Port Melbourne Harbour Master (Melbourne)
VPCM is a Victorian Government statutory authority
Created in November 2016 after the leasing of the com-
mercial operations of the port to a private organisation
Our main responsibilities are:
 the safe navigation of commercial shipping in Mel-
bourne’s port waters
 waterside emergency and marine pollution re-
sponse
 the management of Station Pier as Victoria’s prem-
ier cruise shipping and passenger ferry facility.

Station Pier is Victoria’s premier cruise ship and passen-
ger ferry facility.
A vital gateway to Victoria for the growing maritime tourist
industry – interstate and international
More than 100 cruise ship visits and around 300,000 pas-
sengers and crew each year
The Spirit of Tasmania sails daily (sometimes twice daily)
with around 400,000 passengers annually
Harbour Master
Roy is the Harbour Master of the port of Melbourne and
leads the Marine and Navigation division. His division is VPCM is required to provide the role of Harbour Master –

Why?
Interaction between commercial and recreational vessels
is a significant risk
Large vessels generally have deep draughts and can only
safely navigate within channels
Large vessels cannot stop or turn quickly. A general rule
of thumb is it takes approximately 8 times the vessel’s
length to stop in an emergency
Visibility limitations from the bridge of large vessels
Port waters
Port Phillip Heads is a challenging waterway to navigate
The Transit Only Zone is an area of port waters where you
may not anchor or drift
Port Melbourne, Williamstown and Yarra
River channels are relatively narrow and
vessels have limited manoeuvrability.
Key Steer Clear messages
Do not obstruct large ships
Not all channels are marked by buoys or
beacons. At Port Phillip Heads the chan-
nels are marked by Port Entry Lights
Safe boating in port waters
Plan for your trip
When operating on the water be aware of
your surroundings
Have a means of communication available
at all times and if possible monitor VHF
channels 12 and 16
