CHAPTER I

The Problem
Introduction

Pantawid Pamilyang Pilipino Program (4Ps) is a Conditional Cash Transfer

program of the Philippine government. It is a Poverty reduction strategy that provides

a monthly allowance to the poorest from poor to improve their health and Education

(0-18)- year old children only. It Provides cash grants to the poorest household

based on the condition of households to increase their investments to the children’s

human capital. Under the Pantawid Pamilyang Pilipino Program, the Department of

Social Welfare and Development provides the cash grants to the beneficiaries of

PHP 6,000 a year, or PHP 500 per month, to household for the health and nutrition

needs and PHP 3,000 per School year or PHP 300 a month for each child’s

educational expenses A maximum of three children per household is allowed.

Household-recipients has a responsibilities to maintain the attendance in school or

85 percent school attendance, so that in order to remain a beneficiary of 4Ps

program.

This study determine the Academic Performance and School Attendance of

the Students of Pantawid Pamilyang Pilipino Program. According to RCC Fernandez

et.al. (2014). The Study examined the relationship between poverty and child labor in

the Philippines. It investigated how school attendance of working children relates to

poverty incidence covering the period 2008-2012. It determined the relationship

among poverty, prevalence of child labor and the number of working children not

attending school. Poverty displaces these children from school. School children are

enticed to participate in the labor force because of the short-term income. It is

evident that children have taken on the responsibility of increase the household

incomes and proving the needs of their households.

To address this Problem the Philippine government implemented the social

assistance program known as the Conditional Cash Transfer Program (CCT). This

cash transfer program was renamed by the government and is now known as the

Pantawid Pamilyang Pilipino Program (4P’s), with the Department of Social Welfare

and Development (DSWD) as the lead agency in championing the poverty alleviation

strategy program of the government. This study beneficial to the School and Society

since it is helpful for future purposes. The program helps the poor Families to budget

their money for the Educational expenses, Health and Nutrition needs.This study is

to determine the Academic Performance and School Attendance of Pantawid

Pamilyang Pilipino Program.

Theoretical Framework

Academic Performance is undoubtedly a research after the heart of education

managers. It is attempt to explore, what determines academic performance

outcomes of learners, they have come with more question than answer. In a recent

time, (e.g..,Aremu & Sokan, 2003;Aremu and Oluwole, 2001; Aremu.2000). The

primary literature has shown that learners outcomes namely academic achievement

and academic performance have been determined by different variables the Family,

School, Society, and Motivation factor. According to Parker, Creque et.al (2003)

noted that much of the previous have focused on the impact of demographic and

socio-psychological variables on academic performance. (e.g., Aremu & Sokan;

Aremu 2004), Another emerging dimension to the determinant of academic

performance is government factor. Despite of the seeming the comprehensive of

literature on the determinants of academic performance of learners, there seems to

be more interest to investigated. It becomes obvious in outlook of the interest of

researchers and Educational managers; and continue attention of government and

policy makers and planners.

Statement of the Problem

This study primarily focuses on the of Academic Performance and School

Attendance of the 4Ps Pupils in Puerto National High School. Specifically this study

answers to the following questions.

1. Is there a significance difference in the Grades of the Female and Male 4ps

Students?

2. Is there a significance relationship between the class attendance and

Grades of the 4Ps Students?

3. What are the factors that affect the academic performance and school

attendance of the 4Ps Students.

4. Is there a significance relationship between parents involvement and students

academic performance?

Research Hypothesis

Ho: There is no significant relationship between School Attendance and

Academic Performance of the 4Ps Students.

Ho: Is there a significant difference between the Academic Performance of

the Male and Female 4Ps Students.

Scope and Delimitation

This study was an attempt to find out the Academic performance of the

students who are 4ps beneficiaries enrolled in Puerto National High School S.Y

2019-2020. The study will only focus on the students’ views and how it will affect

them.

Significance of the Study

The Research believed that the result of this study will help the following

assess the 4ps program and its effect to the performance of the students. This study

will also help the Puerto National High School students, teachers, and parents to

take appropriate action towards the improvement of school.

To the Administrative. The result of this study may help them and would be the

basis in constructing and developing new teaching strategies to help teachers fully

supervise and assess the pupils to achieve their potential that financially supported

in their studies by the government.

To the Teachers. The Result of this study may help the teacher in constructing and

developing new teaching style to help the pupils understand directly and be mindful.

To the Parents. The result of this study will inform the parents that their guidance is

a big impact on the performance of their children in school.

To the Student. May the result of this research helps the student in understanding

to coming to the school daily may be guarantee that they will also have good

academic performance. And may also give their overview of how the Government

will supporting their studies.

Definition of Terms

The following words are defined for better understanding of the concepts and

terms in the study.

4ps Beneficiaries. It refers to poor households with children 0-18 years old selected
by the department of social welfare and development to be a part of the program.

CCT or Conditional cash transfer. This is a program the transfer through cash
generally to poor household, on the condition that those households make for
investments in the human capital of their children.

Pantawid Pamilyang Pilipino Program. It refers to the national poverty reduction

strategy that provides conditional cash transfer to extremely poor households to

improve their health, nutrition and educational particularly of children aged 0-18.

Academic Performance. It is the Outcome of the Education to be diligent in school.

Attitude is the student’s interest in School regarding to their income
