The Effectuality and Implementation of the Anti-illegal Gambling Ordinance

for banning purposes

Introduction

Gambling is the most common activity in the Philippine. And it actually part of some people’s
daily lifestyle. And when talking to gambling, it is always connected to addiction. Gambling
addiction can go further to its limitation. The reason of why people disregards its illegality and
be blind to the ordinances because of the one who should be working it. Not only the citizens
been blind but also the ones who made the ordinance. The government way of idea in the
effectiveness of the ordinance is way too far to its objective. Its effectivity is needed for an
ordinance to become successful and constructed. This study is one of the most interested
complication in the Philippine because of its derived manifestation that becomes valuable doing
in the min of the people. Also because it is connected to the main source which is money. And in
talking money it is such a big deal to everyone.

Philippine gambling is promoting to handle licensing and regulation in the various places where
casino’s, cockfighting, mahjong and so many more gambling activity. In every places has a
specific law or ordinance for a gambler. For example fines and penalties, for prohibited acts
under penal provisions. It may cause for as lower 500 to 1000, it could also be community
services for the first to second warning and worst is may put into jail for the fifth and final
offences. For some cases, the ordinance is very helpful and has valuable learning. In fact some of
it has abide by rules and guidelines on responsible gaming. Although most of the gambling
activity like casino, cockfighting and horse racing here in the Philippine have licensed and have
very well trained gaming employees. It is still a must to have a gamer’s licensed to detect the
government and its manifestation to be responsible gamer. That’s why the government work out
another ordinance saying to have a bigger amount of penalties. Congress increased the penalties
for those who involved in illegal number games while making no changes on the penalties for
offenders engage games while making gambling activities as enumerated under Presidential
Decree (DP) No. 1602, as amended.

It has been manage to establish the ordinance increasing the penalties for illegal number games,
Amending certain Provisions of presidential Decree No. 1602, and other purposes. That means to
stop illegal gambling practices in the community, to ensure the general welfare of its residents,
particularly the minors, that for regulating all forms of gambling task force one provided in this
ordinance.
In this study, directly or indirectly taking part in any illegal gambling practices can have different
penalties that constitute the implementation of the ordinance. This order can be regulate as
banning. And it could be possible if the government will take risk and action to the effectivity of
the ordinance to improved and be alive throughout the peoples mind.
