in them.

Application of alternative and complementary treatment. Together


complementary and alternative medicines have come to be called ‘’ CAM ‘’ for short.
Use the same kinds of remedies to treat health condition. The republic act 8423 in
1997 also known as traditional and alternative medicine act (TAMA) has paved the
way for the production of CAM from certain herbs for proven, safe, effective and
affordable medicine.
In this community may experience different illnesses likes ischemic heart disease,
stroke, cancers, etc. Most of this illness is very expensive.
To apply nature + naturopathy treatment facilities to Tarlac city offer a holistic,
integrated approach to nature healing and such as herbal medicine physical activity.
This study is to promote and protect natural medicine and advocate encourages
Filipinos to eat and grow organic food also implement organic farming and to help
our fellow Filipinos for their longer life and affordable medicine.
