NATIONAL GREENING PROGRAM ACCOMPLISHMENT REPORT

FOR THE MONTH OF AUGUST

1. Regular and COBF targets


Physical
Under the regular target, as of August 30, 2018, out of 5,396.55 hectares a total of
3,392.78 hectares or 62.87% have already accomplished with a total seedlings planted of
1,413,293. The remaining area of 2,003.77 hectares will be accomplished by the end of
September.
Bamboo comprises 66% of the total target with 60.57%. or 2,166.75 hectares
accomplished followed by Agroforestry which is 18% of the total target with a total area planted
of 747.03 hectares or 73.68%, Reforestation commodity which is 11 % of the total target with an
area planted of 353 hectares or 58.81% and Mangrove which is 3% of the total target with 61%
accomplished or 126 hectares planted.
Five provinces have additional targets of 631.02 hectares under the COBF namely Tarlac,
Nueva Ecija, Pampanga, Bulacan, Bataan. Out of the said target, we have accomplished a total
area of 200 hectares or 31.69%. Low percentage of accomplishment was due to late downloading
of funds (June only).check this
Under ERDB, out of 70 hectares under Bamboo commodity, 50 hectares or 71% were
planted.

Financial

2. MMFN
Physical accomplishment - Out of the 1,000,000 seedlings produced by the MMFN, 379,851
seedlings were already outplanted for the reforestation commodity.
Financial – out of the 5M budget for the seedling production (CO), 5 M was obligated and
disbursed 4.8M. Based on the approved WFP, the funds for this has to be utilized until June,
however, this office received a Memorandum from PENRO Tarlac requesting for the utilization of
funds for the maintenance of seedlings until September. The office had already prepared Memo
For another 5M fund for the maintenance and operationalization of MMFN, 2.5M was obligated.

3. Clonal
Physical -Look for the distribution and targets and memo to ERDB that we used the seedlings for
replanting for the ERDB targets
Look for the accomplishemt of PENRO
Financial – out of the 350,000 budget, only 147,000 was obligated with 127,000 disbursed

4. SPA
Out of the total 3,500,000 fund allocation, 1,349,000 was obligated with 1,302,000 utilized.
PENRO Bataan has the lowest obligated rate of 12%.

5. Hiring of Extension Officer


71 EOs were hired for the 2nd semester with a total budgetary allocation of 15,804,000. Only 71%
or 11,259,000 were obligated. There is an unobligated funds of 4,545,000 because of the quarterly
obligation or contracting of the five PENROs (Aurora,Bataan, NE,Pampanga,Tarlac)

6. Third Party
As of August 31, 2018, no one has expressed interest to submit their bidding proposal after the 7
provinces made its 2nd posting. A memorandum from the FMB Director was issued to ask for an
advice regarding the matter. The total cost for this activity is P3,422,000 (look for the memo to
central)
ISSUES:

ABEP

Issue: complaint received thru 888 dated Feb 14,2018, Plantations of ABEP was allegedly set into fire
intentionally after the payment has been released. There is also a connivance with the DENR Region 3
officials.

Background:

1. Three CSD contracts from 2014-2016 (___ sites , P56,238,178)


2. For CY 2014 – 1,521 has (P 21,497,850, 12 sites, 4 Masinloc and 8 Olongapo)
For CY 2015 – 760.33 has (P 11,830,728.75, 7 sites, all CENRO Olongapo)
For CY 2016 – 887.2 has (P 22,909,600, 6 sites, all CENRO Olongapo)

Findings/Observations
1. During the visit, fire has just occurred , 2 sites were affected by fire in Brgy Looc, Castillejos
and Brgy Cawag in Subic. Fire also occurred in Brgy Guisguis, Sta. Cruz
 All fires were documented and reported to Regional office
 ABEP has also made replanting plan and it was implemented.

2. ABEP has already turned-over the 2014 and 2015 plantations to DENR. Areas planted is
100% and survival rate of 85%. For 2016, it has still fund this year as last M&P.

Comments

1. No direct supervision and management of ABEP. Management and supervision of forest


plantation will be effectively implemented if the contract is awarded to PO who are from the
site where the project is located. Sense of ownership and responsibility among POs are very
evident if they are the direct beneficiaries of the project.
2. Retention fee should be given only on the third year when the contractor has a satisfactory
accomplishment per DENR standard.
PROPOSED INDUSTRIAL PARK DEVELOPMENT TO BE DEVELOPED BY CHINA HEAVY MACHINERY
CORPORATION

Background

1. October 2016, MOU was signed between China and Philippines. The Office of the President
endorsed investments from Chinese government owned companies under the China-Philippines
International Techno-Industrial Zone. One of its companies is the China Heavy Machinery Corp
2. The proposed area for development if 397.5 hectares which will be divided into three (3) blocks
of land.
3. Block 1 = will affect the 2013 NGP site, 25 hectares untenured area with cacao commodity
and within the Roosevelt Protected Landscape

Block 2 = no NGP site will be affected, no tenurial instruments

Bock 3 = , 81 hectares of the 106 agroforestry commodity will be affected. The 106 hectares
was a replacement area of the 700 hectare NGP site affected by the Solar and Wind Power
Project of the JOBIN. It was only planted in 2017. The NGP site is within CADT _____

4. Awaiting for the action of CENRO Dinalupihan. CENRO already sent reports but advise that Any
proposed project should comply with the process wherein the areas are within PA and CADT.

NIPA

DENR has allotted 50M for the establishment of a 25 hectare composite area of nipa plantation in
Region 1. The objective is to arrest the 221 M liters of Bioethanol shortage of the country.

The MMSU will do the plantation development activities and other capacity building activities. However,

This has reference to the memorandum dated July 10, 2018 from the Undersecretary for Field
Operations, Atty. Juan Miguel T. Cuna referring the attached memorandum dated June 13, 2018 from
the Director, Forest Management Bureau, Nonito M. Tamayo, CESO IV regarding the alleged
irregularities in the implementation of NGP in Region 3 involving field offices and the contracted
People’s Organization (PO), Association of Bicolanos for Environmental Protection (ABEP).

As per instruction, you are hereby instructed to strictly conduct the following:

1. PENRO Zambles to exert effort to require ABEP to rehabilitate/replant all the 2014, 2015,2016
and 2017 NGP areas damaged by fire and submit a full documentary report;
2. The DENR field offices together with ABEP to develop a fire prevention and management plan in
the development of the area;
3. Ensure that all NGP areas are awarded to POs who are from the area/adjacent communities in
order not to repeat the old wrong practice in awarding development contracts.

In this connection, submit your Completed Staff Work (CSW) on the above undertakings on or before
September 21, 2018.
