1 Introduction
1.1 Introduction
The Anaklia Development Consortium (ADC) has been appointed by the Government of Georgia to develop
a deep-sea port in Anaklia, Georgia. The Anaklia Port property is located just south of the Enguri River and
the village of Anaklia on the Black Sea, and just north of Kolkheti National Park in the Samegrelo-Zemo
Svaneti Region of the Republic of Georgia.
The Anaklia Deep Water Black Sea Port will have the capacity to accept vessels of 10,000 TEU and will be
able to handle mixed cargo containers, dry bulk and liquids.

Responsibilities: General
Responsibilities: Provide safe working conditions for all workers under their supervision.
Provide workers with instruction in safe work procedures. Supervisors shall
require employees to use personal protective equipment, as appropriate, as part
of their routine duties, e.g., hard hats, goggles, masks, respirators, safety glasses
or other items deemed necessary.
Correct work site conditions, which are liable to cause or have caused accidents.
Undertake the investigation of accidents, incidents, or near misses to determine
the underlying causes. Report in detail to the Superintendent and complete the
required report forms on a timely basis.
Provide a good example for employees by always directing and performing work
in a safe manner.
Conduct regular inspections for unsafe practices and conditions and ensure
prompt corrective action to eliminate causes of accidents.
Work in cooperation with other project supervisory personnel to determine safe
practices, enforce their observance, develop procedures for dealing with
violations and develop other general safety and accident prevention measures.

3.1 General
The vessels will be mobilized to Poti Port where the custom and immigration formalities will be performed.
After the documentation is finalized the marine equipment will sail to the Anaklia work site. Some auxiliary
equipment (pipelines, containers, spares etc) will be mobilized to Poti by vessel and transported by road to
site, and some equipment will be transported directly over the road to site from the Netherlands.
The dredging and the reclamation area will be cleared of obstructions by the client so the Contractor will
be able to start the construction work for the bunds and the installation of the PVD’s.
The floating pipeline will be assembled on the beach near Anaklia and will be installed on the site prior to
the arrival of the dredging vessel.

4 Activities
Cutter Suction Dredger (CSD) Athena – Self-propelled vessel that uses a rotating cutter head to
loosen the material in the seabed (‘cutting’). The Athena is 130 m long, with a total installed power
of 24,650 kW. Along with its sister vessel the Artemis, it's among the most modern and powerful
self-propelled cutter suction dredgers in the world.
The Cronus or similar. This multicat will act as an assistance vessel to the primary marine
equipment: fulfilling duties such as crew transfer, delivery of stores and spares. Furthermore the
vessel will install the floating pipelines and anchors.
The Rijnstroom and Midyia. This workboats will act as an assistance vessel to the primary marine
equipment: fulfilling duties such as crew transfer and delivery of stores. The workboats may be
deployed in other operations as dictated by the project: inspection of buoys, conducting survey,
towing of pipelines/barges.

- All marine based equipment will have communication equipment covering the requirements under
Section 35 20 23 3.01 A Bridge-to-Bridge Communication.
- Transfer of personnel and materials will take place by using the jetty in front of area A and/or Palm
Beach Docking. Fendering will be placed in front of the jetty. In the event of high wave conditions
an alternative might be the use of a small boat sailing from the estuary for boat to boat transfer.
For all personnel transfer using either jetty or boat lifejackets must be used during transfer.
- Bunkering of marine equipment will take place by bunker barge. A bunker barge will arrive on site
from Turkey and the Athena will be supplied with fuel and fresh water while all dredging operations
are stopped. It might be necessary to conduct these operations inside International Waters.
- Bunkering of Cronus, Rijnstroom and Midyia will take place alongside the Athena or in Port / Jetty.
Hydraulic excavators – CAT 330 to CAT 349 or similar – The excavators will be used for the moving
and placement of the reclamation pipelines and for the placement and control of sand whilst the
discharge process is underway.
Wheel loaders – CAT 966 to 980 or similar – The wheel loaders will transport the reclamation
pipelines around the site. They will also tidy the work area, levelling off of the sand and providing
general assistance where needed onsite.
Bulldozers – CAT D6 to D8 or similar – The bulldozers will be used on the reclamation for the
spreading and levelling of the discharge material and for the construction of the bunds.
4.3 Survey
During the fieldwork of the Feasibility phase, survey monuments (benchmarks) have been installed around
the site that are well documented, coordinated and agreed upon between parties.
Horizontal Control is UTM Zone 37 based on WGS’84 and Vertical Control is BZ (Baltic Zero).
A survey team will ensure that both reclamation and dredging activities will be performed to the lines and
levels indicated on the Drawings.

The main survey equipment that will be installed on both ships and land based equipment are GNSS (GPS)
rover receivers, that make will use of a base station which will be installed close to the working areas. This
combination provides both horizontal and vertical centimeter level accuracies.
Monitors or displays will present the location and height of the working units with respect to the lines and
levels (design).
Rijnstroom or Midyia will be used as survey vessel to perform the hydrographic surveys. A bathymetric
survey system including a multibeam, motion sensor, heading device system will be installed on the vessel.
Topographic surveys will be performed by GNNS (GPS) rover receivers. Depending on the terrain a
combination of survey techniques with the GNSS antenna on a pogo stick, placed on a backpack or
mounted on a vehicle (quad) will be used.
Preconstruction Surveys:
Prior to commencement reclamation works topographical surveys will be carried out to determine the actual
status of reclamation areas. This survey will be witnessed by an independent surveyor. Prior to
commencement of the dredging, bathymetric lanes of the borrow pit will be checked to verify that the
Bathymetry from 2016 is still applicable.

Progress surveys:
Progress surveys will be executed at a regular basis on request of the Operation team, and are used to get
an overview of the progress of the works both on land and on water.
Post Surveys:
To demonstrate compliance with the Drawings and Specifications and as base for interim payments, Post
surveys will be executed. Post surveys of the final levels will be used in the As-Built drawings. Post surveys
of the reclamation will be witnessed by an independent surveyor.
A CSD is equipped with powerful side winches mounted either side at the bow of the dredger. This enables
sideways dredging movement of the CSD.

Once a full swing is completed an hydraulic cylinder will push the CSD forward by 1.0 – 1.5 mtr and the
next swing can be made. This hydraulic cylinder is fixed to the CSD and pushes against the spud pole.
The cutter position monitoring system works with angle transducers measuring the angle of the ladder to
determine the depth of the cutter head relative to the pontoon. A pressure transducer provides the depth of

the pontoon at that location. A computer calculates the relative x, y and z coordinates of the cutter head
and makes it available to the survey system and dredge computer.
The survey computer determines that actual pontoon position with input from a gyrocompass, DGPS/RTK
system and tide level in combination with information from the cutter position monitoring system. The results
are presented on displays for the dredge operator.
The information on the displays include a top view with the outline and position of the dredger and the cutter
head on a background of bathymetric data. Centre lines, slope lines, obstacles such as buoys and cables
are shown in this view. Also a cross profile of the cut with the actual seabed, dredged depth and cutter
position will be shown. Further, the survey computer determines and displays variables such as the actual
offset of the cutter from the centerline, the depth of the cutter head amongst others.
Most operations such as dredge depth and swing speed of the cutter, rpm’s of the cutter head and pumps
can be controlled by the dredge computer. An interface between the survey computer and the dredge
computer enables control of the dredge process to pre-defined levels.

At the back of the cutter head a pipeline is placed that is connected to the dredge pumps located inside the
dredger. While the cutter head is cutting the soil the suction power of the pumps will suck the material away
that falls inside the cutter head. The soil will be mixed with water and the mixture will be around 25% soil
and 75% water. The pump will generate enough velocity to suck the material away from the cutter head
and pump it towards the shore. A total of three pumps are installed.
The dredging works will commence deepening the basin to a depth up to -8m BZ to create enough water
depth for the dredger to freely dredge the area till final depth.
The “Box cut” method will be applied and subsequently natural slopes will develop.

Dredged material will be pumped from CSD to the allocated reclamation areas utilizing a floating pipeline
connected to the dredger, which is connected to a submerged pipeline and a pipeline on shore.
Winds, waves and currents may affect the floating pipeline during dredging and pumping operations. It may
then be necessary to utilize anchors to restrain the area of occupancy of the floating pipeline and to keep
it reasonably stretched to prevent the pipe line from snapping. The anchoring set will be a number of Delta
Flipper anchors. They will be set out at both sides of the floating pipeline. The length of wire will be
approximately 35 meters.
The shore pipeline consists of 12 meter long steel pipes with flanges. Bolts through these flanges connect
the pipes. On the reclamation area the pipeline will be extended each time the required level is reached
within the relevant area; as appropriate the pipeline can be diverted in order to raise the neighboring areas.
Dredged material protruding above the water level will be spread and levelled with the assistance of a
suitable number of bulldozers. Pipelines will be extended when the area around the pipeline in use has
reached the required fill level. Extension of the pipeline will be done by connecting a new length of
pipeline with the assistance of an excavator and or wheel-loader.
Containment bunds (further partitioning the overall reclamation area) will be constructed using dredged fill
for flow direction and the transportation of the dredged material. The return water will freely drain off into
open water through a water box.
The (progress of the) reclamation works will be frequently monitored by means of a combination of
hydrographic surveys and topographic surveys (above water level). Results of these surveys will be
presented in bathymetric and topographic charts.
The dredging plan is prepared in such a way as to ensure that the dredging operation is executed in a
safe and controlled manner and to optimize productivity. The dredging plan will be adjusted during the
execution according with the circumstances .

5.1 Volumes
A dredging area of 91.4 ha has been defined by ADC in the near shore (fig.12) of the work area, and the
current seabed varies from -2m BZ until -8m BZ. A layer of average 6 to 6.5m needs to be dredged to have
sufficient reclamation material to supply the entire volume of the 4.500.000 m3. This layer can be dredged
in one time or in two times. There are some thin lenses of clayey material within the dredging area and
deeper from surface there is in general more fines in the borrow material. The required layer will be dredged
and during the dredging the material will be mixed to an homogeneous mixture and pumped ashore.

5.2 Activities
5.2.1 Dredging
The CSD will dredge the area to at least -8m to create enough water depth for the vessel to move forward
towards the shore.

Furthermore the shore pipeline will be bolted together for the two areas, and water boxes will be installed
to let the excess water off the reclamation. The water boxes will be installed in the bunds and regulate the
water level inside the reclamation.

Stage 1:
Once the dredger arrived first Reclamation area A,B,C will be reclaimed to a level of approx. 2.5m to create
a base for the PVD installation in the inaccessible areas from area B and C. The pumping maximum
distance will be approx. 2,000m from the dredger to the reclamation.

Stage 2:
Area D will be reclaimed to a level of approx. 2.5m to create a base for the PVD installation in that area.
The pumping maximum distance will be approx. 2,500m from the dredger to the reclamation.

Stage 3:
Reclamation areas A,B and C will be reclaimed to final level. So Reclamation Areas A,B and C will be
completed during this stage. While in Reclamation area D the PVD will be installed in the elevated area
(approx. +2.5m).
Stage 4:
In stage 4 Reclamation area D will be reclaimed till final level.
It should be noted that there will be overlap between the stages. This will mean that there will be relocation
between the areas frequently in order to guarantee continuity for the dredging vessel.
Weather forecast and wave measurements will be used for dredging workability.
Should dust become a problem than water will be sprayed on the reclamation in order to avoid dust or loss
of sand.
6 Quality
This chapter describes all quality aspects directly related to the scope of work covered under this method
statement.
For the overall project information on the quality aspects reference is made to the Project Quality Plan
As part of this method statement an Inspection and Test Plan (ITP) will be prepared in line with the
Project Quality Plan. Further reference is made to the ITP (VOMS-2.04-TE-03-09-03) in the
appendices.
Following are the activity which will be done to support reclamation work process:
For the overall project information on health and safety reference is made to the Project Health Safety and
Security Management Plan.
The Risk Assessment(s) will be discussed and communicated to persons involved prior to the start of works
and fully documented. Attending persons will be asked to sign the Risk Assessment to confirm their
attendance and understanding of the briefing.

If compaction problems will occur we will deal with. If excessive fine layer will be found the impact will be
assessed on the final works.
Reference is made to the Risk Assessment form (VOMS-PR2.04-TE-03-09-03) related to the scope of work
covered under this method statement in the appendices.
Mandatory PPE
Certain specific tasks and activities covered under this Method Statement may require personnel to wear
job specific PPE.
The type of job specific PPE to be used will be indicated in the Risk Assessment and Work Instruction in
the appendices and/or the JSA prepared prior to the start of the work.
