Knowledge Share Centres
Handbook

I n the present era of knowledge revolution, with the advent of IT tools like
computers, mobile phones and other facilities like video conferencing
etc,. lot of progressive dynamics are visible in human life. Now the access to
information services is also at the door steps of the common man. These
services utilization using IT tools are tapped in the Education, health,
Medicine, Space research sectors in reaching the grass root villages. But so
far not many efforts are gone in to the agricultural sector. The use of IT tools
in extension & outreach of rural clientele with a special focus on agriculture&
allied sectors is broadly described in this bulletin. The present bulletin
reveals how the knowledge resources in combination with ICTs are used in
the project to harness technology access and utilization by rural masses.

Establishment of Knowledge Share Centres


Access to information, knowledge about interventions, technology that
is accessible and available at farmers doorstep is prerequisite for
sustainable agricultural development. People must be aware and they
should feel the needs, the intention which mobilizes them to acquire
capacity. But prior to that of all they need to know is what to do and how to do
it. At this juncture IT applications play a crucial role to support learning and
method of application through which more sustainable management of
information and knowledge resources could be done. In this backdrop the
formation of KSC “Knowledge sharing center” at grass roots level envisages
the access to value added information services on latest tools and
technologies of agriculture for improving the rural livelihoods. It also
facilitates the sharing of data, information and the collective knowledge
gleaned from research, experiences and interaction with cluster partners.
From KSC it is expected to increase the ability of individuals to take decision
for immediate action, which needs priority. It would be ensured that the
information which is disseminated through caters the real need of farmers, is
easily accessible, and contributes to a fuller understanding of the
development issues facing. At this juncture use of ICT's as an extension tool
in knowledge management exhibits multifaceted dimensions and
multifarious roles for technology access.
With this background, ICT's component is included in the CRIDA's NAIP
project on “Sustainable rural livelihoods through enhanced farming systems
productivity and efficient support systems in rainfed areas” which is an
action research pilot project in selected village clusters of the 8 backward
districts of Andhra Pradesh i.e Anatapur, Adilabad, Mahabubnagar,
Warangal, Rangareddy, Nalgonda, Kadapa & Khammam involving a
consortium of institutions from public, private and NGO sectors. (Table 1).

Realizing the importance of ICT's one of the specific objectives of the project
is “Capacity building and skill development of primary and secondary
stakeholders through knowledge sharing, collective action and use of
modern ICTs”. Hence efforts are made in the project to open the avenues for
technology access and utilization in the rural areas to the clientele through
establishment of Knowledge Share Centres on pilot mode in 2008 .

The broad objectives in establishing KSC are
 To enhance access& sharing the useful knowledge resources in
agriculture & allied sectors
 To supplement experts advisory services
 To strengthen the capacity of farmers, local institutions and
CBOs etc. in terms of knowledge resources utilisation,.
 To support extension and outreach activities of CRIDA

Institutionalization of Knowledge Share centers


(Organizational Setup)
To reach the last mile and efficient functioning of the Knowledge Share
centers hierarchy is established in a three-tier mode.
i. Knowledge Resource centers
ii. Knowledge Share centers
iii. Information and Knowledge utilization groups

1. Knowledge Resource centers


The Knowledge resource centers operates from CRIDA & Ikisan who mainly
generates the need based, user-friendly information (content) and
transforms the content under different services for the knowledge share
centers functioning in the eight districts. CRIDA conducted Information
needs assessment of the farmers in the eight districts for situation analysis,
of information sources, needs, preferences, priorities of the clientele of
different groups like farmers, rural women and village youth etc,.
Accordingly the information is structured as location specific content in
touch screen kiosks, IVRS etc,. The resource centers are preparing
/modifying content according to clientele requirements from time to time on
a continuous basis.
From the regular monitoring and continuous feedback from the clients the
KRC's are striving hard to improve upon the services existing and
developing the add on services based on the need expressed by the
farmers. They are playing major role to design some more user-friendly
services exploiting the IT tools.

2.Knowledge Share centers


ICTs for rural masses is planned through establishment of KSC ( Knowledge
Share Centres ) at grass roots level which envisages the access to value
added information services on latest tools and technologies of agriculture
for improving the rural livelihoods. It also facilitates the sharing of data,
information and the collective knowledge gleaned from research,
experiences and interaction with cluster partners. The KSC 's are functioning
in such a way that it provides all time virtual expert / subject matter
consultation on improved technologies for package of practices of cluster
specific crops including different aspects of agriculture production,
protection and marketing through ICTs application.

Operators, selected from the trained rural youth are appointed at


Knowledge share centers to coordinate the activities at KSC, to assist and
support clientele in availing the ICT services at the cluster. The cluster wise

In order to enhance the productivity and monitor the work of KSC operators,
monthly review meetings are conducted in the 1st week of every month and
organized in such a way that practical and theoretical sessions on all
components of KSC like touch screen kiosk, IVRS and DAP along with other
topics like Market linkages and Agri risk management are covered to build
up the skills of the Operators. Operators performance is monitored and
information on updates of the services is provided

from work .Bicycles were arranged to the KSC operators for easy access to
the cluster villages which has proved to enhance the quality of work and
better productivity.
The KSCs are also provided with other facilities like water purifiers for
drinking germ-free water, dhuries for making farmer meetings, scanners for
copying ration cards, voter identity cards, land passbooks etc.

3.Information and Knowledge utilization groups


The farming community including women , rural youth and landless
labourers whose livelihood activity is dependent on agriculture are
mobilized to form as an users association “ information & knowledge
utilization groups” The IKU groups at grass root level ensure the
participation of the rural clientele .

services include information and knowledge dissemination of package of
practices, crop diagnostic services, plant protection measures, dynamic
market information, weather advisory services in an integrated manner,
which are mentioned as follows

Touch screen kiosk
As a part of outreach event through ICT tools it was planned to introduce
touch screen the unique, interactive tools for one stop access to information
to cater the needs of individual or very small group of farmers with minimum
literacy standards.
Touch screen information kiosk version is set up in a stand-alone system
equipped with content containing appropriate images& voice backup files
of different topics on Crop information like Package of practices,
Management timetable and Crop diagnostic services (QSS) of crops
pertaining to NAIP clusters is provided.

Touch screen kiosk allows users to navigate for information on crop
cultivation practices, plant protection measures and market information etc,
with a finger touch facilitating user-friendly interaction like ATMs.

So far the content of cotton crop is accessed more ( 15.05%of clientele)
followed by the paddy(10.88%) and redgram (10.84%) crops during the
current year (2009-2010) among the content of ten crops Paddy, cotton,
chillies, redgram , blackgram, bengalgram, greengram, Maize, Castor &
groundnut placed in kiosk for accessing information. During the year 2009-
10 the details of the clientele of who accessed the content for different crops
from touch screen kiosk are as follows.

Display announcement package


It is a communication media in the Knowledge share center to address the
needs of medium to large group of audience. The display system
comprising the display TV monitor with LCD screen is connected to data
input computer. It displays the information with voice input which can serve
the needs of illiterate farmers.
Besides it can also be used to play
the films that create awareness of the
improved technologies.
They can also watch videos, access
scrolling information like market
prices etc. The prior information on
films to be screened by videos/ CD's
is prepared as a monthly calendar
with timings is displayed at KSC as well as important public places of the
cluster villages. The villagers priorities will also be considered and two days
per week are allotted for screening the movies of farmers preferences.

So far Kadapa cluster B.yerragudi Knowledge share centre screened more


number of CDs/DVDs (538) for villagers followed by Khammam
tummalacheruvu cluster (523)

IVRS
One of the important facilities of the KSC is Interactive Voice Response
System (IVRS). This particular application was developed in order to provide
content and current market information in voice format to farmers who are
far away from the KSC and those who are not able to come to KSC.

With regard to IVRS application where telephone connection is mandatory


which again depends on the phone line availability, the advanced
technology of Fixed cellular Terminal (FCT) was used innovatively in which a
Mobile SIM card is inserted which could be used as a phone connection for
running of IVRS application .
The voice information is provided in local language (Telugu) and as well as in
English. By using this service farmer can directly get the current price
information, weather information, best management practices for
agriculture and allied information by a call from his mobile or from any pay
phone. The total crops covered under IVRS service are thirteen. To serve
needy farmers only presently the service is a paid service and a charge will
be added to a call .

Internet facility was provided for emails,

Internet is one of the most important
components in Information and
Communication Technology that forms
the major part of the NAIP. At the same Net Setters for Internet facility
time it is also a challenging task to penetrate
such technology where there are no fixed phone lines as the places are very
remote. As a prerequisite to tackle this issue a detailed survey of Internet
facilities of these areas based on the availability of mobile signal in each
cluster village was done. Based on the observations it was decided to go for
Idea USB Internet connection in 5 places, Airtel USB Internet connection in 2
places and BSNL will-net in one place.
Internet is one of the most important components in Information and
Communication Technology that forms the major part of the NAIP. Internet
facility was provided for emails, job search and examination results for rural
youth and farmers as well. Train and bus ticket reservations can also be
done which can be printed out without wasting time and money.
The average usage of Internet in all the clusters is around 618 mb / month.
Where as in some clusters like Ibrahimpur of Rangareddy district it is
exceeding beyond I GB / month

Other applications in pipeline:


SASYAVANI
The other prominent ICT application planned using IT tool mobile phone to
reach farmers is “Sasyavani” short message services. Timely delivery of
accurate advice/message/ diagnostic & solution services is an essential
feature of the Sasyavani ICT service. As the alerts about information of
weather information, market prices, crop management alerts etc,.
Exploitation of the mobile phone as a communication device ensures fast
precise accurate needy location specific information
dissemination to the end users. The service would enable clientele
to access weather information, market price alerts in both audio
and message forms with easy to understand interface.
The users from Information and Knowledge utilization IKU groups and
the villagers who register their particulars with mobile phone number at
Knowledge share centers can learn the status of alerts in a matter of
minutes through sasyavani service.

eFarmer mandi
To improve the bargaining power of marginal, small, and medium farmers
who are empowered with information on market prices from various
markets the innovative business platform development is being planned
commercially successful which paves an easy way to get connected to
dealers/ middlemen/ business sources. The strategy reduces the gap
between different stakeholders involved in agribusiness realizing the better
price to producer and genuine price to consumer. This initiative would start a
strong service web enabled platform connecting various players in rural
economy sector .

Sustainability
To support sustainability coin box phones were introduced in KSC for
revenue generation

Key findings of the project


KSC s have succeeded in delivering the location specific timely, need based
advisory & diagnostic services to the farmers of 51 villages with in
geographical area of 17,297 ha covering 4754 households in 8 districts of
AndhraPradesh state. KSC s have achieved the objective of establishing
remote access to information and knowledge resources in agriculture to
clientele ,Two years experience from the NAIP project in A.P. revealed that
this innovative technology transfer through KSCs is quite successful with
gradually increasing foot falls in all the eight pilot villages introduced
The project is providing instant access to the best management practices of
the selected crops relevant to locality, daily market information for chosen
commodities by the farmer pertinent to cluster villages, weather based agro
advisory services, pest diagnostic and management services which
enables the farmer to have better yield of quality produce fetching better
price.
