CHAPTER 1

INTRODUCTION
This chapter presents the back round of the study, conceptual framework, statement of the
problem, hypothesis, significance of the study, scope and delimitation of the study and the
definition of terms.

BACKROUND OF THE STUDY


Being intelligent is not only measured through getting high score in written exams. It can be also
observed through the cluster of skills and attitude of the student to the task and activities
provided for them. Learning is the ability or process of gaining knowledge or skill of studying,
practicing or experiencing new things. Students should have a different characteristic when it
comes to learning.

Education plays a vital role in shaping successful people. It gives us the opportunity to become a
productive member of a civilized society by acquiring all the necessary skills. We learn how to
meet challenges and overcome obstacles. We learn how to become an integrated person. People
learn basic norms, rules, regulation and values of society through education. Moreover, high
quality education enables us to lead a successful life, enhances our intelligences, skills,
knowledge and brings positive changes in our life.

Education is definitely important in one’s life. A gift of knowledge that can bring us to the top of
our dreams. It leaves us to the right path and gives us a chance to have a wonderful life. Quality
education can be achieved through dedication and the passion to do right things and in an
excellent manner. As an addition, scholarships and educational assistance gives a great
opportunity for the selected but deserving students to help them to attain the education that they
deserve.

Meanwhile, Tertiary Education Subsidy is a free tuition scheme where it supports the cost of
tertiary education by providing allowances for books, transportations, and supplies among
students. This is one of the programs under the Republic Act No, 10931 also known as Universal
Access to Quality Tertiary Education Act. It is a grants-in-aid program that provides funding for
all Filipino students from the poorest of the poor household enrolled in public and private higher
education institution.

One of the institution granted by this program were Batangas State Univeristy – Rosario Campus
were it tallied (NUMBER OF STUDENTS) of grantees. As what the researchers have been
observed, grantees make use of their assistance in some school matters and their selves. This
gives them the opportunity to perform well in school and have the guts to prove themselves.

STATEMENT OF PROBLEM
This study aimed to determine the academic impact of the Teriary Education Subsidy in
Batangas State University – Rosario Campus during the school year 2018-2019.

More specifically, the researcher ought answer to the following question.

1. What is the profile of the grantees in terms of


1.1 Age ;
1.2 Sex ;
1.3 Year Level ; and
1.4 GWA

2. What is the impact of the Teriary Education Subsidy to its grantees in terms of
1.1 Motivation ;
1.2 Class Standing ;
1.3 Scholastic Achievement ; and
1.4 GWA

3. How do the teachers assess the grantees in terms of their academic performances and how
do the students assess themselves?

SIGNIFICANCE OF THE STUDY

This study will be significant to the academic impact of TES to its grantees. This study will also
beneficial to the teachers because they’re the one who knows if the students learned or not
because they are the foundation on how to build the performances of their students. By
understanding the need of the students and benefits the quality education, these teachers be
assured of competitive advantage. This research will provide recommendations on how to
improve the academic performances of TES grantees.

Moreover, this study will be helpful for both of the students and teachers. It will also serve as a
future reference for researchers to this kind of issue. And importantly, this study will also know
if the free tuition program of the government is really effective and helpful to improve the study
to its grantees.

SCOPE AND DELIMINATION OF THE STUDY


This study focuses on the impact of Teriary Education Subsidy to its grantees. Specifically on
how it could affect the academic performance for its grantees for the various students of
Bachelor of Industrial Technology Major in Computer at Batangas State University – Rosario
Campus, during the school year 2018-2019.

DEFINATION OF TERMS
The Tertiary Education Subsidy (TES) - one of the core programs under the Republic Act No.
10931 also known as the Universal Access to Quality Tertiary Education Act, has an allocation
of PhP16 billion from the PhP40 billion budget to implement the law. It is a grants-in-aid
program that provides funding for all Filipino students from the poorest-of-the-poor households
enrolled in public and private HEIs.
