QUESTION

The student’s arm of the Industrial Technology Educator’s Association of Jamaica

(ITEAJ), Utech’s Chapter, promotes its development seminars by mailing thousands of

individually typed letters to various firms. A time study has been done on the task of preparing

letters for mailing. On the basis of the observation in Table 3, ITEAJ wants to develop a time

standard for the task. The associations personal, delay and fatigue allowance factor is 15%.

Table 3. Cycle times for preparing letters

Cycle observed times (in

minutes)

Job element 1 2 3 4 5 Performance Rating

a) Type letter 6 8 7 21* 11 120 %

b) Type envelope
address 3 4 3 1 2 105%
c) Stuff, stamp, seal
and sort envelopes
3 1 6* 3 1 110%

a) Compute the normal time for Job element b?

b) Compute the standard time for the job?

Solution:

A) Since part A requires us to find the normal time, we need to use the following equation

provided in class:

Normal time for element B = Average cycle time x (percentage rating/ 100)

Since the Percentage rating = 105%/100

= 1.05

3+4+3+1+2
And the average cycle time for element B = 5

13
= 5

= 2.6 mins

Hence:

Normal time for element B= (2.6)(1.05) = 2.73 mins

B) To find the standard time for the Job, we were given the following equation:

𝑇𝑜𝑡𝑎𝑙 𝑛𝑜𝑟𝑚𝑎𝑙 𝑡𝑖𝑚𝑒

Standard time = 1−𝑎𝑙𝑙𝑜𝑤𝑎𝑛𝑐𝑒 𝑓𝑎𝑐𝑡𝑜𝑟

- The associations personal, delay and fatigue allowance factor is 15%. (given)

- To find the total normal time, we have to find the normal time of each job element

using the following formula:

o Normal time for element = Average cycle time x (percentage rating/ 100)

o We already the normal time for B, so we just need to find A and C

Normal time for element A = Average cycle time for element A x (percentage rating for A/ 100)

6+8+7+21+11
average cycle time for element A = 5

53
= 5

= 10.6 mins

Percentage rating = 120/100 = 1.2

Normal time for element A = 10.6 x 1.2 = 12.72 mins

Normal time for element C = Average cycle time for element A x (percentage rating for A/ 100)

3+1+6+3+1
average cycle time for element C = 5

14
= 5

= 2.8 mins

Percentage rating = 110/100 = 1.1

Normal time for element C = 2.8 x 1.1 = 3.08 mins

Hence; the Total normal time = Normal time for element A + B + C

= 12.72 + 2.73 + 3.08

= 18.53 mins

Now we can find the Standard time:

18.53
Standard time = 1−0.15

18.53
= 0.85

= 21.8 mins
