Standards and Labeling Program

The equipment under mandatory labeling program are:


1. Household frost free refrigerators
2. Room air conditioners
3. Tubular fluorescent lamps
4. Distribution transformer
The following equipment have been introduced under voluntary labeling scheme:
1. Direct cool refrigerators
2. Induction motors
3. Ceiling fans
4. Agricultural pump sets
5. Color television
6. Electric water geysers
7. Lpg stoves
8. Diesel generators
9. Ballast
10. Washing machine
11. Laptop and notebook

(1)Household Frost Free Refrigerator​:


( IS 15750:2006)

1. Rated energy consumption​:


If the energy consumption is stated by the manufacturer, the value measured in the energy consumption test on
the first appliance tested shall not be greater than the rated energy consumption by more than 10 percent of the
latter. Its energy consumption is measured in KWh.

2. ​Test Room​:
The top of the platform shall be 0.3 m above the test room floor and shall extend at least 0.3 m, but not more
than 0.6 m, beyond all sides of the appliance, except at the rear where it shall extend to the vertical partition.

3. ​Ambient Temperature:
Tests shall be carried out under the following conditions of ambient temperature:
a) for no load pull down +43”C
b) for checking the energy consumption, temperature rise time and food freezing capacity of all appliances, as
applicable +32”C.

4. ​ Humidity:
Unless otherwise specified, relative humidity shall be kept between 45 percent and 75 percent.

5. ​Insulation resistance test:


Insulation resistance between all electrical circuits included in the freezer and the earthed metal parts when
measured at normal room temperature with dc voltage of 500 V shall not be less than one mega ohm.
6. ​ Relative Humidity:
The relative humidity shall be such that the dew point is 27°C ​+​ 0.5”C.

Below is a star label for household frost free refrigerator. Performance of which is being measured by Coefficient of
Performance or Energy Efficiency or Indian Seasonal Energy Efficiency Ratio (ISEER) which is Ratio of the total
annual amount of heat that the equipment can remove from the indoor air when operated for cooling in active mode
to the total annual amount of energy consumed by the equipment during the same period.

Star rating or star level plan.-


The star level of the household frost free refrigerator shall be determined on the basis of star level parameters
constant multiplier (kWh/litre/year) - knf and constant fixed allowance (kWh/Year)- Cnf which shall be
obtained .
(2)Room Air Conditioner ​( Casettes, Floor Standing ):

(IS 1391 ( Part 1 ) :1992 Room air conditioners — Specification : Part 1 Unitary air conditioners
IS 1391 ( Part 2 ) : 1992 Room air conditioners — Specification : Part 2 Split air conditioners )

1​. Air Filter:


The air filter shall be of the dry air type. It may be of the throw away type or washable replaceable
type. The filter may be made from synthetic or coconut fibre, animal hair or any other suitable material
with proper bonding and impregnation to prevent fraying or loosening of fibres under normal
operation.

2. ​Thermostat:
The thermostat shall conform to IS 11338 : 1985. Alternatively electronic thermostat may also
be used.

3. ​Hermetic Compressors:
Hermetically sealed compressors shall conform to IS 10617 (Part 1) : 1983.

4. ​Motors:
Fan/blower motor shall conform to IS 996 : 1979.

5. ​Refrigerant Circuit:
The refrigerant pipes and fittings shall be of approved quality and shall withstand normal
working pressures of air conditioners and should conform to IS 10773 : 1983 or equivalent national
standard/ international standard.
6. ​Electrically Charged Parts:
The electrically live parts shall be protected from accidental contact of the user. Electric
conductors shall be of electrically, thermally and mechanically stable and anti​corrosive materials
such as copper and copper alloys. Make and break operation or status of a manual switch shall be
marked on prominent place by letters, symbols or colours. Electrical cables used shall conform to
IS 694 : 1977.

7. ​Power Factor Test:


When operating under normal load under the conditions specified in 9.1 with controls set for maximum
cooling and ventilating air damper and exhaust damper, if any, closed, the room air conditioner shall
have overall power factor, measured at 230 volts, 50 c/s, of not less than 0.85.

Star labeling:
The room air conditioners of the vapour compression type for household use up to a rated cooling
capacity of 9000 kcal/hour being manufactured, commercially purchased or sold in India shall -
(i) meet the compliance requirements contained in clause 10.4 under the heading ."Maximum Operating
Conditions Test" of IS 1391(Part1):1992 for unitary air conditioners and clause 9.4. under the heading
'Maximum Operating. Conditions Test" of IS 1391(Part 2):1992 for split air conditioners, with all
arriendrnents.
(ii) either carry BIS certification mark or the manufacturer should be certified against IS/160,9000 pr,
above

(a)Star level valid for unitary type air conditioners (From 1" January, 2016 to 31" December, 2017)

(b)Star level valid for split type air conditioners (From l'tJanuary, 2016 to 3 lqDecember, 2017)

(3)Distribution transformer:
(IS 1180 (Part I): 2014
IS 2026 (Part I, II & III): 1977
IS 2500(Part I):2000)

Every distribution transformer being manufactured, commercially purchased or sold in India shall –
(i) measurement of winding resistance as per IS 2026 (part I):1977
(ii) measurement of impedance voltage or short circuit impedance and load loss as per IS 2026 (part
I):1977
(iii) measurement of no-load loss and current as per IS 2026 (part I):1977
(iv) temperature-rise test as per IS 2026 (part 2):1977
(v) short-circuit test as per IS 2026 (part I):1977

1. ​kVA rating:
The standard rating shall be 16, 25, 63, 100 kVA.

2. ​Rated frequency​:
The rated frequency should be 50 Hz.

3. ​Nominal system voltage​:


The nominal system voltage shall be chosen from the following;
3.3, 6.6, 11 kV.

4. ​No load voltage ratio:


The no load voltage ratio shall be as follows;
3300/433-250, 6600/433-250, 11000/433-250.

5. ​Transformer oil:
The transformer oil shall comply with the requirements of IS 335:1983.

(4)Tubular fluorescent lamps:


(IS 2418 (Part I & II): 1977)

Every tubular fluorescent lamp being manufactured, commercially purchased or sold in India shall-
(i) meet the compliance requirements contained in IS 2418 (Part I) — 1977;
(ii) meet the performance requirements specified under the heading "Tubular Fluorescent Lamps Data
Sheet No. 2418/1310-1", "Initial Readings and Colour", "Life Test" of IS 2418 (Part II) — 1977 and
under the heading, "Tubular Fluorescent Lamp Data Sheet No. 2418/1305-1.7, "Initial Readings and
Colour", "Life Test" of IS : 2418 (Part II) — 1977.
The tubular fluorescent lamp shall be rated from star one to star five based on their relative efficiencies
and the one star tubular fluorescent lamp shall refer to energy consumption standard which meets the
performance requirements.

Star rating or star level plan​-


The star level of the tubular fluorescent lamp shall be determined on the basis of the average of actual
output in lumens per watt of energy consumption at three levels of hours of operation, namely, 100 hours,
2000 hours, 3500 hours and the average star levels of the three operating hours will be rounded of (<0.5
to lower level and =>0.5 to higher level) to the nearest integer which will be the star level of the tubular
fluorescent lamp.
The following star level plan shall be followed for tubular fluorescent lamp:

Star Rating of Geysers is on the Standing Loss Method. Standing loss is the energy consumption of a filled water
heater, after steady state conditions have been reached when connected to electrical supply, and when no water is
drawn for 24 hours. Below is a image of star label of an Electric Geyser.
Star rating plan:
Measurements are carried out on the water heater, operating in a substantially draught-free room and at all ambient
temperature of 27 ​+ 2°C. The temperature is calculated for measurements at a number of points half-way between
the water-heater and the walls of the room or 1m distant from the water heater, whichever is less, and at half the
height of the water-heater.
Relative air-humidity should not be exceeding 85%.
The thermostat of water-heaters where adjustment is provided is set so that the mean water temperature is measured
in as 72 ±3°C.
Measurements of water temperature without withdrawal of water are made with a thermocouple placed Inside the
upper section of the container.The temperature is measured to an accuracy of ±0.5 K.

(7)Variable Capacity Inverter Air conditioners​:

A variable-speed AC runs at a lower energy for longer periods of time and has fewer on/off cycles. A system costs
less to operate when it turns on and off less frequently because of the greater amount of energy it takes for a system
to power on.In addition longer run times means AC has more time to remove the humidity from air. More even
temperatures throughout as the fan blows for longer periods of time, better air circulation and fewer hot and cold
spots.
Coefficient of Performance or Energy Efficiency or Indian Seasonal Energy Efficiency Ratio (ISEER) which is
Ratio of the total annual amount of heat that the equipment can remove from the indoor air when operated for
cooling in active mode to the total annual amount of energy consumed by the equipment during the same period.

Star rating:
Method of evaluation of ISEER is based on bin hours.The "bin method" refers to a procedure where monthly
weather data is sorted into discrete groups (bins) of weather conditions.Each bin contains the number of average
hours of occurrence during a month or year of a particular range of weather condition.
Rated Voltage and frequency of 230V and 50hz are to be used, if rated frequency is not available suitable correction
factor is to be employed.
