Govt asks Immigration NZ to return to

The government has finally asserted its authority over Immigration New Zealand
asking it to revert back to normal ways of assessing partnership visa for Kiwi-Indians.

The government, and the

he government, and the Labour Party
in particular, was cornered by the
rising resentment within the Kiwi-
Indian community for an “operational change”
brought about by Immigration New Zealand
that had unfairly treated the visa applications
for bringing their legitimate partners into the
country.
Hundreds, if not thousands of applications of
Kiwi-Indian migrants currently in the country,
residents or citizens, have been declined on an
arbitrary exercise of discretion by Immigration
New Zealand in the last few months, causing
great anxiety within the community.
To make it worse, Immigration New Zealand
has done this apparently without any explicit
government directive or approval, raising
concern in the community about who was in
charge of the executive.
New Zealand First Party had opportunistically
sought to take credit of an inadvertently
bureaucratic decision that has no cabinet
approval, putting the Immigration Minister and
the government in the dock.
The immigration Minister and the Prime
Minister were on the defensive for some time,
especially when asked to respond against the
seemingly racist dirt thrown by Minister Shane
Jones on the Kiwi-Indian community.

is that we return to the way we were operating

She said it wasn’t a decision made by any
minister – in direct contrast to Mr Peters’ claims

partnership visa was declined,
on the pretext that she has not
‘lived together’ with her New
Zealand resident partner Sreerag
Radhakrishnan, who is currently
working as a nurse in Taranaki
hospital base.
The Indian Weekender spoke with
Mr Radhakrishnan – a registered
nurse – who emigrated from the
Maldives in July 2018, where he was
living with his newly born son and
wife, who is also a registered nurse,
about his wife’s visa rejection.
“I really feel frustrated with
Immigration New Zealand.
“We have applied for my wife’s
partnership visa on June 25 and were
assigned an Immigration officer on
October 7.
“My wife received a phone call
on October 11, and the first question
that was asked to her was if my
daughter [two-year-old] can go to
New Zealand without my wife,” an
exasperated Mr Radhakrishnan said.
Mr Radhakrishnan’s story is a
story of a skilled migrant worker,
supposedly much needed for the
general wellbeing of New Zealand
economy, and the society, and who
have equally chosen New Zealand as
his new home and sought to create a
new life with his wife and daughter.
So far his dream and the journey
of migration to New Zealand, despite
being a desirable skilled worker,
along with his wife, has not been
fulfilled.
The current public narrative
led by a worked-up government
Minister Shane Jones, who is asking
disgruntled workers like him, to
catch the next flight home has been
at best unhelpful, if not scary.
Mr Jones is unrepentant for
comments about migrants and
willing to take head-on anyone who
wishes to engage with him.
While the political debate around
immigration continues to become
murkier day by day, the lives of
“disgruntled” migrant workers
remain the same – fretful.
This is not what the husband-wife

have imagined, who while working
as a registered nurse in the Maldives,
decided not to extend their respective

ecently, a lot of dirt has been
thrown on the Kiwi-Indian
community for having a
‘sense of entitlement,’ particularly
around partnership-based visa issues.

with RNZ that “It’s clear as daylight,
they are not partners, full stop... that
the rule says, “you’ve got to be a
partner - if you’re not a partner how
can you construct them as a partner
when they’re not.”
This assertion was a bit more
sensible, although completely
ignorant, than his worked up
colleague Shane Jones, who was
outrageous and disrespectful toward
Indian people and culture.
Mr Jones, in his numerous
comments, had deliberately tried
mixing issues (partnership visa with
parent category visa) with an overt
sense of contempt toward the entire
Kiwi-Indian community.
Mr Jones told RNZ the Indian
community has “no legitimate
expectations in my view to bring
your whole village to New Zealand
and if you don’t like it and you’re
threatening to go home - catch the
next flight home”.
Unsurprisingly, the comment has
stirred up many in the Kiwi-Indian
community, not only for ignorance on
the plight of unfair treatment meted
out to a large number of applicants
but also, and more importantly for
stereotyping the community as an
ignoramus and stupid for a number
of reasons.
Indeed, this was a classic racist
attack on the community coming
from the highest level in New
Zealand polity – a government
Minister.
To his credit, Deputy Prime
Minister’s comment was more
focused on the issue of immigration,
though unhelpful.
However, his assertion revealed
an absolute ignorance around the
entire issue of partnership visa and
a reflection of how it was callously
played up in the current political
debate.
Mr Peters assumed that most of
the Kiwi-Indians were not legitimate
partners and hence should not be
allowed to enter New Zealand.
This assertion was factually
incorrect.
Immigration New Zealand, in
most of the decline letters sent out
to a majority of recent applicants
whose partnership visas were denied,
had acknowledged that a relationship
exists.
It was just that they were not
satisfied that the couple were
currently “living together” – a
suddenly introduced expectation for
assessing the credibility and stability
of a relationship.
The Indian Weekender has seen
many decline letters which stated,
“We acknowledge that a relationship
exists between you and your
supporting partner; however ...”
It was this sudden, unexplained,
unwarranted exercise of discretion
by INZ where they have arbitrarily
decided to reject visa applications
even after acknowledging that the
couple were legitimate partners that
is baffling.
In fact what was far more
worrying and punitive in INZ’s
recent assessment of partnership
visa applications emanating from
India, was the fact that applicants
found that after a seven-eight
month-long treacherous wait for
a case officer to be appointed, the
entire case was summarily rejected
within a dangerously short span of
10-15 days.
For instance, in the case of an

June 25, a case officer was appointed
on October 7, she received first phone

and the INZ sent her a decline letter

No wonder that the INZ failed

couple, in this case, had previously
lived together and had a baby in the
Maldives, where they both worked as
a nurse, before immigrating to New

Zealand lately, particularly in

Immigrants, in general, including
the Kiwi-Indian community, have

processes, as long as the system is
fair and just.
Clearly, the New Zealand First
Party leaders had least appreciation
of these facts and had sought to
advance their political agendas at the
expense of Kiwi-Indian community,
making them target of culturally
inappropriate comments.
To say the least, coalition
government including Immigration
Minister and the Prime Minister
were also supremely unaware of the
bureaucratic-high handedness meted
out to the community under their
watchful eyes.
The fact that not a single Minister
or the Prime Minister herself was
able to stand with the community
and call out Shane Jones for his
racist comments also stirred up
the community, compelling many
to take up the charge themselves
to defend against all the dirt being
thrown at them, almost without any
provocation.

Council on Saturday,
November 3 hosted
its Diwali celebrations to bring
the extended Indian and Kiwi
community at Marlborough Park.
The event was organised
in conjunction with Kaipatiki
Community Activities Trust, co-
sponsored by the Glenfield Local Board and
North Shore Sikh Temple.
“This was the first event of its kind for the
community in Glenfield which was a massive
success,” Ray Annamalai, president of the
North Shore Multicultural Association said.
“The event was to promote multiculturalism
on the Shore and to showcase Indian culture
to local residents- Diwali is one of the biggest
festivals for the Indian community that signifies
the victory of good over evil,” Mr Annamalai
added.
The event started at noon with over 300
people from different communities turning up
during the day to enjoy the event.
“We had fabulous vegetarian food was
generously and willingly supported by the
North Shore Sikh Temple and food was
extended to all some 300 odd people for free,”
Mr Annamalai added.
North Shore local councillors, local

daily by the devotees in the Hindu
community.
Tulsi Vivah is celebrated on the
11th day after Diwali.
Tulsi Vivah (marriage of Tulsi
plant with Lord Vishnu) festival is
an important festival in India. On
this day, people arrange the marriage
of Tulsi plant with Lord Vishnu -- or
his avatar Krishna. This festival is
celebrated on Prabodhini Ekadashi of
Kartik month of Hindu calendar.
The auspicious day of Tulsi Vivah this year is
on Saturday, November 9. The muhurat of Tulsi
marriage on this entire day is very auspicious
and from this day marriage period in the Hindu
religion begins. All the rituals of marriage as
per Hindu wedding are performed on this day
either at home or in a temple to celebrate Tulsi
Vivah Festival.
On Tulsi Vivah day, everybody in a Hindu
family, mostly women at home fast until this
festival is finished. This wedding signifies the
end of the evil or inauspicious period of struggle
and the beginning of the auspicious phase.
The story behind this custom is unique and
very inspiring. A girl named Vrinda used to
worship Lord Vishnu and was a true devotee.
She got married to a ‘’Danav’’ or demon
Jalandhar, and she was a dedicated wife toward
her husband.
One day demon Jalandhar was going to war,
and like a devoted wife, she worshipped for the
protection of her husband’s life. She made an
intention to perform pooja or worship until her
husband came back from the war alive and for
his long life. A happy married life is one of the
requirements for all-round happiness.
Due to his wife’s devotion, the demon
Jalandhar became invincible. All the Devas
or good spirits could not kill him, and he was
becoming powerful, which was not good for
the world. Therefore, all the Good Spirits came
to ask Lord Vishnu for help. Lord Vishnu then
appeared as demon Jalandhar in front of Vrinda,
and she immediately interrupted her worship
which broke her intention.
Due to this, her husband demon Jalandhar
got killed, and his head fell off at home. Vrinda
then realised that the person in front of her is
not her husband. Lord Vishnu then appeared in
his true look. Vrinda felt cheated and insulted
due to which she immediately cursed Lord
Vishnu and turned him into a stone. This stone
is commonly known as Shaligram.
Later, everyone requested Vrinda to set Lord
Vishnu free from this curse, and she did. But,
she burned herself with the head of demon
Jalandhar and became Sati (immortal). In that
particular place, a plant was grown which was
named as Tulsi, a synonym for Vrinda.
As promised by Lord Vishnu to marry her
in her next birth, on the Prabodhini Ekadashi
stone Shaligram, an avatar of Lord Vishnu
and Tulsi plant got married. From that day,
onwards Indians celebrate the self-sacrificial
and devotional attitude of Tulsi.
Tulsiji never gave up on her faith and belief
in herself. Basil plant’s great personality and
willingness to do a selfless act for others were
valued and remembered.
One should also remember that although
Tulsi had a choice to think about herself and
her happiness, she wanted to be of help to her
husband, and she thought of his good welfare.
All this was not waste, Tulsi, the plant with
sacrifice is honoured in every home even today.
“Shri Radha Krishna Mandir and Bhartiya
Mandir have been celebrating this festival for
years, it’s a great way to have both the temples
come together and enjoy the ceremony,” the
spokesperson from Radha Krishna Temple said.
“It is a wedding to be witnessed which many
await all year and is celebrated over few days,
starting with an engagement ceremony, visiting
each other followed with Mehndi, Haldi,
Sangeet and Grah Shanti ceremony which will
be celebrated on the same morning.
This year Radha Krishna Mandir is hosting
the event being bride’s side.
“On this day, we put a sari on the Tulsi plant
and clad it with all jewellery or accessories
and dress her up like a bride. A mandap is also
created just for the wedding in front of Tulsiji.”

Immigration Minister Iain Lees-
Galloway began his address by
expressing his appreciation for
sharing this part of Indian culture.
He highlighted the similarity
between the sentiments of Diwali
and Annakut being an expression of
gratitude and generosity and the aims
the well-being of all people and
utilizing what we have to benefit all.
He noted the opportunity for citizens
of India and New Zealand to work
together towards mutual progress.
He concluded by noting that on this
occasion, we are celebrating “all that
it means to be here in New Zealand,
we are celebrating the diversity of all
cultures”.
To conclude the event, Ms Patel
expressed her gratitude towards all

lack of action or backing down
but it is not. It is the reality of the
democratic Government process
that New Zealanders expect and
deserve.
It is a privilege to be in
Parliament and on the government
benches –and a responsibility. I’m
proud of the role I play in tackling
the long-term challenges the
country is facing after the previous
government neglected some of
the most significant portfolios
that impact our lives: housing,
health, transport and education.
They impact us regardless of our
ethnicity. I’m equally proud of the
role I play to ensure that the voices
of our diverse communities are
considered at the decision-making
table.
I strongly believe that migration
is important. We are a strong
nation because of our diversity,
not in spite of it. Our diverse
ethnic communities are an asset to
New Zealand. However, we must
be able to support the aspirations
of migrants who come to New
Zealand.
We must ensure we have the
infrastructure to support those
who come here and that’s exactly
what this coalition Government
is doing. We’re focused on
fixing the health and education
systems, building more homes
and an efficient transport network,
making our communities safer
and ensuring the economy is
strong. We’re also addressing
migrant worker exploitation and
resourcing the Office of Ethnic
Communities to better serve our
communities.

he Bihar and Jharkhand Sabha of
Australia and New Zealand hosted that
region’s biggest festival, Chhath Puja
and Diwali at Kelston Community Centre in
West Auckland.
Chhath is a significant festival for the Bihari
and Jharkhand community and is celebrated
with immense devotion in those states in India,
and its diaspora across the globe.
The rituals of the festival are meticulously
observed by the devotees, especially women
who fast for days leading to the Chhath, pray
for the well-being of their family and abstain
from drinking water and stand in water for an
extended period of time while praying to the
rising and setting sun.
Although the Bihar and Jharkhand
community in New Zealand is a small and
growing one, the community organisation has
held a small private event every year, inviting
the community members to observe the festival.
This year, one of the members of Bihar
Samaj hosted the Puja at their residence which
happens over four days between Thursday,
October 31 to Sunday, November 4, and invited
participants from the community to perform
the rituals along with others and observe the
festivity like one big family.

residence for four days inviting fellow members
as guests and participate in the rituals,”

after the Hastings
District Council
changed its mind
and granted it
resource consent to
build a new temple
on productive land.
In 2010 the
Sikh community
bought four hectares of land on the outskirts
of Hastings on the understanding a new bigger
temple would be permitted, but a plan change in
2015 put paid to their plans.
The council then rejected a resource consent
application from the New Zealand Sikh Society
in 2017, saying it could set a precedent,
allowing ‘urban creep’ on land in the Plains
Production Zone.
The issue went to a hearing in July and in a
decision released this week the council will now
allow the $4 million development to go ahead,
though it still had to apply for building consent.
“We are so happy. It’s a big win for us,”
Gurdwara Sahib Hastings committee member
Jagjiwan Singh said.
The community currently only had a very
small temple in central Hastings that could not
accommodate all worshippers, and it was hoped
a new purpose-built temple would bring more
families to Hawke’s Bay.
“Already some families have left. So this
will be good for the Hawke’s Bay economy too
because we can now bring our families back
and say: ‘Look, we will have a nice big temple
here.’
“We are really appreciative of what Hastings
District Council has done for us,” Mr Singh
said.
In its decision, the council said that although
the temple did not meet the key objectives
within the productive zone, it was not contrary
to its district plan and it also met community
well-being clauses within the Resource
Management Act.
Once built, the temple will be open 24/7,
hosting up to 700 people for special events
such as weddings. It will also feature a library,
a residence for the head priest and community
gardens.

to Kartarpur Corridor opening this
week on the occasion of the 550th
birth anniversary of Guru Nanak.

received personal invitation from
Pakistan’s Prime Minister Imran
Khan to send Sikh delegates from
New Zealand,” Daljit Singh from
Supreme Sikh Society said.

The show ended with a celebratory dinner
arranged for the guests and attendees at the
event.
The VIP delegates will be donating Rs 15
lakh to the Gurudwara Sahib in Pakistan that
will be used towards langar for the attendees at
the gurudwara.
“We wish that the delegates have a good time
there and can make the most of this opportunity
to the auspicious Sahib Gurudwara in Pakistan,”
Mr Singh added.
Mr Singh further added that the delegates
would also extend an invitation on behalf of the
Supreme Sikh Society in New Zealand to the
members of the Sahib Gurudwara in Pakistan
who conduct Kirtan and prayers there to grace
the Sikh community here in New Zealand.
The delegates will finish their tour attending
the opening ceremony and spending time at the
gurudwara on Saturday, November 16.

“The unemployment rate reached a
peak in September 2012 and has been
trending downwards ever since.”
The improvement in financial
wellbeing was felt across a wide
range of groups, including:

and European, Māori, and Asian
ethnic groups.

Late spring surge as we head into summer

The average value nationally has increased
2.8% year on year and is now $697,204. This
represents an increase of 1.4% over the past 3
months. The average value in Auckland Region
sits at $1,031,447, down 1.5% from 12 months
ago but up 0.6% over the last three months.

But the cash shortage might have impacted several sectors, including manufacturing and agriculture.
As a result of all these factors and others, the Indian economy today is definitely sluggish.
Consumption has slowed down three quarters in a row.
The automotive industry, one of the fastest growing sectors for several years, has shrunk
significantly in the past year. There have been poor performances in several other important sectors
such as banking, manufacturing and real estate as well.
What is required to get the India economy to turn the corner and change the current narrative that
it is stuttering? First and foremost, the Modi administration should recommit itself to and accelerate
the economic reforms process.
In this regard, Simeon Djankov, Director of Development Economics at the World Bank, said
that to continue to improve on its ease of doing business ratings, India will need a “�fresh set of
reforms.”
It appears that India has begun to relaunch the reforms process. In September, Finance Minister
Sitharaman cut the corporate tax on profit from 30 per cent to 22 per cent, which was universally
welcomed by businesses and investors in the country.
Now, similar bold reforms are required in multiple areas in a sustained manner, including
deregulation of sectors such as energy and increasing foreign investment caps in areas such as
insurance, retail and defence.
Another key requirement for growing the economy is modernizing the country’s infrastructure.
Roads and railroads in India, except in some pockets, require major upgrades. Recently, Union
Steel Minister Dharmendra Pradhan announced that the country will spend about $1.4 trillion on
infrastructure development over the next five years.
Taken together, both the corporate tax cut and the announcement of $1.4 trillion spending on
infrastructure signal, that the government is serious about reforms.
The government has also announced several stimulus measures. Additionally, the Reserve Bank
of India has slashed the repurchase rate nearly half a dozen times this year.
There is much underway.
But India is a huge economy and there is much that will need to be done in order to continue to
move the needle dramatically over time.
The current quarter, which began in October, is pivotal. If the corporate tax cut and the stimulus
measures have an impact, it will be reflected in the quarterly numbers, which will be available early
next year. One hopes those numbers will be headed in the right direction. If they are, then progress
will have to be sustained.
If they are not, adjustments will have to be made.

as part of the Indian delegation to the World Bank and IMF meeting, stated that Indian economy is
in “transition” and opined that he thought India was “at the bottom as far as growth is concerned.”

administration can prove his assessment to be correct.

Abbas Naqvi ahead of the Ayodhya verdict on Tuesday saw senior

Kartarpur Sahib in Pak

total 1,303 Indian Sikh pilgrims on Tuesday left for Pakistan via Attari
border to participate in celebrations to commemorate the 550th birth
anniversary celebrations of Guru Nanak Dev.
The pilgrimage, organised by the Shriomani Gurdwara Parbandhak
Committee (SGPC), the body that manages Sikh shrines in India, will
conclude on November 14.
The devotees will visit Sikh shrines, including Nankana Sahib -- the birth
place of Guru Nanak Dev in Punjab province -- Panja Sahib in Hasanabdal
city and Kartarpur Sahib.
The Kartarpur Gurdwara, located some 4 km from the border with India,
is believed to have been built on the site where Guru Nanak died in the
16th century. It is going to be linked with the 4.2 km-long Kartarpur Sahib
Corridor.

forecast.
"To operate and maintain the expanding fleet, operators are expected to
spend $440 billion on aviation services, including ground, station and cargo
operations, along with maintenance and engineering," the 2019 India CMO
said.
"In India, single-aisles will lead the demand for airplane deliveries --
comprising 87 per cent of all new airplanes -- to meet requirements for
domestic network connections and service to new airports. Wide-body
airplanes will make up 13 per cent of new airplane deliveries, helping to
enable new long-range flights."
As per the CMO, many of the new airplanes will replace aging aircraft
and help operators grow their network as India's airplane fleet is projected
to quadruple in size to approximately 2,500 aircraft by 2038.

METHOD
• Wash and cut fish into 1 inch pieces.
Marinade the fish with turmeric powder,
ginger, garlic paste and salt, for at least 15
minute. Cover and keep aside.
• Heat oil in a frypan over the medium flame
and shallow fry the fish pieces on both the
sides till about golden in colour (Do not over
cook the fish and try to cook it 75%) and
drain on kitchen paper.
• Heat oil in a saucepan over medium flame,
add peeled, washed and chopped onion, fry
until brown in colour.
• Add ginger paste, stir, add garlic paste. Sauté
till the rawness of the aromatics goes away.
• Lower the flame and add red chilli powder
followed by turmeric powder, garam masala
powder, coriander powder, sauté well for
few seconds.
• Add 1 tablespoon of water, mix well and
sauté until the oil separates.
• Add washed and chopped tomato to the
masala and cook till the tomatoes are mushy
and oil starts to seperate.
• Add fish pieces and mix gently; add half cup
of water or enough for the gravy and bring

• 1tbsp - soy sauce
• 3tbsp - chilli sauce
• 1/2tsp - red chilli flakes

Chopra said.
“It was at this tank where we shot the iconic
scene with the late Tom Alter. If you pay attention to
the scene, we have only used the staircase and we left
the rest to the audience’s imagination. In reality, the
smuggler was on top of the tank.
"That’s why we had a dialogue for Tom to cover up for

on preparing students for their paths
ahead. The capability building
seminar will focus on ensuring
young people are empowered and

have all the right tools to reach their

‘Building Your Kiwi Future’ is a
seminar targeted at all young people
with a special focus on international
students. The event will be held at
WG 9th Floor, AUT City Campus,
Auckland.
“International students in New
Zealand perform well academically,
but from the conversations we have
been having in our groups, it is clear
that the gap between the academic
world and the working world is
reasonably wide,” said Murali
Magesan, President of Hindu Youth
New Zealand.
“There is a lot of work done in
workplaces to improve diversity and
address cultural biases, however,
there are few working to address this
problem before young people enter
the workplace.”
The seminar will focus on key
