-WITNESSETH that-
Save the Children (STC), in partnership with TLY as its Sub-Recipient for
Community-based Organization (CBO) Development, is implementing the GFFR HIV
Project entitled “Accelerating Community Engagement and Response on HIV and AIDS
Prevention (ACER)”.
WHEREAS, the GFFR HIV ACER Project’s goal is to maintain an HIV prevalence of
less than 1% by preventing the further spread of HIV infection and reducing the impact
of disease on individuals, families, sectors and communities.
WHEREAS, the GFFR HIV ACER Project supports CBO Community Strengthening
by way of direct engagement in generating demand for HIV testing and care services.

Target KAPs:
o Males who have Sex with Males (MSM)
o Transgender Women who have Sex with Males (TGW)
o Persons Living with HIV (PLHIV)
WHEREAS, in consonance with the GFFR HIV ACER Project’s regional targets for
reached, tested and linked-to-care populations, the CBO is committed to deliver 100% of
the CBO targets for MSM & TGW, subject to the following terms:
At least 120 MSM and TGW clients per month in the first six months of
community center operations
Following the sixth month, its reach must increase incrementally such that on
its twelfth month of operations, it is able to reach 240 MSM and TGW clients per
month.
In addition to the above, it shall be subject to further targets for any outreach
activity it conducts, computed as follows: total budget requested for outreach
activities divided by PHP 125.

Assist GFFR LGU sites with low performance outputs and co-develop action
plans;
Fund a quarterly sit-down regional meeting, hosted by the GFFR Assistant
Regional Coordinator (ARC), to address concerns relative to performance
outputs and CBS issues, e.g. minors’ access to CBS;
Fund a monthly meeting, hosted by the GFFR Justice Access and Learning Officer
(JALO), to discuss cases encountered, advocacy efforts, and other relevant
concerns;
Submit a monthly performance output report, i.e. logsheet, via email to the
Registered Medical Technologist of the Social Hygiene Clinic, copy-furnishing
the ARC and the TLY Monitoring and Evaluation Officer, on or before the 4th of
the succeeding month;
Submit to TLY hard copies of the monthly accomplishment report on or before
the 6th of the succeeding month;
Make recommendations to improve strategies to reach KAP targets; and
Ensure that policy guidelines on child safeguarding, fraud, corruption and
human rights protection are promoted and strictly adhered to.
WHEREAS, TLY, for its share of responsibility, shall ensure the timely release of
approved funds, provided that all required documents are submitted on or before the
abovementioned agreed timelines.
WHEREAS, TLY reserves the right to terminate this agreement due to the CBO’s
inability to deliver targets, cases of fraud, and violations of rules of good conduct,
including but not limited to child safeguarding policies.
WHEREAS, this Agreement shall take effect upon signing thereof by both parties.
IN WITNESS WHEREOF, the parties hereunto set their hands on this 1st day of January
2019 in Mandaluyong City, Philippines.
