Mandate of Agriculture Extension of KPK

Improving living standard of farming community through increase in farm


income by perceiving potential output with an acceptable quality on
sustainable basis. Functions of Agriculture Extension Department Khyber
Pakhtunkhwa

1.Dissemination of recommended agricultural practices.

2. Educate/Train farmers in improved agricultural production technology.


3. Production and distribution of quality seed and fruit plants.
4. Advisory services in insect/pest management and horticultural activities.
5. Organize farmers for collective solution of agricultural problems.
6. Quality control and regulatory measures of Agricultural inputs.
7. Establish & Develop Market Information System (MIS) & Establishment of
Regulated Markets in Khyber Pakhtunkhwa.
8. Execution of various crops Introduction & Promotion Programme (IPP).
Agricultural production is a very complex system. It depends on several inter
related components such development of appropriate production technology,
dissemination of modern technology to the end users, and the formulation of
farmer friendly agricultural policies. Dissemination of appropriate technology to
the farmer’s is of vital importance if benefit is to be derived from technological
advances moreover, the gap exists between the research findings and farmers’
adoption needs appropriate rectification by the adaptive research.
Provincial Level
1. Adaptive research and pre-service/in-service training.

4. Preparation of provincial level development projects.
5. Interaction with other provincial and federal governments.

Directorate Field Operations
1. Identification & recommendation of development & reclamation of
cultivable waste land Initiate steps for the development of hilly areas,
through terracing Collaborate with concerned department in execution of
emergency works such as defense, desilting, flood control and land
slides.
2. Initiate steps for development / improvement of water storage ponds.
3. Initiate development of ground water resources through operation of well
drilling machinery and equipment by revitalized Agricultural Engineering
Wing of the department.
4. Initiate soil conservation through construction of outlets, retaining walls
and spurs Work on legislation to facilitate agricultural producers and
market actors.
5. Assist Director General Agriculture Extension in a number of matter and
act as second-in-command
Directorate of Plant Protection
1. Act as a regulatory authority of Plant Protection measures in the
province. Arrange trainings for farmers, dealers in pesticides business,
issue licenses to the firms and products to be marketed in the province
regulating their functions under pesticides act.
2. Introduction of integrated pest management and training of IPM to the
farming community through practical demonstrations in their fields.
3. Monitoring of pest development by pest scouting of all crop, Vegetables,
Orchards etc. with special reference to Cotton, Rice Sguarcane, Grain,
Maize, Oil Seed, Wheat, Mango, Citrus, Guava, Okra, Brinjal, Cucurbits
& Potato etc
Directorate of Agriculture Information
1. To disseminate information about modern agricultural
technology/cropping techniques through mass media i.e. print and
electronic media for transfer of technology to the farmers.
2. To produce educative audio-visuals as aid for group communication.
3. Work as two-way channel of communication between various formations
of Agriculture Department, Khyber Pakhtunkhwa.
4. To improve communication skills of professionals working in agriculture
and allied departments.
5. To improve capabilities of research and extension workers
Directorate of Agriculture Marketing
The Agriculture Produce Markets Act. 1939 was promulgated on the
recommendation of royal commission constituted by the British India
Government during 1927. The sole-intention of the act was to regulate the Agri.
Business so as to do away the evils and vices which ultimately tended to the
deprivation of the grower from his fair return of his produce. The Market
committees were re- established under the provisions of above said act which
were assigned Nobel pursuit i.e. Safeguard the interest of grower.
Directorate of Seed It is a newly established Directorate which inherited the
mandate and function of defunct Agriculture Development Authority later on
bestowed to Agriculture Extension with a name of Agriculture Development
Fund. The Directorate is assigned following functions: Directorate of Seed is
aimed at for systematic seed Production, Procurement, Processing & Marketing
of major and minor crops seed on scientific lines. The prime objective of
Directorate of Seed is to supply high quality seed on affordable rates thus to
enhance overall per acre yield of the Province.
Directorate of Horticulture
Horticulture is a significant and upcoming sector in Khyber Pakhtunkhwa.
Horticulture has proved to be the best diversification option for agricultural
land use, because of assured and the remunerative returns to the farmers. The
Department of Horticulture is responsible for the overall development of
Horticulture in the province. The Department is adopting a definite policy for
the development of Horticulture. Directorate of Horticulture functions under
the Directorate General Agriculture Extension Government of Khyber
Pakhtunkhwa. It has field offices in almost all Districts with Subject Matter
Specialists Horticulture.
Directorate of Planning, Monitoring and Evaluation
1. Formulation and analysis of agricultural policies and programmes and
assessment of impact on both producers and consumers;
2. Review of sector policies and programmes;
3. Coordination of sector programmes;
4. Coordination of the preparation of Agriculture Extension Annual Plan
and Development Budget;
5. Facilitating the release of funds to Field Offices;
6. Monitoring financial expenditures;
7. Monitoring and Evaluation of agricultural sector programmes, projects
and expenditures;
8. Provision of technical support in project appraisal, mid-term and project
completion evaluations of programmes and projects under the ministry;
Dissemination of information
Directorate of Model Farm Services Centers The Govt of Khyber
Pakhtunkhwa has established 23 Model Farm Services Centers (MFSCS) in all
the districts except Kohistan & Torghar.
1. 1. Empowerment of the farming community by strengthening them
through establishment of Model Farm Services Centers.
2. 2. Equal and transparent facilities to all the members of Model Farm
Services Centers.
3. 3. Identification, prioritization and solution of the problems being
initiated by the farming community within the available resources.
4. 4. Establishment of a transparent and suitable system managed by the
farmers / members themselves.
5. 5. Establishment of linkages with Governmental and non Governmental
organizations.
6. 6. Exposing and enhancing hidden capabilities and potentials of the
farming communities in their environments, including income-generating
activities conducted by women organizations.
7. 7. Availability of resources (Financial & Physical) to the Model Farm
Services Centre members on sustainable and equitable basis.
8. 8. Making the Model Farm Services Centers service oriented and non
profit oriented organization.

Role of the different Administrative Heads (Agri. Extension): In Planning and


Coordinating Resources and Delegations.

Agriculture is an important sector of Pakistan economy. It employees 52% of


the labor force and accounts for 26% of gross domestic product (GDP).
Agriculture contributes 70% of export earnings. Due to expansion in
population at annual rate of 3% and utilization of land and water resources the
pressure on agriculture is increasing tremendously. Nations will enter the 21st
century on the wings of technologies. In the absence of skilled and talented
personal a country like Pakistan can only maintain its survival with the most
dynamic, efficient and energetic personals.
The agriculture department carries out extension work in almost the whole of
the country. The department of agriculture extension KPK is responsible for
providing extension services to the farmers in the province. It is headed by the
director general (agriculture extension) who works under the direction and
supervision of the secretary of agriculture, government of KPK:
Organizational Structure of Agricultural Extension:
DUTIES OF DIRECTOR GENERAL EXTENSION (DGE):
The director general is a specialist in agriculture with advance training in
public administration and agriculture with a long experience on the job of
agriculture extension services at the provincial level. The director general of
agriculture extension KPK is responsible for all extension work in the province
including tribal areas. In settled district the director works through his deputy
director posted at the division level. In federally administration tribal areas
(FATA) he works through the directors of agriculture FATA as the
administrative head.
The director general of agriculture extension is assisted by five subject matter
specialists at the head quarter and five deputy director of agriculture posted at
the divisional level for field works. In addition, D.G. also controls the FATA the
barani agriculture institutes though their respective head. At districts and sub
districts level the extra assistant director of agriculture who are
administratively controlled by the deputy director. EADS is assisted by the
agricultural officers and field assistants at tehsil and sub tehsil and union
council’s levels respectively. The director general plans, directs and supervises
all extension activities, campaigns and projects in the province.
The director general extension performs the following main duties in the
province, to develop extension organization to meet the changing needs of
modern time:
Co-ordination:
He will co-ordinate all extension activities of governments/semi governments
institutions (ZTBL and other commercial banks) regarding agricultural
production in the province. Co-ordination committees will be established at
provincial, divisional and district level in order to improve linkage between the
various sub-sectors within the department.

Organizing Farmers: Working with existing farmers groups or organizations


and if necessary establish permanent farmers groups or organizations, through
his sub-ordinates. Makes availability of inputs and other needed facilities to
the farmers in time.
Collaboration: Collaboration with relevant authorities and private sector in the
promotion of new developments of farm machinery, technologies and in
agricultural machinery census. Assisting N.G.O’s and other projects in
extension i.e. advice on technical issues and improvements of infrastructure
and credit facilities.
Personal selection and Management: He formulates adequate plans for the
staff recruitment and effective personal management.
Policy Determination: He is responsible for making policy and this is one
duty that can’t be delegated to sub-officers.
Program Determination: He plans and makes extension organization enough
to the farm people reflecting and needs of local people.
Supervision: He delegates his function in large part to the sub-ordinates. He
still has the duty of supervising the sub-ordinates officers to whom he
delegates the authority.
Evaluation: He has to evaluate the effectives of his organization and the value
of its programme to the public continuously and objectively.
He maintains proper relationship between his organization and other relevant
organization agencies, and with the farm people in the province. He is to report
each year to Secretary and Minister of Agricultural and to the public about the
use of public funds and the accomplishments of his organization. He delegates
most of his duties/responsibilities to other sub-ordinate officers particularly
the Directors to other sub-ordinate officers particularly the Director and
Deputy Director at the Headquarter and divisional level and extra assistant at
the districts/agency level but at the same time he is responsible for sound
administration. He is assisted by group of specialists at the Directorate of
Agriculture extension in the discharge of his multifarious functions.
District Officer Agriculture Extension:
Administratively, the district is controlled by the DOA. He is the in charge of
the department at district/sub-district level, and is responsible for the
supervision of the activities of the Agricultural Officers and Field Assistants
working in his jurisdiction. He supervises all the development projects,
demonstration farms and nursery farms in his area. He is assisted by one
Assistant Plant Protection Officer at the district office in the discharge of his
functions.
Deputy Director of Agricultural Extension at Division:
He is graduate (B.SC (Hons.) or M.SC (Hons.) in Agricultural with training in
public administration and agriculture and with a sufficient experience on the
job. The Director of Agriculture is assisted administratively by the deputy
directors, who are the administrator of the department at divisional level.
Deputy Directors are assisted by Agricultural Officers/EADA) for performing
their duties in extension services. Each Deputy Director is assisted by an
administrative officer and some subject matter specialist at divisional level.
Agricultural Officer at Tehsil:
He is a graduate of (B.SC (Hons) or M.SC (Hons) in Agriculture. He controls
tehsil and sub-tehsil having 3-4 union councils. He performs extension
functions with the help of Field Assistant, Budders and Beldars.
Field Assistant at Union Councils:
He is the pivot of agricultural extension activities in the Union Council. He is
usually qualified diploma holder from Agricultural Training Institute, where he
gets two years training after matriculation. He performs the following
functions: To layout demonstration plot to keep the record of methods and
result demonstration. To layout orchards in the villages. To help the farm
people in obtaining the improved seeds. To protect crops, vegetables, and
orchards from pests and diseases by advising field sprays. To educate the farm
communities to adopt the recommended seeds, fertilizer, pesticides etc. To
survey acreage and yield estimation under each crop in each season.
