Probable Cause for Arrest
On October 26, 2019, North Salt Lake Patrol Officers were dispatched to 55 W Center Street #132 on the report
of a female that had shot herself. Officers were advised the female's son, identified as Jeffrey Antonio Langford
had posted a live video from the apartment showing the female apparently deceased. Jeffrey had also made
comments on the video saying he was not going to go to jail. Another caller into Bountiful Dispatch stated she
had been talking to Jeffrey on Facebook and he had said he was going to shoot himself. The deceased was later
identified as GH, the mother of Jeffrey Langford.

Officers were ultimately able to speak to Jeffrey on the phone and he exited the apartment which was #132 and
was taken into custody. Jeffrey had a reddish brown substance on his face and clothing consistent in
appearance to blood. Jeffrey also exhibited signs of being intoxicated. After Jeffrey exited the apartment,
officers entered the apartment to check for additional persons. The female inside the apartment was confirmed
to be deceased.
Jeffrey was checked by medical personnel on scene in an ambulance. Det. Winslow was in the ambulance while
Jeffrey was being checked. Det. Winslow advised that while being checked, he made the following comment; I
shot I saw my Mom shoot herself in the face.

Jeffrey posted three Facebook live videos.


In the first video, a male can be heard crying saying mom and a female is seen slumped over. The male which
appears to be Jeffrey moves the females head back and a reddish fluid is seen on the right side of the females
head and reddish fluid is seen coming out of the female's nose. The male in the video states that he didn't do
this and she shot herself right in front of me. The male keeps filming himself and says she's not dead I have to
finish it.

In the second video he again says she shot herself in front of him and he was not going to prison or jail. He then
says she's still alive goddammit shot herself in the head. He then says todays my last day after saying goodbye
to several people.
The third video, Jeffrey states that his mother deserves a good send off. He then says that he lost his mother
the day after I lost my father. Jeffrey stated he had lost his father when he was younger in his interview with
me.

Jeffrey was interviewed by me at the North Salt Lake Police Department. Jeffrey was advised of his rights per
Miranda and did not request an attorney or invoke his right to remain silent. I asked what had happened he
stated that he and his mom had been drinking and she had taken 18 klonopin. During the interview, Jeffrey was
not consistent with where he was when he stated his mother shot herself. He stated at one point she had shot
herself in front of him and the said he was outside when she shot. I asked why he didn't call 911 he stated he
was scared because everything was happening too fast. I asked what his mother had done, he stated that she
had first slit her throat with a knife and indicated the left side of her neck and then said she had shot herself a
total of three times in the head. I asked why he didn't try to stop her; he said he was scared she would shoot
him. I asked Jeffrey what he had done with his mother's body and he stated that he had put her head on a
pillow and put Rosary beads on her neck. I asked what he meant in the Facebook video after he indicated she
was still not dead after shooting herself that he had to finish it he stated that he prayed for her and that's why
his Rosary beads are on her neck. Jeffrey stated in the interview he did not shoot his mother.

I asked Jeffrey how much he had to drink tonight. He stated he had a a pint or a few shots of whiskey before his
mom killed herself. He stated he had more to drink after she shot himself. He stated his mom drank a lot too.
Later officers drafted a search warrant for Jeffrey's residence and for his blood.

I search of the residence found GH dead in between her couch and coffee table. Also found was a revolver
handgun. The handgun was in the victim's right hand; however it was not consistent with a suicide. The revolver
was inspected. The revolver was removed from the victim's hand with the hammer in the cocked/ready position.
The cylinder will house six rounds total. The cylinder had three live/unspent rounds and three empty chambers
with nothing in them. Also found at the scene were three spent casing of the same manufacture as the live
rounds found inside the cylinder. These spent casing were found in Jeffrey's room away from the victim's body,
which was in the living room. Officers also found note, which appeared to be a suicide note from GH.

Based on my training and experience the victim was found with injuries consistent with at least one gunshot,
and possibly more. However the victim's injuries have not been assessed by the Medical Examiners. I then spoke
with Jeffrey again. I asked Jeffrey if he touch the revolver tonight he stated no. I explained to Jeffrey that police
had found the revolver with the hammer cocked. I asked him why that is. He stated he did touch the gun
because he was going to kill himself. Jeffrey stated he did move the hammer back because he was going to kill
himself. He stated the gun stayed in GH's hand the whole time. I explained to Jeffrey that we found casings in his
room. Jeffrey stated he removed the gun from GH and unloaded the spent casing and reloaded the revolver. He
stated he was going to kill himself but he then received a phone call from a family member so he did not kill
himself.

I asked Jeffrey why he chose to video his mother on Facebook Live. He stated it was a call for help. I explained
that I had seen the video, in which GH appears to have a gunshot wound to the head, has agonal breathing and
her eyes were moving. Based on this video GH appears to still alive, but would be unable to manipulate a
firearm and fire another shot to her head. I explained this to Jeffrey that GH would be unable to shoot herself
again, like he had stated earlier. I asked Jeffrey what happened after the Facebook video. Jeffrey paused for a
time but later admitted that he did shoot her after the video. I asked him to tell me more. Jeffrey stated his mom
did shoot herself in front of him. He stated she began to seize, had rapid eye movement, and was snoring, but
she was still alive and in pain. Jeffrey stated he did not want her to be in pain or be a vegetable, so he shot her
once in the back of the head with the revolver while she was still alive. I asked Jeffrey how many times he shot
his mother. He stated once, but was unsure if he shot her more. I asked what he did after he shot her. He stated
he begin to freak out and was packing things in his bag. On scene in the apartment, officers did locate a
backpack and suitcase in Jeffrey's room. I briefed this case with DCAO. They advised there was probable to
arrest and book Jeffrey.

Note: Case is still an active case.

I believe these to be additional condition(s) for continued detention:


The person would constitute a substantial danger to any other person or to the community, or is likely to flee the
jurisdiction of the court
The defendant in this case mentions several times in interviews he wanted to leave and was physically packing
his things, after his mother was killed. Additionally Jeffrey initially report to responding patrol officers that he
was suicidal and was a danger to himself. For these reasons I request a high bail or no-bail in relation to this
case.
