1.0 SCOPE
This document along with datasheet specifies the requirements for the design, selection, sizing,
testing, documentation and shipping of control valve, its material and accessories.

In case there is any conflict between various standards mentioned above and the purchaser
provided specifications, the vendor shall get written clarification from purchaser before
proceeding further selection/sizing of material.
1.3.1 Vendor shall submit the bid in two sealed parts – Technical and Priced bid. Unsealed
priced bid shall not be accepted.
1.3.2 Vendor to attach following as minimum with the bidder,
i. Completed data sheets signed & stamped. Signed and stamped copy of this
specification.
ii. Sizing calculations which shall also include noise level in dBA, inlet and outlet
velocity, possibility of flashing/cavitation and the measures taken to
eliminate/reduce these phenomena and valve percentage opening at minimum,
normal and maximum flow.
iii. Back-up literature and catalogues for the offered models with model decoding
details and other details for each type of control valve and accessories offered.
iv. A copy of approval for items such as limit switches, solenoid valves,
Positioners, from PESO/CCE alongwith the test certificate.

1.3.3 Vendor shall provide price against each control valve. The price shall include all the
associated accessories, inspection, testing, and applicable statutory certificate
requirements.
1.3.4 The offer shall include one number of AFR for control valve. The data-sheet for AFR, is
attached herewith as Annexure I.
1.3.5 Purchaser intends to reduce repeated technical clarifications. Hence, vendor’s offer
shall be clear and unambiguous.
1.3.6 In general no deviation is acceptable. In case of any unavoidable deviation, vendor
shall list out the deviations along with technical reasons.
1.3.7 Vendor, in general, shall desist from any alternate offer unless it is necessary due to
changes in the datasheet conditions. Any alternate offer shall include separate pricing
and all sizing calculations.
1.3.8 If at any stage, till the completion of order, the offered instruments and accessories are
found unsuitable for the specified operating conditions, vendor shall replace the same
with suitable make/model no. to meet the specifications without any schedule & cost
implications.
1.3.9 The technical catalogues shall be in English language. Any offer without technical
catalogue shall be considered as incomplete and is liable for rejection.
2.0 GENERAL
2.1. Datasheet provides the process and operating information for the design & selection of control
valve and materials for the project.
2.2. The vendor is responsible for the design and construction of the supplied control valves for the
services and conditions specified in the requisition.
2.3. Vendor shall check the following,
i. Check the calculation of the selected Cv value and rangeability for the given data. The
rangeability shall be 30:1, as a minimum.
ii. Actuator shall be sized as per shut-off differential pressure indicated. Actuator should
work with air and should not require any lubrication. Vendor to note that the maximum
air pressure available is 4kg/cm2 and accordingly vendor shall size & select the
actuator.
iii. Material selection for valve body, trim, packing material and other parts of the valve for
the fluid and its operating condition indicated.
iv. Materials used for other accessories like, air filter regulators, solenoid valves, limit
switches, positioners, pilot relays, volume boosters, locking relays, interconnecting
tubing, fittings etc. on the basis of site condition and other applicable standards. In case
the vendor’s calculation indicates cavitation, vendor must offer anti-cavitation valve.
v. Perform the prediction calculation noise, cavitation and flashing for all process
condition and suggest suitable measures for controlling the same within the permissible
limits. In case the vendor’s calculation indicates noise more than 85dB, vendor must
offer low noise trim.

vi. Inform the purchaser if there is any irregularity in datasheet and take written approval
before supplying any valve.
2.4. If a control valve is provided with an actuator and/or accessories from other source, but
supplied as part of the control valve requisition, the responsibility of the overall valve assembly
(valve complete with actuator and/or accessories) shall be with the control valve vendor.
2.5. Vendor shall follow purchaser approved vendor list for all the accessories. If the approved
vendor list is not available, vendor shall take prior approval from the purchaser.
2.6. For similar service conditions, different valve model should not be offered. The variety of types
and sizes of control valves and supplied related materials ordered under the requisition shall be
minimised.
2.7. Vendor shall offer standard control valve models unless the process service conditions are so
severe that special control valves are needed.
2.8. Valves with more than 600# rating shall undergo 100% radiography as per applicable ANSI
standard.
2.9. All control valve accessories shall be supplied in fully assembled conditions complete with 1/4”
air tubing. Material of tube and tube fitting shall be Stainless Steel .
2.10. The leakage class shall be as per the datasheet. Soft seat for the leakage class VI shall be
offered.
2.11. Control valve stroking time shall be as follows,

> 10 inches to be specified
2.12. Digital (Smart Type) positioner with diagnostic capability shall be provided and shall meet the
following requirements as minimum:
The valve positioner shall be intrinsically safe.
The positioner sensor and sensing mechanism shall be rugged and shall not be
affected by line/valve vibration. The performance of the positioner shall be immune to
above vibration.
The electro-pneumatic positioner shall be suitable for 2/3/4 way field adjustable split-
range current input with 100% pneumatic out put.
The positioner input & output range shall be field adjustable without any hardware
modification. The output from the positioner shall be available for both single acting as
well as double acting actuator.
Positioner direct/reverse action shall be field adjustable.
For easy verification of transducer and positioner calibration, transducer output gauge
to the positioner shall be preferred.
The positioner shall either have self controlling internal air regulator or external air set.

The positioner shall have minimum pressure cut-off feature for positioner protection.
The positioner shall be a two-wire device, which shall operate on two-way digital
communication mode. All engineering, configuration, diagnostic and maintenance
related data shall be provided by the positioner.
Each positioner shall be operable, configurable & accessible (remote) through HART
compatible hand held configurator or field bus configurator as applicable.
The environmental protection for the electro-pneumatic positioner shall be IP65/ NEMA
4X.
The pneumatic portion of the electro-pneumatic positioner shall be forced balance type
pneumatic valve positioner with SS304/SS316 wetted parts and low air consumption.
The offered positioner shall meet the following performance characteristics:
o Overall control accuracy shall be +/- 0.5% of calibrated span
o Repeatability shall be less than +/- 0.25% of span.
o Hysteresis shall be less than +/- 0.5% of span.
o Vendor shall supply the valve’s operating signatures in the form of hard copy and
soft copy for each control valve.
The positioners with fieldbus output shall meet the following requirements.
o All positioners must satisfy the requirement of the field bus registration laboratory
with applicable checkmark like FieldBus foundation, Profibus Nutzerorganisation
e.v (PNO) or as specified in the datasheet.
o All positioners shall have analog output(AO) and controller blocks (PID)
o All positioners must be interoperable and shall have valid interoperability test
clearance like ITK latest version for foundation field bus or equivalent.
o The positioner shall support peer-to-peer communication with two wire
communicator and bus powered supply.
o The positioner shall not be polarity sensitive.
o The positioner in hazardous area shall be certified as per entity concept or shall be
FISCO approved.
o Internal software shall be configured by the vendor including the following
information:

Device tag (Tag No.)
Process description/service
o Positioners shall be capable of supporting incremental device description(DD) for
extra functionality and/or software revisions in Device memory.
The positioners shall be suitable to operate with commercially available asset
management softwares and shall support the following features, as minimum:
o It shall allow multimaster for configuration, calibration, diagnosis and maintenance.
The primary could be a host computer and secondary could be a hand held
communicator.
o It shall be capable of implementing universal commands. It shall be possible to
communicate all commands of commercially available asset management system
to/from smart positioner.

2.13. All positioners shall have metallic casing and cover either of stainless steel or of anodized
aluminium.
2.14. Fieldbus positioners shall support EDDL requirements as per IEC 61804/FDT/DTM
requirements, as specified in this specifications.
2.15. The electro-pneumatic positioner shall be mounted on the valve yoke, fully tubed, complete
with input and output gauges and air filter regulator with output gauges. The positioner port
connection shall be ¼” NPT(F). Cable connection shall be ½” NPT(F) complete with aluminum
plug. Data-sheet of electro-pneumatic positioner is attached herewith as Annexure–II.
2.16. Vendor shall size the control valve with process parameter units as indicated in the datasheet.
Sizing calculation units other than that specified in datasheet shall not be accepted.
2.17. Vendor shall select the control valve sizing such that valve openings is as under:
At max flow – less than 90% open
At normal flow – around 75% open
At min. flow – more than 10% open
2.18. Body-to-bonnet and, if required, body-to-bottom flange gaskets shall be of the spiral wound
type. Unless otherwise dictated by the process conditions, the gasket material shall be AISI 316
type stainless steel, graphite filled. Compressed Asbestos Fibre (CAF) gaskets shall not be
used.
2.19. All identification and/or instruction plates on the valve, actuator and accessories shall be of
stainless steel and be fixed with screws or rivets.
2.20. For trims which are not of the one-piece plug and stem type, the plug and stem shall be
attached together by a suitable threaded design and provided with a locking device to prevent
accidental separation or plug rotation during operation. Locking devices shall not be fitted
through holes in the pressure casing.
2.21. Special attention shall be paid to fixing of the seat ring in order to prevent loosening due to
vibration. Adhesive compounds shall not be used for the locking of seat rings.
2.22. Whenever cavitation conditions are expected, vendor shall select a special anti-cavitation trim
design and shall use trim material of sufficiently high hardness.
2.23. Whenever the possibility of aerodynamic noise in a control valve exists under any operating
condition specified in the datasheet, vendor shall select a special low noise trim for that
application.
2.24. For throttling control applications with unbalanced valves, the flow direction should be "flow
tending-to-open".
2.25. The packing materials shall be:
- PTFE-based for temperatures at the packing below 200°C;
- Graphite-based, for temperatures at the packing between 200°C and 600°C.
Packing shall not contain asbestos.
2.26. Stelliting may be considered for valves in services like
2.26.1. Erosive, cavitating or choked flow.
2.26.2. Wet gas or steam service with a pressure drop greater than 5 bar.
2.26.3. Other services in which the pressure drop is greater than 20 bar at
temperatures above 300 °C.

Whenever used, Stelliting shall be for complete plug, seat joint and orifice. Stelliting of seating
surface alone is not acceptable.
2.27. For sour service, NACE MR0175 shall apply to the control valve (but not to the
gaskets).Pressure-retaining bolting (even if not directly exposed to the process fluid) shall
comply with NACE MR0175.
2.28. Actuators shall be sized to provide, under minimum air supply conditions, sufficient torque or
thrust to position and fully stroke the inner valve against the maximum differential pressure that
may develop under the specified process and/or start-up conditions within the specified time.
2.29. The material of the actuator case or housing shall be steel or anodised aluminium. Cast iron
(e.g. ASTM A48) shall not be used.
2.30. The actuator spring shall be fully enclosed and cadmium or nickel plated to resist atmospheric
corrosion.
2.31. Valve body (actuator & bonnet) surfaces, to be painted or coated, shall be dry and free from
burrs, weld spatters, flux, dust, grease, oil and other foreign matter before any paint is applied.
Colour of the valve shall be RED for air-fail-to-close and GREEN for air-fail-to-open valves.
2.32. The control valve shall be provided with a standard stainless steel identification plate. At least
the following information shall be clearly stamped on the plate:
- Manufacturer's name or trade mark;
- Manufacturer's model/type number (valve and actuator);
- Manufacturer's serial number;
- Body pressure rating;
- Size (body and trim/Cv value);
- Material (body and trim);
- Type of plug (characteristic);
- Bench setting or spring range;
- Action on air supply and/or signal failure.
2.33. In addition, each control valve shall be provided with a stainless steel tag plate, which shall be
fixed to the control valve with a stainless steel wire. This plate shall be marked with the
purchaser tag number and service as stated in the datasheet.
2.34. The direction of flow, the valve body rating, the body material and, where applicable, the TSO
direction(s) shall be clearly indicated by a permanent mark cast in or stamped on the valve
body, not painted.
2.35. Site conditions: the site environment conditions are as follows,
Ambient temperature (Max/Min.) : 45 C / 12 C
Relative humidity : 100 % at 32 C
Maximum recorded rainfall : 102 mm in 1 hour

3.1 Vendor shall submit following test certificates and test reports for purchaser’s
review./APPROVAL before dispatch.
3.1.1 Material test certificate with detailed chemical analysis from the foundry for each casting.
3.1.2 Pneumatic test certificate for all pneumatic actuator at a pressure not less than one and half
(1.5) times the actuator design pressure.
3.1.3 Test certificate for each valve giving detail of hydrostatic tests, calibration/stroke checks, seat
leakage tests, valve characteristics, testing of accessories etc.
3.1.4 Internal Inspection should include following tests / checks.
3.1.4.1 Physical dimensional checks and workmanship.
3.1.4.2 Hydrostatic test, calibration checks, linearity & hysteresis check, seat leakage and
Actuator leak / pressure tests.
3.1.5 IBR certificate in form IIIC for all valves under IBR certification.
3.2 The face-to-face dimensions of flanged globe-body control valves shall be as given in the
relevant standard. All dimensions (including overall height) shall be as shown on the vendor
drawings. The flange face finish shall be checked as per standard.
3.3 Hydrostatic testing shall be in accordance with IEC 534-4, with the test duration as follows:

3 inches to 8 inches 2 minutes
10 inches 3 minutes
3.4 The seat leakage test shall meet the requirements given in ANSI/FCI 70-2 for the specified seat
leakage class.
3.5 Vendor to submit detail test and inspection plan after placement of order.
3.6 For inspection of control valve, vendor to inform the purchaser 15 days in advance.
4.0 DELIVERY
4.1 Delivery period shall be 4 months from the date of purchase order.
4.2 All necessary precautions shall be taken for adequate protection of the valves, including
accessories, during shipment and outdoor storage at their destination.
4.3 Before leaving the factory, all openings in the valve body shall be provided with temporary
closures to prevent entry of dirt or other materials.
4.4 During transport and storage, the valve ends shall be protected with suitable close fitting
protectors (e.g. plastic caps) or covers of at least 3 mm thick and securely fastened by an
adequate number of bolts.
4.5 Open threaded connections, e.g. air connections of actuators, positioners and accessories,
shall be fitted with thread protectors to prevent the ingress of moisture.
4.6 The stuffing boxes of valves with graphite-based packing shall be protected against the ingress
of moisture.

5.0 DOCUMENTATION
5.1 The results of the inspections and tests by the vendor shall be made available to the purchaser
as part of a package of final certified documents and drawings.
5.2 Vendor shall provide complete spare parts list of all equipment supplied.
5.3 Vendor shall submit two hard copies and one soft copy (CD) for the following,
5.3.1 Operating and instruction manual for each type.
5.3.2 Sizing calculation details, filled-in datasheet etc.
5.3.3 Certified drawings for each control valve and its accessories, which shall
provide dimensional details. Dimensions of clearance space for maintenance
work, weight of completely assembled valve, internal constructional details,
materials of construction of actuator, wiring diagram, orientation with respect to
flow direction marked on the body.
5.3.4 Copy of the type test certificates
5.3.5 Installation procedure for control valves and their accessories.
5.3.6 Calibration, configuration and maintenance procedures including replacement
of its parts/internals wherever applicable.
5.3.7 Control valve operating signatures for smart positioners or field bus based
positioners.
5.3.8 Device descriptor (DD) files for configuring Smart positioner/Fieldbus
parameters.
5.3.9 Common File Formats (CFF) for integrating the fieldbus positioner into the
control system.

Clarify whether output splitter (OS) block is available.
6.2.5 Device Descriptor (DD) files for configuring the FF device parameters and
Common File Format(CFF) files for integrating the device into the system shall
be provided by the vendor for offline configuration from DCS and the same
shall match with the device configuration details of the positioner.
6.2.6 Back-up LAS functionality shall be disabled at the time of shipment. All FF &
HART devices shall be shipped in the Ready to Run mode.
6.2.7 Vendor to ensure that the fieldbus positioners shall be able to communicate to
Universal Hand Held Communicator (model 475F). In case vendor’s positioned
is not able to accept commands from HHC and vendor has his own proprietary
communicator, vendor shall supply his proprietary communicator as a part of
the base offer. Price of same shall be included in the base quoted price of the
control valve.
6.2.8 High power trunk field barrier concept shall be followed.
Vendor shall guarantee the equipment supplied for satisfactory performance for a period of 12
months from the date of commissioning or 18 months from the date of supply whichever is
earlier. Any deficiency observed during this period shall be set right by the vendor without any
further price implication.
Vendor to note that in case vendor/manufacturer’s visit is found necessary because of non-
functional behavior or not meeting agreed specification during warranty period, this shall be
considered as per warranty agreement. Vendor shall depute their expert, as required within
short notice period.
Vendor shall provide detailed part number/model number of each mandatory spare item along with unit
price in their offer.
