house (ii) Construction of house on the piece of land which is in my ownership
(attach attested copy of ownership deed).

ELIGIBILITY CONDITIONS/OTHER REQUIREMENTS FOR GRANT OF
HOUSE BUILDING ADVANCES

A) Eligibility conditions:

At least 10 years continuous regular service in PARC.

B) Other requirements:

Advances may be granted to government servants subject to the fulfillment of


following requirements: -

I) The temporary government servant has completed at least 10 years


continuous service. However, the temporary government servants in Basic
Pay Scale-1 & 2 will be eligible to draw the advance irrespective of the
length of their temporary service.

II) A certificate is produced from the Head of the Department to the effect
that his services are not likely to be terminated within the period
prescribed for the repayment of advance.

III) Security of two permanent government servants who are not likely to
retire before the house is built and mortgaged to the Government is
furnished which will be released when the house has been built and
mortgaged to Government.

IV) In case where the official has already acquired the land for construction of
the house, he should mortgage it to the Government together with the
house to be built thereon before the advance is sanctioned.

V) In cases where the advance is required for the purchase of land, the first
installment of advance will be limited to 25% of the total amount of the
advance or the actual cost of the land, whichever is less.

VI) The official concerned produces a certificate from the appropriate House
Building Society, Improvement Trust; CDA etc. that the land has been
allotted to him and the price should be indicated as also the installment
that is immediately payable after allotment.

In case where the applicant is not a member of any co-operative house-building society
registered under Co-operative Societies Act-1912, the land for the house should be
acquired and mortgaged to Government before the first installment of the advance is paid
to him.
