Sub: Suo-moto cognizance from newspaper clipping “Minor raped in Dayalpur, accused still
absconding.”

Sir/Madam,
The Commission has taken suo-moto cognizance of the above matter u/s 13 (1) (j) of
CPCR Act, 2005. (Copy enclosed). The complaint is a 5-year-old girl was allegedly
kidnapped and raped. According to the news report her father brought her from a function
around 8:30pm and left her under the house. At around 10:00 pm her mother called and
informed her father that the girl was missing. The family started searching for the girl
frantically. Around 12:00am the father received a call from Karawal Nagar police station and
was informed that the minor is admitted in G.T.B hospital and had been raped. The police have
registered an FIR; the accused was seen carrying the girl in CCTV footage, the police has
recognized the accused and he will soon be arrested.

2. You are requested to conduct an inquiry and furnish a detailed inquiry report of the
case) along with following information/documents to the Commission within 10 days
from the date of receipt of this communication:
i. Age of the victim girl.
ii. True & legible copy of FIR.
iii. True & legible copy of MLR. (if conducted)
iv. Steps taken for safety & security of the victim.
v. True & legible copy of charge sheet. (If filed)
vi. Any other information in relation with the case.

3. In case, any other Commission duly constituted under any law, has also taken up this
matter with you or any other authority, a copy of their communication may also be
furnished.

4. Please quote the number and date of this letter mentioned at the top while
responding.
