Possibly this is a case of one agency not contacting the other. Many, many people enjoy parking here and fishing ftom the bridge, Through CRMC the people of Rhode Island ‘win this popular access site, This curbing must be removed and access must be restored, Attached are copies of pages ftom the “Public Acces to the RI Coast” which references the Nannaquaket Access in Tiverton, Sincerely Yours, Richard Kalinoski (64 Francis Lane Little Compton, RI 02857 [Email richard_kalinoski@ yahoo o Phone: 401-635-2916 pes L am dheo ponding an emall wll, eqpy of Ahi. We are aweiting an application from DOT but we also want the area restored. The DOT spokesperson, Lisbeth Pettengil, sent a statement including, "We have been working to provide a safer and more convenient way to access the water at this location while remaining sensitive to the neighborhood.” But Representative john Edwards, (0) Tiverton, is not pleased that the obstruction remains DOT maybe perhaps with the town of Tiverton came in and they put this block in there, shamefully blocking people's access to the water,” he told NBC 10. He said, "this is state property,” and NBC 10 obtained documents showing it was deemed a public right of way in 1984, Neighbor James Karam, told VBC 10 that he had three reasons for putting in the Adopt-A-Spot curbing and plantings. First, w reduce Wash in te area, Second, to prevent car accidents, and third to direct road runoff into retention ponds. ‘The CRMC is still waiting for a plan from the DOT that would restore access. Several issues came up at that meeting 1, The informal letter indicating thatthe 2008 PAPA was approved pending submission of the required bond was subsequently denied because the bond was never provided. This PAPA ‘nas been closed out andthe pertinent data should be added to the current request. 2. The chevrons and directional signage that was called for in the 2008 plan should be included inthe cureat plan du tothe sharp curve atthe intersection. This has been added to the plans as requested, 3. An assent from RI CRMC has been applied for and we are awaiting issuance ofthat permit. 4, ALLandscape Architect willbe required to stamp the site plans. This has been done and is included in the revise plans. 5. Curbing should be stepped where the road and the stone wall narrow west of the paved waterway. After dissssion with my client, we are requesting that curbing be allowed to the start ofthe subdivision road. This will allow pedestrian traffic some protection behind the curb shoulda distracted driver or reckless drive lose control oftheir vehicle, This coulsd also prevent some property damage to the stonewall that has been hit several times in the pst. This curbed area was allowed in the 2008 PAPA and is sll considered appropriate. (6. Add a curbing transition detail tothe plan. This has been included in the revised plans 1. Specify Class 9.5 HMA where bituminous asphalt patch at curb will occur. This has been added to the detail 8. Any NOPARKING signs will require permission from the State Traffic Commission, the DOT Safety Officer, vith Town and Tiverton Police concurrence. We have removed those. signs from the plans: this time as to not delay the other work. ‘9, The Construction and Maintenance Agreement requirements have changed since CEC, Ine prepared the permit request for Stafordview Farms subdivision on Bulgarmarsh Road in Tiverton. The Sample documents (for Burrivlle project) provided in your prior correspondence is appropriate end that language should be used for his project. 10, The cost estimate for work essentially remains the same. We have removed the no parking signs and added the chevron signs as requested, 11. The pre and post drainage watershed characteristics are virtually the same due the small ‘water shed draining through the stormwater BMP (1/2 acre). It should be noted that there is limited stormwater runoff entering the rain garden and the plants will not be subjected to ‘constant flooding, No addtional stormwater is being directed to the roadway, 8, The State Drainage system has been shown on the plans. Please note that most ofthe [Nanaquaket Road storm water is collected and discharged into overgrown vegetated swales onthe ‘opposite side of the roadway. Please note that the condition of the existing drainage system is in need of prompt maintenance! repair, Sumps are filled with sediment, rim structures are in such condition that access could rot be attempted due to potential for further damage. 9, Because ofthe small watershed going through the rain garden, the rain garden will not be subject ‘to constant overflow conditions. The existing drainage information added to the plan demonstrates the small sizeof the contributing watershed. No additional storm water is being added tothe DOT drainage system. 10, The rain garden has been designed utilizing RICRMC guidance documents. Proposed plantings ‘and planting details have been taken from that document. We would ask your consideration in ‘waiving the landscape architect requirement fr this residential project. 11, The property under which the work is being performed will remain under the ownership of RIDOT. ‘The Town will not be involved in any maintenance of the BMP’s.
