Project Execution Plan

BIDDER shall provide details of its Project Execution Plan of the WORK and at minimum shall cover the
followings:

i) Overview of execution plan

ii) Location of offices, fabrication yard, subcontractors, specified in Table 4(a)

iii) In the table 4(b) below, BIDDER shall enter its indirect & direct man-hours estimation required for
a safe, timely and efficient execution of the WORK. Activities expected to be undertaken by sub-
letting portion of the WORK to subcontractors and which shall be performed by indirect & direct
personnel employed by such subcontractor shall be included.

Project HSE, Security and Waste Management Plan

BIDDER shall provide details of its Project HSE, Security and Waste Management Plan of the WORK and
shall cover the followings:

i) BIDDER to propose construction methods and other critical activities with Safety oriented as
required by OWNER Regulation in Appendix 3.

ii) BIDDER to provide a sample list of small tools and personnel protective equipment (PPE) that will
be provided to labor on this WORK.

iii) Bidder to provide security and waste management plan for execution of such works.

Project Master Schedule, Manpower Histogram and “S” Curves

Instruction:

The BIDDER shall develop a detailed schedule for the WORK.

The BIDDER shall present a histogram of direct and indirect manpower (each histogram shall have its own
legend for easy identification), as well as a combined histogram (including both direct and indirect manpower)

The BIDDER shall specify the weekly time considered for the requested histogram.
Bidder shall prepare and submit a proposed overall project schedule that covers the performance of the
WORK. The project schedule shall be computer based, using Primavera Project Planner Ver.6.0 (P6) or
MS.Project, and shall be suitably logically tied to reflect Bidder’s proposed execution plan. Activities durations
shall be shown in working days. The project schedule shall show key external interfaces and major
milestones (including payment milestones)

Bidder shall submit the project schedule as separate level 3 bar charts (for bidding), identifying critical path
activities and float on non-critical activities for each of the following work breakdown structure components:

a. Project Management and Administration


b. Procurement
c. Fabrication / Installation

Bidder shall include an electronic, native format (P6) copy of the schedule in Bidder’s electronic version of the
proposal.

Project Master Schedule Supporting Information

Bidder shall provide the following information and data in support of Bidder’s proposed project master
schedule.

Schedule Restraints
Bidder shall list any restraints imposed on the project schedule that are caused by activities or milestones
considered by Bidder to be under the control of EPCM CONTRACTOR, and/or within the scope of EPCM
CONTRACTOR’s other subcontractors or OWNER.

Schedule Risk Areas


Bidder shall identify any schedule risk areas, and Bidder’s proposal for mitigating said risks.

Critical Path Analysis


Bidder shall provide a filtered schedule bar chart indicating activities that are critical (where critical activities
are those with less than 5 days total float), and shall provide a commentary describing the critical path, and
cross referencing as necessary to the identified schedule risk areas and mitigation plans to demonstrate that
Bidder’s proposed schedule is robust and achievable.

Physical Progress Measurement


Bidder shall explain its basis of calculation of physical progress (used to produce S-curves), indicating the
elements used, the method for measurement of each element and the weighting applied to these elements in
calculating and aggregating to the overall figures.

Project S-Curves
Using the progress measurement basis described above, Bidder shall provide progress S-curves that indicate
planned progress by month for each of the work breakdown structure components listed above.

Man-hours Breakdown
Bidder shall provide a breakdown of the estimated total man-hours required for each of the work breakdown
structure components listed in the section above.
The man-hours shall be further broken down by Bidder’s JOBSITE and by month in which hours are planned
to be expended.

Manpower Histograms
Manpower histograms by trade shall be provided to show the planned monthly manpower expenditure for
each of the work breakdown structure components listed in the Section above, and shall be consistent with
Bidder’s execution plan and project schedule.
Histograms shall also show the planned monthly manpower expenditure by Bidder’s JOBSITE.

Procurement and Subcontracting Plan

Instruction:

In this form, BIDDER to specify what and up to which extent it shall perform the WORK with its own resources
whereas the expected sub-let portion of the WORK shall be identified. Reasons supporting this plan shall be
presented

The BIDDER shall list his proposed subcontractor / sub-let construction contractors for execution of specific
works, and shall provide the necessary information on valid licenses and other permits obtained by the
subcontractor/ sub-let construction contractors for execution of such works.

Project Organization Chart, Resume of Key Personnel and Management Structure

Instruction:

Bidder’s overall organization chart and management structure shall be included within this Bid Form 8. This
chart will allow the evaluator to understand how this organization will operate efficiently and will as a minimum
identify the key personnel by position and the lines of authority and reporting will be identified and explained.

Proposed key personnel shall be clearly identified. Bidder shall provide CVs and a job description for each of
the key personnel with a description of their span of responsibility for this scope of work.

Construction Plan and Heavy Equipment Details

Instruction:

BIDDER to provide construction methods for the activities BIDDER shall identify weld procedures currently
qualified including lower tier subcontractors which would be used in the performance of the WORK, and the
number of welders qualified in each procedure. Procedures shall be classified by type and by class. BIDDER
shall identify what new procedures it proposes to qualify to meet the requirements of the subcontract and the
number of welders it proposes to qualify for each procedure.

The Bidder shall provide the list of the principal tools and heavy equipment proposed for the performance of
the Works.

The Bidder shall note in each case whether:

a) The equipment is owned by the Bidder and available for the Works
b) The Bidder is planning to rent such equipment
c) The Bidder is planning to purchase the equipment

For categories (a) and (b), the Bidder shall state the location at the time of the Bid submission.

Exceptions and deviations (Commercial)

Instruction:

The Bidder shall submit to the Contractor his Bid in conformity with the requirements of this Bid Document,
both in form and in the contents.

Exceptions and / or deviations may only be made in relation to Invitation to Bid requirements that cannot be
fulfilled by the Bidder, under any circumstances or at any price.

Exceptions and / or deviations must be distinguished from alternatives.

As a rule, any Invitation to Bid requirement that the Bidder can comply with must not be qualified by the
Bidder, but must be priced in his Bid.

However, the Bidder may, at his option, suggest alternatives; these alternatives shall be fully described in the
appropriate Bid Form.

If the Bidder considers that, due to issues of a fundamental nature, he cannot comply with any part of the
commercial or technical documents of the Invitation to Bid, and if such non-compliance does not bring any
cost, schedule or other benefit to the Contractor, the Bidder shall identify such non-compliance as an
exception. The exceptions shall be detailed in the below table.

The Bidder shall provide details to his exceptions in the below table. The Contractor will carefully evaluate
the impact of such exceptions, eg: additional risk, responsibility, cost, etc and will determine if the Bid remains
acceptable.

Non-specification of any exception shall be construed as a confirmation by the Bidder that all the
requirements of the Invitation to Bid are met and included in the Price.
