the response time of DFS can be extremely frustrating. Sometimes the
delays can even become detrimental to your case (Having to hold a crime
scene on private property and upsetting the residents who may be
witnesses, etc). Unfortunately, our Mobile Crime Technicians are
disappearing through attrition so we are losing are the quick and efficient
service we are used to. I want to remind all our members to follow all
applicable General Orders concerning crime scene management. We must
remember that our actions will be reviewed by management, who in many
cases, have little to no investigative experience.

BWC Footage – Review: At least 95% of criminal cases will have some
type of BWC footage associated with them. It is becoming increasingly
common for defense attorneys and even management to challenge
detectives to see if they reviewed any of the BWC Footage related to the
detective’s case. While there is not a current policy outlining BWC footage Please sign up to receive this regular
review, I recommend that everyone tries their best to review the footage as CID Union Newsletter by emailing

The answer to this is somewhat complicated but

important for members to know.

The way that the pay scale numbers are calculated is

codified in the Comprehensive Merit Personnel Act
(DC Code Title 1, Chapter 6) and the District
Personnel Manual in Chapter 11B, Section 1131.4.

In the below chart from 2020, you can see there are
nine steps for the Class 1 - Officer pay scale.

derive the new step increment.

What this is saying is that only step 4 and step 5 get
