Housing Programme 2017
Details of the programmes implemented in the
year 2017 with a view to providing housing
facilities to families faced with housing
problem living in various parts of the island
under the Semata Sevana (Shelter for All)
Programme, which was implemented with the
national objective of constructing sustainable
houses for families who do not have houses and
lands all over the island, are given below:

Many landless families who expect the
assistance of some other party for constructing
a suitable sustainable house to live in the

existing socio-economic pattern live without a
proper home in temporary tents, hovels and
line houses without even the basic
facilities.Aiming to give such families a
permanent house through implementing an
active housing programme is the main task of
this programme.

Development Authority implemented the
UdagammanaProgramme as its main
programme under the instructions and
guidance of Hon. SajithPremadasa, Minister of

Housing and Construction and its 40
Anniversary Programme was implemented in
the year 2017.
I. Model Villages Programme
Under this programme, 114 villages have been
commenced covering 20 Districts throughout
the island in the year 2017.
II. 40TH Anniversary Programme
This was a loan programme implemented in the

year 2017 to mark the 40 anniversary of the
political career of Hon. RanilWickramasinghe,
Prime Minister of Sri Lanka.
02. Northern Province Grant Villages
Programme
Many families who expect the assistance of
some party for constructing a permanent house
fit to live in within the social and economic
lifestyle prevailing after the end of the war
situation that prevailed in the North. The main
task of this programme is to implement the
active housing programme to bring these
families in possession of a permanent house of
their own.

Under this programme, construction of houses
has been planned at village level covering 05
Districts with the families who have lost
houses and are expecting houses as
beneficiaries.
The amount approved under this project for the
year 2017 is 1,267 million rupees and the
number of beneficiary families is 2,561.
03. Batticaloa Grant Villages
Programme
Many families who expect the assistance of
some party for constructing a permanent house
fit to live in within the social and economic
lifestyle prevailing after the end of the war
situation that prevailed in the North. The main
task of this programme is to implement the
active housing programme to bring these
families in possession of a permanent house of
their own.
This Programme is one launched in the year
2017 and the amount approved for it is 500
million rupees while the number of beneficiary
families is 1,000.
04. Bogasweva Grant Housing Scheme
Many families who expect the assistance of
some party for constructing a permanent house
fit to live in within the social and economic
lifestyle prevailing after the end of the war
situation that prevailed in the North. The main
task of this programme is to implement the
active housing programme to bring these
families in possession of a permanent house of
their own.
The amount approved for the year 2017 is 471
million rupees and the number of beneficiary
families is 1,078.

05. GramaShakthi Grant Housing
Programme
Many landless families who seek the assistance
of some other party for constructing a suitable
sustainable house to live without a proper
home in temporary tents, hovels and line
houses without even the basic facilities. This
programme is implemented aiming at giving
such families a permanent house through
implementing an active housing programme.
06. ViruSumithuru Grant Housing
Programme
This programme has been implemented aiming
to construct a sustainable house on behalf of
war heroes who have been killed or sustained
total disability due to the war.
07. Scattered Houses Loan Programme
This programme has been launched for the
purpose of constructing a new house for people
who own a land and for improving the existing
house with a view to constructing houses in a
scattered manner at District level covering the
whole island. Its main objective is to contribute
to housing development through construction
of houses with a value higher than the loan
amount enabled by the contribution of
beneficiaries adding value to the loan amount
provided to the beneficiaries.
08. Udakala Gammana Programme
The main objective of this programme is to
provide loans covering the whole island to
beneficiaries to turn their partly constructed
houses on their own lands into finished houses
or for making improvements to their existing
houses.

09. Kidney Grant Housing Programme
The fundamental objective of this Programme
is to construct permanent houses to families
affected by the chronic kidney disease.
10. Sevana Grant Programme
The families having children who do not have
the capacity to obtain a loan and pay it back but
have the real need to construct a house of their
own are focused under this programme in
constructing houses. Priority will be give here
to poor families of those suffering from a
physical handicap and despaired as they do not
have a shelter.
Beneficiaries are identified for this programme
when political leadership as well as media
show homeless destitute families having
children and through people's requests made to
the Authority expecting housing aid from it.
Special focus will be given under this
programme to persons who have the building
materials ready for constructing their house
and have been expecting the assistance of an
external party to construct their house.
Funds necessary for this programme are
provided by the Sevana Lottery Fund and
money will be released in 7 stages according to
the progress of construction. Maximum
amounts released are Rs. 500,000/- for a new
house and Rs. 300,000/- for improving a house.
11. Scattered Loans Implemented under
Internally Generated Funds
This programme has been launched for the
purpose of helping people who own a land
construct a new house or for improve their
existing house in a scattered manner at District
level covering the whole island. Money is
found from internally generated funds for this
programme. Its main objective is to contribute
to housing development through construction

of houses with a value higher than the loan
amount enabled by the contribution of
beneficiaries adding value to the loan amount
provided to the beneficiaries.
12. Special Grant Project in
Havanpitiya, Monaragala
The objective of this programme is to construct
houses on aided basis for 50 poor families
living in the Havanpitiya hamlet located within
the Kotiyagala Grama Niladhari Division in
the Siyambalanduwa Divisional Secretariat
Division on a special request by the Hon. Prime
Minister. The amount of assistance approved
for 50 beneficiaries under this programme is
25million rupees and by the end of this year, a
sum of 15.461 million rupees had been spent.
A maximum of Rs. 300,000/- is granted in 7
separate installments according to the progress
in construction.
13. Sonduru Piyasa Loan Programme
The government, which has the policy of
creating a society who own houses, had
proposed to create a loan scheme under
concessionary interest rates linking with state
banks thru Budget Proposals of 2017.
Accordingly, through the coordination of the
Ministry of Finance and the Minister of
Housing and Construction, and through the
collaboration of the National Housing
Development Authority, the Bank of Ceylon
and the National Savings Bank, worked to
implement this programme under the name
Sonduru Piyasa.
This programme, which was commenced in the
year 2017, is scheduled to be completed in the
year 2020 and implemented throughout the
island. 20,000 million rupees has allocated for
the overall programme.
