An eminent Mexican ecologist has urged both sides in a jobs versus butterflies confrontation to
find a compromise as soon as possible.

this area of the country are at a premium and any chance of employment cannot be ignored”
Dr. Miguel Angel Santinelli Ramos of Mexico City’s Tourist Authority spoke exclusively to
MexicoNOW on Grupo Mexico’s plans to reopen a copper mine located at Angangueo within the
Monarch Butterfly Biosphere Reserve in Michoacán, close to the Estado de Mexico border.
The plans of Grupo Mexico, the country’s largest mining conglomerate, are moving forward,
according to the company, which also denies that the reactivation of mining activities in the
municipality would have a detrimental effect on the Monarch butterflies or their habitat.
Grupo Mexico has been carrying out exploration and maintenance activities and the State
government is committed to the mine’s reactivation. The company had a meeting in the state
capital Morelia with the Secretary of Economic Development and Government Secretariat staff,
along with representatives, of the Urban and Environment and Finance Secretariats, as well as
with executives from the mining company.
A group was created to follow up on the project. A spokesman said: “Under the new legal
framework, mining companies are bound to share 7% of their earnings with the municipalities,

value. Thousands of people every year visit Michoacán to see the insects as they settle into their
winter home. Those visitors also bring much needed cash into the local economy.”

He said: “I think that is one of the problems because if you are just making a process 100 meters
below the surface of the earth, well, there wouldn’t be much of an impact on the butterflies – but
extracting the water makes a big impact.
“Also, the chemicals they use to separate the metals contribute to that big issue. It all causes
pollution and will have a big impact on the pine trees and, in turn, the Monarch butterflies”
“What biologists have noticed is that there is not one specific resting place but several in the area.
I think it would be a good idea to have an extensive study carried out to see how many resting
places are near the mine. Also, in order to start this mining project, the company needs to have an
environment impact assessment carried out. Due to the impact of the project, it needs to be the
Federal Government and not the state Government that gives this permit. So we hope that during
this process, the Federal Government can take a broader view of what is happening in that part of
Michoacán.”

“But the protect area is very big and we can hope that Mother Nature takes a hand and guides the
butterflies to resting places well away from the mining project. There is not a specific place where
the butterflies always arrive and sometimes they arrive at an area which they find is not to their
liking and they move on to another pine-wooded area”.
“So the Monarchs have this capacity and Mother Nature is very wise. Let’s hope she can come up
with a solution that is agreeable to all parties. But in the meantime, Grupo Mexico and opponents
of the mining project should get together to thrash out a solution”.

jobs and the survival of millions of butterflies are in your hands.

Monarca, pero si la gente de la ciudad puede obtener un trabajo estable y un ingreso
regular, entonces podemos buscar mejorar la educación en el área con un desarrollo
sostenible. Debemos encontrar un compromiso para el futuro de la gente de esta parte de
Michoacán y también para las mariposas Monarca ”. “Pero el área protegida es muy
grande y podemos esperar que la Madre Naturaleza tome una mano y guíe a las
mariposas a lugares de descanso lejos del proyecto minero. No hay un lugar específico
donde las mariposas siempre lleguen y, a veces, llegan a un área que no les agrada y se
trasladan a otra área arbolada de pinos ”. “Entonces los Monarcas tienen esta capacidad y
la Madre Naturaleza es muy sabia. Esperemos que pueda llegar a una solución que sea
aceptable para todas las partes. Pero mientras tanto, Grupo México y los opositores del
proyecto minero deberían unirse para encontrar una solución”. A usted, Grupo México y
