Sub: Humble submission on few concerns in regards to 6th State Pay Commission to be
implemented w.e.f. 01/01/20

Respected Madam,
Under the reference of the Press Notes dated 23/09/19 and news published in leading dailies in regards to
6th State Pay Commission, may we, representing all the three cadres of service doctors (WBHS/WBMES/
WBPHAS), please be allowed to place few of our concerns before you alongwith logical proposals on solution
from our behalf for your kind perusal and necessary interventions at your earliest.
I. Revised Pay Fixation and NPA : As per the recommendation from Pay Commission and duly accepted
by the Hon'ble Cabinet, the Notional Pay is to be fixed as below -
Revised Basic Pay (Basic Pay + GP) as on 01.01.16 to be merged with 125% DA and 14.22% is to be
increased over this sum to be followed by 3% annual increament for three such to reach to fixation as on
01/01/20.
But at the same time as published in the Press Notes, it is further enumerated that to arrive to fix the pay
as on 01/01/16, a fitment factor of 2.57 is to be multiplied to Revised BP (Band Pay + GP).
In majority of employees both the calculations will produce same result excepting for the service doctors,
enjoying the Non-Practising Pay. As DA is admissiable to NPP in addition to revised BP, merging of
125% DA, based only on basic pay, is not same for us as with others.
So, alternatively, multiplying with fitment factor of 2.57 with the revised BP will be substantially less
than that off calculated through merging of 125% DA, taking consideration of the then NPP and dearness
generated out of this.
To address this area of confusion and to reach to an pragmatic solution, we humbly propose that fitment
factor should not be applied for doctors enjoying NPP. Instead, first option i.e. merging of 125% DA (on
Band Pay + GP +NPP) with revised Basic Pay, subsequently followed by increase of 14.22% is to be
made applicable as best option to arrive at real Pay Fixation as on 01/01/16.
II. NPP vs. NPA and Capping of Monthly Amount of Such : In the press note as referred, it is stated
everywhere as Non-practising allowance. We humbly like to intimate you that service doctors opted not to
do private practice are actually enjoying Non-Practising Pay with its consequent benefits like dearness on
this. The right of Pay instead of allowance has been conferred long back out of sharp struggle by the service
doctors community at large.
Further to mention that ceiling of sumation of Basic Pay and NPP is in practise for existing State Pay
Commission (5th SPC) as well as in existing 7th Central Pay Commission. In 7th CPC, the ceiling has
been fixed to Rs.2,37,500 where as in the 6th State PC it has been fixed at 2.01 lakh as accepted by the
respected cabinet. But surprisingly we note that monthly capping @ 20,000 (for WBHS & WBPHAS)
and @ 24,000 (for WBMES) has newly been introduced in 6th State PC. No such example is available
in State PC of other states / Central ROPA / and even in previous PCs of our state. It begets a huge loss
to the honest non-pracising doctors so as to dampen the zeal of the service givers.
Under this backdrop, we propose the following redressal measures -
(a) NPA must be continued as PAY as enjoyed by an percentage of service doctors at present.
(b) The monthly capping of NPP (@20,000/24,000) must be withdrawn to mitigate the loss.
(c) Ceiling value of Basic Pay with NPA may please be fixed to 2.37 lakh i.e. at par with the 7th CPC.
We, once again, earnestly solicit before your kindself to look into this and adopt immedite measures.
