Guidelines for the execution of Front Line Technology


demonstration in Cocoa  during 2006-07 under National
Horticulture Mission – Direct funding through Directorate of
Cashewnut & Cocoa Development.

1.    Objective:

                     To identify farms at strategic locations in the land owned by State Agricultural
Universities / Research Institutions of the States concerned to demonstrate the efficacy of latest
recommended technologies and technologies which are under release.    The minimum area for
Front Line Technology Demonstration will be 1 ha.   The demonstration plots have to be
established under conventional method and organic farming.

2.   Planting material and packages to be adopted:-                       

The planting material should be in the form of  clones of  high yielding varieties recommended
by the research. The varieties which are under the pipe line for release should also be planted.
The clones of high yielding varieties should be procured from the Research Institutions such as
CPCRI and KAU.

            All aspects of scientific cultivation including nutrient and integrated pest  management
should be adopted.    The density of population will be 500 plants per ha.

3. Pattern of assistance:-    Financial assistance to the tune of Rs.30,000/- per ha for three years
@Rs.15,000/- per ha for 1st year,  Rs.9,000/- for 2nd year and Rs.6,000/- for 3rd year will be
provided for conventional method of cultivation.  Under organic farming this assistance will be
Rs.40,000/- @Rs.20,000/- per ha for 1st year, Rs.12,000/- for 2nd year and Rs.8,000/- for 3rd year.

4.  Financial assistance:-        The financial assistance will be released to the State Agricultural
University/Research Institute directly from this Directorate on request.    The details of plots
selected / established by the Institution should be indicated in the proposal including total
number  of plants planted /proposed to be planted.  The concerned Research Institute involved in
the implementation of the programme will provide progress report as per the proforma attached
in Annexure-II every month to the Directorate of Cashewnut & cocoa Development.

Guidelines for execution of programmes on technology              dissemination
through demonstration / front line demonstration under National
Horticulture Mission – Funds released to state governments and monitation
by DCCD.

Pre amble:-      The National Horticulture Mission was launched from the year 2005-06 to
achieve holistic and overall development of Horticulture in India The operational guidelines on
National Horticulture Mission has already released from the Ministry of Agriculture, Govt. of
India, New Delhi.   One of the salient component of this Mission, complementary and
supplementary for the major activity on plantation development, promotion of INM / IPM and
Organic farming is the technology dissemination through demonstrations / Front Line
demonstration.

                          The Directorate of Cashewnut & Cocoa Development  from 8th Plan onwards has
been supporting technology dissemination through farmer participatory demonstrations of 
Cocoa.    With the inception of National Horticulture Mission, this activity falls under the
purview of the State development agencies to continue the efforts initiated by this Directorate as
per the guidelines getting furnished below:-

Objective:-        The objective of this programme is to demonstrate and to convince the farmers
the benefits  of various scientific production technologies.   Concept of demonstration proposed
for adoption in the farming field for Cocoa is indicated below:-

1.       Clones of high yielding varieties

2.       Integrated nutrient management

3.       Integrated pest management

Selection of plots

(1)     Area:-        The minimum Area of demonstration plot should be one hectare for each aspect
of demonstration.  

(2)     Selection criteria:-   The identified  innovative farmers for the demonstration should abide
and implement all the proven technologies inputs provided by Research organizations.     An
undertaking to this effect should be obtained from him at the time of selection of his plot.   He
should not discontinue the practices for a minimum of three years after the  financial support
ceases    The participatory beneficiary should be identified in consultation / association with
following Institutions:-

Institutions to be associated

1)       Kerala                    -        Kerala Agrl. University – Cadbury Cocoa project


2)       Karnataka               -       CPCRI, Vittal

3)       Andhra Pradesh      -       Acharya N.G. Ranga Agrl. University,

                                                 Research Station, Ambajipet, Andhra Pradesh

4)       Tamil Nadu            -       Tamil Nadu Agrl. University.

                                                 Regional Research Station, Aliyar, Pollachi.

Inputs under demonstration:-

          (i) Planting material:-        The required planting materials in the form of high yielding
clones of  the recommended varieties of   the region should  be supplied / obtained to / by the
beneficiary from the overseeing  Research Institute. 

          (ii)  Technical input:_        The participatory beneficiary should always avail the technical
advice  from the Scientists of the overseeing Research Institute.   No practices of his own should
be added except under the plots where traditional techniques with scientific refinement gets
blended in the demonstration aspects.

Plantation density

          The general accepted density is 500 plants per ha of properly laid out Coconut plantation
under irrigated condition.    This density can be varied depending upon the space available in the
Coconut garden with reference to the population of Coconut in the field.

Contingency for Administrative expenditure

          In order to oversee the implementation of the above demonstration aspect, the involvement
of scientist and field functionary of the implementing department is necessary, for which a
contingent provision  @ Rs.2000/- per plot is provided towards incidental expenses for the
movement of the Scientist /Officials involved.

Financial assistance

          The financial support to the participatory beneficiary should be made available through the
overseeing Research Institute according the certification they make in respect  of each
beneficiary.   This assistance should be provided by the State development agencies under
National Horticulture Mission from the overall release from the Govt. of India.

Monitoring
          The monitation of the execution of the programme will be made by the Directorate of
Cashewnut and Cocoa Development as specified in the Operational Guidelines of National
Horticulture Mission.   The concerned department of the State involved in the implementation of
this programme will provide a progress report in the prescribed proforma to the Dte. of
Cashewnut & Cocoa Development,Cochin
