SUMMARY OF THE REASONS FOR DECISION:

The magazine contains an SM theme which fetishises an image of transsexuality in

the context of dominance and submission. Within this context, the theme presents
cruelty, violence and coercion in association with sexual conduct, sexual or physical
conduct of a degrading, dehumanising or demeaning nature and physical conduct in
which sexual satisfaction is derived from inflicting or suffering cruelty or pain. These
aspects of the theme present as fantastical. As a whole, this theme is considered to
present a degrading image of transsexuality. From the consultation held with NZPC,
the Office concurs with the opinion that this negative image could feed into
stereotypes of the transgendered community if made publicly available. The
availability of the publication is considered therefore to be injurious to the public good
and it is classified objectionable.
