In your own opinion and based on your experience, do you think the policy tool/s
used was/were effective and successful? Explain your answer.

Article 2, Section 11

The State values the dignity of every human person and guarantees full
respect for human rights.
a) The Problem

Prior to the 1987 Philippine Constitution, many Filipinos experience abuses and
human rights violation due to the pronouncement of Martial Law by the then
President Ferdinand Marcos. Many unlawful acts, such as killing, detention, torturing,
and sexual harassments, where done to the civilians and innocent citizens.
b) The goal / objective

I believe that it was made to recognize the heroism and sacrifices of all Filipinos who
were victims of summary execution, torture, enforced or involuntary disappearance
and other gross human rights violations committed during the regime of former
President Ferdinand E. Marcos covering the period from September 21, 1972 to
February 25, 1986 and restore the victims’ honor and dignity. The State hereby
acknowledges its moral and legal obligation to recognize and/or provide reparation to
said victims and/or their families for the deaths, injuries, sufferings, deprivations and
damages they suffered under the Marcos regime. Similarly, it is the obligation of the
State to acknowledge the sufferings and damages inflicted upon persons whose
properties or businesses were forcibly taken over, sequestered or used, or those
whose professions were damaged and/or impaired, or those whose freedom of
movement was restricted, and/or such other victims of the violations of the Bill of
Rights.

c) The policy tool/s used to address the problem and goal

The best tool the government used to address human rights was the establishment
of an independent constitutional office with the primary function of investigating all
forms of human rights violations involving civil and political rights in the Philippines.
This is the Commission on Human Rights created by virtue of Executive Order No.
163. The Commission upholds six fundamental characteristics — independence,
pluralism, broad mandate, transparency, accessibility, and operational efficiency.
The Commission commits to deliver prompt, responsive, accessible, and excellent
public service for the protection and promotion of human rights in accordance with
universal human rights principles and standards.

In your own opinion and based on your experience, do you think the policy
tool/s used was/were effective and successful? Explain your answer.

As mentioned, for me, the creation of the Commission on Human Rights was the
best tool created to address the state policy. Many citizens were help by this
commission achieve the rightful justice they deserved. They also advocate for the
promotion which includes the wide range of strategies for policy, advocacy,
promotion, social mobilization, education, training, public information,
communication, research, networking and linkages. They also recommends to
Congress effective measures to promote human rights and to provide for
compensation to victims of violations of human rights, or their families. This role of
CHR, help even the poorest Filipino deprived of his rights.
